The Canadians developed a machine that used "ping pong balls" instead of cylindrical incendiary capsules and, in 1977, the FCV purchased a Premo machine for evaluation. The 32mm-diameter balls were made from high impact polystyrene and contained 3.5g of potassium permanganate. They were injected with 1ml of glycol which would ignite after a short delay The first Premo machine used four slipper blocks, which were loaded via a hand-operated hopper which, when rotated forward, the balls would be fed into four feed chutes to individual slipper blocks. Each slipper block has an opening allowing individual balls to enter and exit once injected. The original design of the machine was not suitable to meet the burning objectives and a number of modification were necessary. Following close inspection and field testing it was clear that utilising four slipper blocks was excessive and would generate too much fire. It was acknowledged that satisfactory spacing could be achieved by using just one slipper block. Selective spacing could be achieved by the speeding up or slowing down of the slipper block transferring the capsules during the injection process. Regulating the speed that the injected capsules were being dropped controlled the amount of fire created on the ground. The Bofors 40 mm gun, often referred to simply as the Bofors gun, is an anti-aircraft/multi-purpose autocannon designed in the 1930s by the Swedish arms manufacturer AB Bofors. It was one of the most popular medium-weight anti-aircraft systems during World War II, used by most of the western Allies as well as by the Axis powers. The shells were manufactured according to a British design after it was discovered that the Swedish shells had much too sensitive a contact fuse, "which functioned on impact with rain drops". Although the shells could nominally reach out to 11,000 yards (10,000 meters), almost all the shells manufactured had self-destroying tracers that detonated the rounds at a range of 4000-5000 yards (3700-4600 meters.) This helped prevent friendly fire incidents or other collateral damage. In addition to the TNT bursting charge, the shell contained a pellet of powdered magnesium and aluminum as an incendiary. The Forests Commission developed the use of helicopters for aerial ignition from the mid 1960s. Bryant and May at Richmond worked with the Commission to develop a Delayed Action Incendiary Device. DAIDs as the were known, had an overall length of 180 mm, striker end length - 10 mm. Ignition end length - 80 mm, then a layer of high melting point wax (to prevent accidental ignition when rubbing together in transit). Both ends coated with a modified match head compound with safety fuse exposed length between coated match ends. There was a 17-second delay from when the small end was struck to an intense flaming of the large end, which lasted for 40 seconds. DAIDs were dangerous so were stored in a metal box outside the helicopter along with a disposable striker patch attached with a quick release pin to a special half-door. The first test was with a Bell 47G on 4 October 1967 and the first use, anywhere in the world, of DAIDs to backburn a large bushfire was undertaken in north eastern Victoria in February 1968. There was a crash of an FCV helicopter conducting aerial ignition near Wandiligong on 19 April 1978 with the tragic death of two forest officers and their pilot. The crash led to the immediate end of the use of DAIDs and the adoption of the safer Premo ping-pong ball incendiary machine which originally came from Canada but was modified at the Altona workshops. The Lancaster Bomber was one of the most famous aircraft of World War II. It first saw service in 1941 and became the RAF’s main bomber during the war. The first prototype Lancaster flew in January, 1941. A total of 7,377 Lancasters were made, after the first one rolled off the production line in October, 1941. It carried a crew of 7 and could fly at about 454 kmh. The plane was just over 21 metres long, had a wingspan of 31 metres and a flying range of 4,000 km. The Lancaster was normally armed with 8 Browning machine guns, as well as bombs. Some planes were modified so they could carry the so called Grand Slam bomb, weighing 10,000 kg. During World War II, Lancasters flew over 156,000 sorties, or raids. They dropped over 50 million incendiary bombs and over 608,000 tons of explosive bombs.One of the most famous bombing raids was a 1942 raid on Cologne, Germany. Over 1,000 bombers dropped bombs on the industrial city, destroying over 600 acres. Many Lancaster crew members were given medals for heroic actions while flying. Guy Gibson had flown 170 missions by the age of 24 and was awarded the Victoria Cross. In November 2024, a small group of cheerful volunteers from the Forests Commission Retired Personnel Association (FCRPA) toiled over nine days to dust-off, photograph and record nearly 300 artifacts in DEECA's Altona Museum. It followed a similar project at the FCRPA's Beechworth Museum in February 2024. The Altona project was generously supported by DEECA / FFMVic to engage professional photographer Mark Jesser from Wodonga whose boundless energy and good humour helped to create these amazing images. Special thanks go to the FFMVic Chief Fire Officer, Chris Hardman, as well as Andrew Stanios and Kat Jensen for making it happen. FFMVic crews and the ever-patient staff from Altona took a strong interest and also helped to shift some of the heavy items like pumps and the Bedford tanker which was very welcome. The Forests Commission and its successors continuously encouraged bushfire research and innovation. In 1946 a large parcel of industrial land was purchased at North Altona as a fire cache and workshop. The Altona workshop became a hotbed of new technological thingumajigs… a marvellous blend of Aladdin’s Cave of Wonders coupled with Wallace and Gromit’s madcap contraptions… an exhilarating place where lots of gizmos were invented and tested… mostly with astounding results... but nearly always with some head-scratching frustrations… and thankfully not too much explosive mayhem. In