This book celebrates the achievements of the Bendigo Community Bank after 15 years in Surrey Hills and Canterbury. The Surrey Hills branch was opened in the bank site previously operated by the CBA (Commonwealth Bank of Australia) after it took over the State Savings Bank of Victoria (SSB) which has the building constructed for bank use in 1916. A public meeting to garner support for opening a branch of the Bendigo Community Bank was held in the Surrey Hills Neighbourhood Centre. One of those pushing for restoration of banking services in the area was Damien Hudson, son of real estate agent Ray Hudson. He subsequently became a member of the Surrey Hills Community Bank Board. Dick Menting, who was the local Councillor at the time, was another key supporter who likewise became a board member as did Bob Stensholt, the MLA for Burwood .Hard covered book, H 23.2 cm , 71 pages, incl index(ms) jennifer flynn, bendigo bank, canterbury surrey hills community finance, community banking, (mr) damien hudson, (cr) dick menting, (mr) bob stensholt

The branch was established in 1854 and this report was written on April 16th 1855. The report on the form's front shows the Bank's Assets and Liabilities at that date and the handwritten summary on the back includes other figures including the Net Profit. The form was printed at the printing office of the local newspaper, the 'Examiner', by the well-known local businessman, R. Osborne (Richard). The Bank of Australasia was incorporated by the Royal Charter of England in March 1834. The bank began in Australia on 14th December 1835, opening in Sydney. The report is signed by the Bank's first manager, Samuel Hannaford. The record's form is significant for its connection with the printer's office, the 'Examiner' which was an early local enterprise established in 1851. This sepia coloured photograph show the image of the former Bank of Australasia in Warrnambool. The two-storey building was built for the bank on the corner of Timor and Kepler Streets and opened there for business in 1860. It is now one of the City's Historic Buildings. The Bank of Australasia was incorporated by Royal Charter of England in March 1834. It came to Australia on 14th December 1835, opening in Sydney. The Acting Superintendent of the Bank of Australasia in Sydney at that time was David Charters McArthur. He was Superintendent from 1867-to 1876. The Melbourne branch of the Bank of Australasia opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street. Two huge mastiff dogs were kept in the backyard and let loose at night to guard the bank. The government also provided an armed military sentinel. Due to the bank's rapid growth, a new building for the Melbourne branch was opened in 1840 at 75 Collins Street West. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street. In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated a variety of historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Back and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Warrnambool branch of the Bank of Australasia was established in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank later bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856 and the Warrnambool Council chose that bank for its dealings during 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for the sum of £3,000. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 from investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. Warrnambool City Council purchased the former Bank of Australasia building in 1971 and renovated it, then on 3rd December 1973 it was officially opened as the Art Gallery by Cr. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. 895 main road, advisory committee, dallas price homes, eltham, eltham shire office, nillumbik shire council, planning application, administrative appeals tribunal

The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. The Committee concludes that Council should be given the opportunity, within a reasonable timeframe to establish the financial feasibility of its concept and should develop a strategy for the future of Its land asset at 895 Main Road in the event that Its concept for the site cannot be realised. 895 main road, advisory committee, dallas price homes, eltham, eltham shire office, nillumbik shire council, planning application, administrative appeals tribunal

The Upper Kiewa Valley Lions Club sponsored a Collection Guide Dog. Money was collected regularly by Guide Dog volunteers. The funds are used for Guide dog training programs. They are trained to guide a person who has low vision, disability or illness. It began in the 1950s and by 1957 there was a guide dog organisation in each Australian state .UKV Lions club was active in the Kiewa Valley raising money for charities eg. Blind Institute. These items, 1930s bank books belonging to Michael Toohey, a Woodford farmer, come from the estates of the Ardlie family of Warrnambool and appear to have been stored amongst the office material of the prominent Warrnambool lawyer, William Ardlie (1843-1933). He was the son of pioneer Warrnambool settlers, John and Mary Ardlie. William Ardlie established a legal practice in Warrnambool in 1867, initially in partnership with George Barber. Ardlie was a dominant figure in legal and community circles in Warrnambool and continued with his legal practice until the early 1930s. The bank books were issued by the Commercial Banking Company of Sydney. A Warrnambool branch of this bank was established in 1927 when it acquired the Bank of Victoria. The Warrnambool branch of the Bank of Victoria at 92 Liebig Street then became the Commercial Bank of Sydney. In 1958 the bank building was demolished and new premises were built. In 1981 the Commercial Bank of Sydney merged with the National Bank of Australia and traded as the National Bank in the building at 92 Liebig Street until the premises were closed in 1985.These items are of minor interest as mementoes of the Warrnambool branch of the Commercial Banking Company of Sydney..1 A bank book with a hard black cover and pages containing ruled black lines. The St. Albans State School, now the St. Albans Primary School opened in 1889 and is one of the oldest continuously operating schools in Melbourne’s western suburbs. The school was founded by early farming families shortly after the suburb itself was created by Alfred Padley and the Cosmopolitan Land & Banking Co. around the railway line. Local families needed a permanent school to replace informal or church-based teaching arrangements and this school was built. St. Albans grew dramatically after WWII due to migrant settlement and with industrial expansion in Sunshine, Tottenham, and Braybrook. The school was expanded with additional classrooms, specialist rooms (art, library, music) and larger playgrounds and assembly areas. The Bank of Victoria was established in Wodonga during 1873. This two storey bank was constructed on the site in 1876. It later became the Commercial Banking Company of Sydney. In 1876 the Albury Banner and Wodonga Express reported that Mr. Nation had gained the contract for the erection of a new building for the Bank of Victoria, at Wodonga. The site secured for the bank was at the corner of South and Sydney streets, and immediately opposite the new Post and Telegraph Offices. The original bank was demolished in the 1950s and a new bank was built on the site. The new building was constructed with innovative foundations designed to prevent damage from vibrations caused by heavy transport vehicles along High Street which was then part of the Hume Highway. A contemporary newspaper article provides detail of the new bank. The well-lit building with open banking offices was designed by Melbourne architects, Turner and Stephenson, and combined a bright and attractive appearance with a stream-lined working layout. Alderson Swythyn Blackett-Smith, the manager of bank at time of move to new premises stated that the growth of the district and the bank’s business had made the old premises unsatisfactory due to insufficient space. The Commercial Banking Company of Sydney (CBC) merged with the National Bank of Australasia in 1982 to form the National Australia Bank and the second bank was closed. The building has since operated as several retail (including video hire and framing shop), commercial and community functions. It is currently (2025) used by the Wodonga Indie School. These images are significant because they document the development of an important financial institution established in Wodonga in the late 19th century.A series of images showing the evolution of the Commercial Banking Company of Sydney building in Wodonga from its construction in 1876 to the development of the site in 2025.commercial banking company of sydney, banking wodonga, wodonga financial institutions
