This photograph shows part of the railway constructed and used for the removal of soil and rocks from the tunnels bored out of the mountains for the pipeline servicing the Hydro Electricity power stations in the Kiewa Hydroelectric Scheme. This photo details an era when there were 4,000 construction workers located in two main accommodation camps, Mount Beauty (the larger one) and Bogong village. These accommodation sites were constructed and maintained as a secured or gated residential area with access only available by a special pass authorised by the Kiewa Hydroelectric Scheme. All the power used by the rail system was from electric motors connected to batteries. Overhead power poles seen on either side of the embankment details that electricity from the Scheme was in use. This use was cleaner and more environmentally friendly than the coal still used by large locomotives from city to country railways. The worker shown is not however wearing protective head and hand coverings. These photographs were taken in and around Falls Creek by Samuel Keith Pearce and printed for him as a foldout postcard by NuColor Vue. The postcards state they were printed for S. K. Pearce Pty. Ltd of Tawonga and Mount Beauty. Samuel Keith Pearce was born on 24 June 1917 in Armadale, Victoria. By the late 1940s he owned the Mt Beauty Supermarket, Newsagency, Drapery and Hardware store at Mount Beauty and also a store at Tawonga in partnership with his brother Gordon Cathew Pearce. For some time, they operated as Pearce Brothers. In the early 1960s Keith also opened a mini mart In Falls Creek. As well as being a keen photographer and an astute businessman, Keith Pearce was a well-known identity in the Kiewa Valley, making many contributions to the development of the area over a long period. This included serving as a member of the Bright Shire Council for many years. He worked hard to promote the interests of the Upper Kiewa Valley. As a sign of recognition and appreciation for his contribution to the community, the park opposite the grocery store in Mount Beauty was named the SK Pearce Gardens in his honour. This photograph was taken circa 1981 - 1982 by Tourism Victoria. Orest “Ory” Frueauf was born in Kharkov, Russia in 1925 and moved to Germany with his family to escape persecution. He was conscripted to the German Army during the Second World War. He was a POW until 1948. He was recruited by a French construction company to work as and interpreter on a hydroelectricity project in Tasmania. Ory then moved to work on the Snowy Mountain Scheme including driving a truck to fill the wall of the Rocky Valley dam. In 1952 Ory was recruited by the Albury Ski Club as its lodge supervisor. That year he also entered into a business partnership with Cecil Dobson, running the general store “Whitehaven” and Post Office at Falls Creek. They extended their business by adding accommodation turning Whitehaven into one of the best commercial lodges at Falls Creek. Ory and Cecil dissolved their business partnership in 1963 and Ory went on to build a new lodge called “Snowhaven” at the site of the present day Frueauf Village, Falls Creek. The trail known as Ory's Trail is also named in his honour. Ski-Horizon is the official journal of the Federation of Victorian Ski Clubs which began publication in 1949. The were 26 original member clubs which included Albury Ski Club, Bogong Ski Club, Myrtleford Ski Club, Tallangatta and District Ski Club and Wangaratta Ski Club. Two pioneers of Falls Creek, Tom Mitchell, M.L.A., and Martin Romuld were Vice-Presidents of the Federation.This Journal is significant because it documents the early development of skiing in Victoria.The journal features stories and events chronicling developments in Victoria and internationally. The Murray Region Hydroelectric Power Stations are two of seven hydro power stations, located near Khancoban in NSW. The two power stations are part of the Snowy Mountains Hydro-electricity Scheme, which is an extensive hydroelectricity and irrigation complex constructed in south-east Australia between 1949 and 1974 and now run by Snowy Hydro. Lance Matthews was a former student of the Ballarat School of Mines. Dick Richards was the Principal Construction of the Snowy Scheme was managed by the Snowy Mountains Hydroelectric Authority, it officially began on 17 October 1949 and took 25 years, officially completed on 21 October 1972.A letter comprising of three handwritten pages discussing experiences of work with the Snowy River Authority by Lance Mattews. The letter was written to Richard W. Richards, Principal of the Ballarat School of Mines. A forth page is a response to the letter by Dick Richards. In the letter Matthew relates that he is living at Cooma in the East Camp, and compares the living condition to an army camp. Matthew was working for contractors, Kaiser Walsh, at the Base Plant Pool at Polo Flat about 2 miles out of Cooma. He was involved in a two week tour (inventory) of the Snowy River Scheme and saw most part of the project including Adaminaby Dam, Tunnel Pond, T1 power station and the sites and initial stages of Tooma Reservoir, Lobs Hole Reservoir, Jindabyne Reservoir and several access tunnels..dick richards, lance matthews

