There were at least three 1880s vessels named Lady Loch, all built in Victoria; a river launch (ca 1884 to ca 1916, originally named Lady of the Lake), a steamer ferry (1884 to 1920s), and a government lighthouse tender steamer HMV Lady Loch (1886 to 1962). The spring balance scale was part of the equipment on the HMV Lady Loch. The scale was made by the renowned company Salter Weighing Machines in the United Kingdom, to Silvester's patent design. Salter Weighing Machines, Britain, began making spring scales in the 1820s. In 1908 Salter opened up an Australian branch named Salter Scales Pty. Ltd. The scale is marked HMV SS Lady Loch. It would be suspended by its top ring, a basket or other container is hung from the hook, and the items inside the basket are then pulled downwards on the hook, which stretches the springs inside the works. The pulling action moves a rack and gears a calculated distance and the gears turn the pointer on the dial to indicate the weight of the goods. This scale measures up to 200 pounds capacity. The HMV SS Lady Loch was an iron steamship built in Footscray, Melbourne, by Campbell, Sloss and McCain in 1886 for the colonial Victorian government’s Department of Trade and Customs. It was armed with a 6-inch gun and two 1-inch Nordenfelt guns. The Sydney Morning Herald of 27th January 1888 describes the vessel in detail. It even comments on the interior of the Saloon “The wood work … is on a very elaborate scale and is exceedingly neat …”. The HMV Lady Loch performed Customs duties and serviced the lighthouses along the coast. The scale could have measured goods for the Customs Tax, or for measuring out supplies for the lighthouse keepers. The vessel was named after Lady Elizabeth Loch, wife of Sir Henry Loch, Governor of Victoria from 1884 to 1889. In 1932 Lady Loch was converted to a hulk and used in Brisbane, and finally scuttled in 1962 at Moreton Bay, Queensland.The scale has importance due to its connection to the 1886 HMV Lady Loch, a vessel of great significance to Melbourne’s shipbuilding industry. It was the largest auxiliary vessel in the Victorian Colonial Government’s fleet and the first prominent vessel launched by Melbourne’s shipbuilding industry. The scale is also important for its connection with the colonial navy's Custom's work, as the scale was available to weigh goods that could attract taxes and deal out goods for distribution to lighthouse keepers. Equally spaced marks around the circular dial have values from 0 to 200 in increments of 10, each increment is also divided into 10. An iron ring is attached to a fitted loop on the top of the scale, and an iron hook is attached to the fitted loop onthe bottom of the scale. A moving pointer attached to the centre of the dial has a calibration screw joined to its base. Four screws fix the brass face to the works at the back. There are stamped and embossed inscriptions. Made by Salter in Britain, to Silvester's Patent design. The scale was once equipment carried abourd the steamship HMV SS Lady Loch. Within the belt is the maritime symbol of an upright anchor in front of a rope. It was unveiled in 1903 by Colonel John Hoad. (Later Sir John Hoad) a one time Wangaratta resident who became chief of the Australian General Staff. The second memorial bears the names of residents who were killed in the two World Wars as well as the Vietnam War. It was unveiled in 1923 by Colonel Scott, a former borough engineer. The image includes 2 x 32 pound cannons taken from HMS Nelson, a Royal Navy warship built between 1809-1814. The Nelson was transferred to the Victorian Colonial Navy as a cut down two decker in 1867.. The ship arrived in Port Phillip on 4 February 1868 and decommissioned in 1893. This ship model is of a Colonial Port Jackson schooner, originally designed by the British Admiralty in 1803 as a response to the request of New South Wales' Governor Arthur Phillip. The drafts for the original plans are in Greenwich, UK, in the National Maritime Museum. The model is a Ledition edition, number 2 of 5, modelled by Bill Leonard. The model is rigged and decked in the manner of David McGregor. The flag on model of Port Jackson schooner is that of the British White Ensign which was used as the flag design of the Royal Australian Navy from 1911 - 1967. In 1785 the First Fleet arrived in the new British colony of Port Jackson (now Sydney Harbour) in New South Wales and Arthur Phillip was appointed as the first Governor. The following year Governor Phillip asked the English Royal Navy to provide drafts and materials for two ships for use in the Port Jackson colony for exploring and surveying rivers. The vessels needed a shallow draught and to be made from local cedar timber. He asked for the frames of the schooners to be provided along with shipwrights to assemble them. Many years later, in 1803, Governor Phillip’s request was fulfilled but he had already resigned from his post. The drafts titled ‘Schooner for Port Jackson’ were despatched by the Royal Navy from England to Australia. The original draft is still in the National Maritime Museum in Greenwich, UK. Meanwhile, the NSW Government had already built various other ships before 1803. In 1797 His Majesty’s Dockyard was opened at Port Jackson for building larger vessels. The Royal Navy’s 1803 design of