CityMission Retirement Village, also known as Eltham Retirement Centre, also formerly known as Judge Book Memorial Village, was officially opened on Sunday 28 October 1956. This history documents the first thirty years through to 1986. Founded by the Melbourne City Mission, the significant early history of the "village for the aged" is documented including the various challenges faced including ongoing expansions and building develoment needs and impacts of flooding from the nearby Diamond Creek. It mentions some people associated with the organisation with reference to the Eltham Auxillary which was a group of Eltham residents formed to support the organisation and its residents through activity and fundraising efforts.Softcover; 60p.judge book village, retirement village, melbourne citymission, eltham, aged care, seniors, social service, older people, housing

Thousands of elderly people at this centre have contributed much. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p161 Thousands of elderly people, who have contributed much to Nillumbik and beyond, have made their home in the treed Eltham Retirement Centre. The centre, which opened in 1956, has housed the disadvantaged in particular, through good times and hard, including floods, fire and even burglaries. As part of the Melbourne Citymission, a non-denominational Christian organisation that cares for people living with disadvantage, the centre was built to celebrate 100 years of the Melbourne Citymission’s work since 1854. Standing on a former poultry farm called Willandra (Still Waters), the centre includes independent units, hostel, nursing home accommodation and a Day Therapy Centre, which is available for non-residents as well. Despite being metres from the busy Main Road and railway station, the centre provides a quiet oasis on 6.8 hectares bordered by the Diamond Creek to the west, and the railway line to the east. The centre was originally named Judge Book Memorial Village after Judge Clifford Book, Deacon of the Collins Street Baptist Church. Book was also President of the Baptist Union of Victoria and Grand Master of the Masonic Lodge. He was so respected that, at his death, several Pentridge prisoners asked to attend his funeral. In 1993 the centre’s name was changed to clarify that it was part of the Melbourne Citymission. However Judge Book’s name continues in the Judge Book Memorial Garden, opened in 2006. The Diamond Creek has flooded the centre several times, however rarely causing serious damage. Volunteer Alan Field recalls a flood in 1974 when the resident manager Reverend Norman Pearce and his wife, were rescued by boat from their home with their budgerigar. On February 3, 2005, when the creek almost flooded Metzner Hall, 35 ambulances evacuated residents to nearby nursing homes, hostels and local homes. Residents were also evacuated during the 1965 bush fire, but fortunately a change of wind direction saved the centre. Residents have also endured several burglaries. Despite much rebuilding and modernisation over the years, traces of the original farmhouse remain in the administration areas. In 1991 the Willandra Hostel was built and in 2001 the Eltham Lodge Nursing Home with each room having a garden view. Several buildings are named after people who have given special service to the centre including the Norman Pearce Day Hospital after general manager and pastor Rev Pearce. Metzner Hall was named after the Metzner family who had been active in the auxiliary since it began and had donated generously to the Recreation Hall fund.3 A bridge was named after Sister Lila Murray who had worked at the village for 42 years in various capacities including as relieving manager. Field remembers Sister Murray as ‘the Mother Teresa and soul of what the village aspired to, with love and care’. Since 1957 the Eltham Auxiliary, later called the Residents’ Association, has worked to improve the residents’ quality of life by volunteering and raising funds. An outstanding volunteer, Field, who was drawn to the centre in 1971 with his wife Chris, has held positions on the early Eltham boards, auxiliaries and Residents’ Association. Much of his work has been supporting people with no family and those of limited means. He says he and his wife look at their work as having shared ‘our lives with amazing people’. The wealth of experience and wisdom in the Retirement Village has benefited many people, including local school children. Residents have acted as proxy grand-parents at local schools, by assisting small learning groups or telling their life stories. Conversely, students from local schools have visited to perform, or to assist in programs like craft activities. Resident Val Bell, whose mother Rose Bullock lived at the centre before her, sums up the centre’s most important attribute for her: ‘The Christian care. They could not be more caring’.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. It remains the most recent comprehenesive publication devoted to the Shire's history connecting local residents to the past. nillumbik now and then (marshall-king) collection, diamond street, eltham, eltham retirement centre, eltham retirement village, judge book memorial village

Plans by the Federal Government to temporarily settle 120 Christian Syrian refugees at the St Vincents facility in Diamond Street (Judge Book Village) brought out national protest by far right groups, many travelling intersate to demonstarte in Eltham against the settlement. Many locals stood up against these protesters, forming Welcome to Eltham, symbolised by the (Eltham Copper) butterfly. The planned demonstartion by the far right was deflated by over 200 locals turning up and peacefully supporting the refugees with butterflies placed throughout parks, paths and roadways. This butterfly was created by Tim Read and Linda MacAulay was later relocated to the Judge Book Village fay bridge collection, 2016-11-07, diamond street, judge book village, luck street, main road, protests, syrian refugees, welcome to eltham, tim read, linda macaulay

