The old house and gardens overlook a magnificent panorama extending to Kinglake. The original house, built around 1850, was one of Kangaroo Ground’s earliest, and part of it remains in today’s timber house. The house was built by the early and prominent settler Andrew Harkness. Later it was occupied for a long time by Sir Herbert Gepp, renowned Australia wide.1 Harkness and Gepp are buried in the Kangaroo Ground Cemetery. Scottish farmer Harkness, who was born in 1817, acquired this property in 18492 and he and his family occupied it until the early 1920s. Harkness cleared its 152 acres (61.4 ha), fenced it and grazed sheep and cattle. Harkness proved a valuable community member. When only ten families lived in the district, he and other settlers set up a school in 1852, with Andrew Ross as the first teacher. Harkness was also one of the first to suggest establishing the Eltham District Road Board, of which he was a member for around 15 years. He was also a trustee of the Kangaroo Ground Cemetery. Harkness married in 1854 and had four sons and five daughters. The first part of the timber house he built included a kitchen-living room and a parlor. The living room’s large fireplace was bricked-in and modernised in 1940. Beside it is the old baker’s oven with its original iron door replaced by a wooden one. It is thought two wattle-and-daub huts, used for a bedroom and bathroom, were built to the west. Harkness’ son-in-law, farmer Alexander White, who had seven sons, bought the property in 1893. Harkness’ grand-daughter Flora married Ewen Cameron who became Minister for Health and was later knighted; he was not related to Ewen Hugh Cameron, a Member of the Legislative Assembly. In 1923 the White family sold the property, called Kilby Park, to Sir Herbert Gepp, who renamed it Garden Hill. Gepp used the property, which was still on the original New South Wales title, as a hobby farm. Robert White stayed on to manage the farm for a while, living in a house on the property. Gepp was born in 1877 and at 16 years began working as a junior chemist with the Australian Explosives and Chemical Company at Deer Park near Melbourne. Gepp was a pioneer in applying enlightened labour policies in industry. He initiated the Broken Hill Progress Association, to improve living conditions. It laid the ground work for the welfare schemes pursued by companies after World War One. During the mid 20th century Gepp was the most prominent liberal thinker associated with conservative politics. As a friend of Prime Minister John Curtin, he contributed to post-war reconstruction. Gepp returned to private industry and retired in 1950. Gepp made significant contributions to the solution of the great metallurgical problems of the mining industry. He was an advocate of the role of science in industry, government and the economy and helped to establish several organizations including the CSIR and the Institute of Public Affairs.3 After Sir Herbert died in 1954 his son Orwell continued to farm the property part-time. When Lady Gepp died in 1963, the land was divided among the five children, although Orwell continued to farm it as a hobby. In 1966, a daughter, Mardi Gething, now married, settled in the house. Another daughter, Kathleen, built her house close by on the property. After the Board of Works designated the property as part of a reserve for a possible reservoir, the family sold all, except the minimum 20 acres allowed, to the Board in the 1970s. Orwell then leased what was the family property from the Board to continue grazing. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. This certificate has been designed and drawn by James McKain Meek, one of several produced by him to sell to local families in Warrnambool and district as a means of raising money to support his family. James Meek (1815-1899) was a fish canner, fisherman, fishmonger, storekeeper, café proprietor, explorer, gold digger, accountant, writer, librarian and above all an outstanding calligrapher. After being a pioneer settler in the Ballarat area and residing also in Port Melbourne he came to Warrnambool and lived in the area in the 1850s and 60s. He explored much of the Terang area and the Otway Ranges, speaking and writing of the great potential of the latter area. One of Meek’s calligraphy works won an award in the International Exhibition of Melbourne in 1861 and some of his works are in various art galleries and museums today. Thomas Fidler was a Warrnambool butcher who married Fanny Cockman in 1849 in London.This certificate is of great significance as one of the calligraphy works of James Meek, a 19th century resident of Warrnambool, celebrated today as a talented calligrapher. The certificate was displayed in 2015 in