Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. Eric Boardman Collection The Bubeck family lived at Diggers Rest, Toolernvale Road. Felix Bubeck came to Australia with his mother, father and brother. Felix died in 1917-1918. Felix married Mary Ellen Seuling. Mary Ellen was born in 1861. Mary's father was a blacksmith at Keilor in 1858-1940. He is buried at Keilor Cemetery. Felix and Mary had five daughters: Freida, Daphne, Silvia, Violet, Vera. Bubeck on Alex Lloyd's farm. Frank O'C as a boy, delivered groceries from Eadies. A Vale notice that was published in the Bulletin in 1986 on the death of Legatee Cecil Waters. After the death of his father in WW1 Cecil Waters became a junior legatee from 1926. So he was among the first batch of Junior Legatees. He joined the Intermediate Legacy Club and served a term as President of the ILC. During WW2 he served in the Middle East and South West Pacific area from 1941 to 1946, completing his service as a Captain with the 2/1st Aust Beach Detachment. After his war service he was eligible to join Legacy as a Legatee. He was proposed by Legatee Len Frazer and seconded by Legatee Frank Doolan. He married Stan Savige's daughter, Gwen in 1954 and they had a son Stanley Waters. Ill health caused him to be placed on Reserve in 1962. The photo shows a Junior Legatee, now Captain Len Frazer being inducted into Melbourne Legacy as a senior legatee on 26 January 1943. See also item 00040 for another photo of the event. The notes on the photo identify Legatees Stan Savige, Frank Doolan and W Cremor (ex-Pres. 1936), the man speaking is President Os Gawler, three others in the photo are unknown. Captain Len Frazer had been a Junior Legatee after his father died in the first World War at Ypres. He then served in World War 2 and on his return qualified to become a member of Melbourne Legacy. His service number was VX15205, full name Leonard Thomas Frazer. From Trove a newspaper article describes his background. "Argus (Melbourne, Vic. : 1848 - 1957), Wednesday 27 January 1943, page 5 FIRST JUNIOR LEGATEE IN SENIOR CLUB Capt L. T. Frazer was initiated to membership of Legacy Club by Maj-Gen S. G. Savige, founder of the club, at a simple ceremony yesterday. He was the first returned soldier of this war, and first junior Legatee, to be admitted to membership. Joining junior Legacy in 1928, Capt Frazer, whose father was killed in the last war, was a foundation member of the Intermediate Club, of which he became president, and he gained the right to admittance to the senior club by having seen active service with the AIF. Enlisting in April, 1940, he served in the Middle East, Greece, and Crete. His father was killed in action with the first AIF at Ypres. Capt Frazer, who joined the Melbourne City Council as an engineering junior in 1928, graduated to senior MCC engineering assistant before he enlisted. At present he is attached to Army Engineers, LHQ. A photo of 14 the original team of men that started the I.L.C. (Intermediate Legacy Club). It was probably taken about 1930 just after the ILC was formed. The accompanying letter dated 30/11/1983 and note shows the photo was sent to Legacy by Harold Bokes and given to Legatee Frank Doolan of the archive committee for the archives on 7/12/1983. The note in Frank's handwriting shows he had identified all the members in the photo and that it had been taken by John Barnes. Back row: R. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. A list of 22 members of the ILC who had served in the second world war and their details if known. A second note mentions that of 42 ILC members, there were 33 that served in the second world war. 12 in the AIF, 12 in the AMF, 8 in the RAAF, and 1 in the Indian Army. The balance were in reserved occupations or had ill health. Ranks held included 2 Majors, 2 Captains, 2 Lieutenants, and 1 pilot officer. Also noted was that 2 became POWs and one in the RAAF served in the No 10 Squadron. Background: The ILC was formed in 1929.
