Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. Wodonga was declared Victoria’s first Rural City in 1973. John Macaulay was appointed to the first Council. John was born in Melbourne but moved to the Wodonga district as a teenager. During World War II he joined the infantry and served in New Guinea. After the war he took up a farm in Gundowring but due to war-related health issues, John and his wife Monica semi-retired to Wodonga in 1967. He was elected to Council in a by-election in 1973. John continued to serve on the Wodonga Council until 1991 including four terms as Mayor from 1982–1983, 1983–1994, 1987–1988 and 1990–1991. Isabella Park Taylor, nee Dawson (1842-1929), friend of Western Victorian First Nations people, and student of their languages and customs. Isabella grew up at "Kangatong" (1844-1866) in the company of First Nations people and became fluent in their languages. With her father, James Dawson, she wrote the book "Australian Aborigines" (1881). She married William Andrew Taylor in 1877 and they built a fine homestead on their property at "Renny Hill'' near Camperdown, Victoria. Rosina (Rose) Morey was a student at Ballarat Ladies College, girls' school of Ballarat College (1875 - 1892). Rosina Morey was born in 1871 and spent most of her life in Ballarat. Her father was Edward Morey, a mining and civic leader in Ballarat. The book was donated by Poss Morrow (Walker) having belonged to her great aunt Rose Morey. In 2008 Poss wrote: Rose loved sewing and my memories of her are that she was always dressed in black. She was the third daughter of Edward and Mary Ann Morey. Great aunt Rose spent many happy times with our family when we lived in East Malvern. My father Edward McDonald Walker was her nephew. She loved coming to the city by train to go shopping and join in the family celebrations. She never married but lived to a great age. She died in a nursing home in East Malvern 24 July 1960 and was buried in the Morey family grave in the Ballarat Old Cemetery. The Hitchcock Court, Geelong was named after Howard Hitchcock, 1866-1932, businessman and civic leader. The Methodist Order of Knights was the official youth organisation of the Methodist Church of Australasia. It originated in Hurstville, NSW, on the 4th October 1914 by the then Mr and later Rev Alex Bray. Alex Bray was a Sunday School teacher and spoke to his class of the Knights of the Round Table. In 1917 the Order of Knights was officially recognised by the Sunday School Dept of the NSW Methodist Conference. Courts spread thoroughout Australia. In 1927 the High Court of NSW called for designs for a badge and in 1929 the General Conference of the Methodist Church of Australasia recognised the Order as an approved Organisation. In 1938 the Senior Section was organised into Degrees of Sincerity, Service and Sacrifice; the Junior Section into Pages' Degree with advancement to Esquire. In 1954 the Junior Section was reorganised into two groups: Pages 8 to 11 years and Esquires 12 to 15 years. The Knight's Motto: "Live Pure, Speak True, Right Wrong, Follow Christ the King, else wherefore born?" Courts of the Order: General Conference Department of the Christian Education - General Court - Provincial High Court - District Court - Local Court - Senior Court - Intermediate Court - Junior Court . Ian Darnton Watson was a member of a prominent family of civic leaders in Wodonga. He was born on 6th July 1925 in Albury, the first son of Kenneth Darnton Watson and Phyllis Lenore Emily Austin. He completed his primary education at Albury Grammar School, and later became a boarder at Melbourne Church of England Grammar School. He enlisted for service at Albury on 25th January 1944 and commenced full time service on 8th February 1944 at Royal Park in Melbourne, Victoria and was allocated to the 2nd Medium Regiment. He embarked for overseas service in Borneo on 30th July 1945 and disembarked in Australia on 15 April 1947 after serving with the Australian occupation forces in Japan. Mr Watson was discharged on 22 April 1947 at which time he was a member of the Australian 2nd Medical Regiment. On discharge he returned home to help his father farm his property, De Kerilleau in Wodonga. De Kerilleau was classified by the National Trust in 1974. Ian described his father, Kenneth as a hardworking, practical man, who for two years from 1929 - 1931, had been the Wodonga Shire President. Cr K. D. Watson was again elected to the Council in 1943 and served until he died in October 1951. In March 1957, he married Miss Lesley Buttfield, of Sydney, NSW. They had three children, Fiona, John and Rowena. John was later to