Held 26/10/1921, with Mr Dix, Chief Manager in the chair. Parties involved were: Mr. Barnes (MMTB), Mr Abfalter (Union), Mr Hilton (witness), Mr Banks (witness), Miss Relph. The enquiry was into Conductor Bennett in relation to handling lost property - a purse lost by Miss Relph. W. Nicholson, Mayor of Ballaarat Council". Dated 2 April 1968. Submission looks at the possible closure or the future of the tramway system, the SEC involvement, employment, road surface repairs, financial loss to the SEC, reduction in passengers due to car ownership. Council submitted that the tramway system should be retained and extended and that pensioner concessions should be continued. Notes that at the time 69 men on the trams, 18 at the depot and 8 on the track. If replaced by buses, supported a government owned bus provider rather than private. Provides information about the two-day enquiry held by the Victorian Transport Regulation board into the SEC operated Ballarat Tramway system. Enquiry held at the Ballarat Court House, by Messrs J Bolster, E V Field (Chairman) and J O Mactier of the TRB. Two photos show the Board and some of the attendees. Page 2 of the 3 April report; the acting assistant manager of the SEC advised that the tramway was unsafe, deaths due to collisions with trams, costs of refurbishing the tracks and tramcars and employment issues. Evidence was also given by the Mayor of Ballarat, Cr. Nicholson, Ballarat Town Clerk Mr Maddern, Barry Wilkins, H A Davis local bus operators. The Board considered whether the existing services could be replaced by private operators, or a publicly operated service, including the cost of operators. Also submissions from Mr O'Shea of the ATOMEA, Ballarat Trams and Labor Council, and Chamber of Manufacturers. From the Argus, Friday 18 July 1879:- SAFETY MINING CAGES. The report of the board on safety mining cages was laid on the table of the Legislative Assembly fortnight The board, which has tested the following inventions Nances, Williams patent, Jackson and Middleton's patent Sesmours patent, Allans patent, and Hassan a patent, reports as follows - 1. That the preponderance of evidence given by miners and others qualified to form an opinion is strongly in favour of the adop-tion of a safety cage for general use in the mines of this colony, provided that a reliable invention can be brought forward, and its practical utility satisfactorily determined 2. That in view of the rapid increase of cage accidents, and supported by the evidence before them, the board are of opinion that some special provision should be made to check such a prolific source of danger as is shown to exist in the working of the shaft and machinery employed for winding purposes. 3. That this check could be imposed by means of such a regulation as that at present contained in the statute, i e -" Every cage used in a mine shall be fitted with special and suitable appliances to prevent its sudden fall down a shaft and also to prevent its coming into contact with the poppet heads." The board, however, consider that mine proprietors should be permitted to exercise their own discretion in the selection of safety cages, but safety hooks and balance catches must be used in connexion with every case 4.