a ‘Schooner for Port Jackson’ has been recognised on the obverse of Australia’s twenty dollar banknote since 1994. A sketch of the schooner is beside the portrait of Mrs Mary Reibey, who arrived as a convict and rose to become a respected and successful owner of a cargo shipping business. Her fleet included the Mercury, a schooner similar to the 1803 design for the Port Jackson schooner. Although the 1803 plans for a ‘Schooner for Port Jackson’ are commonly believed to be used for the first ship built in Australia, no records have been found of any ships being built according to these plans. However, it can be claimed that the plans were the ‘first Royal Navy plans made for a ship for use at Port Jackson, and to be built at Port Jackson, in Australia’. William (Bill) Leonard passed away on March 1st 1995.This ship model is significant for its representation of an early Australian colonial schooner. The 1803 Royal Navy’s plans for the colonial ‘Schooner for Port Jackson, were for the first ship specifically designed by the Royal Navy to be built and used in Port Jackson, for use in exploration and surveying of Australian ports and rivers. This original tunic or jacket is part of the full dress uniform of the pre-Federation Victorian Permanent Artillery regiment. Its owner had the rank of Sergeant, as indicated by the three inverted chevrons. The Artillery design of the badges and buttons indicate the date of the tunic to be from 1893 to 1903. However the maker of the tunic, W. Moncton, began manufacture in Melbourne in 1899, so this the tunic can be dated between 1899 and 1903. The donor's grandfather was given this tunic but not the name of the original owner. It has since been suggested to the family that the tunic was worn by a local Western District Light Horse member. This could very well have been the case because mounted troops were officially referred to as the Light Horse in the late 19th to early 20th century. Several local men were involved in the Light Horse during the First World War. The donor's grandfather wore this tunic in the local district when riding a penny farthing bicycle. The donor's father also wore the tunic when dressed as a 'Captain' hosting a local disco dance. BRIEF MILITARY HISTORY- The Crimean War began In 1854 and many people in colonial Australia were afraid of a Russian attack. Volunteer forces were established to strengthen the British Imperial troops posted here. A battery of artillery was raised in Victoria as well as in other Australian states. In 1870 Australia became responsible for its own naval and military defence. The Volunteer Corps and Victorian Navy shared the responsibility of defending the existing forts, assisted by volunteer coastal and mobile field batteries. The Permanent Victorian Artillery force was established. It was disbanded in 1880 then re-formed in 1882 as the Victorian Garrison Artillery Corps. In 1895 the Geelong, Warrnambool, Port Fairy and Portland Batteries became part of the Western District Garrison Artillery. Many of the volunteers who served in the Artillery were from rural areas. They belonged to rifle clubs and were experience horsemen as well. Australia's defence at this time relied on these mounted troops, or Light Horse men. In 1899 the Victorian Garrison Artillery Corps amalgamated with the New South Wales and Queensland Permanent Artillery to become the Victorian Regiment of the Royal Australian Artillery (RAA). Then prior to Federation, the RAA and the Permanent Artillery of South Australia, Western Australia and Tasmania all combined, becoming the Royal Australian Artillery Regiment with two Batteries of Field Artillery; Battery A from Sydney and Battery B from Melbourne.This original uniform tunic of the pre-Federation Victorian Permanent Artillery is significant for its association with Australia's military defence and the fortifications of our district, state and country. The tunic is also significant, representing part of the history and evolution of uniforms in the Australian military forces. The tunic is also significant in its representation of Australia's independence in forming its own defences. The tunic has local significance in its connection with local social events.Tunic or jacket, part of the full dress uniform of the pre-Federation Victorian Permanent Artillery operating from 1893 to 1903. Original, single-breasted tunic of dark blue wool, red piping trim, black cotton lining in body. Sleeves lined with blue striped, white cotton. Front closure has eight brass buttons. Red band-style collar with hook-and-eye closure has gold bullion braid trim and a brass badge pinned each side at the front. Upper right sleeve has three inverted chevrons on red fabric with gold bullion braid trim (rank of Sergeant). Both sleeves have gold bullion braid 'Austrian knot' emblems stitched onto lower arm, with ends finishing on the inner sleeve. Shoulder epaulettes have red piping and smaller brass buttons. Closed back vent has vertical scalloped design with six brass buttons, in two columns of three, and red piping trim. Brass belt hook is attached to the left back waist, close to the seam (right side has a mark indicating a previous similar clip). Inside left breast is a concealed pocket. Tunic has both machine and hand stitching. All brass shank-style buttons