The photo shows a group of Legatees who attended the 13th Annual Legacy Club Conference held in April 1940 in Launceston. The names are not known. The Legacy conference was held periodically, often annually, and allowed Legatees from across Australia to gather together. The aim of the annual conference was an exchange of ideas and methods of carrying out Legacy functions, and to form general policy for cooperation between clubs and groups. From TROVE. Mercury (Hobart, Tas. : 1860 - 1954), Monday 25 March 1940, page 6 'There are 20 clubs in Australia, and of these seven will be directly represented and another seven by proxy. Delegates from other clubs. Visitors from Melbourne, Sydney, Bendigo, Newcastle, Geelong, and Hobart, together with a strong representation from the Launceston Club will take part in the conference, which will open in the Anzac Hostel Hall on Saturday. Delegates and observers will arrive in Launceston this week to be present at the ceremony of presenting the Charter of Legacy to the Hobart Club on Wednesday evening. The organisation in Hobart has been functioning for many years as the Remembrance Club, but has now accepted the invitation of Legacy to join up, using as its new name "Remembrance Club (Hobart Legacy)." ' The man second from left on the front row is Frank Wittman, who was the smallest man to have enlisted in the 1st AIF and as such the shortest Legatee. Frank Clifford Wittman was only 4ft 4 inches tall (132 cms). From an article in the bulletin when his medals were sold. He served in both world wars.These men were some of the founders and early members of Legacy throughout Australia and had fought in the first World War. This conference was during the second World War. Also a photo of Betty C Lawson MBE, Florence Nightingale Medal, FCNA, MID, attending the conference who noticed the book 'We are here, too' in which she has written the foreward. The letters and diaries of Sister Olive Haynes, a nursing sister in WW1 provide a unique look at life at the front. Her son became a Legatee, David Dooley as her married name was Olive Dooley. The date is unknown but probably 1991 the year John Sullivan was president. Photos were in a scrapbook of photos spanning 1983 to 1991.A record that Legacy had a presence at an RSL Conference. Colour photo x 5 at an RSL Conference and two yellow paper labels. One label says "Legatee Garry Durkin received a certificate of appreciation at the RSL State Conference awarded for services to metal welfare." An article from a booklet about the 1944 Legacy Conference. It is a message to the Conference from Legatee Stan Savige who was away on active service in New Guinea at the time. He mentions it was the 21st anniversary of Legacy. The article was part of an album of past presidents and prominent legatees from 1965 to 1989. Stan Savige had been president in 1929-30 and Patron as well. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. In March 1995 ATCV had circulated a proposal for an ‘Australia Corps’. The proposal emerged over time from ATCV board and staff through debate and experience. ATCV Board member Alan Wright had written earlier: “There is in our society a terrible vacuum for adolescents to give expression to their independence and idealism in a constructive way, a chance to try themselves out independent of their parents/teachers in adult roles.” ATCV’s Brisbane office manager Phil Harrison had first been involved with ATCV as a volunteer from UK, drew together ideas about an ‘Australia Corps’, that had been discussed with Alan Wright, John Fenton and others at the ATCV staff/board planning workshop at Sorrento in December 1993 and “…based upon our experience and participation in the LEAP program and observations of Conservation Corps around the world”. The concept of a six-month program for young people with a training wage and accredited training which encouraged both competencies and personal development emerged, with a standard format of ten participants working fopr six months under the direction of a supervisor. The ‘Australia Corps’ proposal was widely distributed to Federal, State and Territory parliamentarians and received positive feedback. The Liberal Party, then in Opposition, included the idea of a “Green Army” in their environmental policy, placing more emphasis on environmental outcomes and less on job creation than the Keating ALP Government had. A young and up-and-coming parliamentarian, Tony Abbott MP, was enthusiastic and was to visit several ATCV projects (both before and after Green Corps started) to learn about their workings direct from volunteers and CVA staff. Several times he visited projects with Ian Smith project and Ian recalls being impressed by the efforts he made to talk at length with all participants. Tony Abbott took a personal interest in the progress of Green Corps. Colin Jackson and Phil Harrison were guests of Abbott in Parliament House, Canberra, on the evening of 20 August 1996. The Federal Treasurer, Peter Costello, announced in his first Budget Speech that: - “the Government will provide $42 million over the next 3 years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” ATCV’s chief executive officer Colin Jackson worked with senior staff Madeline Townsend, Garry Snowden, Phil Harrison, and John Fenton to fine-tune the ATCV proposal. On the strength of unique national coverage and credible record ATCV went on to win the tender to administer and manage the day-to-day operations of the Green Corps program for five years (1997-2002). Winning a $36 million contract was a big breakthrough for ATCV. Fourteen years before, a small non-profit group had started in Ballarat in country Australia with a vision – but little else. Its key people had shaped opinion and won political support for a concept. There was about to be transformation from hand-to-mouth existence into a nation-wide business with resources to build for the long term. From TROVE: Chronicle (Adelaide, SA : 1895 - 1954), Thursday 1 April 1948, page 8 Legacy Conference In Adelaide Addressing delegates from all States at a convention of Intermediate Legacy Clubs last week, His Excellency the Governor (Sir Willoughby Norrie), who was accompanied by Lady Norrie, said that Adelaide regarded it as a privilege to be chosen as the venue of the first of what might become a series of annual conferences on the general policy of Intermediate Legacy of Australia. His Excellency stressed that the objects of Intermediate Legacy were to foster the spirit of comradeship, self-sacrifice and service, and to establish a high standard of citizenship and a spirit of responsibility in national development. 'Anything to do with Legacy has the strongest support of Lady Norrie and myself,' continued the Governor. 'Membership of Intermediate Legacy is open to the children of deceased servicemen who have passed the age of 16. There is no upper limit, although in 1945 a Senior Intermediate Club was formed in Adelaide for men returned from the services, or who, ineligible for service, had attained the age of 25. A photo of the delegates and senior observers of the Intermediate Legacy Club Conference held in Adelaide during Easter 1948. The attendees came from different cities, including Melbourne, Hobart, Geelong, Perth, Sydney, Newcastle, Adelaide and Brisbane. The names include: R Cumming, E Brown, H B Murn, A Lawson, C J Merefield, L Rolls, E B Hills, K Trevaskis, C Lee, J Yeates, V A Poulson, C Dodd, F Halliday, H H Kirkwood, R A Rowe, S Deverell, W McDougall, K Bremner, R Gammon, J Byrne, W A Ford, J Couch, B Roston, A Gale, J D Harvey, B Fennell, T Rowatt, J Murray, M Mead. Background: The ILC was formed in 1929 with a total membership of 18. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy.A record of an intermediate Legacy Conference in 1948.
