The Andrews moved to Eltham in the 1850s and opened a produce store on "Policeman's Hill", at the corner of Maria Street (now Main Road) and Franklin Street. William took a lively interest in the public affairs of the town and district, and with his wife Ellen continued to run the store for some fifty years. He died in 1907 and is buried with his wife in Eltham Cemetery. Ernest took over the business, which became a general store and newsagency. Later, it shifted to the main Eltham shopping centre as a combined newsagency and haberdashery/clothing shop. The original weatherboard building at the corner of Franklin Street was replaced around 1940 by a brick structure, which is now a cafe called Zen Den. Ernie too was married to an Ellen and they lived in Arthur Street at so-called "Cook's Cottage" (due to its resemblance to Captain Cook's Cottage in Fitzroy Gardens). He was an Eltham Shire Councillor between 1920 and 1950 and was Shire President for 1930 and 1947 as well as a Trustee for the Eltham (Public) Hall in Henry Street from the time it was purchased in 1922 until 1940. Andrew House at Eltham High School and Andrew Oval in Diamond Street are named after him. Ernie died in 1950 and is buried with Ellen in Eltham Cemetery. In his Will he made provision to the Eltham War Memorial Trust for funding of the Eltham War Memorial Gates – “These Memorial Gates were donated by the Late Cr. And Mrs E.J. Andrew”. Page 405 james andrew pioneer kangaroo ground ernest james ...James Andrew Kangaroo Ground, 1870 "James Andrew, Whittlesea, born in East Palford, Devonshire, England, in 1827, arrived in Adelaide in February 1850 per ship Lady McCaughton and almost immediately sailed in a coasting vessel to Melbourne, where the first work he undertook was clearing earth from a stone quarry in Collingwood. He next carried stones for masons engaged in building the Bishop’s Palace, and then was employed in Cambellfield mowing hay. He was at Saltwater River on Black Thursday, and afterwards took a little farm at Darebin Creek, remaining there for four years. He went up to Kangaroo Ground in 1859 and lived there until he bought his present property at Whittlesea, a farm of between 300 and 400 acres. He has been twice married, and had a family of six children." "Andrew, W. B. Eltham, is a native of England, born in 1822. Coming out to Australia in 1842, he lived in Brighton, Victoria for fifteen years, when he re-visited England for a year. Returning to Victoria fourteen or fifteen years ago, he commenced storekeeping at Eltham, where he has carried on that business ever since. George Birchall replaced George Harrison 6 August 1925 but after being absent from the State for more than two years and William James Capewell and Ernest James Andrew desirous of being discharged as Trustees, under the power of appointing new Trustees vested in the Committee, the Committee resolved on 14 November 1935 that Albert Henry Charles Price, Cecil Martin and Albert John Fahle should be Trustees in place of George Birchall, Ernest James Andrew and William James Capewell however the said resolution was never carried into effect and the said writing was never completed. Subsequently in 1940 Albert Henry Charles Price, Cecil Martin and Albert John Fahle each resigned in writing as Trustees even though never appointed and so the Committee appointed John Neville Burgoyne, William Hickey and David Andrew Lyon as Trustees in place of William James Capewell, Ernest James Andrew and George Birchall. The first President was declared to be Ernest James Andrew, Honorary Secretary, A.J. Morse, Honorary Treasurer, Charles Robert Nicholls and the first elective committee to be Thomas Nunn Jewell, William John Pasco, George Burchall, William James Burgess, John William Cox, Ernest James Andrew, John Michael Ryan, Frederick William Gillespie Didfield, Charles Harold Williams, Joseph Banks, Laurence Bourke, Charles Robert Nicholls, William James Capewell and James Pascal. This committee was appointed until the Annual meeting of subscribers held in January 1923 at which point all could stand for re-election (held annually). The Trust Deed was signed by Ernest James Andrew, William James Capewell and George Harrison in the presence of John Michael Ryan, Builder of Eltham, 5 August 1922. He came out to Australia in 1842 and lived in Brighton, Victoria for 14 years. He revisited England for a year, departing July 1856 and returning to Victoria in July 1857. William moved to Eltham around 1859 where he met and married a widow, Ellen Harper (nee Clarke) in 1867 whose husband John, a carpenter, had died in Melbourne the previous November leaving her with four surviving children: Edith Harper (1856 Eltham), Newell Harper (1858 Eltham), Ida Ellen Harper (1862 Eltham) and Lilian Harper (1862 Eltham). Ellen and John had suffered the loss of two children: John (1860-1864 Eltham) and Percy (1865-1866). William and Ellen had three more children of their own: Mabel Andrew (1868 Eltham), William Bravery Andrew (1870 Eltham) and Ernest James Andrew (1873 Eltham) By 1867 William was the registered newsagent for Eltham with a produce store, W.B Andrew Corn Store, on "Policeman's Hill", at the corner of Maria Street (now Main Road) and Franklin Street. He also took a lively interest in the public affairs of the town and district, and with his wife Ellen, continued to run the store for some fifty years. Ellen pre-deceased William on February 9, 1906, after a long and painful illness of some 11 years. William died October 8, 1907 and is buried with Ellen in Eltham Cemetery. Their youngest son, Ernest James took over running the business and became a prominent member of the community and Eltham Shire Councillor for 30 years. A check of the 1949 census shows Ernest James Andrew and Ellen Andrew living at Arthur Street. In 1937 they were both recorded in Main Road, Eltham, Ernie's occupation as newsagent. By 1943 they were recorded in Arthur Street and Ernie was retired. A search of our records shows that Ellen died 13 July 1946 and Ernie on 29 March 1950. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs ...History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre.
