The site specific sculpture is located at the entry to the office of Nillumbik Shire Council. It was commissioned in 1994 by the Shire of Diamond Valley for their 20 year celebration. Baines was chosen from a short list of three artists. He is an internationally renowned artist, particularly in the field of gold and silver smithing. 'Transaction' takes on the visual and aesthetic vocabulary of its surroundings. It is a statement of the geometry and idiosyncrasy of its immediate site. The series of arcs are reinterpreted into longitudinal curves in the sculpture. It is a transaction between the place and the anticipated entry to the building. The title also suggests the flow of civil and administrative procedures that take place daily within the Shire's offices. A large cascading form in stainless steel. Multiple rows of concave dishes set on long steel stems, which progressively increase in size as they rise in height. The work plays elaborately with perspective, and its repeated shapes are arranged in a orderly mathematical series. It faces a wheelchair ramp lined with polished steel rails, and is integrated with the architectural features of its forecourt setting, for which it was designed. The piece is sited in a small garden area and can be viewed from within the building's foyer. In bright sunlight, its dish-shapes cast elliptical shadows across walkways and lawns. A community-led project to contribute to a vision for the Shire of Nillumbik. Between October 2011 and June 2012, Nillumbik Shire Council undertook a community information gathering project to ask residents "what is your vision for your local community?” Picture Nillumbik represents a collection of responses from community groups, schools and households via online submissions, photos, interviews and workshop contributions. In 1965, the Diamond Valley Shire planning association recommended to Council that a large area of land north of Greensborough be acquired for Parkland. The idea of a Civic Centre was included with a map of the area from Grimshaw Street in the south to the MMBW pipeline reserve in the north. This photograph of the former site of Kelly Garden Supplies was taken in 2013 to show changes over 40 years, based on Ron Reynold’s sketches in the 1973 publication “Greensborough and Greenhills” published by Cypress Books. The site is now part of the Civic roundabout at the top of the Greensborough By-pass. Civic Drive was associated with the building of Diamond Valley Council Offices opened by Governor Rohan Delacombe on 26/2/1972. Previously it was known as Kelly's Track which wound its way around to a house that overlooked the aqueduct bridge. Kelly's Sandpit (quarry) was the local go to place to obtain road, driveway fill and red sand for local construction.
