... the new course and plan its implementation so that it would gain... agreement between the two institutions to devise the new course ...Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. At the time of her death on 23 March 2015 she was a member of the Board of Ballarat Community Health, and was identified as follows R.N.; B.App.Sc (Nursing); Post Basic: DipEd(N); Kellogg Fellow (USA 1984-85), M.Ed. The planned course was modified ...The Kangaroo Hoppet is Australia’s premier long distance cross country ski race, and a member of the Worldloppet series of international cross country ski events. The first race at Falls Creek was held in 1979 under the name of “Australian Birkebeiner”. It was a 21km race with about 80 participants organised by the Birkebeiner Nordic Ski Club of Mount Beauty. The course started and finished at Falls Creek Alpine Resort and took participants out into the Bogong High Plains. After running the event for 10 years, it was decided they should become part of the Worldloppet series of marathon ski races. Representatives from the Birkebeiner Nordic Ski Club and the Australian Ski Federation attended the Worldloppet Annual Meeting in Finland in June 1990 to put the case for the acceptance of an Australian event into the Worldloppet series. Before being admitted, they had to demonstrate that the Birkebeiner Club could run a world class event, so three months later in August 1990 a 42km event named the Australian International Ski Marathon was held at Falls Creek together with a 21km Birkebeiner race and a 7km event called the Birkebeiner Lite. The event was approved by delegates from USA, Norway and Austria, in 1991 Australia became the 12th member of Worldloppet, with the condition that there had to be a name change. After some late night discussion allegedly involving red wine from North East Victoria the main event became the 42km Kangaroo Hoppet, with the minor events being the 21km Australian Birkebeiner, and 7km Joey Hoppet. In the winter of 1991, the first Kangaroo Hoppet was held. It was a great success and has been a regular fixture on the international ski calendar ever since. It features the main 42km event as well as a 21km event and a 7km event. The Hoppet brings the Australian snowfields to an international audience. In 2012 the Men's Winner was Alexander Legkov from Russia in a time of 1:23:00. The winner of the Women's event was Maria Graefnings of Sweden in a time of 1:33:14. The planned course was modified and shortened due to the predicted high winds and poor visibility. The 42km Hoppet course was shortened to 30km.This poster is significant because it documents an event which brings international attention to Falls Creek and the surrounding region.A poster featuring a skier dressed in blue and red with trees in the background. Council decided to retain the overall title "The School of Mines and Industries, Ballarat" for the foreseeable future, but to separately name the three divisions as follows: 1. Diploma School - The Ballarat Institute of Advanced Education (A division of the School of Mines and Industries, Ballarat) 2. Trades School - The Ballarat School of Industries (A division of the School of Mines and Industries, Ballarat) 3. Secondary School - The Ballarat Technical School (A division of the School of Mines and Industries, Ballarat). The annual report also foreshadowed the Centenary of the School (and technical education in Australia) in 1970. Speaker at the trade Prize Night and Apprenticeship Week was W.J. Anderson, and Craftsmen Certificates were presented by the Ballarat City Council. A number of quarto pages with stapled inside a brown card cover. The report was for the year ended 30 June 1969, and was delivered by Ballarat School of Mines President M.B. John. Page 5 lists the Diplomas awarded. Page 6 lists the scholarships, prizes and awards, including the Josephine Brelaz Scholarship, Martha Pinkerton Scholarship, Frank Pinkerton Scholarship, Mica Smith/Serjeant/Ironworkers Scholarship, Ballaarat Has Comapny Scholarship, Ballaarat City Council Scholarship, R.W. Richards Medal. Page 8 covers buildings and accommodation. Conditions were cramped at Lydiard Street , with conditions hoped to be improved when the Stage I buildings at Mount Helen were completed in the following year. Mount Helen Master Plan was undertaken by Joint site planners G.J. Harrison, staff architect at the Flinders University of South Australia. and messrs L.H. Vernon and associates, of Ballarat. The following staff members retired: A.L.H. Aldersey; J.V. Crotty; M. Page; J.Ralston; P.J. Smith, P.B. Todd; Derek Wooley; Mr Goldfinch. TRADE DIVISION: F.D. Hamilton, J. Taken some time after 1864, these photographs depict the Star Hotel both directly (8674.1) and from the Hotel north west down Ford Street (8674.2). The images depict the building with its modern exterior, having settled for this brick form after several other building designs. The Star Hotel was the first hotel opened in Beechworth, and would go through a series of dramatic changes under its first three owners. The original timber structure was built by W.H. Neuber, though at the time it was only known as ‘The Beechworth Hotel’. The site was later purchased in 1855 by mining entrepreneur, and prolific business owner, John Alston “Six Stars” Wallace. He would go on to extend the established hotel, rebuilding much of it with weatherboard and a shingled roof, adding a two storey structure with a verandah and a theatre