become a member of Wodonga Council and served as mayor. Ian was past President of the RSL branch at Wodonga, Captain of the Wodonga Rural Fire Brigade, and President of the West Wodonga Primary School Committee. The Loch Ard was an iron hulled clipper, built in Scotland in 1873 and wrecked on the southwest coast of Victoria in 1878 at what is now known as Loch Ard Gorge, near Port Campbell. Fifty two crew and passengers died and only Tom Pierce and Eva Carmichael survived. The Loch Ard was the last sailing ship to lose emigrants' lives when negotiating the entrance to Bass Strait. One of the most unlikely pieces of cargo to have survived the shipwreck was a Minton porcelain peacock - one of only nine in the world. The peacock was destined for the Melbourne International Exhibition in 1880. It had been well packed, which gave it adequate protection during the violent storm. Today, the Minton peacock can be seen at the Flagstaff Hill Maritime Museum in Warrnambool. From Australia's most dramatic shipwreck it has now become Australia's most valuable shipwreck artefact and is one of very few 'objects' on the Victorian State Heritage Register. The Victorian History Advisory Council decided 1978 was an appropriate year to mark, not only the centenary of the sinking of the Loch Ard in 1878, but also commemorate the large part played by sailing ships in immigration, and through this, the development of Australia. The Victorian Government authorised the commemoration and a "Loch Ard Centenary Committee" was formed. It was established to create public interest and awareness for the 100th anniversary of the tragic Loch Ard shipwreck. Activities and events included student essays, exhibitions, videos, publications, competitions and historical information. A booklet called "Settlers Under Sail" by Don Charlwood was commissioned to be made available to all school children. The anchor of the Loch Ard was raised from the wreck and displayed at Port Campbell, a memorial plaque (erected by The National Park) was unveiled at Loch Ard Gorge, a special "Loch Ard Shipwreck Centennial Port Campbell" postmark was issued by the Post Office and a model ship competition was held. Flagstaff Hill Maritime Museum and Village, together with other local towns and shires along the south-west coast participated in many of these commemorative activities. This letter is a significant reminder (and recognition) of the importance the Loch Ard (and other immigrant ships) played in the settling of Victoria and the dangers faced by the settlers who came to Australia in these ships. Flagstaff Hill’s collection of artefacts from LOCH ARD is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). Its last voyage was from England to Melbourne, and the ship was sunk on the 1st June 1878, with only two survivors from passengers and crew of fifty-four. The celebrations being conducted throughout our district this day will help us all to remember and appreciate the determination and spirit shown by these people, for they had the faith to realise that their endeavours would be successful, even against great odds in comparison to present day standards and techniques, and their imprint on our history is record of this fact. This commemoration acknowledges the important role undertaken by sailing ships such as the "Loch Ard" and the vital role this ship played in the early settlement of the State of Victoria." St Margaret’s Church of England was officially opened on December 12, 1861. It is the oldest intact church building in Eltham. At the time it was known as Christ Church until its consecration in 1871, when it was completely free of debt (£1,700 for the church and parsonage) despite the district’s poverty. This was largely due to the free labour and materials, including locally made bricks donated by local artisans and others. The church is historically significant because it is the oldest church in the former Shire of Eltham and has associations with the philanthropist and founder of Brighton, Henry Dendy (who donated the land on which the church is built), the architect Nathaniel Billing and the prominent local builder, George Stebbing. The church is architecturally and aesthetically significant because it is constructed in the Gothic Revival style with several stained-glass windows of various dates and is also a very early use of polychromatic brickwork in Victoria. Billing was one of the first Melbourne architects to employ polychromatic brickwork and an important early architect. The rear wall was intended to be temporary. A major feature of the design is the large buttresses with long, steeply graded upper faces. The