Pamela Irving (born 1960) is a prominent Australian visual artist specialising in bronze, ceramic and mosaic sculptures as well as printmaking and copper etchings. Irving's early art was influenced by artists including Arthur Boyd, John Brack, Noel Connihan, Mirka Mora, Sidney Nolan and John Perceval. In recent years, Irving has been influenced ″by the honest and direct expressiveness of ‘outsider art’ (the art of self-taught or ‘naive artists’) and the craft of ‘memoryware’″ Significantly, this interest grew following Irving's visit to Nek Chand's Rock Garden in Chandigarh, India.Green Wedge Larry - dog sculpture reminiscent of the iconic Larry LaTrobe located at Melbourne City Square. Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. Shire of Eltham Archives: Series 69, Item 2 This video was produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the 'Spirit of Eltham'. The video features Shire President, Cr. Mary Grant talking with the Hon. Pauline Toner MP and Max McDonald MP. PART 1 – NILLUMBIK (00:00-07:17) Opening features various scenes around Nillumbik Shire. For 40,000 years Nillumbik was the home of the Wurundjeri people. Robert Hoddle gave the district its name. Jock Ryan, then president of Nillumbik Historical Society discusses the names Nillumbik and Diamond Creek. In the late 1830s white occupation began with gold found in Warrandyte in 1851 and 12 years later at Diamond Creek -the Diamond Reef which led to the Caledonian gold rush. Jock Ryan discusses the Diamond Creek mine, which was thriving until it burnt out in 1915. Large numbers of workmen moved into area in late 1870s to construct the Maroondah Aqueduct. With growing population of Melbourne, the nearby Yan Yean system had severely disrupted the flow of the Plenty River, forcing the closure of three flour mills there. The aqueduct came to the rescue carrying water 66km from Healesville to Preston. When the Diamond Creek gold mine burnt down the local economy suffered but fruit growing industry had already been established and Diamond Creek became a thriving fruit growing centre. Interview with Jack Powell, a long-time fruiterer at St Andrews market, his family had lived in the area for a hundred years, 3 to 4 generations, “a lot of hard work”. By the time the railway arrived fruit growing was no longer competitive. The railway brought the city closer and day trippers. The Green Wedge separates the shire from the more densely developed neighbours such as Whittlesea, Doncaster, Templestowe, Bulleen and Greensborough. Population at the time (1996) was 19,000 but links to the past remain strong. Follows the course of the Diamond Creek commencing in Kinglake through the district to its confluence with the Yarra River at Eltham at Eltham Lower Park. Highlights Eltham Lower Park community revegetation program and the newly constructed (1996) viewing platform built of new and recycled timbers at the confluence of the Diamond Creek and Yarra River. Having previously planted Cypress rows they are replacing them with indigenous species to improve the water supply, keeping cattle out of the creek bed to improve the quality downstream flowing into the Yarra. Clifton Pugh’s funeral at Montsalvat and his legacy at Dunmoochin near Cottlesbridge with artists in residence, at the time, Chicago artist Charles Reddington who discusses the benefits of the experience. An unidentified female artist also talks about the program and why people are drawn to the area. Artist Ming Mackay (1918-2009) interviewed talking about the people she mixes with on “the Hill”. Nillumbik Shire Council transferred to the former Diamond Valley Shire Offices in Greensborough after municipal restructuing. The offices became the official Nillumbik Shire Council Offices on 16 October 1995. The former Shire of Diamond Valley Civic Centre or Shire Office building was officially opened on 26th February 1972. Archtiects were A.K. Lines, McFarlane & Marshall and it was built by L.U. Simon Pty Ltd, The Diamond Valley Shire had been created in 1964 from part of the City of Heidelberg. On December 15, 1994 the Shire of Nillumbik was established. Under the Council amalgamations imposed by the Kennett government, the Shire of Eltham, Shire of Diamond Valley and City of Heidelberg ceased to exist with the establishment of Nillumbik Shire Council and the City of Banyule.The new Nillumbik shire surrended the west riding from Eltham to Banyule but in place gained parts of the former Diamond Valley Shire which itself had been created in 1964 from parts of the City of Heidelberg. Three unelected and non-local Commissioners were put in place by the government bringing democracy into question by many members of the local community. The Commissioners determined to abandon the former Shire of Eltham offices located in Main Road, Eltham and in turn occupy the former Shire of Diamond Valley offices located at the boundary of the new shire with Banyule, in Civic Drive, Greensborough. In July 1996 the Commissioners sold the former Eltham Shire Offices and had them bulldozed leading to many years of communiity protest over the process and future development applications. The site has remained vacant ever