In 1957 the two bodies separated and the Hospital and Charities Commission of Victoria received the document a 'Petition to Incorporate the After Care Hospital'The Melbourne District Nursing Society was founded in 1885 and in 1926 opened the After-Care Home. The Society then became the 'Melbourne District Nursing Society and After-Care Home' until 1935 when the word 'Home' was replaced b the word 'Hospital'. Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. In 1980, the original week long session of planned activities to celebrate White Cane Day was jettisoned for displays and presentations in the new City Square. These included films, Swish demonstrations, children’s tactile artwork and photographs. It was a lovely sunny day, with crowds enjoying a performance by the Victorian Police Brass Band and their well known equine Gendarme, as well as the Lightfooters square dancing. Born on 4 July 1918, the son of Queen Sālote Tupou III and her consort Prince Viliami Tungī Mailefihi. He was educated at Newington College and studied Law at Sydney University while resident at Wesley College in Sydney, Australia. He was appointed Minister of Education by Queen Sālote in 1943, Minister of Health in 1944, and in 1949, Premier. He remained a lay preacher of the Free Wesleyan Church until his death, and in some circumstances, was empowered to appoint an acting church president. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians. The Kiewa Hydro-Electric Scheme the State Electricity Commission played a pivotal part in the planning and initial funding of the Tawonga District General Hospital, with a view to providing medical support for its many workers on the Hydro scheme. Later, spouse and family members of workers were also able to access medical assistance The hospital was originally located in Tawonga away from the majority of the patients as the Hospital and Charities Board was not prepared to have it within the SEC controlled area. Elizabeth Edith Mack was born to parents William & Elizabeth (nee Wilmont) Hatton, in approx. 1873 in Moyston, Victoria. She married Frederick David Mack (a wool and skin buyer) in approx. 1903. Frederick Mack was born in 1968 in Warrnambool to parents Joseph and Louisa Mary (nee Despard) Mack. Joseph served as Shire Secretary. The Mack family (including Elizabeth and Frederick) occupied the same sandstone house in the town for more than a century. They had at least 5 children. Elizabeth Edith Mack died in Warrnambool in 1931 aged 58 years. The Circular Memorial Window was erected in her memory by her children. Elizabeth and Frederick's son, Ronald, became The Honorable Sir Ronald (William) Mack, M.L.C. President of the Legislative Council of Victoria. He was knighted in 1967 (the first Warrnambool -Born person to be so honoured) while Minister for Health and regarded the care of the Mentally Ill of prime importance but also the care of the aged. He was given a state funeral after his death in 1968, the service being conducted at Christ Church.The Mack family was a prominent pioneer family in Warrnambool. Her son Ronald William Mack was the first Warrnambool-born person to be knighted.Circular stained glass window above five lancet windows in the west wall of the second nave, depicts 'Christ Ascending in Glory'. Helen Isobel Janet Mack was born to parents Gilbert Bailee Nicol and Lizzie (or Lillie) Mary Nicol (nee Jellie) at Woodford, Victoria or Rose Hill Warrong, in approx. 1895. Her mother's parents were James and Sarah Jane Jellie (nee Bower) Her father's parents were Gilbert and Jane Boili Nicol (nee Jelllie) She lived her life here at least until her first marriage. She firstly married a Mr LIndsay and they had two daughters - Helen and Jane. They were later divorced. On 16th February 1935, Helen married Ronald William Mack (a pioneering family of Warrnambool) at the Registry Office in Collins St. Melbourne. They had a son James. It appears Helen lived at 52 Banyan St, including while her husband was absent, until her death. Her husband Ronald William Mack was born in Warrnambool in 1904. He joined the Australian Imperial Forces and was based in the Middle East during some of WW11 and returned to Warrnambool in approx 1943 due to injury. He was involved in the community, and politics and was elected to the Legislative Council in 1955. Janet died on 10th April, 1957, aged 55 years, her funeral leaving Christ Church on April 11th. Her husband had erected in Christ Church, a Memorial Stained Glass window in her memory. Her husband was eventually Knighted (in 1967) while he was Minister for Health of which his main focus was on the mentally ill and the aged. He was then Sir Ronald William Mack. In 1868, with the laying of the foundation stone, a time capsule was placed containing four newspapers of the day (Saturday 25 January, 1868 - The Age, The Argus, The Sun and The Telegraph: St Kilda, Prahran and South Yarra Guardian), the first Annual report of the Victorian Asylum and School for the Blind (1867), 11 coins from the Victorian regency and an illustration of the proposed building at St Kilda Road. An undated note also describes a piece of parchment in the time capsule, which contained a list of names of committee members and relevant people involved in the construction of the building, such as Crouch & Wilson; however no image of this has been located. In 1991, this time capsule was opened as part of 125 year celebrations and the contents were put on display. The capsule was the size of a house brick and buried underneath the foundation stone. It was made of metal and had to be sawn open to reveal the contents. These images are of the items found inside the time capsule. Additionally there are low res images of these items plus some photographs taken on the day: Brian Howe, Minister for Health, holds the time capsule whilst Trent Willard and Janice Johns, current RVIB students, stand by during the raising ceremony; Miss Molly Miller, the oldest surviving student, and Mr Percy Raufer, great grand nephew of Mary-Ann Raufer who was pupil number 6 and enrolled in the school in January 29th, 1866 look at the items found in the time capsule. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results.