overall design is well proportioned with the surface brick patterns relieving an otherwise austere design. The church is spiritually and socially significant because it has been an important place of worship for the people of Eltham for almost 150 years. The land on which the buildings stand was donated by Henry Dendy. Dendy arrived in Melbourne in 1841 after purchasing in England eight square miles at Brighton under the system of "special surveys". After this land passed out of his hands, Dendy moved about Victoria, visited England, then returned to settle in Eltham where he purchased a flour mill. Dendy chaired the meeting held in 1860 “for the purpose of devising such means as may be expedient for the establishment of a Church of England in the township of Eltham”. He became chairman and treasurer of the church committee. Unlike the establishment of many early churches in Victoria where a vicar was appointed to a parish and later a permanent church was constructed, the population at Eltham initiated action to build a church. The nearest church at that time was at Heidelberg and the Eltham settlement was part of the parish of St Johns Heidelberg. Isolation and the tedious, time consuming journey between Heidelberg and Eltham resulted in the Eltham community taking its own action. The original vicarage (Dendy House) at the rear of the church is also an important part of the cultural significance of this place because it is connected to the church and the development of the Eltham area. Together, the church and the vicarage are aesthetically significant because they form a significant streetscape feature. The mud-brick community hall designed by Robert Marshall was added in 1978. In 2014 the original temporary rear wall was removed as part of a modern extension designed by Architects Atelier Wagner and constructed by Conrad Construction and Management. National Trust of Australia (Victoria) State significance Victorian Heritage Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p67 St Margaret’s Anglican Church in Pitt Street, Eltham, which officially opened on December 12, 1861, is the oldest intact church building in Eltham.1 With the nearby courthouse and police station, it was one of the first permanent community buildings in the district. The church and vicarage are on the Register of the Heritage Council of Victoria and the National Trust of Australia – Victoria. The church is important as an early example of polychrome brickwork by the notable architect Nathaniel Billings. It is also notable for its historic associations with the early settlement of the Shire of Eltham and its connection with Henry Dendy, Brighton’s founder.2 Henry Dendy, who lived in Eltham much longer than at Brighton, chaired the original meeting which planned the church, and he donated the half-acre (0.2ha) site. Dendy had arrived in Melbourne in 1841 after buying eight square miles (20.7sq km) at Brighton while in England. After this land passed out of his hands, he eventually settled in Eltham where he bought a flour mill, west from the corner of Main Road and Pitt Street (then called Brewery Lane). The vicarage was named Dendy House after him. The Eltham settlers were unusual in initiating the establishment of a church. Usually in Victoria a vicar was appointed to a parish and then a permanent church was constructed. But then, the nearest church was at Heidelberg, which was a tedious and time-consuming journey. St Margaret’s builder was a local, George Stebbing, who also constructed the former Methodist, later Uniting, Church at John Street and the Shillinglaw Cottage near Eltham’s Central Park. It is believed the first Anglican Bishop of Melbourne, Bishop Perry, dedicated the church. After the ceremony he joined in the festivities at the nearby pub and a bill was sent to the parish for teas taken there by the bishop with other participants. The first vicar was the Reverend Robert Mackie from 1864 to1866. St Margaret’s Church was originally called Christ Church until its consecration in 1871, when it was completely free of debt (£1700 pounds for the church and parsonage) despite the district’s poverty. This was largely due to the free labour and materials, including local bricks, donated by local artisans and others. St Margaret’s Church is in the Gothic Revival tradition with a buttressed nave, paired lancet windows, porch and bell-cote. It was the first polychromatic brick church in Australia, using softly contrasting coloured brickwork.3 Billing was one of the first architects to introduce polychrome brickwork into Melbourne. His original drawings for St Margaret’s survive in a folio of