Documents relating to a focus group brought together by the Shire of Nillumbik Chairman of Commissioners in 1996 to provide advise on the best long term use for the buildings and land situated between the former Eltham Shire Offices and Country Fire Authority buildings. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. Located on what was referred to as Obelisk Corner, improvements have been been made since the unveiling in August 1919 with the provision of a stone retaining wall topped with a chain link and granite stone boundary, most likely in conjunction with improvements to the intersection into Main Road. Major Frank D. Hubert and Beulah Alice (Simpson) Rutter had five children: Hubert Jnr. (Joe) in 1913, David in 1915, June in 1917, Donald in 1922 and Samuel in 1926. Samuel died as an infant aged 17 days. Hubert was a notable figure in Eltham and beyond, with a career as a mining manager in Australia and Malaya. He served in the AIF in the First World War. While the children were growing up at ‘Yarra Braes’, Eltham, their father was an Eltham Shire Councillor in the 1920s, shire president in 1928 and a leading figure in establishing the Shire of Eltham War Memorial League, which was responsible for building the Shire of Eltham War Memorial tower at Kangaroo Ground, near where the Shire Offices were located until the 1930s. The Rutter name was commemorated after the war at Eltham High School with one of the schoolhouses named ‘Rutter House’ and at Geelong Grammar School until the 1960s where a ‘Rutter Badge’ was awarded to junior boys for leadership. The family home, ‘Yarra Braes’ was destroyed in the devasting Black Friday bushfire, 13 January 1939 and Beulah relocated to Toorak, Hubert working in Western Australia. Tragedy struck the family again December 19, 1940 when daughter June was killed after falling from the Heidelberg train on to an adjacent track into the path of a Reservoir train at Victoria Park station. Sons David and Donald both served in the R.A.A.F. during the Second World War and were killed in action, David in Libya in 1941 and Donald in Germany in 1945. The wreck of his plane and his body were not recovered at the time and Hubert never ceased to chase down leads as to his whereabouts. Beulah never gave up hope that Donald was still alive. Hubert had received several reports shortly after the war that his son was still alive but these were ultimately accepted as misidentification. Hubert wrote to the Air Force in frustration, failing to understand how the plane could disappear when it crashed in a relatively populated area. Unfortunately the answers came too late for Beulah who died in 1946 and was buried in Eltham Cemetery along with her daughter June and baby Samuel. Donald’s plane was eventually located and his body recovered in 1949. He is buried in the Hanover War Cemetery, Germany. David is commemorated on Column 245, Alamein Memorial, Egypt. FELDBAUER / TEAGLE Theodore Albert ‘Curly’ Feldbauer was born 15 October 1909 at Melbourne, the son of Theodore Henry (a naturalised German) and Jessie Margarette Feldbauer. The family moved several times during his childhood but before he was 20 he was living and working in the Eltham district. He became a well-known local sportsman. He played cricket for the Montmorency Imperials in 1929 and 1930 in the Eltham Cricket Association and excelled as a footballer and football coach. There are press references at the time to minor misdemeanours and accidents: evidently he was up for a brawl or two, but he was also able to do a recitation at a social night to launch the Eltham Girls Club in 1932. He married a local girl, Violet Amelda Teagle, in 1933, the 12th of 13 Teagle offspring who lived in Frank Street. Curly and Violet’s first child, June, was born the following year. By 1935 Curly was honorary secretary of the Research Cricket Club. He continued playing cricket regularly, mainly for Research, through till the 1940 season, after the war had begun. The girls started at Research State School in 1939 and 1940, respectively. They lived near Violet’s parents in Frank Street. Curly and Violet’s daughter, Valerie Waller recalls: “We lived near my Teagle grandparents, who had a cow. Dad took over the milking. He would rest his head against the cow and sing to her. When he left to join the army, it took weeks before she would settle down to allow anyone else to milk her.” Curly’s service record is not yet accessible from the National Archives of Australia. Valerie Waller gives us some insight into that period between Curly joining and ultimately embarking for Singapore: “Before he sailed to Singapore, Mum would travel by train, to Seymour, to spend a few hours with him. He sent her postcards and called her his “dear love”. His idea was that the sooner everyone eligible joined up, the sooner the war would be over. He had a great love for Australia.” “While he was a prisoner, Mum received a few postcards from him, not in his neat handwriting, but in block letter printing, to tell her he had received no mail or parcels from her. He must have felt we’d forgotten him, because, of course, Mum had sent lots of parcels and letters, and the Japanese hadn’t handed them on.” Theo was one of over 2,000 Allied prisoners of war held in the Sandakan POW camp in north Borneo, having been transferred there from Singapore as part of B Force. The 1,494 POWs that made up B Force were transported from Changi [Singapore] on 7 July 1942 on board the tramp ship Ubi Maru, arriving in Sandakan Harbour on 18 July 1942. Sergeant Feldbauer, aged 