St George's Health Service was established in 1912 by an order of Church of England nuns, the Sisters of the Holy Name. In 1949, the Hospital was sold to the Victorian government. For many years, St George's Health Service was known for expertise in maternity, acute medical and surgical services. From 1991, St George's Health Service began developing aged care services. From 1996 to 1998 the acute medical, surgical and maternity services were transferred to other facilities. From early 1999, St George's Health Service provided solely specialised aged care services. St George's Health Service became part of St Vincent's in March 2001, under an auspice arrangement with the Victorian government. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. Mawul Rom Project: Openness, obligation and reconciliation Morgan Brigg (Universtiy of Queensland) and Anke Tonnaer (University of Aarhus, Denmark) Aboriginal Australian initiatives to restore balanced relationships with White Australians have recently become part of reconciliation efforts. This paper provides a contextualised report on one such initiative, the Mawul Rom crosscultural mediation project. Viewing Mawul Rom as a diplomatic venture in the lineage of adjustment and earlier Rom rituals raises questions about receptiveness, individual responsibility and the role of Indigenous ceremony in reconciliation efforts. Yolngu ceremonial leaders successfully draw participants into relationship and personally commit them to the tasks of cross-cultural advocacy and reconciliation. But Mawul Rom must also negotiate a paradox because emphasis on the cultural difference of ceremony risks increasing the very social distance that the ritual attempts to confront. Managing this tension will be a key challenge if Mawul Rom is to become an effective diplomatic mechanism for cross-cultural conflict resolution and reconciliation. Living in two camps: the strategies Goldfields Aboriginal people use to manage in the customary economy and the mainstream economy at the same time Howard Sercombe (Strathclyde University, Glasgow) The economic sustainability of Aboriginal households has been a matter of public concern across a range of contexts. This research, conducted in the Eastern Goldfields of Western Australia, shows how economically successful Aboriginal persons manage ?dual economic engagement?, or involvement in the customary economy and the mainstream economy at the same time. The two economies sometimes reinforce each other but are more often in conflict, and management of conflicting obligations requires high degrees of skill and innovation. As well as creating financially sustainable households, the participants contributed significantly to the health of their extended families and communities. The research also shows that many Aboriginal people, no matter what their material and personal resources, are conscious of how fragile and unpredictable their economic lives can be, and that involvement in the customary economy is a kind of mutual insurance to guarantee survival if times get tough. Indigenous population data for evaluation and performance measurement: A cautionary note Gaminiratne Wijesekere (Dept. of Families, Housing, Community Services and Indigenous Affairs, Canberra) I outline the status of population census counts for Indigenous peoples, identifying information on Indigenous births and deaths, and internal migration estimates. I comment on the ?experimental? Indigenous population projections and question the rationale for having two sets of projections. Program managers and evaluators need to be mindful of limitations of the data when using these projections for monitoring, evaluating and measuring Indigenous programs. Reaching out to a younger generation using a 3D computer game for storytelling: Vincent Serico?s legacy Theodor G Wyeld (Flinders University, Adeliade) and Brett Leavy (CyberDreaming Australia) Sadly, Vincent Serico (1949?2008), artist, activist and humanist, recently passed away. Born in southern Queensland in Wakka Wakka/Kabi Kabi Country (Carnarvon Gorge region) in 1949, Vincent was a member of the Stolen Generations. He was separated from his family by White administration at four years of age. He grew up on the Cherbourg Aboriginal Reserve in the 1950s, when the policies of segregation and assimilation were at their peak. Only returning to his Country in his early forties, Vincent started painting his stories and the stories that had been passed on to him about the region. These paintings manifest Vincent?s sanctity for tradition, storytelling, language, spirit and beliefs. A team of researchers was honoured and fortunate to have worked closely with Vincent to develop a 3D simulation of his Country using a 3D computer game toolkit. Embedded in this simulation of his Country, in the locations that their stories speak to, are some of Vincent?s important contemporary art works. They are accompanied by a narration of Vincent?s oral history about the places, people and events depicted. Vincent was deeply concerned about members of the younger generation around him ?losing their way? in modern times. In a similar vein, Brett Leavy (Kooma) sees the 3D game engine as an opportunity to engage the younger generation in its own cultural heritage in an activity that capitalises on a common pastime. Vincent was an enthusiastic advocate of this approach. Working in consultation with Vincent and the research team, CyberDreaming developed a simulation of Vincent?s Country for young Aboriginal and non-Aboriginal persons from the Carnarvon Gorge region to explore Vincent?s life stories of the region. The use of Vincent?s contemporary paintings as storyboards provides a traditional