since. In 1853 a committee was formed to improve the rough roads, some in Kangaroo Ground being almost impassable in winter.1 The committee fundraised by voluntary levies and grants to improve in particular, the main road between Kangaroo Ground and the Plenty River. From this committee arose the Eltham District Road Board, in 1856, which was the precursor to the Eltham Shire Council. The Board’s first chairman was Kangaroo Ground farmer, John Barr. Secretary was the former committee’s secretary, Andrew Ross, Kangaroo Ground’s first school teacher, and founder of the district newspaper, The Evelyn Observer.2 Most of the board’s income came from a toll-house north of the Lower Plenty Bridge, which funded such projects as a road from Kangaroo Ground to the Caledonia Diggings. In 1871 the Shire of Eltham was proclaimed, with its boundaries the same as those of the Road Board, and Councillor A Donaldson of Kangaroo Ground was the first president. Eltham was at the southern tip of the shire, which extended north to Kinglake and east beyond Yarra Glen. In 1878, part of Kinglake was added to the shire, while the area east of Watts River, near Healesville was removed. In 1912, then again in 1958, the shire was further reduced. Yarra Glen, Steels Creek, Tarrawarra, parts of Healesville and Christmas Hills, were transferred to the Shire of Healesville. In 1972 a smaller area, at Kinglake, was transferred to the Shire of Yea, leaving 277 square kilometres in the Eltham Shire. Perhaps no other Victorian municipality has had so many meeting places. Although from 1858 to 1904, the council convened at the office in the home of Secretary Charles Wingrove, the board, and later the council, also met at other more central locations.3 The board moved from the Fountain of Friendship Hotel to the Eltham Courthouse, to the Kangaroo Ground schoolhouse. It then met at the Kangaroo Ground Hotel, which some considered put it in danger of interruptions by people ‘the worse for liquor’.4 In 1885 the council met at the hall on Mr J Donaldson’s land at Kangaroo Ground. After Wingrove’s retirement, the council rented space at the Kangaroo Ground General Store and Post Office. Then, in 1917, the council bought the former office of The Evelyn Observer, after its printing works transferred to Hurstbridge. In 1934, fire destroyed the shire office, which was temporarily relocated to the Kangaroo Ground home of Shire Secretary, Mr P J McMahon. In 1941, the shire office moved to a new building (which included a public hall) in Eltham, at the corner of Arthur Street and Main Road, where the Eltham Village Shopping Centre was eventually built. Growth required new offices, which opened in 1965, on the former Shillinglaw property in Main Road.5 In 1994, as part of municipal restructuring under the Jeff Kennett Liberal Government, most of the Eltham Shire formed part of the new Shire of Nillumbik. It joined with the north section of the Diamond Valley Shire and parts of the Healesville and Whittlesea municipalities. The Diamond Valley Shire had been created in 1964, from part of the City of Heidelberg. Turbulence followed Nillumbik Shire’s formation. Under the Commissioners the council transferred to the former Diamond Valley Shire offices in Greensborough, and the Eltham council offices were demolished. In March 1997 the first five-member Nillumbik Council was elected. But, in October 1998, the government suspended the council and appointed an administrator . Early in 1999, shire residents voted to increase councillors to nine: comprising five ward councillors and four shire-wide councillors. Elections were held in March 1999. Then, before the March 2002 elections, nine new wards were created.6 In 2008 these were reduced to seven. Today [2008] the council governs a varied population of more than 60,000 people living in townships and on bush properties in the green wedge.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. An octant is an astronomical instrument used in measuring the angles of heavenly bodies such as the sun, moon and stars at sea in relation to the horizon. This measurement could then be used to calculate the altitude of the body measured, and then the latitude at sea could also be calculated. The angle of the arms of an octant is 45 degrees, or 1/8 of a circle, which gives the instrument its name. Two men independently developed the octant around 1730: John Hadley (1682–1744), an English mathematician, and Thomas Godfrey (1704–1749), a glazier in Philadelphia. While both have a legitimate and equal claim to the invention, Hadley generally gets the greater share of the credit. This reflects the central role that London and the Royal Society played in the history of scientific instruments in the eighteenth and nineteenth century's. There were also two others who are attributed to having created octanes during this period, Caleb Smith, an English insurance broker with a strong interest in astronomy (in 1734), and Jean-Paul Fouchy, a mathematics professor and astronomer in France (in 1732) In 1767 the first edition of the Nautical Almanac tabulated lunar distances, enabling navigators to find the current time from the angle between the sun and the