Salter Weighing Machines, Britain, began making spring scales in the 1820s. In 1908 Salter opened up an Australian branch named Salter Scales Pty. Ltd. The scale is marked HMV SS Lady Loch. It would be suspended by its top ring, a basket or other container is hung from the hook, and the items inside the basket are then pulled downwards on the hook, which stretches the springs inside the works. The pulling action moves a rack and gears a calculated distance and the gears turn the pointer on the dial to indicate the weight of the goods. This scale measures up to 200 pounds capacity. A moving pointer attached to the centre of the dial has a calibration screw joined to its base. Four screws fix the brass face to the works at the back. There are stamped and embossed inscriptions. The photograph shows the steam launch Lady Loch towing five rowing boats full of passengers on the Hopkins River at Warrnambool. The boat is travelling downstream from the riverbank near Jubilee Park towards Warrnambool and the river mouth. A similar trip in 1909 was a fund-raising excursion when the Lady Loch was to tow boats from Flett & Sons' boating establishment on the Hopkins River, travelling towards Jubilee Park. The photograph was taken between February 1907 and June 1910 by Mrs A. G. Dawson from the Hopkins River Bank at “Allandale”, which she was leasing. She took another photograph that day, which was published in the Warrnambool Standard on 24th March 1973. At the time of the photograph the launch Lady Loch was owned by James Flett & Son who operated a boatshed on the bend of the Hopkins River. The boat was described as “a fine little steamer”. In 1916 it was licenced to carry 42 passengers. The LADY LOCH: - In February 1884 Mr Sutton’s steam launch had the name of Lady of the Lake. The boat was part of the entertainment for a Sunday school picnic at Ballarat Lake and Gardens. In October 1884 Mr Ivey from Lake Wendouree purchased two vessels, the steamer Ballarat and Mr Sutton’s well-known and popular launch, Lady of the Lake, to join his own fleet of pleasure boats. In November 1887 Mr Mark Hooper’s purchase of a ‘new’ pleasure boat, Lady of the Lake, arrived in Colac to be an addition to his boating business. The launch had been transported by road from Ballarat, but the boiler and the engine had travelled by rail the previous day. In June 1888, Fanny Nelson purchased the steam launch Lady of the Lake for her Nelson’s Boating and Fishing Establishment on the Hopkins River, Warrnambool. She renamed it Lady Loch. People have suggested the mane was in honour of the wife of the then-current Governor of Victoria, Sir Henry Loch, and the local paper stated that Lady Loch flew the Governor’s colours of yellow, black and blue on her first trip under Nelson’s ownership, Sunday 12th August 1888. In 1890 Fanny Nelson sold her complete business, including Lady Loch, to Mr Chapman. in January 1897 James Flett & Sons, already involved in boating, purchased the business from Chapman. In January 1916, Flett advertised everything for sale, including the boatshed and the steam launch Lady Loch. Inventor Biography: Percival Everitt was a Norfolk-born engineer and regarded as the father of the coin-op industry. in 1884 he patented one of his many inventions the coin-operated scales. For many people, it was their first exposure to coin-operated machines. As a young man in 1877, Everitt invented a hay and corn pitcher, a turnip thinner in 1878 and an “Automatic Travelling Anchor” in 1880. But he hit his stride in 1883 with the first postcard-vending machine over a hundred of which he distributed around London. Everitt went on to invent the one penny scale which prompted the formation of the Weighing Machine Company in 1885. Further inventions followed a blow tester in 1887 also the machine for testing a person grip in 1888 and the dispensing machine that opera glasses could be hired from in 1889 also the fortune-telling machine in 1890. He also invented a mechanism to shut coin slots when vending machines were empty, but then as now vandals posed a problem by jamming paper into the slot. Everitt sadly did not make his fortune he died suddenly in February 1893, in his late forties with £71 to his name. Penny Slot Weighing Machine: When the Australian colonies federated to form the Commonwealth of Australia in 1901 their post and telegraph departments were merged to form the national Postmaster General's (PMG) Department. The subject scale is an automatic public weighing machine, No.387, made in England by George Salter and Co. of West Bromwich. The Australasian Automatic Weighing Machine Co. Ltd in 1923 tendered for the right to place Automatic Weighing Machines on railway and tram premises throughout New South Wales subsequently for five-year terms in return for a fixed payment per machine and a portion of the revenue to the NSW Government. The company also made arrangements with the Postmaster General's Department to place machines outside post offices across the country. Weights were measured in stones and pound's up to 20 stone (127 kg) and