medium for the local people to interactively re-engage with traditional values. Called Serico?s World, it represents a legacy to his life?s works, joys and regrets. Here we discuss the background to this project and Vincent?s contribution. A singular beeswax representation of Namarrkon, the Lightning Man, from western Arnhem Land RG Gunn (La Trobe University) and RL Whear (Jawoyn Association) Samples from a beeswax representation of Namarrkon, the Lightning Man, from western Arnhem Land were analysed for radiocarbon and dated to be about 150 years old. An underlying beeswax figure was found to be approximately 1100 years old. The Dreaming Being Namarrkon is well known throughout Arnhem Land, although his sphere of activity is concentrated around the northern half of the Arnhem Land plateau. Namarrkon is well represented in rock-paintings in this area and continues to be well represented in contemporary canvas-paintings by artists from the broader plateau region. We conclude that representations of Namarrkon in both painted and beeswax forms appear to be parallel manifestations of the late Holocene regionalisation of Arnhem Land. ?Missing the point? or ?what to believe ? the theory or the data?: Rationales for the production of Kimberley points Kim Akerman (Moonah) In a recent article, Rodney Harrison presented an interesting view on the role glass Kimberley points played in the lives of the Aborigines who made and used them. Harrison employed ethnographic and historical data to argue that glass Kimberley points were not part of the normal suite of post-contact artefacts used primarily for hunting and fighting or Indigenous exchange purposes, but primarily were created to service a non-Indigenous market for aesthetically pleasing artefacts. Harrison asserted that this market determined the form that these points took. A critical analysis of the data does not substantiate either of these claims. Here I do not deal with Harrison?s theoretical material or arguments; I focus on the ethnographic and historical material that he has either omitted or failed to appreciate in developing his thesis and which, in turn, renders it invalid. The intensity of raw material utilisation as an indication of occupational history in surface stone artefact assemblages from the Strathbogie Ranges, central Victoria Justin Ian Shiner (La Trobe University, Bundoora) Stone artefact assemblages are a major source of information on past human?landscape relationships throughout much of Australia. These relationships are not well understood in the Strathbogie Ranges of central Victoria, where few detailed analyses of stone artefact assemblages have been undertaken. The purpose of this paper is to redress this situation through the analysis of two surface stone artefact assemblages recorded in early 2000 during a wider investigation of the region?s potential for postgraduate archaeological fieldwork. Analysis of raw material utilisation is used to assess the characteristics of the occupational histories of two locations with similar landscape settings. The analysis indicates variability in the intensity of raw material use between the assemblages, which suggests subtle differences in the occupational history of each location. This photographic exhibition was developed by the Federation University-led Community Wellbeing research stream of the Hazelwood Health Study in collaboration with Morwell Neighbourhood House and Gippsland Centre for Art and Design at Federation University Australia. It highlights people's hopes for the future of Morwell has its roots in two unexpected places: the Hazelwood mine fire in 2014 and an academic study into community recovery from that fire. In late summer of 2014 a bushfire spread to the coal mine near the town of Morwell in the LaTrobe Valley, in south-eastern Victoria. The Hazelwood mine fire burned for 45 days, shrouding communities - especially Morwell - in smoke and ash. Strong calls by the community for an investigation into the health impacts of the Hazelwood Mine Fire led to the Department of Health's (Know the Department of Health and Human Services) decision to fund a ten year study of the potential health effects of this smoke event (Known as the Hazelwood Health Study). This exhibition came out of work undertaken by the Community Wellbeing Stream of the Hazelwood Health Study during 2016 and 2017. Based at Federation University Australia's Gippsland Campus, just a few kilometres from where the fire took place, one of our Study's main aims has been to find out from the community how the smoke event impacted on community wellbeing. We also planned to talk to community members about the effectiveness of community rebuilding activities, and find our how these have aided recovery following the smoke event. In 2017 we began working with community organisations on a project to foster community recovery and wellbeing. What emerged from these discussions was the idea for a photographic exhibition, on the theme of 'Our hopes for the future of Morwell'. Invitations to participate were extended to up to 50 members of various community groups. The groups were asked to think of some object that symbolizes their hopes for the future of Morwell. Individuals were then invited to attend a photographic session kindly hosted by the Morwell Neighbourhood House. Each individual was to hold this object while it was photographed, as well as explain what the object represented in terms of Morwell's future. Out of this process twenty nine photographs with their captions were produced, enlarged and framed for exhibiting. Situated at 47 Lansell Street, Bendigo, the original 1911-12 Charles D'Ebro designed brick Bendigo Municipal Abattoir, comprising