This miner's right certificate was issued in Orbost to Donald Munro of Orbost. It was valid from 24.10.1904 until 23.10.1905 and cost two shillings and sixpence. Donald Munro, with his brother, Archie carried on a boot-making business in one of the rooms of a three-storeyed barn at Lochiel. The Munros were musically inclined and through them a band was formed in 1889. Donald Munro was involved in many of the town's activities. (More in Mary Gilbert's Personalities and Stories of the Early Orbost District). The Miner's Right was introduced in 1855 in the colony of Victoria, replacing the Miner's Licence. Protests in 1853 at Bendigo with the formation of the Anti-Gold Licence Association and the rebellion of Eureka Stockade in December 1854 at Ballarat led to reform giving the right to mine gold, the right to vote, and the right to own land. This new system proved economical and sustainable, operating substantially unchanged up until 1975. This item is of historical significance as it is associated with positive outcomes for gold miners brought about by the Eureka Stockade rebellion and its subsequent democrat changes. It is also associated with the Munro family who were early settlers in Orbost.A white paper miner's right certificate. It has black print with hand-written details. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. This was a School of Mines Ballarat tie. The School of Mines was established in 1870, making it Australia's third oldest tertiary institution. The School of Mines had two divisions - a tertiary division and a technical division. The tertiary division provided higher education courses such as mining engineering, geology, education and business studies, while the technical division provided such programs as wool classing, plumbing and bricklaying. The organisation remained in that form until the 1967 when it was split into three institutions, Ballarat School of Industries, Ballarat Technical School, and Ballarat Institute of Advanced Education. They remained three entities until 1976. These three green polyester ties have a small SMB crest set within two gold diagonal pin stripes (5cm apart) in the middle of the wider front and one on the narrower end. ROSEVIEW 407 High Street, Golden Square Bendigo "Roseview" was designed by Godfrey Eathorne and constructed in 1939. It is one of the few Streamline Moderne houses in the Central Goldfields region, and was one of the earliest constructed in the Bendigo region. It is an outstanding example of this style of housing. It resembles an ocean liner, and reflects the emphasis on the streamlining of methods of transportation. It utilizes both flat and curved surfaces and has little external ornamentation. The use of materials such as rounded glass windows and metal window and door frames reflects an innovative approach to construction consistent with the style. "Roseview" was constructed on a large scale, with large and spacious rooms. It reflects the prominent social status and wealth of the original owner, together with the desire for a building in 'the latest' style which was sure to attract attention and prominence in the region. It has been maintained largely in original condition. CARALULUP HOTEL 'The Sun' dated January 17, 1941 on the back. It states that 'The licence of Caralulup Hotel, near Talbot, has been surrendered, thus severing an 80 year association with the district' State Library of Victoria TOLMER GOLD ESCORT ROUTE The gold rush in New South Wales and Victoria left few able miners in South Australia. Bad economic conditions saw more than 15,000 men leave the Kapunda and Burra mines by the end of 1851. Alexander Tolmer, Commissioner of Police in 1852 proposed that the gold won by South Australians should be brought back to South Australia under an escort consisting of only a few men. In March a Gold Escort was on its way back to Adelaide with almost 6,000 ounces of gold for the vaults of the Treasury Building. After this successful trip Tolmer led two other escorts before handing over his duties. A total of eighteen gold escorts were made, the last one during November and December 1853 when Inspector Wyndham was in charge. From 1851 the Victorian government required all men on Victorian Goldfields to carry a Gold License. The fee was one pound per month, and was payable in advance. There was agitation surrounding the gold license which was thought to be an excessive fee and did not give the bearer right to representation. On 03 December 1854 the gold diggers on the Eureka Lead fought a short battle against the army and police troopers. A few months later a new system of taxing gold diggers was introduced - the Miner's Right.The Victorian Gold Licence was issued from 1851 until early 1855. Every man on a Victorian goldfield had to carry a valid gold license, so few survived the harsh treatment of being carried around a working goldfield. There was much dissatisfaction about what was thought to be an unfair mining tax (or gold license). On 29 November 1854 Ballarat miners burnt their licenses on Bakery Hill. On 3 December 1854 the Eureka Stockade Battle took place, resulting in the Goldfields Commission. The first Miner's Right was issued in late June 1855, and in July the first Local Courts were elected by miner's right holders. The two Fitnall Gold Licenses are important because they were issued on either side of the Eureka Stockade, and are in very good condition. The Gold Licenses were donated to the Ballarat School of Mines by John Wilson in 1921. Two gold licenses issued by the Colony of Victoria.