capable of supporting 400-500 people, which was often used for international performances. Renamed as the Star Hotel, it was the second in a chain franchise, eventually leading to the “Six Stars” moniker Wallace went by, with hotels at Rutherglen, Chiltern, Yackandandah, Bright, Snake Valley, and of course, Beechworth. Under his ownership, it developed into a popular location for merchants, wayfarers, and locals alike, with the help of his brother Peter as manager. Situated on a road once synonymous with Melbourne to Sydney roadtrips, and the allure of the gold mines, the popularity of the Star drew all manner of clientele from across the country. As such a central hub, the ‘Star Assembly Rooms’ were used as a meeting place for debates, discussions, festivities, and problem solving among the various working sects of the area. These meetings included shareholder discussions for prospecting companies, railway planning, council meetings, and discussions surrounding the interactions between European and Chinese miners, both good and bad. By late 1856, John had the Beechworth at auction through J.H. Grey & Co. It was most likely due to the high profile murder of the manager, Robert Murdoch, during an altercation in relation to a dine and dash event by a Swedish miner, Charles Jansen, who had been ‘excited by drink’ on November 17th. He had refused to pay for his meal and waiter James Mitchell failed to persuade him otherwise. Mitchell, or possibly Murdoch himself, forced him out as tempers and threats escalated. As the photos tell, there are a number of doors which may be entered through, and Jansen used an alternate entrance to access the building. Murdoch was investigating the noise when he encountered the furious man. He was subsequently stabbed with no warning by a small clasp knife, as he tried to stop the intrusion. His exclamations, "I’m stabbed, I’m stabbed!” alerting other occupants, and Jansen was restrained and arrested. Murdoch died the next day from his injuries, with the inquest carried out on the theatre stage. Some 3000 members of the town attended the funeral, and the Star hung black cloth in memory of Robert and his death. Afterwards, an auction caw the property pass to Messrs Robertson and Quirk, though would return shortly thereafter to Six Stars’ portfolio. Six Stars would later sell off his properties from 1862, with the Beechworth Star purchased by 1864 by John Sitch Clark. This allowed Clark to redevelop a significant portion of the Hotel, stripping a central section and constructing the brick structure that survives today, reopening the Star in July that year. It was after this time that our photographs were taken. Clark would later sell the property to Frank Mitchell, shortly before his own death. The next owner, Frederick Allen, lived on the property before the deed was sold to him in the 1880s. He would later sell the property to William Carroll in 1890, with proprietorship eventually moving to Mr. W.H. Porter, and transferring to a Mr. Marendaz by 1913 and Mr. Holly in 1915. Licensing disputes would arise 1917 between Margaret Carroll and a Mrs. McDonald, before it became delicenced some years prior to 1935. It was around this year that the property was bought by Mr. W.J. Pemberton at the meagre price of £500, down from the £13,000 Six Stars originally auctioned it for. It served as a Youth Hostel for a period of time around 1972, and currently the building serves as a private accommodation on the second floor, with shops taking up the ground floor level.These photographs of the Beechworth Star Hotel as they depict a form of Beechworth's first hotel, and also the site of a high profile murder. Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. The council plans to realign the course of Diamond Creek near the town ...Eltham Plans £2.5m Community Centre Over Next 15 Years THE people of Eltham have drawn up a plan to make their township a model community centre in the next 15 years. And yesterday the Chief Secretary (Mr Rylah) inspected the plan at the Eltham shire offices before declaring it open for public inspection In the picture (right) Mr. Rylah (centre) is shown inspecting the new plan with town planner and former councillor, Mr. Howard Bartlett, and the shire president, Cr. C. Pelling. The result of six years' work by shire officers, the plan provides for a business centre, public buildings and recreational reserves. The shire council expects that £2,500,000 will be invested by Government departments, banks, private firms and sporting bodies to implement the plan. 500 Car Park A feature of the business centre will be a quadrangle car park surrounded by shops, and with parking space for 500 cars. The public buildings will include new municipal offices, a public auditorium, a library and meeting rooms. The council plans to realign the course of Diamond Creek near the town to provide extra land for playing fields. Three Ovals The plan proposes three ovals, including improvements to an existing one, as well as a 50-metre Olympic swimming pool, tennis courts and bowling greens. In the 15 years which the shire council hopes to carry out the plan, the shire population of 18,000 is expected to increase two and a half times. Opening the display of maps and a model, Mr. Rylah said he commended the shire council's invitation to the citizens to suggest improvements to the plan. Eltham shire had grown tremendously in the past 20 years, from a sleepy country town to an important shopping centre.
