This Miner’s Right, one of a pair of two in our collection, was issued post the rush of the 1850s-60s but is testament to the ongoing interest in gold although the great rush had dwindled. Local papers continued to report on findings and hopes of success, including syndicates and explorations across the south-west district of Victoria and Otways. The Warrnambool correspondent of the “Hamilton Spectator”, 31/1/1878, p4 attest to the price of a good season of potatoes comparing “favourably with the unsteady returns of any precarious gold-bearing quartz reefs in the colony.” A James Collins (1842-1918) is listed in the Pioneers’ Register, Warrnambool, Township and Shire 1839-1900, Volume One, A.I.G.S Warrnambool Branch, 2004, p137. As are numerous other Collins pioneer families of the district. This item is significant in that it illustrates that people associated with the region were interested in taking their chances in prospecting for gold similar to many others. A lure that is still present for some today. Although the southwest region found it's source of wealth in other industries from whaling and fishing, wool and other agricultural pursuits. Miner's Rights permit, one of two, This is a top to bottom upright image of a Miner’s Right. It is a buff coloured document printed in black ink. It was issued in “BALLARAT” and rubber stamped twice in red ink. The issue to “James Collins”, is dated “23rd August 1889” to “22nd August 1890”. The signature of the authority could be Bennet. All handwriting is script style in black ink. Looking from the front the lefthand side has a serrated edge. The back is printed in black ink and there are no “particulars of registration”. The Miner’s Right is from “Series J, Book No. 3, ticket “No. 15”. A “Colony of Victoria” coat of arms is displayed at the top of the document. An insignia runs along the lefthand side of the license featuring coat of arms with a kangaroo and emu, then a miner’s pick and shovel, two crossed Union Jack flags sit behind a monogram “VR” with a hanging set of scales supported by a sword. While it cannot be found who this Bryant is, the name Bryant is historical to the town of Warrnambool which has a street named after William Bryant the first head teacher of the Jamieson Street Primary School from 1876 to 1894. A previous name is scribbled through and looks like Christine, second name not deciphered. The document is in force until “15th June 1889”. “The Mining Statute 1865”. Authorised signature last name Bennet. The paper is buff and has some slight ink markings and finger smudges. A coat of arms appears at the top centre. Another insignia related to mining with a pick and shovel, set of scales and the initial “VR” goes down the lefthand side of the page. This page has a serrated edge. The ink on the page is black, and the words “BALLARAT” are stamped in red ink, now faded. All hand writing is black script. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. These prints include large sailing ships that were also referred to as Clippers and Tall Ships. These ships were used to transport cargo and passengers across the world in the 19th century. They were powered purely by harnessing the wind. It could take three to four months to sail in this manner from England to Australia. On many occasions the ships were wrecked, often close to their destination, through errors of navigation. The method of production of the original images is over a century old. This metal block may have been used as part of a boat or ship's rigging or winch. The becket is the loop or ring where a shackle could be attached to use as a pulley. The two-sheaved block has a mechanical advantage over a single-sheave block, using less power to lift a load. The block was made by Tangyes, established in Birmingham, UK, in 1857, and renowned for producing high-quality, reliable machines, equipment, and tools in the late 19th and early 20th centuries. Richard Tangye (1833–1906) and four of his brothers—James, Joseph, Edward, and George—were the sons of Joseph Tangye, a Quaker Cornish miner. In 1857, they founded the engineering firm Richard Tangye & Brothers in Birmingham, UK. In 1860, the firm became Tangye Brothers and moved to Cornwall Works in Birmingham. The business encouraged inventors to join the company and develop their patents there, as happened with Weston’s differential pulley block, invented by the Englishman Thomas Aldridge Weston in 1854. Tangye bought the patent in 1858, giving the firm the sole right to manufacture it. The design received a medal for “original application, practical utility and success” at the 1862 International Exhibition in London. This container is a pre-Decimal, Imperial Standard Peck, part of a three-piece set of Standard measures used in Victoria from around 1900 to 1940. The measures were made in Melbourne by J. McEwan & Co. These three measures were likely used by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. . An Imperial Bushel was equal to 8 gallons, or 36.36872 litres . An Imperial Peck equals a quarter of a Bushel, or 9.09 litres Standards for weights and measures began in Victoria when the Melbourne Observatory received primary sets of Imperial Standard Weights and Measures from Britain. These were tested against the then British Imperial Standards to measure length, weight and currency. Administrative bodies in the Colony of Australia could then compare their weights and measures against these British Primary Standards and adjust their Measures accordingly, to maintain the Standards. The Weights and Measures Act of 1862 was passed in Victoria, and local inspectors were established throughout the colony. By the 1870s, local councils and shires in Victoria held a set of Standards used to test scales, weights, and measures used by manufacturers, wholesalers, and retailers. Every ten years, the councils’ Standards needed to be rechecked against the Victorian Standards. In the 19th Century, the Victorian Customs Department inspected and maintained the Standards. In 1901, the Customs Department was transferred to the Federal Government, but the Weights and Measures authority remained with the Victorian Government and relocated to the Melbourne Observatory. In 1904, the Standard weights and measures, and testing equipment, were installed in the room of a new building erected at the south end of the Great Melbourne Telescope House. The room became known as the Whirling Room, due to its large whirling apparatus that tested air meters. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue maintaining the Standards. On February 14th, 1966, Australia began its conversion to metric measures and currency, and a new set of Standard Measures was introduced; the conversion took place in stages. The Weights and Measures Branch remained at the Observatory site until 1995. James McEwan & Co.: - The maker of this set of Standard Measures was James McEwan. His Melbourne business was established in 1852 and sold retail furniture and wholesale ironmongery. The firm’s warehouses were situated at the intersection of 81-83 Elizabeth and Little Collins Streets. Shortly afterwards, the firm partnered with William Kerr Thomson and Samuel Renwick. When McEwan died in 1868, his partners carried on and expanded the business under his name, J McEwan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony; agricultural equipment, building materials, mining items, steam engines, tools of all types and marble fireplaces. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St, London, as well as in New Zealand and Fiji. It also serviced the Mauritius islands and the Pacific area with its steamship, the Suva, and a brig, the Shannon. Today, it helps us to understand how imperial weights and measures were used, and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J McEwan, and used by Victoria’s authorities legally responsible for ensuring that dry goods sold in Victoria by wholesalers and retailers are correct. This Tangye B-size, single-cylinder, horizontal steam engine was likely manufactured in England around the mid-1880s. It was distributed by Melbourne machinery merchants Cameron & Sutherland, which also operated in Bendigo and Ballarat. A local cheese maker once used the engine to drive factory equipment. It was later donated to the Warrnambool Technical School, which then donated it to Flagstaff Hill to add to its historical steam engine collection. Between its manufacture and its donation to Flagstaff Hill, the governor had been replaced by the current Pickering governor. This engine design was very popular in the late 19th and early 20th centuries. When connected and powered up, the engine could drive an overhead line shaft via a flat belt off its flywheel. The line shaft would then drive the machinery via flat belts. It could drive virtually any type of machinery, such as water and sewerage pumps, mine elevators, winches, cranes, metal forges, air blowers, and marine machinery. This engine features a mechanical governor, which controls the speed of the engine regardless of whether it is under load. It also has a water pump built into the valve rod, which is used to supply the boiler with water. Steam enters the cylinder via a slide valve and applies pressure to the piston; it is like a modern internal combustion engine, but in the case of the steam engine, the pressure is exerted in turn on either side of the piston. In other words, the connecting rod is pushed by steam via the piston and piston rod and then pulled back again by steam pushing on the opposite side of the piston. Thus, power is exerted almost continuously, except at the end of each piston stroke, when it reverses direction. In the 1880s, many local butter and cheese manufacturers installed Tangye steam engines to power their machinery. A comprehensive article in the Gippsland Mercury in September 1889 extolled the magnificence of the Farnham Butter Factory in Dennington, Warrnambool, and described how one Tangye engine was used to drive several machines in the cheese- and butter-making processes. A report in the Warragul Guardian in December 1890 notes that the newly opened Warrnambool Butter Factory used a Tangye steam engine to pump water from a 60-foot well. The success of this project brought favourable attention to the firm, and it became involved in other notable projects, including the erection of Cleopatra’s Needle in London in 1878 and work on the Forth Road Bridge in Scotland. The firm underwent several name changes over the years, including James Tangye and Brothers (1857), Tangye Brothers and Price (1859), Tangye Brothers (1860), Tangye Brothers & Holman (1876), Tangye Brothers (by 1878), Tangye Ltd. (1881), and then simply Tangye. Its machinery and equipment were exported worldwide. In 1884, a branch with showrooms, offices, and a warehouse was opened in Melbourne at Cornwall House, Collins Street West. The firm was well known for producing high-quality machinery for agriculture and industry. Even today, new Tangye machinery is available for a subsidiary of Allspeeds. The horizontal steam engine was made by the well-known engineering firm Tangye, known for its high quality of manufacture. It was an important development in machinery because it helped improve productivity. Engines of this type are still used in some parts of the world today. This engine is a good example of a late 19th-century steam engine used in industry and agriculture and adapted for many different purposes. It is also important locally because it was connected to a local cheese making business and part of the thriving western district dairy industry. It may have been one of the Tangyes engines used at the Farnham butter factory or the Warrnambool Butter Factory, which was reported to be one of the most important in the Colony. It was manufactured in Birmingham, England, in accordance with Tangye's Patent 238930, and distributed by Cameron and Sunderland, Melbourne, in the mid-1880s. The writer at this time cannot ascertain any significant historical information regarding the company or its founder, however lamps made by James Paterson of Melbourne are rare and regarded as collector's items and would command significant sale prices. All that is currently known is that the James Paterson Lamp manufacturing company were located at 30 Little Collins St Melbourne, and were active in Dec 1885 and in 1886 from newspaper articles of the time.