fact, a lot of Australia’s pioneering equipment development was led by staff from Altona, often in collaboration with other State forestry and fire authorities. The CSIRO also contributed significantly. The US Forest Service, the US Bureau of Land Management and US State agencies such as the California Department of Forestry and Fire (CalFire) as well as the Canadian Forest Service faced similar challenges and proved strong and willing partners in sharing knowledge, ideas, equipment and expertise over many decades. The collection at Altona started in the 1970s by fire equipment wizard Barry (Rocky) Marsden. As obsolete equipment was returned to the Fire Protection Workshop for auction, Rocky began the process of selecting some which would be interesting to retain and display. The items at Altona represent just a small sample of the amazing story of Victoria's forestry and bushfire heritage. The largest item was undoubtedly the Bedford tanker which took two days and nearly 1000 photos which were later stitched together with photoshop. The oldest item is probably the Ericsson wall telephone from 1904. There are also many unique items, but the CSIRO incendiary machine and ping-pong incendiary machine developed at Altona probably had the most significant impact on fire management in Australia. There are plenty of gaps in the collection, but some items are in regional DEECA offices. It’s hoped to merge the FCRPA's Beechworth collection to Altona one day and rename the site to honour Rocky Marsden. There may be some additions to the Altona museum over time, but space is limited. Dip pens emerged in the early 19th century, when they replaced quill pens. They were generally used prior to the development of fountain pens in the later 19th century, and are now mainly used in illustration, calligraphy, and comics. A nib pen usually consists of a metal nib with capillary channels like those of fountain pen nibs, mounted on a handle or holder, often made of wood. Other materials can be used for the holder, including bone, metal and plastic. Generally speaking, dip pens have no ink reservoir; therefore the user has to recharge the ink from an ink bowl or bottle in order to continue drawing or writing. Birmingham, England was home to many of the first dip pen manufacturers. John Mitchell pioneered mass production of steel pens in 1822; prior to that the quill pen had been the most common form of writing instrument. His brother William Mitchell later set up his own pen making business in St Paul's square. The Mitchell family is credited as being the first manufacturers to use machines to cut pen nibs, which greatly sped up the process. Germany 1842 began at the factory of Heintze & Blanckertz in Berlin By 1860 there were about 100 companies making steel nibs in Birmingham, but 12 large firms dominated the trade. Dip pens are rarely used now for regular writing, most commonly having been replaced by fountain pens, rollerball pens, or ballpoint pens. However, dip pens are still appreciated by artists, as they can make great differences between thick and thin lines, and generally write more smoothly than other types of pens. Dip pens are also preferred by calligraphers for fine writing. Richard Esterbrook was a Cornish Quaker from England who saw an opportunity in the United States to manufacture Steel Pens. In 1856 R.Esterbrook traveled to the US to set up shop as 'The Steel Pen Manufacturing Company' where Richard made these steel pens by hand using special tools and machines (mostly that Richard had to invent). In 1858 he was able to establish himself as the sole pen manufacturer in the USA and he changed the company name to 'The Esterbrook Steel Pen Mfg. Co.' The company settled down in Camden, New Jersey. Quality was a key factor in his success. His steel pens were versatile, long lasting, and came in many different styles to fit the varied writing styles of the public. Sadly, Richard Esterbrook didn't see the 'empire' his company was to become as he passed away in Atlanta on October 12th 1895 . in 1896 they started an Esterbrook branch in England to join the ranks of the other main pen manufactures in Birmingham . In 1912 the company had gotten so large that they erected a 5 story building, just to continue manufacturing pens. By 1920 the fountain pen was fast becoming more popular amongst people who were tired of 'dipping.' To meet this demand the company manufactured its first fountain pen. In 1930 the company sought less expensive means of manufacturing pens because gold and 'jewel' tips were too expensive and in this same year they began selling fountain pens in England . The Esterbrook Company began using the metal Iridium which they called 'Durachrome.' To meet the fountain pen demand the company reformed as 'The Esterbrook Hazel Pens Ltd.' In 1940 war had come to strike a blow at the Esterbrook company. On November 19th 1940 their England location was hit by an incendiary bomb destroying half of the location! To make matters worse, when putting out the fire using a human water bucket chain, someone accidentally grabbed a bucket of paraffin and set the place further ablaze. Oddly enough, the company was able to rebuild the structure during the war. However, the government had placed a stipulation that 50% of its capacity was to be used for government related purposes. In 1947 the company bought out John Mitchell and the American branch had already acquired Hazel Pen Co. The company re-formed again as 'The Esterbrook Pen Company.' Their bodies were found only a few yards apart. They were named by police tonight as Mr. George Crowe, 78, of North Eltham, William John Ewers, 64, and John Laurence Coleman, 31, both of Eltham. The other two have not been identified. They are believed to be a man aged about 40 and an 18-year-old youth. At least 12 homes were destroyed by the fire, the worst in Victoria since 1962, when eight lives were lost and hundreds of homes burnt down at Warrandyte. On that day one pilot up in a spotter plane said afterwards: "It seemed at times that half the State was on fire." This time, for three days on