Sauntering along the freshly mown grassy pathways, we noticed Bill Pellings Grave, marked with a Bronze plaque with pink artificial roses beside the inscription. Marion Erswell who with her husband Ambrose lived in Eltham at Willandra, their poultry farm where the Judge Book Village is now . She had taught Bill at school and said he was one of her brightest students at Dandenong. Bill later became Chairman of Kraft Foods. We were reminded of our wanderings in the cemetery at Worthing, England, where we discovered Pelling graves when hunting for Henty ones. Tents set up along the Diamond Creek on a property that would become "Willandra," a poultry farm and then in 1956, an aged care facility and residence known as Judge Book Village. It is located west of the railway line, north of the railway station in Eltham on Diamond Street. it is believed that the convention camp was for young people for the purpose of Christian fellowship, bible study and worship. Other activities included local hikes. A report in the Evelyn Observer on Friday, January 6, 1911, p2 noted: "ELTHAM. The holiday season brought out lots of visitors to our beauty spot. The visitors booked to Eltham on Boxing-Day numbered about 1900, and New Year's Day (Monday) some 1500. The threatening aspect of the weather on the morning of the 2nd and no doubt deterred many from venturing out. Fine weather has prevailed throughout, and the chief sufferers are those who catered for hot, thirsty crowds and did not find them so bent on ices and fluid refreshments as is usual at this time of the year. Campers have been strongly in evidence. One especially large camp of Christian enthusiasts being located near the station with dining booth, gospel tent, cooking range, etc., all complete, numbering some twenty tents. These good folk evidently intend to make the best of both worlds, but some of their negro camp meeting methods appear to have shocked the sensibilities of sober-going folk. With the exception of a slight ruction on the railway platform on Monday night, which will probably be aired in the local court, the holiday makers as a whole were very orderly." This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" A second article "Anger over reserve power" by Laeta Antonysen provides commentary from the three Planning Special Committee community members, former Eltham Shire Councillor Jim Connor, Bronwyn South and Janet Mattiske about the process that took place and the first time use of the spoecial reserve power to overturn the decision of the committee. Barry Rochford, Nillumbiuk CEO defends the use of the power. The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. This issue led to the formation of the Eltham Community Action Group which still operates strongly today (2023) on behalf of the community to ensure appropriate development within the community.895 main road, commissioners, dallas price homes, development application, eltham hub, hungry jacks, nillumbik shire council, re-zoning, shell service station, town planning, eltham gateway, eltham gateway action group, eltham shire offices, shillinglaw farm, shillinglaw trees, jim connor collection, dallas howgate, nillumbik planning special committee, jim connor, bronwyn south, janet mattiske, don cordell, vin heffernan, kevin abbott, russell yeomans, eltham district historical society, eltham senior citizens, des ryan, our lady help of christians primary school, judge book village, angela newhouse, tom munro, ian jennings, margaret ball, shillinglaw cottage, frank burgoyne, andrew biasci, barry rochford

Taylor, President, Eltham Easter Show Committee to Mrs R.J. Godfrey to her letter of 24 May explaining circumstances and denying responsibility to forward a replacement cheque as it was cashed at the Golf Club Hotel; 6 June 1958 History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Whilst the Senior Citizens Centre is contained within the original Eltham War Memorial building precinct, it was not part of the original Memorial and was not funded by the Eltham War Memorial Trust.Nine copies of letters/notices inserted loose in Minute Book, 33 x 21 x 1 cm, green faux crocodile skin hard board end-covers with black spine binding; 82 pages (last 38 blank)b.t. On Saturday September 2, 2023, Russell Yeoman led a group of 22 society members and interested others on a walk following trhe bounadries of the original Shillingalw farm. Commencing at the corner of Panther Place and Library Place, we proceeded up to Shillinglaw Cafe then the Shillinglaw trees at the former Eltham Shire Office site then along Main Road to the fire station then throughh St Laurence Lane and uinder the railway line , along Diamond Street then return via the Diamond Creek trail behind Andrew Park. The actual farm boundary went past the creek and further up the hill. The original farm comprised lot 90 of Holloway’s 1851 subdivision of Little Eltham. Its area was 30 acres lying east of the Diamond Creek and north of Henry Street. A number of stops were made to look at maps and early photos illustrating the gradual reduction of the farm area and the early history of the railway and other community uses, that occupied parts of the site.2023-09-02, activities, eltham, eltham district historical society, heritage excursion, shillinglaw farm, 895 main road, amplifon, andrew park, andrew pocket park, arthur street, bar de tapas, barber shop, barry plant estate agent, blockbuster, bus depot, car park, carparks, central park, cleaver & co hair, commonwealth bank, crust pizza, divine bridal, dr ash constance, dudley street, eltham book shop, eltham convenience store, eltham fire station, eltham library, eltham newsagency, eltham optical, eltham railway station, eltham shops, fay bridge, fire bell, flagpole, flight centre, grill'd, information sign, iso chook, jellis craig estate agent, judge book village, kebab nation, kx pilates, la zanyas, liquorland, little drop of poison, lorraine jones & associates solicitors, luck street, machan indian restaurant, main road, mecho en mexico, missing gorilla, morrison kleeman real estate, pavilion menswear, platform 3095, playtherapy melbourne, pryor street, ray white real estate, restaurants, sage bulk whole foods, shillinglaw trees, sign, snap fitness, southern cross medical imaging, specsavers, st laurence lane, st vincents care service, thompson's pharmacy, todaro, united service station, vyve body & skin, welcome to eltham town, westpac bank, yang's kitchen, youth road
