The Australian Nursing Federation Victorian Branch implemented the 'No Lifting' (now 'safe patient handling') policy in March 1998. The aim of the policy was to introduce in Victorian healthcare settings an approach to patient handling whereby the manual lifting of patients would be eliminated or minimised wherever possible. This Branch policy and strategies to implement it were a response to high incidence of back pain and workplace injury amongst nurses. The 'No Lifting' policy was accompanied by various conferences and expos to discuss harm minimisation strategies throughout 1998-2009, suggesting this badge is from this period.Circular red, black and white plastic badge. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate. This cast iron "boiler" was produced by one of the largest foundries in England during the late 1700's and onwards. These products were "shipped to the far realms of the "British Empire". This source was one of the only ones available to the early settlers in Australia until the mid 1900's. The catch cry of those "early " times was "the best of British" which was ingrained into the early (Australian) settler's iron and cast iron purchasing mind set. It was not until after World War II did that mindset change, when both American and Asian based manufacturers' products were accepted by the Australian consumer. The city based consumer embraced the swing a lot earlier than the more "traditional" rural consumer. This cast iron 8 gallon "boiler" is very significant to the Kiewa Valley not only that large "boilers" were used to "boil" clothes clean, over an open flame source, but also because it demonstrates one of the most important "rural" mores founded by the "early" settlers in this region. That more was the very "close" tie to "Mother England" and the "establishment". The social and "family" values from the "English" way of life was ingrained until well past the day of the "Australian Federation". It was not until the friendly "American soldier" invasion during World War II that the "Empire" bondage was being eroded away. The transition from the good "rural war cry" of "Australia prospers off the sheep's back" was slipping away and the industrial monolith started its challenge. This change was the slowest in semi remote rural centres such as the Kiewa Valley. The "old English" values lingered on until the mid 1900's.This large (8 gallons) cast iron boiler is oval in shape and has a cast iron (swivel) carrying handle. The handle has a "bend" in the centre position to allow hook and straight type rods to facilitate the positioning of a "hot" boiler. This boiler would have been used over an open fire or placed on top of "coals". On the top rim and evenly spaced between the fixed handle joins is a slightly semi curved balancing/control lip.At the bottom (underneath) "CLARK & Co. PATENT", Below this a six star triangle with the letter "C" in the middle..
