David was a career public servant and worked for both the federal and state governments in a variety of roles from 1977 to 2024. His last role was as Assistant Director, Public Record Office Victoria (2016 - 2024) where he was responsible for overseeing the management of, and access to, the State’s archival collection. He lives in a mud brick residence built by local Eltham artist, Janet Boddy, in the early 1970’s. In September 2022. Mr and Mrs Bowman lived in York Street; Taylor was their neighbour. In 1933 he subdivided his land, the plan showing a proposed Grey Street flanked by residential blocks for sale. Mrs Bowman bought one: her family would be able to walk through it and along Grey Street to Henry Street, thus providing quicker access to the railway station. But Taylor retained ownership of Grey Street itself. He fenced it off at each end and charged the Bowmans with trespass when they used it. The matter went to Court. The ruling was that Mrs Bowman could use Grey Street, as she owned land in it, but her husband could not. (Taylor also accused the Bowmans of having broken the fences, but could not prove it.) Taylor had wanted to subdivide his land in 1914. Plans were submitted to Council and were approved, but the subdivision did not proceed. In 1919, Taylor doctored the plans to make it appear that a totally different subdivisional arrangement had been approved. The Titles Office immediately detected fraud, and the Crown charged Taylor with forgery and counterfeiting. But charges were later dropped (reason not recorded). He was an Eltham Shire Councillor between 1911 and 1920. In 1920, Council charged him with illegally felling 91 eucalyptus trees in Eltham Park (60% of them in a healthy condition), presumably to be sold as firewood. He was imprisoned pending trial. Taylor claimed that he had acquired from another man the right to remove timber and sued the Council for wrongful prosecution. The case eventually went to the State Full Court, with judgement given in favour of Council, on the grounds that any right acquired by Taylor covered only the removal of logs and refuse, not sound green timber. And his position as Councillor precluded him from acquiring the right anyway. Robert David Taylor was also a Trustee of the Wesleyan Church owned land at Lot 20 Henry Street, originally purchased in January 1855 for a chapel and from which David and Catherine Clark first ran their private school, the forerunner of the Eltham Primary School. The land was sold in November 1901 to the Hope of Eltham Tent No. 195 Victoria District Independent Order of Rechabites, for which his brother William John Taylor was a Trustee and became the home of the Eltham Rechabite Hall. Established fifty years ago under the Public Records Act 1973, PROV at the Victorian Archives Centre in North Melbourne now holds around 106 kilometres of public records from 1836 to the present day. There are also PROV collections at Ballarat, Beechworth, Bendigo, Geelong and the University of Melbourne. Our next meeting will be about PROV and former PROV staff member Andrew Lemon, will briefly reminisce about his work there, in it’s early days. David Taylor Collection Eltham 62 Brougham Street Peter ...Mudbrick cottage, heritage listed, Lillies on Brougham Street Peter Garner Mud Brick Studio Victorian Heritage Database Listed https://vhd.heritagecouncil.vic.gov.au/places/55317 From Shire of Eltham Heritage Study (Bick 1992) Cultural Significance: Constructed by Peter Garner when he was just 16 years old, this studio exemplifies the highly creative structures erected in the Shire of Eltham during the I960s and 1970s and the social movement behind them, both of which Eltham is well known for. The Garner studio is one of the two finest small examples of these structures anywhere in the Municipality and is distinguished by the quality of its fittings, also all designed and made by Peter Garner. Sharing the common use of mud brick and second-hand materials, these structures reflect the physical involvement (and individual creativity) of their owners, often, as in Garner' s case, through building the building and making all of its fittings and artworks. The tree branch framed spiral stair and wrought metalwork are particularly fine. History: Arthur F. Munday who was associated with the Montsalvat Artists' Colony, subdivided a property bounded by Maria Street (now Main Road) and Brougham Street in 1964. The largest portion, three acres of land facing Brougham Street in Lot 2, was sold to Leslie and Lenore Garner. A sketch in Lodge Plan 65141 drawn at the time of the subdivision showed that the southern part of the land was subject to flooding. By 1967 a brick house with an iron roof and outbuildings had been constructed for the Garners and Peter Garner's separate studio followed in 1969. DESCRIPTION: Studio Style Eltham style. Design unique. Plan rectangular; living room occupies northern two thirds, with kitchen in remainder and bedroom on top of the kitchen. A store adjoins the kitchen. Single storey with attic bedroom; living room has a cathedral ceiling. Walls adobe (solid single skin mud brick), bluestone chimney. Roof gabled with eaves, corrugated iron clad. Features are the modest size, living room into which the front door opens directly, exposed mud brick walls internally, fireplace, most unusual spiral stair and small gallery off the bedroom, herringbone brick floor, log faced internal doorway that separates kitchen and living room, timber lined ceiling, exposed truss, the various second-hand windows and their placement and the outbuilding. Also the kitchen doorway, adzed table and benches, fireplace high relief metal panel and other art works are features and all were presumably made by Peter Garner, following the ethic of the time.
