Opened 7 October 1966 Eltham's Fire Stations by Peter Pidgeon Article published EDHS Newsletter No.287 April 2026 Where was Eltham’s first fire station and how many have there been? Following the formation of the Eltham Volunteer Fire Brigade in March 1926, firefighting equipment was initially housed in a shed on Captain H. Warren’s property. A more permanent solution was required. In May 1927 a proposal was made to build a fire station and meeting hall at the corner of Luck Street and Main Road where the present railway station carpark is located. An application was approved by Council in September to build the fire station consisting of a galvanised iron shed on the land in Luck Street, However, in April 1928 when E.O. Egan, Secretary, Eltham Volunteer Fire Brigade sought permission to erect a fire station on the continuation of Luck Street, Council advised they had no power to act on this as they did not own the land. Cr. Ernie Andrew offered to loan a site on his own land in Arthur Street (where the entrance to the carpark under Woolworths is situated) and by September 1928 the new fire station was being erected consisting of a building to house the reel and other equipment as well as a meeting room. It was constructed with a concrete floor and painted. A purpose-built cupboard had been constructed for the hose by local carpenter, Mr. Fraser and Mr. Frank Jones arranged for electric lighting to be installed. Many donations were made by the community to assist in paying off the debt on the station. The first meeting in the new fire station was held November 12, 1928, with a large attendance of members. The official opening was to be held in the New Year on January 8, 1929. In February 1930, Eltham Council agreed to place the Eltham Volunteer Fire Brigade under the control of the Country Fire Brigades’ Board. Further discussions were held in May regarding their area of responsibility to cover as well as questions about a suitable block of land and relocation of the brigade’s buildings. In August 1930, the Chief Officer of Country Fire Board visited Council to select a suitable site. He did not approve of any that Council suggested but encouraged Council to buy land for the purpose. Enquiries were made about a block in Henry Street adjacent to the Public Hall which the Chief Officer favoured. Cr Price investigated and learned the block could be purchased, £10 would secure it if the people of Eltham were willing to raise a further £30-40. All were in favour of proceeding. By February 1931, £40 had been raised by the community, in addition to £20 added by Council and £20 by the Fire Brigades’ Board making £80 total to purchase the site. Several working bees were held between May and July 1931 to level the ground in preparation for relocation of the station building from Arthur Street to the new site in Henry Street. It was not long before the Henry Street site had proven to be not all that was desired. Access to the Henry Street site from Main Road was steep and not suited for man handling a heavy hose reel. By November 1933 the Country Fire Brigades’ Board advised it was considering the matter of a new cation and fire station for Eltham. On February 23, 1934, the Advertiser reported a new Fire Station was to be built on an alternate site at a cost of £600. In August, the Country Fire Brigades’ Board notified it intended to build a new fire station at no cost to Eltham if the brigade could purchase a block of land. An appeal was established by the brigade to raise funds for the purchase of the new site between the residence and confectionery shop owned by Mr. G.H. Browne and Ryan Bros. butchers on the eastern side of Main Road between Arthur and Dudley streets. An inspection of the site by the Chief Officer of Country Fire Brigades' Board was undertaken September 28. It was directed that tenders for the erection of the building were to be called immediately and construction to start the next month. By New Year 1935 the erection of the third station building was well in progress and was completed by mid-February. The station was officially opened April 26, 1935, and a new 35 feet high bell tower was erected in December 1935. This fire station, the third erected in six years, served the community for the next thirty years. In 1962, land for a new (fourth) Eltham Fire Station on the opposite (western) side of Main Road was acquired from the Eltham War Memorial Trust. The new station was opened October 7, 1966. In 1970 the former fire station building on the eastern side of Main Road was relocated to Research Park for use by the 1st Research Scout group. The site is now part of the current Coles supermarket and Eltham Village complex. A new fifth fire station was erected in Brougham Street at a cost of $9.6m and officially opened December 2015. It was intended for use by both career and volunteer firefighters. The former site was to be made available for community access. However, the mixed functional role presented operational difficulties at the new station and after three years, the Eltham CFA volunteers moved back to the former site towards