his architectural work. However the church’s brickwork is more subdued than in his drawings. About half the windows – those in clear glass with gold borders – are original. The stained glass windows were made much later, but the one behind the altar is thought to be the oldest in the Diamond Valley. It was to be temporary until the congregation could afford to extend the church. In the early 1960s the original cedar pews were replaced by blonde timber pews and the originals were sold to restaurants and to private individuals. Eminent local sculptor Matcham Skipper created a crucifix for the church. A major addition was made in 1978, when the weatherboard hall was replaced by a mud-brick hall. Made of local material, it was designed by local architect and a former shire president Robert Marshall. The mud-brick hall reflects the style of building in Eltham of the late 1970s and for which Eltham is well-known. Perhaps because its earthy tones blend with the surrounding environment, the hall sits well with the church building. St Margaret’s membership has included economist and ABC chairman, Richard Downing; political commentator, diplomat and academic, William Macmahon Ball; Eltham civic leader, Charles Wingrove; artist, Peter Glass; and Eltham’s first postmaster, Frederick Falkiner.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. This baker’s wagon or cart transported and delivered bread and other baked goods in the Warrnambool area. It currently has advertising for H.H. Smith & Co. Henry Huntington Smith (1857-1941) owned and operated his Warrnambool bakery in the late 19th and early 20th century. However, the design of the wagon is similar to those used by local bakers in the 1930s and 1940s and probably originated from Stephenson’s Bakery in Warrnambool, which operated around that time. The wagon’s original internal shelves were removed in the early days of Flagstaff Hill so that children could have rides around the village in a horse-driven cart. BAKERS’ HISTORY There were many bakeries in Warrnambool in the 19th to mid-20th century. Each bread bakery made horse and cart deliveries in its allocated zone. SMITH’S BAKERY; – as shown on the wagon’s signage. Henry Huntington Smith (1857-1941) was born and educated in Warrnambool. He worked at Davis’ steam biscuit factory in Timor Street before he began his own bakery business in 1885 near the corner of Fairy and Koroit Streets. A few years later Smith built a new bakery on the corner of Fairy and Lava Street where it still stands today (2025) as Monaghan’s Pharmacy. The building was designed by James McLeod in 1892 as a bakehouse, shop and residence for Smith The address was known locally as Smith’s Corner. Next door to the bakery, at 136 Fairy Street, were stables built by Jobbins and McLeod in 1886 for William Cust. A photograph in the archives of the Warrnambool and District Historical Society shows the 1892 building with four fancy horse-drawn wagons on the street with white-clad drivers and a promotional stand erected with 5 bakers in uniform and the signage “H H Smith & Co, Pastry Cooks and Confectioners”. One of the wagons appears to have “H H Smith” painted on the side. H.H. Smith & Co. placed an Advertisement in the Weekly Times in December 1896 promoting its business as bakers, confectioners and pastry cooks, praising their shop as an ‘ornament to the town’ with ‘neat appointments’ and ‘dainty decorations’. It also boasted of supplying a large number of customers within a twelve-mile radius of Warrnambool. In November 1919 The Warrnambool Standard announced the marriage of Henry H Smith, Mayor of Warrnambool, to Jeannie Samson-Goodman in East Adelaide. In the same newspaper was a notice that Frank Crossley was to open as baker and pastry cook in H.H. Smith’s premises. As well as being the proprietor of the H.H. Smith Bakery, Henry Huntington Smith was a Councillor for the Warrnambool Municipality from 1913 to 1937 and Mayer for two terms. In December 1919 during his first term as Mayor, he was honoured for the work he had done with returning soldiers after World War I, receiving a document in recognition of this work, presented by the Mothers, Wives and Sisters of returned soldiers. Smith was very interested and involved in the community in many roles, including being the Vice President of the first Warrnambool and District Historical Society. STEPHENSON’S BAKERY: – believed to be the past owner of the wagon. The last owner of the bakery was Harold Stephenson. Stephenson was enlisted in the A.I.F. and was invalided home in 1943 before the end of the Second World War. He also served as a Councillor from 1958 to 