a James Meek exhibition at Ballarat Art Gallery. The item is also of social significance showing how the more affluent 19th century families recorded and preserved their family history. This is a certificate hand drawn by James Meek. It is a template that enables the owner to insert the details of a family tree, in this case the 19th century family of Thomas Fidler and Fanny Cockman. The certificate is in grey and black shadings with highly ornamental scrolls and patterns. The document has been produced in black ink. It has a central column with spaces for names and side tablets to include more information. The side tablets are star-shaped and the central column has attachments of various shapes – circles, rectangles etc. The base of the column has further ornamental scrolls, swirls and lacework and features sketches of three emus on one side and three kangaroos on the other side. The certificate is mounted on white cardboard. Philip Ridgway Le Couteur (1873-1954 ), the son of George Le Couteur and Frances Ridgway was born at Nirranda and went on to become a Councillor for the East Riding of the Warrnambool Shire. Philip Ridgway Le Couteur (1885-1958) was the son of George Thomas Le Couteur (Pharmaceutical Chemist)and Fanny Byron nee Maling was born at Kensington. He was educated at the Warrnambool Academy and was the Victorian Oxford Rhodes Scholar in 1908, This is a red hard cover book of 328 pages. The front cover has a white rectangular label affixed with black printing, making claims regarding the book, indicating the price and place of purchase. There are three black ink stamps on the label. Bilson and Co. operated a general store in Murray Street, Colac with its history dating from 1884 to 1955. Originally founded by the Tulloh family it became known as Bilsons after 1889 when Franklin Bilson came from Allansford where he had operated a general store. Bilsons store became one of the largest stores in country Victoria. In 1952 Bilsons merged with Foy and Gibsons. and in 1955 the Foy Bilson business was sold. Fanny enrolled in Clarendon Ladies' College in 1882 along with her sisters Agnes Williamson Nicol and Katy Beatrice Nicol. In the original register the father's name is listed as James and he was a produce merchant who resided at 119 Lydiard Street, North Ballarat. This book was donated to the school library in 1978 by Fanny's niece.Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. The three volumes were awarded to Fanny Cadden in 1882 for a Wanliss Prize in History in the sixth form. Fanny entered Ballarat College in 1879 at the age of 13. Her brother, Charles, entered in 1881 at the age of 14. In the original register parent/guardian is listed as Simon Cadden, and the address as Alfredton.During 1877 - 1891 Ballarat College accepted enrolments from female students. The school holds the original register of this period and notes that Fanny Cadden entered the school in 1879 at the age of 13. Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. The photograph shows the steam launch Lady Loch towing five rowing boats full of passengers on the Hopkins River at Warrnambool. The boat is travelling downstream from the riverbank near Jubilee Park towards Warrnambool and the river mouth. A similar trip in 1909 was a fund-raising excursion when the Lady Loch was to tow boats from Flett & Sons' boating establishment on the Hopkins River, travelling towards Jubilee Park. The photograph was taken between February 1907 and June 1910 by Mrs A. G. Dawson from the Hopkins River Bank at “Allandale”, which she was leasing. She took another photograph that day, which was published in the Warrnambool Standard on 24th March 1973. At the time of the photograph the launch Lady Loch was owned by James Flett & Son who operated a boatshed on the bend of the Hopkins River. The boat was described as “a fine little steamer”. In 1916 it was licenced to carry 42 passengers. The LADY LOCH: - In February 1884 Mr Sutton’s steam launch had the name of Lady of the Lake. The boat was part of the entertainment for a Sunday school picnic at Ballarat Lake and Gardens. In October 1884 Mr Ivey from Lake Wendouree purchased two vessels, the steamer Ballarat and Mr Sutton’s well-known and popular launch, Lady of the Lake, to join his own fleet of pleasure boats. In November 1887 Mr Mark Hooper’s purchase of a ‘new’ pleasure boat, Lady of the Lake, arrived in Colac to be an addition to his boating business. The launch had been transported by road from Ballarat, but the boiler and the engine had travelled by rail the previous day. In June 1888, Fanny Nelson purchased the steam launch Lady of the Lake for her Nelson’s Boating and Fishing Establishment on the Hopkins River, Warrnambool. She renamed