have matching Artillery emblems with inscriptions on the back. The two brass collar badges have additional artillery emblems of exploding grenade and star as well as an inscription. Buttons were made for W. Moncton, of Melbourne and marked with his name. The Australian White Ensign was first used on 1 March 1967 whe the ANL cargo ship Boonaroo was commissioned into the RAN for war service.Prior to this RAN the Australian colonial navies had flown uniquely Australian ensigns. This butter or cheese knife is a decorative example of electroplated cutlery that had become an affordable alternative to more expensive silver cutlery in the late 1800s to early 1900s. The knife has stamp marks in the back of its handle that are a combination of letters and symbols used by British silversmiths to identify their workmanship. The design and type of this knife was not normally used by everyday people but rather those of a higher social class with time and money to have a particular decorative knife to serve butter or cheese. The marks on the handle tell that it was made of nickel silver, and electroplated with superior quality Stirling silver. The Barker Brothers of Birmingham made the knife between 1885 and 1907, but most likely before 1895. It was made for the British, or British colonial, people, connected with a government department such as the navy or defence. This story may be slightly inaccurate, as some silversmiths added extra ‘pseudo marks’ to their wares to disguise the quality. THE MARKS and their meaning – - ‘A1’ The silver used in electroplating this knife was the highest level, ‘superior quality’, measured in grams of silver per table spoon or table fork, with ‘A1’ being 2 2/3 grams, and ‘D’ being 0 1/2 grams of silver. - ‘BB’ The Baker Brothers used these initials from 1885 to 1907. - ‘[crown symbol]’ – This symbol is used for Sterling silver but this knife is a metal alloy. The crown is also the town mark of Sheffield (appointed by the Sheffield Assay Office) but this knife was made in Birmingham, which has the town mark of an anchor. The Barker Brothers may have added the crown mark to this electroplated silverware as a ‘pseudo hallmark’, leading the buyer to think that it was actual Sterling silver. The use of pseudo hallmarks by electroplaters of the Victorian era was common practice but it was illegal. In 1895 the unlawful practice was seen as imitating the Sheffield Silver Mark and the law was firmly applied to eradicate the deception, so items with this mark probably date before 1895. - [EPNS] Electro Plated Nickel Silver, called nickel silver or German silver, is a metal alloy that usually combines copper, nickel and zinc (60 percent copper, 20 percent nickel, 20 percent zinc). It has a silver-white appearance and is sometimes referred to as ‘white ware’. It does not contain any silver but is often used as a base for electroplating, when the item is covered with a thin layer of silver to give it the polished appearance of pure silver. It became popular in the late 19th and early 20th century as an affordable substitute for sterling silver. - Broad Arrow - an official stamp that indicates it was once the property of Britain government, either in Britain or one of its colonies, and used in the defence force. In Great Britain, from an 1875 government act, it was, and still, is a crime to forge or wrongfully use, the broad arrow symbol. The BARKER BROTHERS of Birmingham - Barker Brothers were one of the earlies firms of Birmingham silversmiths, established in 1801 by Mary Barker. They became Barker & Creed, then William and Matthias Barker, then from 1885 they were the Barker Brothers. They were operating in Paradise Street in 1871 until in 1903 they moved to Unity Works, Constitution Hill, in Birmingham. The firm also had a showroom at 292 High Holborn, London, from the early 1900s to the 1980s. In 1907 the firm became Barker Brothers Silversmiths Ltd, then in the 1960s they merged with Ellis & Co, becoming Barker Ellis Silver Co. Ltd. In 1979 they were registered in USA as Ellis & Co., Barker Ellis, and Ellis Barker. The business went into administration in 1992, after almost 200 years of production. The firm advertised as specialists in electroplating, and used the trademarks BRITANOID, UNITY PLATE and THE HYGENIA.This knife is historically significant, dated from 1885 to 1907 but most likely pre-1895, and made by the longstanding Birmingham silversmiths, the Barker Brothers, established in 1801. The knife is an example of decorative flatware used by people of ’class’. It also has the broad arrow stamp, connecting it to the British government, in particular the ordinance department. The stamp also connects it to other items in our collection with that stamp. It may have been connected to pre-Federation government organisations and officials such as the army Garrison, government naval vessel, police, lighthouse keepers, harbour masters. The knife is the only example of its kind in our collection, being a decorative silver butter or cheese knife, made by the Barker Brothers of Birmingham. Upper blade edge has decorative shape and engraved motifs, lower blade edge is bevelled to a cutting edge, and narrow plain handle flares out to a wide, rounded end. Blazer belonged to donor's Father, Harold Victor Allen who worked for