There was agitation surrounding the gold license which was thought to be an excessive fee and did not give the bearer right to representation. On 03 December 1854 the gold diggers on the Eureka Lead fought a short battle against the army and police troopers. A few months later a new system of taxing gold diggers was introduced - the Miner's Right.The Victorian Gold Licence was issued from 1851 until early 1855. Every man on a Victorian goldfield had to carry a valid gold license, so few survived the harsh treatment of being carried around a working goldfield. There was much dissatisfaction about what was thought to be an unfair mining tax (or gold license). On 29 November 1854 Ballarat miners burnt their licenses on Bakery Hill. On 3 December 1854 the Eureka Stockade Battle took place, resulting in the Goldfields Commission. The first Miner's Right was issued in late June 1855, and in July the first Local Courts were elected by miner's right holders. The two Fitnall Gold Licenses are important because they were issued on either side of the Eureka Stockade, and are in very good condition. The book was compiled for the proprietor, L Oertling (Ludwig Oertling), who established his firm of precision scientific instruments in 1849 and went on to become well-known in Britain for its manufacture of precision instruments, particularly its balance scales. In 1865 Ludwig Oertling and business partner Edward Wilds Laad at 27 Moorgate Street London were granted Patent 75 for the invention of improvements in hydrometers. The firm was situated at Turnmill Street, London, in 1922, when it advertised its products including hydrometers, petroleumeters, saccharometers, balances and weights, and automatic coin weighing machines in the British Industries Fair catalogue. In 1925 the firm became part of the Avery group of companies, which acquired Stanton Instruments in 1968 and about two years later Stantons merged into L. Oertling Ltd. The owner of this textbook, Cornelius Cooke Reed, was an early settler. He was born in England and lived and died at Portland, Victoria (ca. 1880 - 23 June 1876). The Hamilton Spectator printed his Obituary: "The death of Mr. Cornelius C. Reed, a very old resident of Portland, is reported." The Portland Guardian reported on 23 December 1857, that "Cornelius C. Reed obtained a Hawker's license for the year 1868". The book was used with gauging tools to calculate the quantity of liquid in a cask or barrel. The calculation could then be used to charge a fee or tax. The book would have been used in the 18th or 19th centuries, when Customs and Tariffs were calculated manually.This book is important for its use in the centuries before modern technology. It was used to calculate the quantity of liquid in a container such as a cask or barrel. It would have been used to work out alcohol taxes or charges for freight and cartage. It represents an early mathematical reference, which was later replaced by slide rules, calculators and computers. This photograph was taken during the late 1800s at the Chinese camp at Beechworth, Victoria. It was in camps such as these that many would-be gold miners made their home after arriving in Australia from across Asia. After arriving in South Australia where there was no poll-tax required of migrants as was the norm in Victoria and New South Wales, those looking to settle on the gold fields walked en mass overland for hundreds of kilometres before arriving in destinations such as Beechworth. Due to widespread prejudice against Chinese gold diggers they were forced to live separate from the town and developed enclaves much like the one depicted in the photograph. As the years progressed the Chinese camp began to construct more permanent structures and included temples of worship, shops and separate burial grounds. This photograph demonstrates the early multi-cultural aspects of Australia and Victoria during the late 1800s. It also showcases pressures and prejudices specific to the Chinese migrant community and the measures taken to separate them from the rest of the predominantly white community. It also reflects the gold-rush period and one of the first draws to Australia due to its mineral wealth. This image shows six older Chinese men standing in a row with two younger non-Chinese men outside a small wooden business or official building in the Beechworth region, circa 1900. The two non-Chinese men are wearing clothes of the period that indicate relative prosperity (such as three piece suits, top hats, and a pocket handkerchief), whereas most of the Chinese men are wearing Western-style working clothes of the era. One Chinese man at the far right of the image is wearing similar garments to the non-Chinese men, including a bowler hat and longer, more tailored suit jacket. Chinese miners were a significant cultural group in Beechworth's gold rush period. Carole Woods' history of Beechworth, 'A Titan's Field', details that there were approximately 60 Chinese people in the area in 1855, more than 1000 in 1856 and 4700 (a quarter of the population) in 1857, despite the introduction in 1855 of official policies such as additional taxes formulated by the Victorian Government to limit access by Chinese immigrants. Most Chinese miners in the region came from southern China and had formerly worked as merchants, mechanics, farmers and shop-keepers. Chinese people were subjected to a 'protectorate' system, ostensibly to minimise the potential for conflict with other groups; this system required Chinese people to live in designated 'hygienic' camps with paid