The Bogong Village was originally constructed (1937-1940) by the State Electricity Commission to house, engineers and construction workers working on the Kiewa Hydroelectric Scheme. These workers were initially settled in 26 houses and were mainly of European heritage. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. This photograph shows the village before beautification for tourism was introduced and "bare bones" homes and village usage existed.This photo clearly presents a period of restricted human occupation of a very fragile Alpine environment(up to 4000 workmen involved). This was the beginning of a planned and controlled form of sustainable tourist orientated development of the Victorian Alps and high plains region. The Bogong Township was the base camp for workers employed by the State Electricity Commission. The Bogong Township (circa 1930s) was constructed by The State Electricity Commission of Victoria as a base camp for construction workers under the Kiewa Hydroelectric Scheme starting in 1938. The Scheme employed 4000 men during its construction phase. A small number were first housed at Bogong Village and when required the Mount Beauty Township was established(1949). Construction at the dams and Power Stations was interrupted during World War II. June 1951 started construction at full pace. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds(gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry.Scanned copy of original black and white photo. Wallace's hut was built in 1889 and is probably the oldest surviving hut on the high plains of north-east Victoria. It was built in six weeks by Irish immigrant brothers Arthur, William and Stewart Wallace among old snow gums on a grassy plain above the snowline. The brothers held grazing leases on the High Plains and the hut was built to provide shelter for the cattlemen working there. It is probably the oldest hut on the Victorian high plains. With the completion of the Kiewa Hydroelectric Scheme in 1959, Falls Creek began to change from being a construction site into an alpine tourism resort. In 1964 the Frying Pan Inn group consisting of Bill Bridgford, Geof Henke and L G Morrison acquired a license to construct a restaurant. It opened in time for the 1965 season, but the Frying Pan venue was damaged by fire in 1967. Renovations took until 1973 when the Frying Pan Inn reopened. The then-Shire of Ballarat negotiated with the Department of Interior to become the civil operator of the airfield and sought the maintenance on site of the hangars and other structures, however a majority of the P Huts were sold by the Commonwealth. This dam was constructed to supply water to feed four turbines (62 mega watts) at the West Kiewa Power Station. This was at the forefront of sustainable "Green" energy. Costs associated with power supplies is still a major incentive of governments, however environmentally friendly alternatives such as wind and nuclear have also made inroads. The Kiewa valley and its surrounding alpine catchment were looked at(Victorian State Government), from the beginning of the twentieth century as a source of alternate power for an every increasing demand for electricity by growing population and heavy industrial ares within Melbourne City and State regions. Construction of dams, such as Clover Dam provided the large quantity holding areas of water required to turn the turbines at the various power stations to provide the electricity needed. The impact of these controls by moderating water run off from the alpine regions is beneficial in reducing flooding from thawing of snow on the alps. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. Clover Dam and Power Station were built by the State Electricity Commission of Victoria as part of the Kiewa Hydro Electric Scheme from the late 1930's to the early 1940's. This dam was constructed to supply water to feed four turbines (62 mega watts) at the West Kiewa Power Station. This was at the forefront of sustainable "Green" energy. Costs associated with power supplies is still a major incentive of governments, however environmentally friendly alternatives such as wind and nuclear have also made inroads. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centered around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. The Rocky Valley Dam is located on the Bogong High Plains, near Falls Creek, Victoria. The dam is man-made and has a capacity of 28,000 megalitres (990×106 cu ft). At an elevation of 1600m, Rocky Valley Dam is the highest significant body of water in Australia. The dam was created for the Kiewa Hydroelectric Scheme. Just a short distance from the heart of the village, the lake provides a playground for a range of aquatic activities. It is also utilised in snow making for the Falls Creek ski resort. Work began on the Rocky Valley Dam site in early 1947 and continued until May. It resumed in October after the winter and a camp for the accommodation of workmen was commenced at this time. Work continued in 1948 with the establishment of work facilities, including the erection of two large excavators.