35, died as a prisoner of the Japanese on 27 March 1945 at Sandakan Number 1 Camp. The Japanese recorded his death from Malaria. He has no known grave, but it is believed to be at Sandakan Number 2 Camp. His death was not reported in Australia until some months later. Valerie noted: “I will never forget the sound my mother made when she received the telegram saying Dad had died months earlier, ostensibly from Malaria, but he died during the march. The sound still haunts me.” Violet’s husband Theo is recognised on the Eltham Roll of Honour, which was commissioned by the Eltham War Memorial Trust to be hung in the Baby Health Centre opened in 1952; the first of three buildings, the others being the Eltham Kindergarten and Children’s Library, that were established as the Eltham War Memorial a living memorial, with a specific focus for the welfare of children of the district. In 1981 the Shire of Eltham Historical Society was asked by the Victorian Place Names Committee to comment on a proposal by the Shire of Eltham to assign names to parklands in Eltham as follows:- "Eltham Common" - the area between the municipal offices, Main Road, the Eltham railway -line, and Panther Place and containing Shillinglaw Cottage. The Shire has advised that this name has been used locally for the site since about 1975. "Alistair Knox Park" - the area bounded by the Eltham railway -line, Panther Place, Main Road, Bridge Street, and Susan Street, and through which flows the Diamond Creek. The area has been known locally as "Eltham Town Park" The proposed name "Alistair Knox Park" had created some local controversy with a number of reversals of the Council's decision and letters to the local paper both for and against the proposal. The society was reluctant to be drawn into this controversy particularly as there were known to be members with strong views both for and against the proposed name. The society appreciated the work done by Alistair Knox both in the formulation of the park concept and in its development but because of the controversy generated by the proposed naming and also because of the wide general use of the park by the public·, the name Eltham Town Park was felt more appropriate. The society noted that there was no outstanding historical associations with the land comprising the park which would warrant naming the park after any particular person, place or event. No objection was raised to the Eltham Common proposal as set-out above. The decision was made in the knowledge that Alistair Knox had been associated with the society over many years and was a prominent figure in the recent history of Eltham. He was regarded as a key figure in the environmental building movement and in particular was renowned for his use of mud bricks as a building material. He served as a councillor of the Shire of Eltham from 1971-1975, his final year as Shire President. It was during these years that the proposals to create the park in its present form were shaped and Alistair played a leading part in the decision to make it a landscaped passive recreational park rather than a sporting area. The parklands comprise a section of the Diamond Creek valley. The creek itself flows through the centre of the area which is overlooked by steep hills on each side. The parks form part of the land purchased from the Crown in 1851 by J.M. Holloway and then subdivided into allotments and called "Little Eltham". While most of the area was subdivided into residential lots the creek valley was subdivided into lots suitable for small farms. Some further subdivision took place over the years and the whole of the parks now comprises eight separate titles. A list of some of the former owners has been compiled but exhaustive research on all owners has not been carried out. The ownership of one parcel has been traced back to when it was purchased from Holloway by John Hicks Petty in 1874, long after it was subdivided. Other families owning land within the area over the years included Lyon, Rees, Clark, Waterfall, Carrucan, Graham, Hill and Morant. The character of the valley area has remained rural while development occurred on each side. Early photos show the area as orchard and grazing land. In 1901 the railway was constructed through the area resulting in the timber trestle bridge across the Diamond Creek. which is an important feature of the park landscape. A memorial obelisk to the Eltham servicemen killed in World War 1 was erected at the south eastern corner of the park. The site is now within the intersection of Main Road and Bridge Street and the memorial was shifted in the 1950s to the Eltham R.S.L. clubrooms. Following the financial failure of the local sub-branch, the memorial obelisk was again relocated to the Eltham War Memorial building precinct in 2011. During the early 1960's the Council started purchasing the land which now comprises the parks. In the late 1960's the area to the east of the Diamond Creek was used as a garbage tip and filled above the flood plain of the creek. When this area was filled the tip was transferred to the west side of the creek. From the early 1970's the area has been progressively developed as a park for passive recreation with ornamental lakes, extensive tree planting and landscaping. The character of the valley before the days of the tip has been recreated and this has earned a Landscape classification from the National Trust, an unusual honour for a man-made landscape. The parks are not only attractive in appearance. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication.