the end of 2018 following a $500,000 upgrade to the facility. The Eltham Fire Station was opened in 31 April 1935. Years later the building was removed and erected for use of 1st Research Scout Group in Research Park by the early 1970s to make way for the Eltham Village Complex which was under construction by 1971. The photograph was taken (and donated) by George W. Bell during the period of fire, c.1963-c.1964. The actual fire station was built c.1930 and was in use till c.1964 when a new fire station was built on the opposite side of Main Road. The building, originally situated just south of Arthur Street, on Main Road was ultimately relocated in 1970 to Research Park for use by the 1st Research Scout group. The site is now part of the current Coles supermarket and Eltham Village complex. The Fire Trucks are an Austin STU (small town unit) on the left and an Austin urban pumper on the right. ELTHAM HERITAGE TOUR The Society excursion on 24th May 1992 was arranged by David Bick, leader of the team carrying out the Shire's heritage study. David selected a number of sites or buildings identified in the study, some of them lesser known components of the Shire's heritage. The tour commenced at the Eltham Shire Office at 10.00 am. Travel was by private car and mini-bus with stops at about twelve locations for commentary by David.It included a short walk in Hurstbridge and lunch at Kinglake. A community group project steered by Bambi McLean led to the construction of the Eltham North Adventure Playground which opened off Wattletree Road in 1995. The structure was mainly wooden and included an undercover element with slides and areas to climb. It was destroyed by fire in the early hours of 16 December 2017. These phtoos were taken at approx. 2am on the morning of 16 December 2017 by 2nd Lieutenant Anthony Owen of Eltham Fire Station. Original bell from the first Eltham Fire Station in Arthur Street erected on a tower in November 1928, the station opened in January 1929. In 1988 the bell was mounted beneath a wooden sign of Country Fire Authority, Eltham Fire Station, 909 Main Road, Eltham. As of September 2023 the bell is in the same location, with the signboard gone, suspended in a steel metal tower-like frame. The bell has seen service at the original Eltham Fire Station in Arthur Street (1928-1931), Henry Street beside the Rechabite Hall (1931-1935), Main Road (east side, site of present-day Coles 1935-1965) and 909 Main Road (1965-present). Samantha Robertson 1988 Entrant No. 1 Ref: Series 34 Items 1, 2, 42-45 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. On Saturday September 2, 2023, Russell Yeoman led a group of 22 society members and interested others on a walk following trhe bounadries of the original Shillingalw farm. Commencing at the corner of Panther Place and Library Place, we proceeded up to Shillinglaw Cafe then the Shillinglaw trees at the former Eltham Shire Office site then along Main Road to the fire station then throughh St Laurence Lane and uinder the railway line , along Diamond Street then return via the Diamond Creek trail behind Andrew Park. The actual farm boundary went past the creek and further up the hill. The original farm comprised lot 90 of Holloway’s 1851 subdivision of Little Eltham. Its area was 30 acres lying east of the Diamond Creek and north of Henry Street. Original document produced by Ian McDonald (Eltham Shire Council) 1970. During the period 1969-1971 photos were being collected for a proposed publication on the history of the Shire of Eltham as part of its centenary celebrations in 1971 (managed by the Shire of Eltham Historical Society and Alan Marshall). The publication was Pioneers & Painters (1971), edited by Alan Marshall. The document titled "Shows area sold to Woolworths" consisted of a panorama of three B&W photo prints creating a panorama of the frontage along Main Road (SEPP_0744) and a single B&W photo print of the Shire of Eltham offices and Hall on the corner of Arthur Street and Main Road (SEPP_0737) along with typed and hand written notes by Ian McDonald. Our Lady Help of Christians Primary School - The hall on the left side was the original Our Lady Help of Christians Church which was built c.1962 on the site of the former weatherboard St Mary's Church which was destroyed by fire in 1961. A new church was erected on the opposite (southern) side of Henry Street in 1976, partially on the original Lot 20 Henry Street of Holloway's Little Eltham North estate. Lot 20 Henry Street was the site of the former Wesleyan Church chapel in the 1850s which also used by David and Catherine Clark to establish their first school in 1855 prior to the erection of the Dalton Street school in 1856. The chapel was replaced by a new building, the Eltham Rechabite Hall (1893-1921) which then became the Eltham Public Hall (1922-1940). Home to Eltham Shire Councillor Ernie Andrew, newsagent and his wife Ellen. Known locally as Cook's Cottage due to its resemblance to Captain Cook's cottage in Fitzroy Gardens. Ernie and Ellen can be seen standing at the entrance. Erected after Nov 1931 and before