Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. Original plans for the Mount Buffalo Chalet, framed architectural drawings for the Chalet, titled " Additions to Government Chalet Mt Buffalo. Dated 1909. Signed Jas G Spence & E F Leary. "The collection of ephemera builds on the Chalet's holding of archival material with a range of interesting, original items. Dinner menus., stationery., luggage labels, tickets, dockets and plans help to interpret the structured routine and social conventions of the Chalet that held sway for so many years." (pg 127 MBCC) These plans drawn were most likely to have been drawn upon recommendation by Government Tourist Officer, J.C.Boyce. John Newton (the Lessee) suggests the addition of 2 new wings (24 rooms) and creation of a billiards room. Treasury approved money for these extensions which were not completed until1914. This Warrnambool Botanic Gardens Study and Report was funded by the National Estate Grants Program of the Australian Heritage Commission and the City of Warrnambool. It was monitored in progress by a Steering Committee consisting of representatives of the Botanic and Public Gardens Advisory Committee, the Warrnambool City Council, Friends of the Warrnambool Botanic Gardens and National Estate Grants Program representatives and community representatives. The Warrnambool Botanic Gardens were first sited close to the Hopkins River in 1859. In 1869 the gardens were relocated to the present day location in Botanic Road. This plan is of some importance as it gives an overview of the history and current condition in 1995 of the Warrnambool Botanic Gardens and draws up a plan for its future development. It is useful for research and for consideration by the City Council today of policy making and further development of the gardens. This is a publication containing a master plan for the Warrnambool Botanic Gardens. It has a section on acknowledgements, a summary, eight chapters, and 14 appendices. The pages are bound with plastic rings, the front cover is plasticized with an aerial photograph of the Botanic Gardens and surrounds and the back cover is lightweight cardboard. This small cemetery is one of the oldest Catholic cemeteries in Victoria outside of Melbourne and has significant heritage significance. This conservation management plan was produced in 2001 by a team of professional heritage consultants with the support of the Hopetoun Catholic Cemetery Preservation Group. The Children's Cottages at Kew were first opened in 1887 as the "Idiot Ward" of Kew Asylum. Located on the asylum's grounds, the children's cottages were established to provide separate accommodation for child inmates who had previously been housed with adult patients. Although the Cottages only admitted children as patients, many of those children remained in residence at the Cottages as adults. The function of the institution was to provide accommodation and educational instruction for intellectually disabled children. Some Wards of the State and other various "difficult" children were also admitted.Shortly after opening, the Idiot Ward began functioning separately from the Kew Lunatic Asylum, and became known as the Kew Idiot Asylum from 1887 until c.1929. From 1929 they have been known as the "Children's Cottages, Kew" or alternatively "Kew Cottages Training Centre". The institution was finally closed in July 2008. Yarra River Conference History Segment [Noted on VHS tape jackets "Due to unavoidable circumstances, the quality of these tapes in some setions is less than desired."] The Yarra River Conference, organised by the Board of Works as part of the Centenary Celebrations, was held in the Board's Head Office Theatrette from 13-16 April, 1991. A segment of the Conference focussed on the role that the Yarra River has played in relation to the historical development of Melbourne. Conceived and presented by a group of prominent historians as a chronological 'trip down the river in time', and profusely illustrated with slides, this segment traced the various impacts that urban and rural growth, development of marine commerce, recreational uses, and environmental problems have had on the Yarra during a century and a half of European occupation. As no formal written paper of this combined presentation is available, these two video-tapes provide a record for anyone who has an interest in tis fascinating aspect of the Yarra's history. The speakers who combined to present this segment are identified on the cover of Tape 2.
