It contained three meals, each waterproofed (a vital consideration for the tropics), which offered a balanced selection of meat, vegetables, fruit and vitamin supplements. Before the development of this ration pack, Australian soldiers were supplied with quantities of preserved food that were difficult for a man to carry and divide, and which often did not provide a nourishing diet. Sir Cedric Stanton Hicks (1892-1976), university professor and army catering officer, was born on 2 June 1892 at Mosgiel, New Zealand. University of Otago (B.Sc., N.Z., 1914; M.Sc. Hons, 1915; M.B., Ch.B., 1923) 1916-18 Hicks served as a non-commissioned officer in the New Zealand Expeditionary Force and he assisted Professor J. K. H. Inglis in the synthesis and production of Chloramine-T for use against meningitis among the troops. Hicks was appointed government analyst in 1918. On a Fellowship 1923, he travelled to England and studied at Trinity College, Cambridge (Ph.D., 1926) and caried out research in Switzerland, Germany and the United States of America. 1927 he was appointed to the new chair of physiology and pharmacology at Adelaide University, which he was to hold until 1957. During the Depression he studied the dietary patterns of five hundred families receiving relief. 1940 Hicks was appointed temporary captain, Australian Military Forces, and performed part-time duty as catering supervisor. Moved to Melbourne as chief inspector of catering, he began a campaign for applying scientific principles to the feeding of troops. 1943 the Australian Army Catering Corps was formed. Hicks altered the basis of the allowance for military rations from a monetary to a nutrient entitlement, improved the pay and promotion opportunities of cooks, established schools of cooking and catering, devised new methods for preparing food, supported the service's adoption of the Wiles steam-cooker, and designed jungle-patrol, emergency and air-drop rations. The Service has grown from the dream of Rev. Dr. John Flynn who dreamt of bringing medical help to people living in Australia's vast Outback. Today, John Flynn's Mantle of Safety covers more than 80% of Australia, bringing vital health care to people who live, work and travel in remote and rural Australia. They were soon to be found in hospitals, emergency services like the ambulance and fire brigade, and voluntary life-saving organisations. ...Mechanical resuscitation devices, such as the Pulmotor and Lungmotor, were popular in the early part of the twentieth century. Their use waned in the 1920s as significant bodies like the British Medical Research Council and American Red Cross refused to endorse them. The most popular of the resuscitators to emerge in the 1930s was the E&J (Ericson and Johnson) resuscitator. The device was soon widely available, vigorously promoted with support from many medical practitioners. They were soon to be found in hospitals, emergency services like the ambulance and fire brigade, and voluntary life-saving organisations. In Australia, Norman James, director of anaesthesia at the Royal Melbourne Hospital, developed an interest in equipment for ambulances and the resuscitation of drowning victims. Little in the way of practical, portable equipment was available to either the ambulances or the voluntary life-saving organisations, such as Surf Life Saving Australia (SLSA); American resuscitators, like the E&J, were expensive and bulky to import. James designed a simple portable resuscitation device for local use after being approached by Jack Conabere, secretary of the Elwood Life Saving Club (ELSC). The resulting Royal Melbourne Hospital resuscitator, or the R.M. resuscitator as it was marketed, was a simpler, manual version of those available overseas. It was gas driven with a plunger, marked “Press”, and a safety valve. The small working unit attached directly to the facemask. Once the patient was positioned facedown and the airway cleared of debris, the mask was placed firmly over the face. The plunger allowed gas to flow and lung inflation; releasing the plunger allowed expiration. This simple resuscitator was marketed by Commonwealth Industrial Gases (CIG) and became very popular in Australia with volunteer and professional rescue organisations. It represents one of the many innovations in resuscitation equipment that resulted from cooperation between volunteer life savers and medical practitioners. Norman James worked closely with Jack Conabere and the Government Pathologist to develop the equipment. ELSC was the first life saving club to use the resuscitator on the beach. While conducting an early training exercise on 23 December 1951, they used it to successfully resuscitate a man who had drowned after capsizing his home made yacht. The R.M. resuscitator was also used in more inventive ways. At Fairfield Hospital in Melbourne, a group of physiotherapists and doctors did some innovative work with polio patients, teaching them glossopharyngeal (or “frog”) breathing, as a means of becoming less dependent on ventilators. In 1981, the Australian Standards Association stated that the RM head failed to meet its revised standards and it was withdrawn from the market. ... supported Werribee and Sydenham in a similar manner. The Call sign for the new group became VL3LY VHF Channel 1 163.12 m/cs. HF 3836 k/cs. Emergency Services ...Early member of the Bush Fire Brigade, Bon Barrie saw the need for improved speed of communication. With the formation of the Country Fire Authority by mid 1950 Melton introduced H F high frequency two way radio sets. A set was located in the Barrie home, which was an idea location to observe smoke sighting given its 360 degree view of the distant horizon. A large antenna was built to improve reception and sending strength. Author – Edna Barrie hand written notes. In its policy of creating smaller compact groups of fire brigades the Country Fire Authority Regional Officer Harry Rothsay in 1967 requested that the following 6 brigades surrounding Mt Cottrell transfer from their respective groups. Melton and Rockbank from Bacchus Marsh Group, Toolern Vale and Sydenham from Mt Macedon Group and Truganina and Werribee from Little River Group forming a new Group to the be named Mt Cottrell Fire Brigades Group. Group Headquarters was established at the Ferris road residence of Melton Captain E W Bon Barrie, who was elected Group and Communications Officer of Mt Cottrell. E W (Eddie) Gillespie and Keith Watt of the Toolern Vale brigade were appointed Deputy Group Officer and Group Secretary respectively. The Base Radio was installed at the Group Headquarters by the CFA. Brigades contributed to half the cost. A grant of $1000 was made available by the Shire of Melton in 1969 toward the cost of VHS (Very High Frequency) replacing the HF(High Frequency) Radios which has been introduced in the 1950’s. Shire of Werribee and the City of Keilor supported Werribee and Sydenham in a similar manner. The Call sign for the new group became VL3LY VHF Channel 1 163.12 m/cs. HF 3836 k/cs.
