The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. Australia became a Federation on January 1st, 1901, uniting Australia's six British colonies - New South Wales, Victoria, Queensland, South Australia, Western Australia and Tasmania – into States of the Commonwealth of Australia. The Government of Victoria invited 12,000 guests to attend the official celebrations for the Opening of the Federal Parliament by His Royal Highness, the Duke of Cornwall and York (later King George V). The historic occasion was held at noon on May 9th, 1901, at Melbourne's Royal Exhibition Building, the only building large enough for that number of guests. The guests represented all six states of Australia with varied connections and interests, including politics, business and industry, the arts, religion, education, and public service. In Melbourne, the occasion was followed by two weeks of celebrations. The decorative, elaborate design of the certificate-size invitation represents Australia’s colonial history and its transition to the Federated Commonwealth of Australia. The National Gallery of Australia attributes the artwork of this invitation to Australian artists Norman Lindsay (1879–1969) and John Longstaff (1861–1941) and its printing to Sands & McDougall Limited, Melbourne. The invitation has no date or location details. This invitation has the label “Mr. C Swinburne” added over an original, handwritten name. Perhaps it was a spelling correction, or a late change, with Swinburne attending in the place of another citizen. The book “Our Invited Guests An Official Directory, Melbourne, Victoria, 1901” lists all the guests, but not one has the surname SWINBURNE. CHARLES GRANT SWINBURNE (1864-1934): - Charles Grant Swinburne, known as Chas.., was a prominent Warrnambool figure: a member of Toc H., the Progress Association and several other local clubs and societies. He purchased Warrnambool’s Tattersall’s Hotel in 1911 and had a booth at the 1914 Warrnambool Show. In 1891, he married Susan Jane Granter (1867-19 June 1935), daughter of Joseph Granter (1832-1879) and Ann (born Holley). Joseph had arrived in Melbourne on the famous tall ship Marco Polo in February 1856. In 1868, he was a shareholder of the Warrnambool Steam Packet Co., trading along the coast of Victoria. His portrait is among those recognised on the historic Warrnambool Pioneers Board. The invitation is nationally significant for its connection with the first Federal Parliament in May 1901, where the first federal parliamentarians were sworn in, and where the Duke and Duchess of Cornwall and York attended, representing the continued link with Britain. The invitation also unites a local Warrnambool businessman, Mr C Swinburne, with the 12,000 guests representing their towns and states that in 1901 became the Commonwealth of Australia. Swinburn was also married to the daughter of Joseph Granter, an early pioneer recognised on Warrnambool’s Pioneer Board. Invitation: certificate size, colour lithograph on cream card with gilt highlights. The Victorian Government invited Mr C Swinburne to celebrate the Opening of Federal Parliament by HRH the Duke of Cornwall and York, held in Melbourne. The invitation has printed drawings of figures, decorations, heraldic symbols, and gilt accents behind the central figure, on the capital letters of the message, and the Advance Australia Arms. In 1940 Harold John Hassell was a 4th year student in the Science school. He won the Mica Smith Trust Fund (open championship) and was awarded the 1940 Honour Blazer. The School of Mines was established in 1870 in Ballarat, making it Australia's third oldest tertiary institution. Redmond Barry was its first president, and he was involved in the creation of university degree level courses for the school. The School of Mines was divided into a tertiary division and a technical division. The tertiary division provided higher education courses such as mining engineering, geology, education and business studies, while the technical division provided such programs as wool classing, plumbing and bricklaying.It remained in that form until the 1967 when it was split into three institutions, Ballarat School of Industries, Ballarat Technical School, and Ballarat Institute of Advanced Education. They remained three entities until 1976. Ballarat Institute of Advanced Education merged into Ballarat College of Advanced Education. The Ballarat School of Industries and Ballarat Technical School merged into the School of Mines and Industries, Ballarat (SMB) in 1976. Several entities merged or had arrangements with SMB. In 1994, a memo of understanding (MOU) was signed between SMB and the Ararat Technical School, which was founded in 1969. Then, in 1998, SMB and the Horsham-based Wimmera Institute of TAFE (1984), dating back to 1882, merged into the University of Ballarat to create a larger University.This three buttoned, bottle green woolen blazer is edged in black twill piping and has a Ballarat School of Mines coat of arms on pocket "Honor 1940 ATHS - XVIII. Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. Montrose Cottage was build c1856 by John Alexander, builder. He was a Scottish stone mason. It was built with bluestone and hand-made bricks. It is on the Historic Buildings Register, National Trust (Victoria). It is important as a substantial and very early stone cottage. He arrived in Adelaide about 1860 along with his parents who encouraged his early interest in photography. He opened a studio in Adelaide in 1867 after traveling extensively throughout the Gippsland taking photographs. After marrying in 1870 he moved to Talbot in Victoria until 1876 when he opened a studio in the Royal Arcade in Melbourne. After 1885 N.J. Caire gave up his city work and made his home in South Yarra and devoted the rest of his life to outdoor photography, specializing in the bush, the gullies and the mountains of south-eastern Victoria. This Trotman’s pattern stock anchor is the southernmost anchor displayed in Flagstaff Hill’s Anchor Graveyard. Patented by John Trotman in 1852, this robust design was used on merchant ships and became known for its practical efficiency. Around midday on 15 April 2001, in Lady Bay, Warrnambool, Birdon Dredging crews raised this anchor from the seabed. Company spokesperson Steve Walker explained that the team was hired to dredge the harbour and discovered the anchor, still attached to its long chain, when the chain became tangled in the cutter blade of their dredging equipment. Once the anchor had been lifted onto the Breakwater, a front-end loader moved it onto a truck for delivery to Flagstaff Hill Maritime Museum and Village. Howard Nichol, the Museum Manager at the time, estimated that the anchor could be up to 130 years old. Former Museum Manager and diver Peter Ronald later identified it as a Trotman’s type, like those used on several major wrecks in the region. According to Nichol, museum staff believed this anchor may have been one of a pair used to secure a mooring designed to catch drifting vessels and prevent ships from washing onto the sandbar or drifting out to sea in rough weather. This mooring line appears as a dotted line on a 1890 chart of Lady Bay approved by Lieutenant Stanley of the British Admiralty. The anchor’s location matches a point marked on that chart, and the length of its chain supports the theory. Nichol noted that the chart is a detailed survey of the bay, showing two anchors with buoys at either end, with about one hundred yards of chain stretched between them. Before the building of the Breakwater, the bay was especially treacherous, so ships would anchor there and use the chain as a safeguard. About Trotman’s Anchors In the mid-19th century, the Admiralty sought an anchor design with greater holding power. To assess the strengths of the leading designs, it appointed the Committee of 1852 on Anchors. Among the anchors reviewed, the Trotman’s pattern anchor received the highest rating. The Trotman’s anchor resembles the Admiralty pattern but includes pivoting arms that move as the anchor settles. As it takes hold, the upper fluke folds back against the shank, allowing the anchor to sit lower and reducing the risk of the chain, cable, or rope becoming tangled. A fitting at the top of the shank also allows the chain to be quickly released if necessary. This Trotman’s anchor is significant as a part of the maritime history of the Port of Warrnambool regardless of whether it belonged to one of the 29 ships that were stranded or wrecked in Lady Bay. The anchor is connected to the many attempts to maintain Warrnambool as a safe and manageable port, including the various plans for the construction of the Breakwater.Anchor: an iron Trotman’s pattern style with a rectangular-section shank that is wider in the middle and has a base that extends on two opposite sides in a ‘fork prong’ manner. A crescent-shaped, double-ended arm is fitted into the base of the shank with a bolt, enabling it to pivot. Each arm has a fluke in the shape of an upward palm with an attached metal plate that forms a horn at the back of the palm. A long, round-section pipe is fitted to the top of the shank at 90 degrees to the arms; one side has an elbow bend parallel to the arms, and both ends have an attached metal sphere. The poster has the following instructions for the treatment of snake bite:- "A ligature, that is, a strong string or narrow strip of clothing if no string is to be had, should be at once applied near the bitten part, and between the bite and the heart. tight enough to stop the circulation. The bitten part should then be immediately cut out by making, in the manner shown in the engravings, two curved incisions, which should be, where practicable, a quarter of an inch deep. The wound should then be well sucked for then minutes, by persons who have no wound, cut, sore or ulcer in their mouths, or on their lips. When the bite is on the head, face or body, or on any place where a ligature cannot be applied, the bitten part should be kept tightly pinched up till it can be cut out." The poster was authorised by T.R. Wilson, Secretary of Melbourne's Central Board of Health, between 1865 and 1881. It was printed by John