Chinese headmen who supervised the village and enforced the protectorate's rules. Chinese people were required to purchase an annual protection ticket to fund this system. The protectorate system was abolished in 1861, before this image was taken in approximately 1900, but it may still provide insight into social stratification or relationships between and within cultural groups in Beechworth resulting from such practices. Lantern slides, sometimes called 'magic lantern' slides, are glass plates on which an image has been secured for the purpose of projection. Glass slides were etched or hand-painted for this purpose from the Eighteenth Century but the process became more popular and accessible to the public with the development of photographic-emulsion slides used with a 'Magic Lantern' device in the mid-Nineteenth Century. Photographic lantern slides comprise a double-negative emulsion layer (forming a positive image) between thin glass plates that are bound together. A number of processes existed to form and bind the emulsion layer to the base plate, including the albumen, wet plate collodion, gelatine dry plate and Woodburytype techniques. Lantern slides and magic lantern technologies are seen as foundational precursors to the development of modern photography and film-making techniques.This glass slide is significant because it provides insight into Beechworth's cultural and social relationships in the early Twentieth Century, in particular the experiences of Chinese miners. In 1905 Richard Squire was manager of the West Berry Consols at Allendale, and developed an improved system of mine ventilation, which was supported in "The Age." He was successful in combating and remedying the gas and ventilation troubles of the Deep Mines of Creswick and Allendale Districts after all had failed. MINE MANAGERS’ ASSOCIATION. They objected to the principle of the fee - a tax on their labour levied by a government in which they were not represented. They objected to the incidence of the tax, which bore equally on the fortunate diggers who could afford it, and the large number of unfortunate diggers who could not. Sir Arvi Hiller Parbo: A.H. Parbo joined Western Mining Corporation in 1956 and over the next 12 years held the positions of Underground Surveyor, Underground Manager, Technical Assistant to the Managing Director, and Deputy General Superintendent. He was appointed General Manager in 1968 and became a Director in 1970. He was appointed Deputy Managing Director in 1971 and became Managing Director in the same year. In 1974, Parbo was appointed Chairman and Managing Director of Western Mining Corporation. Western Mining Corporation Limited (WMC), incorporated on 2 March 1933, was active in minerals exploration and production in Australia and elsewhere until taken over by BHP Billiton in June 2005. A comprehensive history of the company has not been published, but there is a great deal of published and unpublished material recording various aspects of its activities. The Red Ribbon Movement of 1853 represented a significant series of events in the history of Bendigo. During that year there was much agitation on the Bendigo gold fields, particularly during July and August of 1853, directed against the payment of what the miners called a tax - a licence fee of thirty shillings ($3) a month for the right to search for gold on what was declared Crown land. They had to pay the licence whether they found gold or not. The miners, or diggers as they were called, also resented the means used by the authorities at the time to collect the gold licence - through so-called 'digger hunts'. The miners were expected to carry their licences with them, and the police, who were often untrained, used harsh methods to check these licences. In Bendigo, the miners took to wearing a red ribbon ‘as a symbol of their protest against the licence. Red was a very common colour in items such as shirts, so was readily available. Shopkeepers too tied red ribbons to their premises as a sign of support for the miners. It should be remembered at that time virtually everyone was a miner. The diggers also had their own banner, designed by William Dexter, a china painter from Devon. This flag showed the pick, shovel and cradle representing labour, the scales representing justice, the Roman bundle of sticks meaning unity and the kangaroo and emu of Australia Many thousands of Bendigo miners signed a petition to La Trobe, the Governor of Victoria, protesting against the licence fee. When the Governor rejected the petition, thousands of diggers marched in peaceful protest. Miners from White Hills, Eaglehawk, Golden Square, Kangaroo Flat as well as from Bendigo Flat, converged on what is now Pall Mall and View Point, surrounding the ~government camp on Camp Hill. The camp had been reinforced with soldiers of the 40 Regiment, as the Government feared bloodshed. The miners then gathered on the hill behind View Point to hear from their leaders - among them George Thomson, Captain Harrison, Captain Brown and W.D.C. Denovan. They resolved to pay a token fee often shillings ($1) for the September licence, whenthey met with Commissioners Panton and Wright on Camp Hill. Although Wright and Panton were sympathetic to the miners, the offer was rejected, but no licence fees were collected for September. Thus a possible bloody conflict was averted by the common sense shown by the miners' leaders and the commissioners. It was a truly democratic protest against arbitrary government and preceded the Eureka Stockade Incident by over a year.