1976, during which time he served six terms as Mayor for the City of Warrnambool (1966-1973) while he had the bakery. He was very involved in many local organisations including the Warrnambool Surf Life Saving Club and the Road Race Committee. He died in 1985, lauded as being one of Warrnambool’s “most distinguished civic leaders”. It has been said that the baker injured in World War II invented a special contraption to enable him to get up into the wagon and that he alerted his customers that he was in their vicinity by blowing a whistle. The customers would come out and choose their bread from the back of his wagon then pay him for it. However, another account is given by a man who once earned pocket money by helping the baker on his rounds. He says that it was Stephenson, the owner and manager of the bakery, and not the delivery baker who received a significant injury during the war, making him unable to climb the stairs of his upstairs accommodation at the bakery, therefore causing him to sleep downstairs. At this time in the early to late 1940 Stephenson’s bakery had three wagons, one for each of the delivery rounds. The wagons were painted black and yellow. Two of the drivers were Stan Lake and Ali (Alec) Dean who both had wagons with the covered cabin design. The third driver was Bill Lake who had a flat wagon. Stan Lake delivered in the area around Lava and Koroit Streets, Ali Dean had another round and Bill Lake had the Dennington area. Bread continued to be delivered into the 1960s but by this time the delivery vehicles were motorised. The goods produced at Stephenson’s bakery included bread baked in different shaped tins such as High Tin, Sandwich and Vienna. Some shapes were easily divided into half by breaking them apart, therefore the baker could make two-quarter loaves from a half loaf, satisfying different needs. There was the option of white or brown bread, sweet buns, fruit buns and Boston buns. The baker’s assistant was known to take great delight in ‘trimming’ the broken halves of excess bread and crust, enjoying his treat. THE BAKERY PREMISES: – Southeast corner of Fairy and Lava Streets, Warrnambool. The building retains the original cast iron veranda. Above the veranda, a motif of a wheat sheaf in ornamental plaster can be seen. Inside the building, there are still some of the original fittings. The building was classified by the National Trust in August 1979. After the Second World War, an official system of zoning was introduced as a fair way for the baking industry to operate. In 1949 different pricing was introduced by the Government for either delivered or retail purchased bread. Many of the small local bakeries went out of business after the Government banned zoning. The way was made open for the larger bread manufacturers to enter the local market with cheaper prices. Some of those companies were Mc Queens, Tip Top, Twisties, and Sunicrust, (Mc Queens ‘new’ bakery building was where the current Toyworld shop now stands, is, in the Ozone carpark.) O’Grady’s Bakery, later changing hands and known as Burkes Bakery, was on Fairy Street near the Timor Street intersection, on the North West side. There was also a bakery named Almay. The baker’s wagon is significant because of its association with H.H. Smith’s Bakery in Warrnambool.. The H.H. Smith’s Bakery building on the corner of Fairy and Lava Streets, built in 1892, is classified by the National Trust, August 1979. Smith Street Warrnambool was named after Henry Huntington Smith, who was a Warrnambool Councillor 1913 – 1937 and Mayor 1919 – 1921. Baker’s wagon, often referred to as a baker’s cart. Four wheeled horse-drawn delivery wagon, front wheels smaller than rear wheels. Wagon is clad with metal sheets and lined with varnished timber panels. Wheels have metal rims, wooden spokes and rear wheels have wooden brake pads. Horse shaft is timber with metal fittings. Front has a metal lamp holder, brake lever, metal hand grips and decorative metal foot plates. The wagon has suspension leaves on back and sides and double suspension leaves on the front. Driver’s area at front has a roof, glass side windows and wooden box seat with hinged compartment accessing wagon storage area. Door above back of seat has buckled leather handgrip strap attached, door slides open for access to wagon area. Back of wagon has a wooden step and a split door; top door has ventilation louvers, both doors have metal latches. Wagon is painted cream with brown trim and signage and green step. Remnants of red and green paint are visible; underside of seat panel is painted grey. Wagon advertises H.H. Smith & Co. Part of the