Ferres, Government Printer, Melbourne, 1865-1881. The Central Board of Health, Melbourne, was in existence between 1855 and 1889. This poster has significance as an early record of public health instruction issued by the Central Board of Health in Melbourne for the treatment of snake-bite. The materials used to mount and frame the poster are also of significance, with the printing being done on fabric, and the newspaper inserted between the poster and the backboards.Timber-framed rectangular poster with printed instructions for treating a snake bite. Original Marriage Certificate of Alonzo and Mary Box nee Closter (Kloster) June 12th 1918. Alonzo was the nephew of William and Elizabeth Box who settled in Moorabbin Parish in 1865 and developed a market garden and raised their family . On the Marriage Certificate Mary Box has spelt her Maiden name "Closter" with a "C" and not the " K" of her German heritage. Albert and Maria Kloster nee Bolch, were German immigrant Gardeners and Mary was born in Mount Waverley ,Victoria 1889. This marriage was taking place during World War 1 when many immigrants would have altered the spelling of their name.Alonzo Box, who lived in Oakleigh, was the nephew of William and Elizabeth Box, pioneer market gardeners who resided in 'Box Cottage' 1865 -1914 His occupation is stated as "Pitcher Setter' i.e one who laid pavers, (Pavior), or blue-stone pitchers. It would have been a specialised work requiring skills much the same as a brick layer. In a developing Shire this would have been a very necessary job used in gutter laying, drainage works etc.. Pioneers migrating to Moorabbin Shire brought items they thought would assist them in the new Country. They had to be self reliant and made their own clothing and utensils while establishing their market gardens and farms. A wooden wool winder, with extending arms for winding hanks of wool into balls prior to knitting. For ease of use the winder also rotates. Circa 1860s this winder was made in Ireland.The pioneer settlers and market gardeners of Moorabbin Shire had to be self reliant and made their own clothing and utensils. This is a Certificate of Title for an acre of land in 'Tucker's Road' purchased by Jabez Gurr in 1881, in the area that was part of the Crown Block known as Henry Dendy's Special Survey 1841, in the Parish of Moorabbin, County of Bourke, Victoria. Following the 'Transfer of Land Statute' allotments in the area of Henry Dendy's Special Survey of 1841 were sold to early settlers. This Certificate of Title shows the passage of history in Moorabbin Shire . Jabez Gurr, a wheelwright, of East Brighton, now Bentleigh East, purchased an acre of land in 'Tucker's Road' , near Centre Road, in 1881. In 1889 he sold to a produce merchant, Robert Smith, and in April 1916 this block was purchased by William Henry George Box, a market gardener and relative of William and Elizabeth Box, who owned the land until 1926. The land was then purchased by Charles John Greenlaw Coates and remained with this family until 1971. James Jones was the son of Philip Jones, a Chairmaker, and Ann Jones who settled in East Brighton after the sale of land c1852 in the area of the Henry Dendy Special Survey of 1841. Mary Ann Moore was the daughter of Thomas Moore, a Gardener, and Sarah Harris who also settled in Brighton c1852. James and Mary Ann Jones settled and raised their family in East Brighton now Bentleigh. Mr John Herron resided at 4 Vickery St Bentleigh until 1989. James Jones and Mary Ann Moore were born in Brighton c1857 and c 1859 into pioneer market gardener families in the area of the Dendy Special Survey of 1841. William Box was born in 1834 in Withyham , Sussex England and married Elizabeth Avis 13th November 1854 at Tunbridge Wells, Kent England. Elizabeth Avis was the daughter of Thomas and Eleanor aka Ellen Avis nee Robinson . In 1855 they sailed to Australia aboard the SS Omega. At first they rented a block of land on Jasper Road East Brighton ( now McKinnon / Ormond). that was part of the Henry Dendy Special Survey 1841. An early settlers’ hut on the site became their home and they farmed the land and were soon able to purchase the block. They raised 13 children and the Cottage was extended as required. In 1984 that early settler cottage was found in a dilapidated state by Laurie Lewis, in his Timber Yard in Jasper Rd Ormond.. The Moorabbin City Council, Federal Government, Mr Lewis and CMHS members reconstructed the Cottage in 1985 . Box Cottage Museum, a reconstruction of an early settler hut, is named after the Box family who resided there 1865 -1913 . The William Box and Elizabeth Avis Box raised 13 children and lived in the early settler cottage and farmed on the block of land in Jasper Road, East Brighton ( now McKinnon / Ormond) that was part of the Henry Dendy Special Survey 1841 Inscribed in Album “ The early photos in this album were found by Mr (Laurie) Lewis when he was demolishing the Old Box Cottage. He gave them to Mrs Avis Box Eldridge who in turn gave them to me. They were not identified. I believe they rightly belong in the Cottage.