twin slaughter and hanging rooms for cattle, sheep and pigs, and two smaller ancillary brick buildings. After the buildings were acquired by the Country Roads Board in 1945, a substantial but sympathetic addition was made to the south-eastern end of the old cattle abattoir. The abattoir is significant for historic, architectural and technical reasons at a state level. as a rare surviving municipal abattoir, and represents the development of hygienic slaughtering through municipal regulations, thus improving standards of public health in Victoria. It is historically significant to the City of Greater Bendigo as a key to the primary production industry that centred on this precinct from the 1860s to the mid 1990s; they are an important surviving component of one of the largest regional livestock markets in Victoria. D'Ebro was critically influential in the development of industrial and in particular meat processing buildings, designing major freezing works and abattoirs throughout Victoria and Australia.(Source, National Trust Database). The Bendigo facility finally closed in 1945, when all slaughtering for local consumption passed to a joint export and local slaughtering facility at the Bendigo Inland Meat Authority. Deakin University was established in 1974 as the fourth university in Victoria. It has a number of campuses around the state including Warrnambool where it merged with The Warrnambool Institute of Advanced Education in 1990. The university was named after Alfred Deakin, three times Prime Minister of Australia and leading figure in the process of Federation in Australia. Each year a number of students graduate from the Warrnambool Campus which is located on the Eastern edge of Warrnambool on the banks of the Hopkins River. In 2015, there were graduands from the faculties of Arts and Education, Business and Law, Science and health. Deakin University occupies an important educational position In Warrnambool and district. Ron Setford and his wife Grace Setford lived in Tanner Avenue, East Kew, from c.1946 to c.1995. A keen photographer, he recorded the changing face of Kew over a 20 year period. Apart from 30 photographs of built structures and places in Kew dating from 1960 and 1961, 145 of his 35mm colour slides chronicle the development of the Eastern Freeway through the Yarra Valley over a five year period from c.1972 to c.1977. This important collection was donated to the Society by his granddaughter in 2025.This collection of 175 35mm slides is of local and statewide significance, owing to its subject matter, particularly the major development of road transport infrastructure during the 1970s with the construction of the Eastern Freeway. The photographer also took care to annotate and date most of his slides which enable the researcher to pinpoint temporal and spatial locations.A photograph providing a visual contrast of the pre and post-World War II architectural styles of the Denmark Street Baby Health Centre and two of the Country Roads Board office buildings. Each was built on part of the land fronting the Kew branch line. In May 1939, the Railway Commissioners agreed to lease a site at the Kew Railway Station for a Baby Health Centre. The single-storey cream brick building was designed by Roland Chipperfield. The Country Roads Board (1913–83), later renamed VicRoads, transferred its headquarters from the Royal Exhibition Building to Kew in 1961, following the completion of two modernist eight-storey office towers in 1960. This ornate, Victorian-era automatic weighing machine was made in England around 1884-1909, by George Salter and Co. of West Bromwich, UK, makers of scales since 1760. It is protected by Queen Victoria’s Royal Letters Patent, signed in 1900. The scale stood outside the Warrnambool Post Office in Timor Street from around 1909 to 1966, as shown on postcards and photographs held at the State Library of Victoria. The scale is identified by the Serial Number '665', and was installed by the distributors, the Australasian Automatic Weighing Machine Co. Ltd.. The scale’s weight measurements were in Imperial stones and pounds up to 20 stone (127 kg). The scale’s face included charts of average weights, for men, women, boys and girls, by various heights, in feet and inches. The coin slot and its face were converted to metric measurements by the Eastern Scale Company Pty. Ltd; that firm was registered on October 2, 1974. The Australasian Automatic Weighing Machine Co. Ltd was a large supplier of weighing scales in Australia and held the Royal Letters patent for their machines, distributing them in prominent locations. In 1902, the firm was listed under the Import Entries Passed at His Majesty’s Customs, importing into Sydney, NSW, eight cases of scales. In 1911, the company asked permission from the Port Pirie Corporation to install a machine in Alexander Street. In 1913, the company applied to the City of Sydney to install machines around the city, including at the tram depot. One application mentions “… three machines in three places for three pounds per year”. In 1923, the firm tendered for the right to place Automatic Weighing Machines on railway and tram premises throughout New South Wales, subsequently for five-year terms, in return for a fixed payment per machine and a portion of the revenue to the NSW Government. In 1928, the Sydney Harbour Trust gave the firm the right to place the weighing machines on various ferry jetties. The firm was still operating in 1941, advertising for two boys aged 14-16 for the workshop and messages, at the Rialto building, 497 Collins St., Melbourne. On December 21, 1946, the Commonwealth government invited offers to tender for the right to place automatic