Ballarat College of Advanced Education made a preliminary submission for a Post Graduate Institute Course in Safety and Loss Control in 1975. This was forwarded to the External Advisory Panel and other experts for comment, etc. Comments were constructive and some modifications were made. These have been incorporated in this Second Draft dated August 1976. The aim of the course is to assist the administrator in identifying such accidental loss producing areas as - injury. plant damage, fire, breaches of security, property and storm damage, pollution, transportation, product liability and occupational disease. The stimulus for this project to investigate health and safety in art teaching and to suggest cost effective control measures, arose from concerns that had been expressed by some members of staff within the Arts Faculty at the Ballarat College of Advanced Education about aspects of health and safety at their workplace. As a non-artist it is hard to attempt to describe the artists' perspective of their working environment. Within the artistic community there is a great concern for individuality and this is expressed in the artists' work. The need for flexibility and spontaneity is a vital and intuitive part of the artistic environment. Consequently codes and standards of practice that would restrict this environment ethic are unlikely to be viewed favourably by artists. Document is a Draft Proposal for a Pilot Project to Develop a Databank of Successful Engineering Solutions to Health and Safety Problems. It has been written by Dr Dennis Else, Visiting Fellow, Ballarat College of Advanced Education. Dennis is also a Senior Lecturer, University of Aston, Birmingham, England. The document outlines the need for a databank and often ""our failure to control health and safety problems is from our inability to apply existing knowledge rather than because the knowledge does not exist." The control solutions would need to be technically vetted to ensure feasibility of the solution. An experienced group of specialists in aspects of health and safety and from engineering branches would be required. Ballarat CAE already has this blend of expertise. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH Australia enrolled its first PhD candidate in 1995 and during 1996 focused on attracting increasing numbers of students. In 1996, three candidates were enrolled through VIOSH Australia. They were John Culvenor, Geoffrey Dell and Thomas Mitchell. All had Prof Dennis Else as their supervisor. Previously, Geoffrey Dell was in Intake 7, 1985, Occupational Hazard Management. Geoffrey Dell's topic was "Airline Baggage Handler Back Injuries - Causes and Prevention." "The aim of this study is to investigate the work practises and operational systems used by baggage handlers in a range of airlines, worldwide. Where possible the investigation will include an epidemiological study of baggage handler back injury occurrence in those airlines. The information gathered will provide an understanding of back injury causation modes, and will focus attention on the specific tasks for which engineering solutions should be sought. Engineering solutions identified will be subject to controlled trial, to confirm their validity." This led to the construction of a full scale plywood baggage compartment model and a partnership with Ballarat University's School of Human Movement and Sports Science. Three different loading systems were tested. Qantas baggage handlers travelled to Ballarat University to fill the human frame of the investigation. The photographs show this aspect of the research. In 1997, Geoffrey Dell was awarded the Eric Wigglesworth Prize. The prize acknowledges publication of an article which constitutes a significant contribution to the body of occupational health and safety knowledge in an approved OH&S journal.32 co;our photographs showing procedure of baggage handlers.viosh, victorian institute of occupational safety and health, geoffrey dell, john culvenor, thomas mitchell, phd, airline baggage handler back injuries, work practises, operational systems, engineering solutions, causes of injury, qantas baggage handlers, prof dennis else, eric wiggles worth prize, oh&s journal, ballarate university, school of human movement and sports science, plywood compartment model, loading systems

It would teach the fundamentals of occupational health and environmental monitoring and control. Better use of the practical time allocated is needed. Noise induced hearing loss is the most widespread occupational health risk in the RAAF. Industrial chemicals used and hazardous industrial procedures in the repair and maintenance of aircraft are an issue needing resolution. Australia is governed by a Federal Government and by six State Governments. National coordination of their respective geodetic survey and topographic mapping activities is effected on the advice of a National Mapping Council. Twenty years ago, at least 95% of Australia was poorly mapped and what maps existed were in need of revision. only a small area of the continent was covered by horizontal geodetic control and there was no scheme for a national levelling survey. Over the intervening period there has been an urgent and increasing demand for topographic maps varying from large scale contoured maps in support of specific engineering projects to rapid reconnaissance maps required for mineral prospecting in remote areas. Superimposed on this has been a defence requirement, specifically for military training areas, and generally for maps of the whole country. During the period much progress has been made. This paper reports on the progress from early colonial days through to the present time and finally hazards a prediction of future trends.Photocopy of 18-page typed report including diagrams, stapled top left-hand corner.