Dec 1945, most likely by 1934. The Andrews owned the property next door (downhill) and it was there that Ernie Andrew loaned land for the first Eltham Fire Station in 1928. The house on that block was present in a November 1931 aerial photograph; the subject house was not. In November 1934 Mrs Ellen Andrew leased a 5-roomed brick villa in Arthur Street to Eltham Shire Council for use as temporary offices. The new Shire office was opened in November 1940 across the road. It is possible but not yet confirmed, that the Cooks Cottage was the brick villa leased to Council and then the Andrews moved in late 1940 after Council moved into their new offices across the road. Or, they could have built Cooks Cottage and leased their old home next door to Council. Further investigation will hopefully reveal more. The cottage was situated immediately east of the underground carpark entrance off Arthur Street and directly opposite to the present-day entrance to the Eltham Village carpark. Ernie Andrew's wife, Ellen, died 13 July 1946 and Ernie died 29 March 1950. Subsequent ownership has not been identified. Aerial photos show the cottage was still present in April 1963. Local advice suggests the building was used as a doctor’s surgery in the mid-1960s. The property was purchased by Council in August 1964 and demolished shortly afterwards to provide additional area for a carpark already in existence from Pryor Street (Diamond Valley Mirror, 2 Sep. 1964, p1). Ernest James Andrew was born in Eltham on 6 July 1873 and died at his home shown here in Arthur Street Eltham on 29 March 1950 aged 76. His father was William Bravery Andrew who ran corn store in Eltham at the corner of Franklin Street and Main Road and was a member of the Eltham Shire Council. Ernest also became a councillor and Shire President. His brother was also named William Bravery Andrew. The house was known locally as "Cook's Cottage" because of its resemblance to Captain Cook's Cottage in Fitzroy Gardens, Melbourne. It would appear that this brick building was built on Andrew's land upon which he had loaned for use of Eltham's first Fire Station (Sep 1928 to June 1931) and based on aerial photos of Nov 1931, Dec 1945 and July 1951 was erected prior to Cook's Cottage.Heather Jenkins was the daughter of Constable John Thomas Cone, Badge #3935 served at Eltham Police Station 1 May 1911 to 9 July 1922.Glued on a brown paper scrapbook page (torn from scrapbook) with 8 black and white/sepia photos of varying sizes, 1 newspaper clipping and one greeting card with printed sketch and handwritten captions in ink. In 1983, the National Trust advised the Shire of Eltham that it was investigating a number of trees within the shire which had been nominated for recording the Register of Significant Trees of Victoria. The trees involved were described in the Shire of Eltham Historical Society Newsletter No. 29, March 1983 as follows:- 1. Eucalyptus melliadora (Yellow box) . a) An outstanding mature specimen 42 metres high in Laughing Waters Road, Eltham. b) Another mature specimen in Arthurs Creek road, Hurstbridge is reported to be the tree under which the bushranger Robert Bourke was tied after he shot and killed Henry Hurst in 1866 . 2. Quercus robur (English Oak). a) "Donaldson's Oak", Donaldsons Road, Kangaroo Ground was planted by John Donaldson from seed collected from Windsor Great Park in 1878. b) "Wippells Oak". This now misshapen tree is located on the St. Andrews Road near the Kangaroo Ground Fire Station. Its origins may have been similar to Donaldson's Oak, and as a young tree it apparently slipped from higher up the hill during wet weather. Both oaks are of local historical importance. 3. Eucalyptus globulus (Blue Gum). A large mature specimen at the corner of the Kangaroo Ground-St. Andrews Road and Bakehouse Road, Panton Hill. 4. Plantanas acerifolia (Plane tree) A number of trees forming the Avenue of Honour to Eltham's First World War soldiers along Main Road between Dalton and Pitt Streets, Eltham. 5. Pinus canariensis (Canary Island Pine), Pinus pinea, (Stone pine) and Cedras altlantica, (Cedar) These trees are located at the Hurst family graves in the grounds of the Hurstbridge Pre-school Centre. In 1991 the Shire of Eltham introduced controls into its planning scheme to protect sites of architectural, historic or conservation interest and significant trees. The controls were approved by the Minister for Planning and Housing. As advised in the Shire of Eltham Historical Society Newsletter No. 78, May 1991, a planning permit is required to demolish or alter any listed building or to destroy, lop or remove any listed tree. Provision is made for comments to be obtained from the National Trust or Historic Buildings Council in considering any applications. The buildings and trees listed were: Buildings: 250 Bolton Street Eltham (former Walter Withers home) "Rosehill" - Bonds Road Lower Plenty St Andrews Church of England - St Andrews "Montsalvat" - Hillcrest Avenue Eltham St Margarets Church and former vicarage - Pitt Street Eltham Presbyterian Church - Kangaroo Ground Parks and Environment