end, Gippsland men, women and children had moments of conviction that their towns would have blackened into anonymity before the weekend was out. The week began with horror at Eltham on the North-eastern edge of Melbourne. Eltham today is something of an artists' colony. Oil painters, water colourists, potters and sculptors proliferate. A number of University folk have emulated the example of Professor MacMahon Ball who pioneered the way by moving to Eltham and carving a home out of the bush in the thirties. Innermost Eltham is barely 14 miles from the G.P.O. Farthest Eltham stretches miles beyond. It served to illustrate the tragi-ludicrous truncation of Victoria's fire control. Part of Eltham is under the protection of the Melbourne Fire Brigade. But this responsibility ceases at some invisible and incomprehensible line — apparently determined by the meanderings of the water mains. At this point everybody's property throughout the rest of Eltham is dependent on the Country Fire Authority. Half an hour before midday on Wednesday, a fire suddenly started on the West side of Upper Glen road on the edge of Eltham. Before the fire brigade could arrive, it was burning on a widening front through timber and high grass north of Eltham. Two wind changes in rapid succession saw the fire leaping Diamond Creek. With a freshening wind it struck home after home in three streets. More than one of them exploded suddenly as if hit by an incendiary bomb. There is no piped gas in the Eltham area, hence many housewives use bottle gas. The flames outside caused the bottles to explode. Altogether twelve homes were completely incinerated and four more were badly damaged. Thirty prize dogs perished. About three hours after the fire started it raced suddenly down a gully hillside trapping an elderly man. Two other men apparently raced to the rescue. Flames caught the three men within yards of each other, not 200 yards off the Upper Glen Park Road where safety lay. They were burned to death. Next evening an angry and convincing secretary of the Fire Brigade Union, Mr. W. M. Webber, came on television and appealed to the people of Victoria to end the ridiculous and dangerous dualism in fire-fighting control. The Eltham fire, he said, had precisely illustrated the situation. The Metropolitan Fire Brigade area touched Eltham, but where the fire had gutted and killed, was just outside its area. Mr. Webber said his union had constantly urged one authority for the State with a complete reorganisation of fire protection. On Wednesday the union had repeated its call for an inquiry into fire protection in Victoria to the Chief Secretary, Mr Rylah. "No matter how close the liaison between the two organisations, there are always divided sections of thinking," Mr. Webber told viewers. "I don't know how much tragedy the com-munity can take before it demands that it is properly protected." Rumours that differences in gauge between taps and hose nozzles (as between the two authorities) accentuated the damage were denied by fire chiefs who said that all appliances were now carrying adaptors so that hoses could be linked to mains everywhere. But there is grave concern in the Metropolitan Fire Brigade's higher councils at the action of several Federal authorities with projects in and around Melbourne. They are installing non-standard equipment without reference to the State authorities or any dovetailing of appliances and equipment. Public alarm was not diminished by the publication on Friday and Saturday of a heart tearing letter from the young widow of John Lawrence Coleman, 31 year old father of two, who had died in the flames apparently trying to rescue the old man trapped in the gully. By that time, a Vast area of Gippsland was in flames and the troops had been sent in to back up the overworked and often helpless fire-fighters. By Saturday, the Leader of the Opposition, Mr. Stoneham, who has previously demanded a Royal Commission into fire-fighting arrangements, repeated his demand. To add to the Chief Secretary's worries he was publicly rebuked for allegedly implying on television that lives had been lost at Eltham because people went to the wrong place at the wrong time. Frank was asked to assist with the removal of three bodies from the back gully (now Orchard Avenue). They were badly burnt and one was found stuck under a fence as though trying to escape. Volunteers John Coleman Jnr, William Elwers and George Crowe were killed trying to protect Eltham from bushfire – they were local heroes. At the time, John Coleman Jnr was survived by his wife Margaret and two young children – John 11 and Vicky 2. Margaret Coleman lived in the family home until 1992 when she sold it and moved to Tasmania to be close to her son. She died in 1997 aged 65 years. 75 yr old Ken Gaston grew up on Edendale farm, which was originally a poultry farm but is now owned and run by the Shire of Nillumbik as an educational farm for schools and visitors. He was Captain of the Eltham rural fire brigade in 1965 when John Coleman Jnr was burnt to death in the Eltham North bushfires serving as an unofficial volunteer. He was able to draw where the original Wattletree Road was and at the time was verified with the location of some remaining bitumen and a post from the original bridge over the Diamond Creek located near the junction of the Diamond Creek and another small creek which is further down from Research or Christmas Creek as locals refer to it. The original Main Road ran behind Colemans before the railway line was built beyond Eltham in 1912. Blivets were developed in the 1960s and 70s. The small package contained jellied petrol which had a small electric match or detonator wrapped around it. They were mainly used as high intensity slash burns and could be wired-up days or weeks before they were required. The blivets were arranged in concentric circuits to develop a large convection column. But the circuits were prone to damage by wildlife if left out too long. DAIDs were also taped to blivets as mini “Molotov Cocktails” and thrown into patches of dense or hard-to-access slash.