moon. This angle is sometimes larger than 90°, and thus not possible to measure with an octant. For that reason, Admiral John Campbell, who conducted shipboard experiments with the lunar distance method, suggested a larger instrument and the sextant was developed. From that time onward, the sextant was the instrument that experienced significant development and improvements and was the instrument of choice for naval navigators. The octant continued to be produced well into the 19th century, though it was generally a less accurate and less expensive instrument. The lower price of the octant, including versions without a telescope, made it a practical instrument for ships in the merchant and fishing fleets. One common practice among navigators up to the late nineteenth century was to use both a sextant and an octant. The sextant was used with great care and only for lunar sightings while the octant was used for routine meridional altitude measurements of the sun every day. This protected the very accurate and pricier sextant while using the more affordable octant for general use where it performs well. The invention of the octant was a significant step in providing accuracy of a sailors latitude position at sea and his vessels distance from land when taking sightings of land-based landmarks.Octant with metal handle, three different colored shades are attached, in wooden wedge-shaped box lined with green felt. This historic bronze nail dates back to 1790s to 1890s. Nails such as this one were used for ship building, as deck fasteners and many other uses. This nail was made at a time when the shanks of nails were usually machine cut but the heads were hand formed by blacksmiths. The nail was recovered from a shipwreck along the coast of Victoria in around 1968 and is part of the John Chance Collection. The nail is significant historically as an example of hardware used when building wooden ships in the early to mid-19th century. The nail is historically significant as an example of the work and trade of blacksmith. The nail is also significant as it was recovered by John Chance, a diver in Victoria’s coastal waters in the late 1960s to early 1970s. Items that come from several wrecks have since been donated to the Flagstaff Hill Maritime Village’s museum collection by his family, illustrating this item’s level of historical value.Nail; bronze, deck nail. This mortice marking gauge has an adjustable sliding arm. The gauge is used for scribing two lines on a flat surface such as timber for measuring and cutting. It is a hand-powered tool that would have been used by a tradesperson such as a cabinet maker, woodworker or carpenter. The hand tool shows signs of much use. The ‘W. Maples & Sons, Hibernia’s catalogue of 1867 had a very similar tool, called a Mortice Gauge, column 2, page 15. W. MARPLES & SONS- William Marples Snr. had a business on the Sheffield Moor in 1773/74. In 1821 his son William Jnr. At 12 years old began in his father’s joinery business. 1833 the firm was known as a tool manufacturer. In 1838 Marples called his business Hibernian Works and moved to 67-69 Spring Lane, Sheffield. When he moved to Westfield Terrace in 1856, he called his business Hibernia Works (no ‘n’ on the end). The business remained at this address for 116 years. In about 1859 the firm began using the Lyre (Irish harp) mark. In 1860 or so the two brothers, Edwin and William Marples, became partners and the firm became William Marples and Sons. The firm introduced the single shamrock symbol in 1860-61. The boys’ brother Albert joins the firm in 1863. In 1875 the company registered both the name ‘Hibernia’ and the trade mark symbol of a Triple Shamrock and the use of these trademarks continued for many decades, into the 1940 and the firm, with many changes, was still in business in the early 21st century. About Shamrock and Hibernia, both are related to Ireland and W. Marples named his products the Shamrock brand.The marking gauge is an example of a hand powered woodworking tool used over the past few centuries. Its maker was well known for his good quality tools and his business grew because of his reputation.Mortice marking gauge: wooden staff with block and green, adjustable sliding arm within the staff. The end of the staff has a facility for holding the scribe marker. The block has a hole into which a peg or wedge would be inserted to hold the sliding arm in place. 'Surveyor of Suburban Environs' was one of the acquisitions from the 1991 Eltham Art Awards (now known as the Nillumbik Prize - and formally the Nillumbik Art Awards). This was the first piece acquired from this award which was suitable for a public space. Nillumbik is referred to as the "Green Wedge" and the sculpture "Surveyor of Suburban Environs" suggests a watchful observer of the surrounding landscape. The sculpture's central motif represents an eye held up on a pedestal by a tail. Its form has been likened to the Eye of Horus, an ancient Egyptian symbol of protection, royal power and good health personified in the goddess Wadjet or 'green one'. This likeness would suggest that the observer or surveyor has a divine status and spiritual connection to its environment.
