This is a supplement to Winty Calder's earlier work 'Heroes and Gentlemen'. Thomas Caradoc Rose Price CB, often known as Colonel Tom Price, was an Australian soldier, and acting commandant of the Commonwealth Military Forces in Victoria in 1902. Joining the British Indian Army in his early years, he served 20 years in India before returning to Australia. In 1885, he raised the Victorian Mounted Rifles, and was instrumental in establishing the concept of light horse units within the Australian Army. In 1900, he led a Victorian contingent during the Second Boer War, and was the only Australian officer during that war to command a force of British regulars. He remained in the Australian military after the war, serving in Queensland until 1904 when he was medically discharged. Thomas Caradoc Rose Price CB was born in Tasmania 21 October 1842. Following a distinguished military career in India, in 1885 he was tasked with raising Victoria's military forces. The mounted arm was the Victorian Mounted Rifles. Contingents of the VMR served in the South African War 1899-1902. Colonel Tom Price commanded the 2nd Victorian contingent, 1900. Following Federation, the companies of the VMR were reorganised into Australian Light Horse regiments. Colonel Tom Price died in Melbourne 3 July 1911 aged 68 and is buried in Melbourne General Cemetery. These spats appear to be part of an army uniform and may have been worn by a member of an Australian Lighthorse unit. The Victorian Mounted Rifles was established in 1885 by Colonel Tom Price who lived in his retirement years in Warrnambool. Many members of the G Company Mounted Rifles from Warrnambool and district enlisted in World War One and served with distinction in the Victorian Lighthorse units which evolved from the Mounted Rifles units. These spats are retained as they are possibly part of the uniform of an Australian Lighthorse soldier early in the 20th century and may have local provenance.These are two spats or leggings made of stiffened brown leather shaped to fit the lower calf of the leg. History has it that the origins of the Slouch Hat began with the Victorian Mounted Rifles; a hat of similar design had been worn in South Africa by the Cape Mounted Rifles for many years before 1885. The design of the Victorian Mounted Rifle hat originated from headgear of native police in Burma where Lieutenant-Colonel Tom Price had recognised its value. The Victorian hat was an ordinary bush felt hat turned up on the right side. The intention of turning up the right side of the hat was to ensure it would not be caught during the drill movement of “shoulder arms” from “order arms”. The Slouch Hat became standard issue headdress in 1903 and its brim position was mostly standardised. The slouch hat became a famous symbol of the Australian fighting man during World War One and continued to be worn throughout World War Two. This cup was awarded at a sports day held in 1937 by the Second Cavalry Division of the Victorian Light Horse regiments (The 4th/19th Light Horse Regiment was active in the Warrnambool region at that time). The Victorian Light Horse had both mounted infantry and cavalry units and was the successor in the early 1900s to the Victorian Mounted Rifles founded by Colonel Tom Price in 1886. Eight mounted contingents from Australia served in the Boer War and the Australian Light Horse served with distinction in World War One. The Australian Light Horse, as official military units, ceased to exist in the 1940s. It is not known to whom this cup was awarded in 1937. This cup is of considerable interest as a memento of the activities of the Victorian Light Horse regiments in the 1930s, possibly in the Warrnambool district.This is a silver-plated cup on a circular Bakelite stand. This shield was awarded in 1909 by the Rifle Clubs of South Western Victoria for a rifle-shooting competition. Rifle Clubs operated in Warrnambool from 1860 and possibly earlier and in 1904 a union of rifle clubs in the Warrnambool district was formed - the South Western District Rifle Clubs' Union. Edward Geary was a member of the Mounted Rifles, G Company in the 1890s and served as a sergeant in the Boer War, 1899-1900. He was commended by the founder and commandant of the Victorian Mounted Rifles, Colonel Tom Price, for his bravery in South Africa rescuing wounded soldiers under heavy fire. After the Boer War Geary continued to serve in the Mounted Rifles local unit (later called Australian Lighthorse). He was also a long-time member of the Warrnambool Rifle Club and won this trophy as a member of a Lighthorse unit. This shield is of interest as an example of the early 20th century trophies awarded by the Warrnambool district Rifle Clubs. Gun Clubs and Rifle Clubs have been existing in the Warrnambool district since the 1860s. This is a small wooden shield, lightly polished on the front surface. It has silver-coloured metal plates attached by metal pins to the front of the shield in the form of a scroll, two fern or laurel leaves, printed information and a crown with two crossed rifles. Probably originally drawn for publication in Melbourne newspaper showing detachment of Victorian Mounted Rifles on way to establish order at a strike site during the Labour and Shipping Strike of August 1890. During the strike armed troops were deployed to support the police in Melbourne and in Newcastle and a number of other ports around the country. In Melbourne, the announcement that a public meeting was going to be held on 31 August 1890 to support the maritime strikers sent the Victorian government into precautionary mode. On the eve of the meeting, the Victorian Mounted Rifles were briefed by their commanding officer Lieutenant-Colonel Tom Price: 'Men of the Mounted Rifles, one of your obligations imposes on you the duty of resisting invasion by a foreign enemy, but you are also liable to be called upon to assist in preserving law and order in the colony. ... To do your work faintly would be a grave mistake. If it has to be done effectively you will each be supplied with 40 rounds of ammunition, leaden bullets, and if the order is given to fire, don't let me see any rifle pointed in the air; fire low and lay them out so that the duty will not have to be performed again.' Price was quite clear and quite unapologetic about his intentions. He only wanted ′'to hit the strikers in the legs ... not to kill them outright. He explained that the term 'lay them out' was used in his regiment to mean 'temporary disablement'. A force of 1,000 militia and mounted police and another 1,000 special constables were embodied by the time of the meeting. These forces, apart from a troop of mounted police were held in reserve out of the way and the 40,000 who attended the meeting, although enthusiastic, were orderly and the forces were not called in.