Colonial Gas Ass. Ltd., firstly at Footscray and then at Box Hill in the 1960's. He retired in 1971. Born in Ballarat in 1906 & worked there until 1945 , then moved to Footscray where his wife Eileen helped him with Natural Gas conversion.Navy Blue cotton Blazer.Three pockets. This hat and hat box was donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” which includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. McDade is the surname of Dr Angus’ daughter Berry (Berenice) McDade nee Angus. This had belonged to her father Dr William Roy Angus, Surgeon and Oculist (1901 –1970), who wore it on the ship T.S.S. LARGS BAY when travelling from Australia to Scotland for extended studies to be a “Fellow” of the Royal College of Surgeons in Edinburgh in 1929. This bicorn, cocked hat was worn with narrow points towards the front and back. It is decorated with flat gold braid or ‘lace’ with a geometrical design. Regimental lace was worn on the uniform and headdress of regimental officers in the 19th century. Gold lace chevrons were worn on coats to signify rank. Drummers and Foot Guards also wore regimental lace to distinguish them from other military personnel. In the late 19th century the English and Welsh infantry officers’ uniforms displayed a rose-pattern lace. The gold bullion and underlying crimson ‘eyes’ have been used to signify the rank of the owner. Crimson eyes were used for military personnel, and blue eyes were used for naval personnel. Different numbers and colours of the bullion and eyes may have been used to represent different military ranks. The Regulations specify nine tassels and eleven underlying eyes but there could have been variations. We have not yet identified the rank for this particular hat but hats such as this were part of the Australian and British naval uniforms in the early 20th century. The gold button’s emblem features a cross with five stars, a crown, and the motto “AUT PACE AUT BELLO,” which translates as “either in peace or in war.” Museum Victoria has a similar button and writes that buttons with this design were used by the Victorian Volunteers in the nineteenth century. The Australian War Memorial Curator of Military Heraldry advised Museum Victoria that these buttons dated from 1880 to 1892 and were worn by regular, unranked soldiers. Tasmanian Midshipman Alan Casey, who served the British and Australian Navy from 1919 to 1933 and retired as a Lieutenant Commander, owned a similar officer's bicorn hat. His hat and epaulettes are in the Tasmanian Maritime Museum's collection. The Australian War Memorial has a hat that is very similar in design, described as an “Artillery Staff Officer’s cocked had with plume, worn by Volunteer Artillery Staff in the Victorian Colonial Military Forces”. That hat is different in that it has a plume and the braid and button are silver. Berry MdDade, the donor, has used the hat many times as a dress-up hat but doesn’t know the origin of it. The hat seems to fit the design of the Staff Officers in Victorian Volunteers in Colonial times, but the button on this hat was used for unranked volunteers. Also, military uniforms usually have very clear manufacturer’s labels, as they are made by reputable companies under contract to the Defence Department. The manufacturer’s mark is not discernible on this hat. The origin, original wearer and use of this particular hat is unclear. The military bicorn cockade hat belonged to Dr William Roy Angus and is part of the W.R. Angus Collection. It is significant for still being located at the site connected to Doctor Angus being the last Port Medical Officer in Warrnambool. The collection of medical instruments and other equipment is culturally significant, as an historical example of medicine from late 19th to mid-20th century. Dr Angus assisted Dr Tom Ryan, a pioneer in the use of X-rays and in ocular surgery. Black bicorn cocked hat and case. It appears to be part of a 19th-century Colonial full-dress naval officer's uniform. The long, narrow crescent-shaped hat is made of beaver fabric and the crown is lined with crimson silk and finished with a hand-stitched leather sweatband. On one flat side is a pleated black silk, lace cockade woven in the pattern of oak leaves and acorns. The cockade is overlaid with a double row of gold lace braiding secure with a Victorian Volunteer’s gold button. Wide diagonal bands of black lace braid trim are on each side of the gold braiding. The other side of the hat is plain. The front and back points of the hat each have seven gold bullion tassels with nine underlying twists of crimson ‘eyes’. The fitted metal carry case has a catch and a plaque on one side. The button bears a crown and cross with five stars and a motto. Inside the hat is a white name tag with clear adhesive over it, with black printed text with the name “Mc Dade”. The hat is part of the W.R. Angus Collection.The hat has no maker’s marks although there is a darker colour in the centre where there could have been a label. This coloured postcard has the crossed flags of Australia & the United States held by a figure dressed in the stars & stripes on one side and figure in a 'colonial' outfit. Between the men are several warships. The text reads Australia Greets America. It was a souvenir of the visit of the Great White Fleet in 1908.