Office (former police quarters) Main Road Eltham Former Court House - Main Road Eltham "Shillinglaw Cottage" - Main Road Eltham "The Robins" - Kangaroo Ground Road Warrandyte Trees: "Donaldsons Oak" - Donaldsons Road Kangaroo Ground Yellow Box - Laughing Waters Road Eltham Yellow Box - Arthurs Creek Road Hurstbridge Wippells Oak - St Andrews Road Kanqaroo Road Pines and Cedar - Hurst family cemetery Greysharps Road Hurstbridge Yellow Box - Parsons Road Eltham A large Blue Gum at Panton Hill has been listed but has recently died (1991). In 1993 work by Council Parks and Environment staff and volunteers resulted in the preparation of a Significant Tree Register listing forty-one trees or groups of trees. According to Shire of Eltham Historical Society Newsletter No. 91, March 1993, a similar number remained to be assessed for inclusion in the register. There is a wide range of indigenous and planted trees on private and public land and extending through the Shire of Eltham from Lower Plenty to Kinglake. Most can be viewed from publicly accessible locations. The Significant Tree Register lists 41 trees or groups of trees throughout the Shire. It contains a wide range of naturally occurring and planted trees. They have been assessed according to eleven criteria including size, age, rarity, historical value and the like. The list includes large old Red Gums at Lower Plenty, historic Oaks at Kangaroo Ground and Mountain Ash at Kinglake. The register includes a set of slides showing each tree. Garry Bartlett of the Council's Parks and Environment Section and Faye Shepherd were extensively involved in establishment of the register (Newsletter No. 93, November 1993). In 1999 Niliumbik planners prepared an amendment to the Planning Scheme to provide protection for approximately 200 of the places listed in the heritage studies and also in the Significant Tree Register commenced by the Eltham Council (Eltham District Historical Society Newsletter No. 127, July 1999. In 2004, The Register of Significant Trees was presented to the Eltham District Historical Society by Nillumbik Shire Council as part of a wider collection of of its memorabilia of the former Eltham Shire Council (EDHS Newsletter No. 159, July 2004. Album of loose handmade paper sheets contained within a handmade slip cover constructed of handcrafted card with encapsulated flora material (flowers, vines, ferns) and tinted. Each page also contains an embedded/adhered fern leaf also tinted with lacqueur or similar, text as appropriate in ink by hand calligraphy. Each page also has a white protective sheet cut to size and adhered to back surface with sticky tape and folded over face of page. Pages variously have photographs and coloured masks adhered with a gum resin. Over time much of this resin has let go and photos/masks have been reattached using acid free archival safe adhesive. 15 pages 41 x 29 cm inclusive of 3 blank pages. My Recollections of Eltham Past by Margaret Joy Harding (nee Joy Chapman.) My family of Elizabeth and Alec Chapman moved to Eltham in 1946 into a cottage on the opposite side of the Diamond Creek from where the little train now operates in the Lower Park. At that time Eltham truly was a country town and the Pub was the main meeting place for most inhabitants on a Saturday afternoon in the beer garden. I attended Eltham Primary School where I started as a 4-year-old (my birthday being slightly after the mid-year intake) that happened then. My mother spent a lot of days taking me back to school when I had dismissed myself and walked the one kilomtre home alone. Bremner's Common (now Wingrove Park) was a big attraction with its dam and tad poling which I found much more entertaining than school. (Mrs Bremner ran a Service Station on the site of the current one). Another attraction at this site was the circus that came a couple of times a year. Watching them put up the circus tent was very interesting and even more of an attraction was the feeding of the Lions in cages and the monkeys and elephants among the other animals that are not found in a circus these days. At school then we were provided with hot chocolate at morning recess where the mothers would prepare it in the shelter shed. The only form of classroom heating was an open fire. Worse was the warm milk given in the summer months. By the time I was near finishing at Primary school we used to be able to walk along the Main Road at lunchtime to Mrs. Mitchell's shop to a delicious hot pie. As I recall there was no supervision for this departure from the school grounds. It is interesting that some of the other children I started school with I still have contact with, in fact one is a very good friend although now living in Perth. That is the other thing about Eltham; many who grew up here continue to live in the area. Following primary school, the natural progression was to Eltham High School. There was only the main building at that time and I can remember our first assembly at the front entrance. During the time I was at High School several new class rooms were added and the school hall. I remember the