it Lady Loch. People have suggested the mane was in honour of the wife of the then-current Governor of Victoria, Sir Henry Loch, and the local paper stated that Lady Loch flew the Governor’s colours of yellow, black and blue on her first trip under Nelson’s ownership, Sunday 12th August 1888. In 1890 Fanny Nelson sold her complete business, including Lady Loch, to Mr Chapman. in January 1897 James Flett & Sons, already involved in boating, purchased the business from Chapman. In January 1916, Flett advertised everything for sale, including the boatshed and the steam launch Lady Loch. NOTE: - at least three vessels in Victoria were named Lady Loch; a river launch (ca 1884-ca 1916), a steamer ferry (1884-1920s) and a government steam lighthouse tender HMS Lady Loch (1886-1962)The photograph of the Lady Loch pleasure steamer represents the social and recreational activities of late 19th-century people from Warrnambool and the local district. It shows an example of the pleasure craft of that era. The history of the Lady Loch includes the history of fishing and boat hire businesses of that period. Nancy (Nan) Josephine Pitt Withers was born 17 May 1897 at Heidelberg. She was the daughter of artist Walter Withers and Fanny (nee Flinn). Walter Withers and his family moved from Heidelberg to Eltham in 1903 where he set up his studio in Southernwood at the corner of Brougham and Bolton streets, Eltham. Walter Withers (1854-1914) was born in Handsworth, Warwickshire, England. He migrated to Australia in 1882 and in time was to become one of the country's most famous painters. In 1887/8 he spent a year in London and Paris during which time he married Fanny Flinn. When he returned to Melbourne he was engaged by publishers doing black and white illustrations. In the late 1880's he became associated with artists who formed the renowned "Heidelberg School" and in 1890 moved to "Charterisville" at Eaglemont. He lived in the Heidelberg area until 1903 when he purchased a house on two and a half acres (one hectare) at the corner of Brougham and Bolton Streets, Eltham. He had long been attracted to the Eltham area, but needed access to Melbourne for his painting classes. The extension of the railway in 1901 made the move possible. He remained in Eltham until his death and is buried at nearby St Helena. Many of his important paintings were painted during these later years. There are important collections at the National Gallery of Victoria and the Geelong Art Gallery. His Eltham house remains and his name is honoured by a small park at the corner of Bible and Arthur Streets. Walter Withers once lived at the corner of Bolton and Brougham Streets, Eltham. Covered under Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p105 Walter Withers, one of Australia’s most famous artists, once lived in Southernwood, the weatherboard house at the corner of Bolton and Brougham Streets, Eltham. Withers, one of the first prominent artists to live in Eltham, was known for his lyrical paintings of the Australian bush and is associated with the Heidelberg School of artists. Withers was born in 1854 at Handsworth, Warwickshire, England, the grandson of an artist. He studied art at the Royal Academy of Arts, London. But in 1882 his father, opposing an artistic career for Withers, ordered him to go to Australia. However, after working as a jackaroo on several country properties for 18 months, Withers resumed painting in Melbourne, where he enrolled in evening art classes at the Melbourne National Gallery school of painting under G F Folingsby. Employed as a draughtsman by William Inglis & Co, then by Ferguson & Mitchell, lithographic printers, Withers produced portraits in black-and-white for several periodicals. His work was exhibited in the Old Academy, Melbourne. At this time he met and became life-long friends with artists Frederick McCubbin, Tom Roberts and Louis Abrahams. In 1887 Withers went to England and married Fanny Finn. They lived in Paris for awhile, where Withers studied at the Academie Julian. After his return to Melbourne in 1889, Withers lived at the artist camp at Eaglemont, then moved close to the Charterisville mansion, where he established a studio and sub-let cottages to other artists. Around 1892 Withers opened a Collins Street studio, had his first exhibition, and started giving painting classes. One of his pupils was Norman Lindsay, also to become a prominent artist. Withers had long been attracted to Eltham, but had to wait until 1903 to live there, after the railway line was extended to Eltham in 1902. He could then commute to the painting classes he gave in Melbourne. Withers lived on the two and a half acres (1.0ha) Bolton Street property with his wife and five children. They were