Henry (Harry) William Tompkins was a renowned Melbourne architect, former City of Kew councillor and sometime Mayor of the municipality. He was president of the Melbourne Institute of Architects in 1914-15. In partnership with his brother, Frank Beauchamp Tompkins, he designed the Myer Stores in Bourke and Lonsdale Streets in 1933. Locally he was the architect of the Kew War Memorial (opened 1925). The Kew War Memorial was planned and constructed at the apex of Cotham Road and High Street, Kew. It was built to commemorate those soldiers from Kew who served in the First World War. Kew War Memorial is a fine example of a classical style war memorial design. Built in granite and marble as a circular temple supported on ionic columns, its design takes advantage of the centrally-located site and allows a clear view of all faces of the memorial. It honours 917 local residents who served in World War One. Kew Municipal Council appointed a sub-committee in June 1919 to consider a suitable war memorial to commemorate soldiers from the district. In August 1920 the land in front of the Post Office was transferred to the Council for the purpose. A competition for the design of the Memorial offered prizes of offered were £50, £15 and £10. The estimated cost was not to be more than £3500 F. Bruce Kemp won first prize, but Council later rejected the design constructing the Memorial to the original design of former Kew Council Mayor and notable Melbourne architect Harry W. Tompkins. The War Memorial was unveiled by His Excellency the Governor of Victoria, Lord Stradbroke on 30 August 1925 in front of 5,000 people. Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Unframed portrait of Cr. Harry A.