musical plays such as HMS Pinafore and other classical musicals being performed. I also remember countless hours doing marching practice. The main street shops when I was young consisted of the Blue Gum milk bar at the far end, a Grocery store and a shoe maker where Coles currently stands. Opposite there was Lyon's Garage. They also provided a bus service and when we got off the train this little bus would tour the back streets taking each individual to their home, sometimes this could take quite considerable time. There was also a Black Smith next to the Chiropractic Practice opposite Alistair Knox Park, another Milk Bar/General Store on the comer of Bridge Street/Main Road where a shop currently still operates. There was also a Butcher's shop down from the pub opposite Franklin Street. The only doctor was next to the courthouse on the other side of Brougham Street. On Saturday afternoon I was occasionally allowed to go the movies in the Town Hall which also stood on the site of the Coles centre. Often the Fire Alarm would sound and everyone would run outside to watch the fire truck leave with the volunteers clutching on the back. The other attraction during summer of course was the swimming pool which was a small concrete pool filled with water pumped from the Diamond Creek, sometimes it was like a mud puddle so for me the nearer to home Yarra/Diamond Creek junction was a much better option. We swam in the water hole which was quite deep and with fallen trees and sometimes carcasses of cows and kangaroos floating past. As recreation, the churches were another attraction for the Sunday school picnics to Mordialloc in the back of the moving van with benches tied into the back for us to "sit" on. Too bad when we went around a corner! In the early days we had an Ice Man deliver the ice once a week for "refrigeration". The green grocer came around in a horse and cart as did the milkman and the bread was delivered but I constantly got into trouble for eating the middle out on the way from the box it was delivered to in Mt Pleasant road across the paddock. The milkman finally would not come down our street after his horse bolted one morning and took off across the paddock. We also had the "Pan Man" come weekly and whose visit I would avoid. Our nearest shop was where the flower stall is located opposite the Lower Park. It consisted of a Tea Room and Milk Bar. There was a Public Telephone there which was the only contact to anyone else. We were a one car family so my mother’s movements were very limited as the Eltham Station was a couple of kilometres away and a trip to the city was an event. Being an only child growing up was a little lonely however rambling along the creek with my Mum, picking mushrooms and picking cherry plums for jam and the dogs catching rabbits which we ate if we could get them away from the dogs. We also liked to go into the Lower Park during school holidays when the Greek people came to camp and they would sing and dance around the camp fire and it all seemed so different to us as this was early days of immigration. Childhood was relatively simple and carefree and I wish the kids of today had the freedom of my youth and the healthy outdoor lifestyle of the "olden days".   SHOW GIRL COMPETITION In 1965 Eltham was more like a country town than the suburb it has become today. People knew each other, if not personally then certainly of the family name. The big event for the year was a Gymkhana or show at Lower Eltham Park. I can remember marching as a teenager from the town centre to the park in the marching girls with the decorated floats. In 1965, just on a whim on the day, I decided to enter the Miss Eltham Show Girl which was a part of the festivities at the park. I seem to remember that the show mainly consisted of horse events, cattle judging and dog show. As I had not given any serious thought to entering the competition, I wore a suit that I had for work which was brown wool, with a coffee coloured shirt under, black shoes, bag, and gloves but no hat. I duly paraded for the judges and much to my surprise I was announced the winner. I eventually went on to compete at the Miss Victoria Show Girl competition which was held at the Royal Melbourne Show. There I met many country girls who were representing their rural Victoria home. I made it into a final round of judging but I think justice prevailed when someone from a country background was crowned. It was fun to go into the show as I had not really been before and to see the displays of handcraft, cooking and wood chopping events was great as well as the judging of farm animals interesting. It is hard to remember the Eltham I grew up in. The Lyons Garage company bus that actually drove you home (or close to it) when we got off the train at night. The Eltham Hotel on a Saturday afternoon a usual social meeting place where people just sat and chatted. The pictures held in the Town Hall and when the fire alarm sounded all the men just jumped up and ran to help. Suburbia has now swallowed most of that life but thankfully we at least do have the trestle bridge and parkland.
