Four local black and white ...The following is an extract from Warrnambool and District Historical Society Website which explains briefly the Great Exhibition of 1896-97 The Great Industrial and Art Exhibition in Warrnambool in 1896-97 was an exciting affair for the town and the surrounding area. People came from far and wide to be enlightened, educated and entertained, with 70,000 visitors passing through the doors during the three months of the exhibition. Not bad for a town with a population of only 6,500 and a further 9,200 living in the surrounding shire! Planning began at a public meeting attended by 60 people in May 1896 and the exhibition opened in December the same year on the site of the current Light House Theatre. The architects submitted plans for four annexes, complete with turrets, a fernery and a giant flagpole. The site covered 1 acre and included a Marine court, industrial exhibits, an education court, defense and agriculture court, stalls, coach builders, dairy show, an art court and provision for a smorgasbord of various entertainment. An interior border has a swag, linear vertical ribbons with four emblems related to science, labour, arts and industry. Four local black and white photographs, the town council crest and town officials, patron and councillors. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. The Australian Women’s Land Army (AWLA) was formed during the Second World War to combat rising labour shortages in the farming sector. From December 1941, when Japan entered the war, the nation’s need to build up its armed forces was placed above the needs of other industries. Agricultural labour was steadily diverted to the armed services and war industry To meet the shortfall in rural labour, State and private women’s land organisations were organised, modelled on those established in Great Britain during the First and Second World Wars. A national body was formed on 27 July 1942 under the jurisdiction of the Director General of Manpower. While policy was devised by the Commonwealth Government, the organisation of the AWLA remained State-based. An extensive recruiting campaign was undertaken for new members. Most members of the existing land armies were later incorporated into the AWLA as well. Glasgow was selected for its iron-making industries, cheap labour, and possibly because at the time the General Manager of the US Singer Sewing Machine Company was George McKenzie, who was of Scottish descent. The company obtained a lease on land near Queen Street Station and machinery and machine parts were shipped over from the US. Demand for sewing machines outstripped production at the new plant and by 1873 a new larger factory was completed near Bridgeton Cross. By now Singer employed over 2,000 people in Scotland but still, they could not produce enough machines. In 1882 George McKenzie, the soon to become President of the Singer Sewing Machine Company undertook the ground breaking ceremony on 46 acres of farmland at Kilbowie, Clydebank and the largest Singer factory in the world started to be built. Originally two main buildings were constructed. Built above the middle wing of the factory was a huge clock tower with the 'Singer' name displayed for all to see from miles around. Many miles of railway lines were laid throughout the factory to connect the different departments and to aid in the shipping of their goods. Railway lines from the factory connected Glasgow, Dumbarton, and Helensburgh stations. The factory was regarded as the most modern facility in Europe at that time. As different departments in the factory were completed, the workers moved from the old sites to the new one at Kilbowie and the factory was finally finished in 1885. With nearly a million square feet of space and almost 7,000 employees producing on average 13,000 machines a week, making it the largest sewing machine factory in the world. The Clydebank factory was so productive that in 1905 the US Singer Company set up the Singer Manufacturing Company Ltd. as a UK registered company. The invention of the sewing machine had several very significant impacts on the lives of many people. It changed the domestic life of many women as more households began to own sewing machines, women as the ones who traditionally stayed home to do chores including making and repairing clothing, found themselves with more free time. Previously several days a week would be dedicated to sewing clothing for herself and her family, a housewife could now complete her sewing in merely several hours, allowing for more free time to pursue hobbies and attain new skills. Sewing and clothing production, in general, became more industrialized activities, taking place less in the home and more in large factories. Industrial sewing machines, in combination with the cotton gin, the spinning jenny, and the steam engine, made clothing production much easier and much cheaper. Gepp was a pioneer in applying enlightened labour ...The original house was built around 1850 was one of Kangaroo Ground's earliest homes, part