joined for a short time by prominent painter Sir Hans Heyson who took lessons from Withers. Withers added a studio to the Queen Anne/Edwardian style seven-bedroom home, which had been built in 1891. Each bedroom included a fireplace and most rooms had 12 foot high (3.6m) ceilings. The house retains several fine leadlight windows. Withers painted his largest canvas The Return from the Harvest in 1905, at his Eltham studio. He is represented in national, state and regional galleries, and in many private collections in Australia and abroad. In 1904-05 Withers was president of the Victorian Artists’ Society. Withers at times stayed during the week at his studio in Oxford Chambers, Melbourne, and on weekends and holidays with his family at Eltham. Withers lived in Eltham until his death in 1914, aged 60 years. He had been plagued by rheumatism and in later life by heart and lung disease. It is said he died of a stroke peacefully in a rocking chair in front of the lounge-room fire. He is buried at St Helena in the St Katherine’s Anglican Church cemetery. In 1983, the auction of the house sparked fears that it would be pulled down, or substantially altered. Fortunately the new owners decided to retain the house. Some security was given to the house’s future when it was later included in the Heritage Overlay to the Nillumbik Planning Scheme. The property is also important because it is one of only a few left in the district, which were once owned by noted artists. These include three in Warrandyte: one formerly owned by Penleigh Boyd, another by Frank Crozier, and the other by Danila Vassilieff; and two in Eltham: Percy Leason’s in Lavender Park Road and Justus Jörgensen’s Montsalvat. A small park at the corner of Bible and Arthur Streets, Eltham is named in Walter Withers’ honour.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Miss Emily Dixon acted as Ladies Habour Lights Guild Work-Secretary and later, as Secretary of the Malvern Branch and continued to work for the group until her death. Miss Fanny Dixon worked as the Mission's organist and Committee member as well as friend. The plaque was unveiled by Mrs. Holmes on December 5th, 1943 and was dedicated by the Chaplain. From records and family trees (Ancestry.com) James Gardiner Jenkins was born in 1892 in Whittlesea. He served in the AIF in WW1. According to Electoral Roll records, Jim was employed with the railways at Eltham, living in John Street. It was probably around then that he met and married Fanny Davidson Carrucan. They were married in 1925 (Vic 7206/1925). Fanny died 1929 at age 30. From Tim Erikson of the Carrucan clan he writes: 'Dennis Joseph Carrucan, born in 1875 at Eltham, was the seventh child of Peter and Hannah Carrucan. On 6th April 1898, he married Jane McAllese in the Manse of the Presbyterian Church, in Clifton Hill. At the time of his marriage, his occupation was listed as labourer. Later this was changed to wood cutter. Denis and Jane had one daughter, Fanny Davidson Carrucan, born in 1900 at Eltham. Denis suddenly died on 12th July 1913, aged only 38. The death certificate records the cause of death as cardiac syncope. No inquest was deemed necessary. Fanny was only 13 years old when her father died. She eventually married James Jenkins in 1925 and died childless on 11th November 1929 at the Melbourne Hospital, of cardiac and respiratory failure. Her occupation was listed as home duties. Jane never really recovered from the death of her husband and then the death of her only daughter. She continued to live in Bible Street in Eltham, just up the hill from the Patrick Carrucan farm, and the Carrucan relations generally looked after her.' Fanny Swan (formerly Wood, nee Poole) came to Gippsland in the 1840s with her first husband, William Wood, where they became proprietors of the Shakespeare Hotel at Stratford. William Wood died in 1855, and in 1856 she married Samuel Swan. Together they acquired considerable property in and around Stratford. Samuel Swan died in 1880 at Stratford, and Fanny Swan died at Stratford in 1895.This illuminated address which documents the final payment for the Wesleyan Church building in 1892 has historic significance for Stratford Historical Society as it is located in the actual building. It also has social significance for the township as Mrs Fanny Swan was one of the earliest and best known business leaders in the area running the iconic Shakespeare hotel/boarding house for many years. It has aesthetic significance as an example of a illuminated address produced on a printing press with gold ink, rather than the usual handwritten form. It is press-printed in gold ink on what appears to be a blank, pre-printed poster. It reads: Stratford, 2 January 1892 Mrs S.