weighing machines on postal premises throughout the six states; the successful company then made arrangements with the federal Postmaster General's Department to place machines outside post offices across the country. A few years later, on September 11, 1950, the firm's Adelaide branch ceased trading. From 11th July 1950, the Australian and Eastern Engineering Company Pty. Ltd took over at the same premises, at 179 Pirie Street, Adelaide. The Perth branch ceased business in WA on July 6th, 1950. Percival Everitt invented and patented the automatic, coin-operated personal scale design. Everitt was a Norfolk-born engineer and regarded as the father of the coin-operated industry. As a young man in 1877, he invented a hay and corn pitcher, a turnip thinner in 1878 and an Automatic Travelling Anchor in 1880. But his fame came in 1883 with the first postcard-vending machine, over a hundred of which he distributed around London. In 1884, he patented one of his many inventions, the coin-operated scales for use in public places; for many people, it was their first exposure to coin-operated machines. His success prompted the formation of the Weighing Machine Company in 1885. Further inventions followed: a blow tester in 1887, the machine for testing a person's grip in 1888, and in 1889, the dispensing machine for hiring out opera glasses, and a device for shutting down the coin entry slot if the machine was empty. In 1890, he invented a fortune-telling machine. Everitt sadly did not make his fortune; he died suddenly in February 1893, in his late forties, with £71 to his name. George Salter & Co., West Bromwich, England, produced automatic weighing scale machines from Everitt’s patented design, and advertised them as suitable for hotels, pleasure gardens, theatres, exhibition halls, clubs, baths and places of public resort. The company was established in 1760 by brothers Richard and William Salter, and manufactured springs and pocket steelyards (spring balances). After several generations, the company was taken over in 1855 by a nephew, George, and renamed George Salter & Co. In 1884, Salter registered the trademark of a Staffordshire knot pierced by an arrow. The company's expanded range of products included the first coin-operated public weighing machines in the 1880s and, in 1895, the first English-made typewriter. In 1915, Salter became a limited company, Geo. Salter & Co. Ltd. When the last George Salter died in 1917, the company passed into the hands of other relatives, but continued to grow before being bought out by Staveley Industries in 1973. Despite several subsequent mergers, the Salter name continues to be seen on household products such as digital scales. This patented, coin-operated weight machine is significant for its association with Percival Everitt, the inventor of the world’s first slot machine, with the renowned maker of scales, G. Salter & Co., which began operating in 1760, and also with the Australasian Automatic Weighing Scale Co., which imported and widely distributed the scales throughout Australia from the early-to-mid 20th century. It is a rare example of an early vending machine used in public places from the late 19th through to the mid-20th century. These machines were the early step in the evolution of coin-in-the-slot machines, which are still used today. The scales give a glimpse into our history; they became quickly popular with the public, which, until then, had little access to weight scales apart from those at medical services. They also provided inexpensive entertainment for families, especially while waiting for trains or visiting the post office. The machines were also attractive and lucrative to the distributors; once installed, they required very little maintenance, and their low cost to customers kept the money coming in. This automatic weighing machine is also significant for its decades of service to the local and regional community of Warrnambool, for personal and commercial purposes. A public coin-operated weighing scale, also called a penny scale. It is a large, silver-painted cast metal stand with a square top on a pedestal that flares outwards to join a rectangular platform base with posts on the side and corners that may have had fitted wheels. The round, white face on top has red and black measurements and inscriptions. A slim indicator with a point at one end and an arc at the other is attached to the face’s centre. The coin slot is above the face, on the left, and the scale’s identification number is engraved on an oval plate on the right. Moulded motifs decorate the pedestal’s front and are repeated on its sides; they depict a tall, narrow urn with a bowl on top and fancy scrolls on either side. There is a decorative panel across the front top of the stand. The top of the pedestal has a small keyhole. The size of the coin slot fitted a penny coin, and the weight measurements on the face were in Imperial stones and pounds. Quite some time after 1966, when Australia introduced new decimal weights, measurements and currency, the scale was updated; the coin slot size was changed, and a new face with metric measurements was installed. The scale now accepts a $1 coin (one dollar) and the scale measures weight in kilograms and grams, from 0 to 125 kg.. The rear of the scale has a small, rectangular metal plate with printed text. The scale was made by G Salter & Co. of West Bromwich, UK, distributed by the Australasian Automatic Weighing Platform Co., and updated to metric measurements by Eastern Scale Co. Pty Ltd. It was previously installed at the Warrnambool Post Office. Engraved on an oval plate on the right: "665" Top centre of the face, in red: "$1 coin" Top of face: "EASTERN SCALE CO.
