William Grant Junior was President of the Shire of Bacchus Marsh in 1901 when the Australian Colonies federated to become a federal nation state. Grant was a member of a prominent local family and was active in public affairs throughout his life. The federation of the Australian Colonies was a turning point in Australian history and as such its achievement was celebrated in a range of ways. A major step towards achieving Federation was the referendum of July 1899 which saw five of the six Australian colonies vote in favor of Federation, with Western Australia later voting in favor in 1900.Printed poster sized document certifying that William Grant of Bacchus Marsh voted in a referendum of Victorian electors on 27th the July 1899 on the question of an Australian Federal Constitution. The body of the certificate text is surrounded on three sides by captioned photographic portraits of the Premiers of the six Australian Colonies. A British coat of arms is at the top of the certificate and at the bottom is an image of Parliament House in Melbourne, which includes a Dome, which was a projected feature of the building which was never actually added to the Victorian Parliament building.Across the top of the certificate: 'Australasian Federal Referendum July 1899'. A Report of the Commissioners, presented to Parliament in 1891, noted that: ‘The great Musical Festival, which was inaugurated and maintained during the time the Exhibition was open, was such as had never before been attempted. In that comparatively short period, no less than 263 orchestral, grand choral, and other concerts were given by the Centennial Orchestra and Choir, numbering nearly 800 performers, under the conductorship of Mr. F. H. Cowen. At these concerts the works of the great masters were performed in a manner hitherto unknown in these colonies, and your Commissioners are encouraged to hope that the stimulus given through their agency to the study of Music will prove strong and lasting. The Victoria District of Rechabites (District No. 82) was established in the 28th January 1861 with the transfer of Star of Australia Felix Tent No. 4 of the Tasmania District (which was established in Melbourne on the 25th January 1847) and Mount Alexander Tent No. 9 of the Tasmania District (began in Castlemaine on the 26th January 1860).In its heyday the Victoria Rechabites’ membership numbers grew and grew to the extent that there were at one stage in excess of 36,000 members associated with the Victorian Rechabites in the late 1800’s to early 1900’s covering approximately 250 operating Tents. An item from an outstanding and diverse photographic collection, assembled by members of the Christian and Washfold families of Kew.Juvenile Temperance Society Kew ‘Band of Hope’ issued to Orlando Christian on 1 August 1860. The two- colour printed certificate advises the member to avoid the use of tobacco and snuff and commits the child to abstain from intoxicating drinks. The illuminated certificate has a prototype Australian coat of arms centred in the lower border. The Band of Hope movement originated in Leeds in 1847. In contrast to the Rechabites it was a children’s movement. George Norman Pockett, who was awarded the certificate was the son of George Pockett , who with his brother designed a number of public parks in Melbourne. George Pockett Snr. was the first curator of the Alexandra Gardens in Kew. (see Comment below)Rolls of Honor were awarded to returned soldiers at the end of the First World War by many towns and cities. This framed certificate awarded to George Norman Pockett by the Town of Kew is one of two held in the Collection. The item is well-provenanced, and through the formal use of emblems and images in the design allows us to make judgements about social and cultural values in the period.Framed Illuminated Certificate: A commemorative certificate documenting the war service of George Norman Pockett of 18 Cobden Street, Kew. George Pockett enrolled at the age of 23 on 5 October 1915, as an engineer in the Australian Army. He embarked on HMAT Wiltshire A18 on 18 November 1915. His rank was that of Warrant Officer Armament Artificer in the 4 FAB [Field Artillery Brigade]. The website of the Australian War Memorial records that he was mentioned in dispatches. The formal certificate records that ‘George Norman Pockett served Australia and the Empire in the Great War and in grateful recognition of his voluntary response to his Country’s Call his name is inscribed on the Roll of Honor of the Town of Kew’. The then Mayor and Town Clerk signed the certificate. [Kew did not become a ‘City’ until 1921]. The certificate highlights emblems and symbols of Australia and Great Britain, and includes the coats of arms of the allies in the war. Illuminated certificate, under the name "Independent Order of Rechabites Salford Unity" two female classical figures standing on either side of a shield. On top of the shield from left: a sword and some grass, a bee hive and a bunch of corn. This is a Federation certificate showing the signatures of the Shire of Warrnambool personnel who signed the addresses presented by the Municipalities of Victoria to the Duke of York and the Governor-General in 1901 on the occasion of the Federation of the six colonies in Australia. This was a highly significant event in Australia’s history and Warrnambool shared in this occasion by voting overwhelmingly in the Referendum in favour of Federation. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. It also has the signatures of the Shire personnel, many of whom were prominent men in the Warrnambool district in the early 20th century, especially Gideon Nicol, James Lindsay, Alexander Rollo and John Glasgow. It was reported in the Warrnambool Standard at the time that this certificate had been designed and illuminated by Victor Henry, an art student from Warrnambool and the son of one of Warrnambool’s Councillors, This is a certificate indicating that the Shire of Warrnambool Councillors signed the Addresses presented by the Municipalities of Victoria to the Duke of York and the Governor- General in January 1901. The certificate is mounted on card with paper binding on the edges and contains the signatures of the President of the Shire of Warrnambool, nine Councillors and the Shire Secretary. It is highly ornamented with lithographs of the crests of the six States of Australia, an archway , an image of a woman representing the British Empire, a lion, a British flag and the crest of ‘United Australia’ and other symbols. The printers of this copy were Sands and McDougalls of Melbourne. The certificate is coloured in mostly yellow, green and brown tonings. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. Albert Steane was born at Sandhurst (now known as Bendigo) in 1877. He attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1876 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed fourth, third, second and first class pupil teacher. At about 16 years of age he was appointed a teacher monitor at 12 pounds per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Steane was known for the teaching of Sloyd or woodwork, which was an important point in his career. He opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library) at the School of Mines and Industries Ballarat (SMB). In 1913 Albert Steane, the young head of the East Ballarat Sloyd Centre, was appointed to establish a junior technical school in Ballarat becoming the first headmaster of the Ballarat Junior Technical School. Steane's lifelong interest in gymnastics brought him as much fame as his reputation as a headmaster. He organised the Education Department's gymnastics display at Bendigo's Golden Jubilee Exhibition in 1902. He played a major role in the establishment of the Ballarat Y.M.C.A. and from 1906 responsible for evening classes in physical culture. In 1968, aged 91, he was made a Life Member of the Association. Steane was in complete command of his school, his staff and students. It must be remembered that schooling was not as permissive, tolerant and informal as today. A.W. Steane retired in 1942 after 29 years as Headmaster of Ballarat Junior Technical School. Many visible memorials are evident of his time and influence on the growth of the Junior Tech. A good school also lives on in the memories and affections of its old boys. Many remained in touch to talk about "the old days". A simple lesson he taught was "Win Through". No matter what path was chosen by the students, many were true to his teaching. On his retirement, Mr Jeffery was appointed the new Headmaster. On 19 March 1942, a farewell meeting was held presided over by Mr Jeffery. Those present included A.F. Heseltine, G. Netherway (representing the Old Boys' Association), N. McHuthchinson (District Schools' Inspector), G.A. Simcock (High School), E. Youlden (Pleasant Street State School), and J.A. Ewins (Citizens' Representative). Corporal Phillip Edward Cook, 4470, 46th Battalion AIF Over 300 men from the Shire of Whittlesea enlisted during WWI. One of these was Corporal Cook, son of the Rev. Richard and Elizabeth Cook, and husband of Jessie May Cook of Whittlesea. On 27 July 1915, at the age of 33, Phillip Cook enlisted in the AIF. He was killed in action at Bullecourt on 11 April 1917.