average weights were shown separately for men, women, boys and girls by various heights in feet and inches. The subject item has had its scale change by the Eastern Scale Company to metric and it is believed to have occurred shortly after April 2000 as the company was first registered and began trading on this date. This weighing machine was originally installed by the Australasian Automatic Weighing Machine Co. Ltd at Warrnambool Post Office and was made by the firm, George Salter and Company, in West Bromwich, England to the Percival Everitt patent. Salter advertised that these machines were suitable for hotels, pleasure gardens, theaters, exhibition halls, clubs, baths and places of public resort. The company had been established in 1760 by the brothers, Richard and William Salter, manufacturing springs and pocket steelyards (spring balances). After several generations, the company was taken over by a nephew, George, and in 1884 the Salter trademark was registered to show a Staffordshire knot pierced by an arrow. The company's expanded range of products included the first coin-operated public weighing machines in the 1880s and in 1895 the first English made typewriter. When the last George Salter died in 1917, the company passed into the hands of other relatives but continued to grow before being bought out by Staveley Industries in 1973. Despite several subsequent mergers, the Salter name continues today on home ware products such as digital scales.A very rare example of a penny in the slot weighing machine imported into Australia and used in public places the item is significant as it gives a snapshot into community life at the time where the public could go and get weighed given there were no personal weighing machines or equipment that people could use at home. So if they needed to post a letter or go on a train journey they could use a machine to check their weight. Whats interesting is that this patent by Percival Everitt was the worlds first slot machine and the start of casino, arcade and other types of slot machines. Colin Jackson, Phil Harrison and Garry Snowden were in Parliament House, Canberra, on the evening of 20 August 1996, to hear the Budget Speech by the new Federal Treasurer, Peter Costello MP, who announced: “…the Government will provide $42 million over the next three years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” Soon after, the Commonwealth advertised a tender for a manger for the new program. Phil Harrison orchestrated a flurry of faxes between Brisbane and Ballarat, as Colin Jackson, Madeline Townsend, Garry Snowden and John Fenton fine-tuned the document. National reach and credible record won ATCV the job to administer and manage Green Corps for the whole of Australia for five years (1997-2002) was won in November and the contract was signed on the eve of Christmas, 1996. At the national launch of Green Corps – Youth for the Environment held in sweltering Adelaide on 12 January 1997, Colin Jackson assure the responsible Minister, Senator Amanda Vanstone, that thirty six projects were already in place and that recruiting was going well. The photographic postcard was made in 1915-1916 by Willets Photography in Geelong. It is one of a series called 'Victorian Training Ships and it featured the sailing ships John Murry and the Dart'. The John Murry was commissioned by the Victorian Government for the training of juvenile offenders from 1910-1918 and anchored just off Williamstown, Victoria. The ship was previously named Loch Ryan. The Dart was named such in 1882, and in 1904 the New South Wales Government purchased her for use as a training ship. ln 1912 the Victorian Government bought her for use as a tender, to support the John Murry training ship until she was again sold in 1919 to the owner of a shipping and trading agency. The postcard is significant for its association with sailing ships and with training ships. It is also significant for its representation of two training ships used for rehabilitation. This form of treatment became controversial so the project didn't last for many years. Outlines the losses incurred by the SEC, replacement public transport system, the worn out nature of the system, the gifting of one Bendigo tramcar to the AETM, costs of track repairs and new trramcars, tenders for replacement bus services, retrenchment payments to staff, reconstruction of existing roads following removal of the tracks, and town planning and traffic aspects. Gunpowder is very volatile and can be ignited by the smallest spark. Several horrific accidents resulted in NSW passing legislation to cover the safe storage of gunpowder but initially these laws did not apply to Victoria. this was rectified and the first Melbourne magazine was erected on Batman's Hill in 1845. The Victorian Gunpowder Act (1857) made local councils responsible for the safe storage of gunpowder. The Victorian government made L.909 available for a suitable building in Sandhurst. Built on Camp Hill it was finished in April 1857 and the first keeper, Mr J. F. Kerr was appointed in October 1857.