original cottage named Culla Hill built by Thomas Sweeney (a former convict) remains as a small section of today’s house. Covered under Heritage Overlay, Nillumbik Planning Scheme National Estate National Trust of Australia (Victoria) Local Sifgnificance Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p19 Thomas Sweeney, a former convict who became a respected citizen, once lived on a property at what is now the corner of Sweeneys Lane and Culla Hill, Eltham. As Sweeney was one of the district’s first settlers, the property is registered by the National Trust. Thomas Sweeney was born in 1802, son of impoverished tenant farmers in Tipperary County, Ireland. He became a ploughman, then at 21 he was sentenced to hang for setting on fire the house of Patrick Guyder at Gullshill. It is said the arson was due to a dispute over undelivered guns to a social justice guerilla group, the White Boys, of which Sweeney was a member. But the sentence was commuted to life transportation to Australia in 1823.1 Apparently in Sydney he became a servant to James Chandler at Botany. Soon James Chandler leased his farm and became a catechist on the Hawkesbury River, so Sweeney was reassigned to a former convict, John Brown, at Liverpool. Later Sweeney was assigned to George Brown of Lake Illawarra. In 1831, Sweeney was granted a ticket-of-leave and bought a boat to carry goods between Illawarra district and Sydney Town. He married his first wife who had come to Australia as a free woman. However she drowned after bearing him a daughter. In 1838, one month after he had received a conditional pardon, Sweeney married a blacksmith’s daughter, Margaret Meehan, newly arrived from Ireland. They then moved to Port Phillip and squatted on the south side of the Yarra River, about seven miles (11km) from Melbourne. Around 1842, Sweeney bought 110 acres (44.5ha) in the parish of Nillumbik for £110. He built a slab hut 12 x 10 feet (3.6m x 3m) and then his homestead, Culla Hill, a typical Tipperary style cottage, now known as Sweeney’s Cottage. It was here that many generations of Sweeneys lived for almost 100 years. Culla Hill became a social centre for the district and the Catholic community used it as a church. Sweeney was apparently on good terms with a tribe of Aborigines living on the river nearby, who helped him build his house.2 Sweeney proved himself a civic-minded leader. In 1844, he led a call for a bridge over the Plenty River. He was on the first school board and supplied the first grain for Eltham’s mill. Sweeney profited during the gold rush, not by gold digging, but by providing supplies for nearby fields and others as far away as Beechworth.3 Thomas Sweeney died in 1867 and was buried at the Eltham Cemetery, leaving two sons, five daughters, and 300 acres (121.4ha), as well as Culla Hill. Culla Hill – by then reduced to 75 acres (30ha) – was sold out of the family in 1939, then renamed Sweeneys. The present Sweeneys Lane, running diagonally through the original holding, was the track to the house. Part of the original cottage remains as a small section of today’s house. The dining-family room fronted by a veranda is original, and although there have been some changes, the cedar door and most of the small 12-paned wooden-framed windows are original. The walls are made of the original hand-made brick. After buying the property in 1952 Mr and Mrs Burston demolished a dilapidated slab hut, a three-roomed detached kitchen and cellar, as materials needed to restore them were very difficult to obtain so soon after the war.4 However the barn remains almost in its original condition. It is believed to have been built from stone quarried on the property. Now roofed with iron sheets it was probably originally thatched. The World War Two War Memorial Building Complex with its civic purpose was a conscious shift away from memorialisation by monuments and a focus on the future and not the past. The cenotaph is an example of the post World War One memorialising practice of erecting monuments to commemorate the past. The location of the cenotaph in front of the former Infant Welfare Centre confuses the history of the site and obscures the ability to view the three buildings as a united complex. Additional subsequent modifications with the provision of access ramps and rails has further impacted upon the garden design. In 1965, the Diamond Valley Shire planning association recommended to Council that a large area of land north of Greensborough be acquired for Parkland. The idea of a Civic Centre was included with a map of the area from Grimshaw Street in the south to the MMBW pipeline reserve in the north.
