On 30th August 1901 The Chronicle, an Adelaide newspaper, announced that J.W.Hosking was leaving Terowie to establish a business in Port Fairy. He had lived in Terowie for 25 years and had been chairman of the District Council, a member of the school board and a Justice of the Peace. He was also a keen supporter of the cricket and other sporting teams. On leaving Treowie he was presented with a Gladstone bag and an illuminated address signed by 47 residents. Hosking had a wife and daughter and it was reported that with his brother, he had bought the drapery and furnishing business of W.T.Hattam in Port Fairy. Trading as G.E.Hosking &Co., the brothers already had branches in N.S.W. South Australia and Western Australia. By 1905 J.W.Hosking was President of the Port Fairy Hospital and, although in July of that year he announced that he was resigning because of pressure of business, he was obviously persuaded to stay on. Indeed, he remained President until 1907. In September 1907, the brothers were bought out by D.E.MacLellan, late of MacLellan & Craig of Mount Gambier. So when the silver cigar/cigarette case was presented to Hosking, he was not only ceasing to be President of the Hospital but was almost certainly leaving the town. This is a Federation certificate showing the signatures of the Shire of Warrnambool personnel who signed the addresses presented by the Municipalities of Victoria to the Duke of York and the Governor-General in 1901 on the occasion of the Federation of the six colonies in Australia. This was a highly significant event in Australia’s history and Warrnambool shared in this occasion by voting overwhelmingly in the Referendum in favour of Federation. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. It also has the signatures of the Shire personnel, many of whom were prominent men in the Warrnambool district in the early 20th century, especially Gideon Nicol, James Lindsay, Alexander Rollo and John Glasgow. It was reported in the Warrnambool Standard at the time that this certificate had been designed and illuminated by Victor Henry, an art student from Warrnambool and the son of one of Warrnambool’s Councillors, This is a certificate indicating that the Shire of Warrnambool Councillors signed the Addresses presented by the Municipalities of Victoria to the Duke of York and the Governor- General in January 1901. The certificate is mounted on card with paper binding on the edges and contains the signatures of the President of the Shire of Warrnambool, nine Councillors and the Shire Secretary. It is highly ornamented with lithographs of the crests of the six States of Australia, an archway , an image of a woman representing the British Empire, a lion, a British flag and the crest of ‘United Australia’ and other symbols. The printers of this copy were Sands and McDougalls of Melbourne. The certificate is coloured in mostly yellow, green and brown tonings. The cartoon was drawn by John Nathan, one of the final year students in the first class to graduate with the diploma of Licentiate of Optometric Science from the Australian College of Optometry. His father was Bertram Nathan who played important roles in obtaining registration of optometrists in 1934 and on the Council of the College. John was to become Director of Studies from 1950 to 1964 and President of the College from 1969 to 1978. He also paints in oils.This cartoon is significant to the Australian College of Optometry as a piece of memorabilia from the class of 1944.
