House is commonly spelt as "Payneswicke".From: Glen Eira Heritage Management Plan (1996) by Andrew Ward and Associates "Payneswicke" is locally significant as a prominent and substantially intact villa of its period, distinguished by its cast cement enrichment, unpainted stuccoed surfaces and commanding aspect to the south-west. Its role for a period as home for local builder, Patrick Millane (compare no. 11 Gladstone Parade) is of interest. In 1889, a nine roomed brick house was in the course of erection on the site. The house was completed in 1890 and Millane took up residence. Millane continued as owner/ occupant in 1894. However, in 1899, although Millane still occupied the house, ownership had been taken over by the Land Mortgage Bank. By 1910, Andrew Brown was occupant. Occupancy passed to Edward Brown by 1920 and to Miss A.N. Brown by 1930. It was built for and formed part of a land development scheme undertaken by one of Sir Matthew Davies group of speculative companies known as the Freehold Investment and Banking Company of Australia Ltd. It is historically and aesthetically important. The photograph was taken after a severe wind storm which occured in the Bulla-Oaklands area in the early 1980s, possibly near Christmas Eve.A coloured photograph with rounded corners. It is a panoramic view of a partly built brick veneer house which has been damaged as a result of a wind storm. Across the front are three sets of large full length windows. Frank Wright was a renown resident of Smeaton, where he was born on 2 August 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia.Black and white photograph of an ornate band rotunda sitting on a timber plank surface. 8 NBH - Excursion Car (28) In Active Service - Belgrave Station Yard 8NBH - Excursion carriage. This car has been restored to original condition with white canvas weather blinds,Full carriage length side steps, timber tongue and groove boards,coupling centering springs and some pinch gas lighting equipment. NBH SECOND-CLASS EXCURSION CAR. The H was recognising their use for "Holiday" traffic. 15 of these cars were built in 1919 and numbered 1-15. Two more were built in 1981, and numbered 16 & 17. Two extended versions for wheelchair passengers were built in 1981 & 1983. These were numbered 51 & 52 - a separate number series due to the different type of vehicle. Six, numbered 18-23, were built in 1997-98. These had steel frames, padded seats, and a wide "window sill". At first glance they look the same as the previous NBHs. There are other minor construction differences due to the use of steel framing. 18NBH entered traffic 19/4/1997; 19NBH on 5/12/1997; 20NBH on 19/12/1997, the others added in 1998. John Halfey (1825-89) was born in Southport, Lancashire and migrated to Victoria in 1852. After finding gold at Sandhurst, and representing the latter in the Victorian Parliament, he moved to Melbourne to engage in various commercial pursuits, including directorships of insurance, mining and banking companies. A resident of Kew from the late 1850s, he was known for the hospitality provided at his house Ordsall (later Southesk) in Cotham Road. On 14 December 1860, Halfey chaired a public meeting calling for separation from the Boroondara Roads Board, which led, four days later, to the proclamation of Kew as a separate municipality. He was elected to the Council in 1861, replacing Cr. Oswin, and subsequently served as the second Chairman of the Municipality in 1862-1863. John Halfey became a trustee of Holy Trinity Church in Bulleen Road (now High Street) in 1862. He was to resign from Council after four years in 1865. Twenty-four years later in January 1889, he died aged 63 from a seizure, at his rooms at the Herald Office. He was interred in the Boroondara General Cemetery where his monument is the tallest in the Cemetery. Annie Halfey (nee Marston) was the daughter of Carlington George E. Marston, a chemist of Smith Street, Collingwood. Marston had extensively speculated on land in Kew and in this way had made his money. Marston was the owner of 'Wimba' in Cotham Road, having purchased the house in 1879. Annie Marston married the eminent Victorian pioneer John Halfey, and together they made their home at Ordsall (later Southesk) in Cotham Road, Kew. She died in March 1909.