of which remains today. Built by Scottish farmer Andrew Harkness who acquired the property in 1849 at the top of the hill with magnificent panoramic views as far as Kinglake, the same year he married Sarah Oswin. The property was known as Garden Hill from at least 1865. Andrew and Sarah had four sons and five daughters. Harkness was a founder of the Kangaroo Ground School and one of the first to suggest establishing the Eltham District Road Board (1858-71) of which he was a member, the pre-cursor to the Shire of Eltham (1871-1994). He was also a Trustee of the Kangaroo Ground Cemetery. His daughter Fanny married farmer Alexander White who purchased the property in 1893. Alexander White died in 1906 and ownership transferred to Fanny White. Son, Robert White was a Councillor of the Shire of Eltham at the time the Shire acquired two acres of land on the adjacent property from the Mess brothers for the creation of the Shire of Eltham Memorial Park (1921) in which the Shire of Eltham War Memoirial tower was erected (1926). Fanny White donated a small section of land from the Garden Hill property to facilitate entry access to the park. The White family sold the property to Sir Herbert Gepp in 1925. The old house and gardens overlook a magnificent panorama extending to Kinglake. The original house, built around 1850, was one of Kangaroo Ground’s earliest, and part of it remains in today’s timber house. The house was built by the early and prominent settler Andrew Harkness. Later it was occupied for a long time by Sir Herbert Gepp, renowned Australia wide.1 Harkness and Gepp are buried in the Kangaroo Ground Cemetery. Scottish farmer Harkness, who was born in 1817, acquired this property in 18492 and he and his family occupied it until the early 1920s. Harkness cleared its 152 acres (61.4 ha), fenced it and grazed sheep and cattle. Harkness proved a valuable community member. When only ten families lived in the district, he and other settlers set up a school in 1852, with Andrew Ross as the first teacher. Harkness was also one of the first to suggest establishing the Eltham District Road Board, of which he was a member for around 15 years. He was also a trustee of the Kangaroo Ground Cemetery. Harkness married in 1854 and had four sons and five daughters. The first part of the timber house he built included a kitchen-living room and a parlor. The living room’s large fireplace was bricked-in and modernised in 1940. Beside it is the old baker’s oven with its original iron door replaced by a wooden one. It is thought two wattle-and-daub huts, used for a bedroom and bathroom, were built to the west. Harkness’ son-in-law, farmer Alexander White, who had seven sons, bought the property in 1893. Harkness’ grand-daughter Flora married Ewen Cameron who became Minister for Health and was later knighted; he was not related to Ewen Hugh Cameron, a Member of the Legislative Assembly. In 1923 the White family sold the property, called Kilby Park, to Sir Herbert Gepp, who renamed it Garden Hill. Gepp used the property, which was still on the original New South Wales title, as a hobby farm. Robert White stayed on to manage the farm for a while, living in a house on the property. Gepp was born in 1877 and at 16 years began working as a junior chemist with the Australian Explosives and Chemical Company at Deer Park near Melbourne. Gepp was a pioneer in applying enlightened labour policies in industry. He initiated the Broken Hill Progress Association, to improve living conditions. It laid the ground work for the welfare schemes pursued by companies after World War One. During the mid 20th century Gepp was the most prominent liberal thinker associated with conservative politics. As a friend of Prime Minister John Curtin, he contributed to post-war reconstruction. Gepp returned to private industry and retired in 1950. Gepp made significant contributions to the solution of the great metallurgical problems of the mining industry. He was an advocate of the role of science in industry, government and the economy and helped to establish several organizations including the CSIR and the Institute of Public Affairs.3 After Sir Herbert died in 1954 his son Orwell continued to farm the property part-time. When Lady Gepp died in 1963, the land was divided among the five children, although Orwell continued to farm it as a hobby. In 1966, a daughter, Mardi Gething, now married, settled in the house. Another daughter, Kathleen, built her house close by on the property. After the Board of Works designated the property as part of a reserve for a possible reservoir, the family sold all, except the minimum 20 acres allowed, to the Board in the 1970s. Orwell then leased what was the family property from the Board to continue grazing. The two sisters and brother continued to live on the property.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Elgin Shoes Pty., Ltd., established a branch shoe factory in Beechworth in 1946. Managing director, Mr T Nagle Pitman, selected Beechworth as a suitable location for the factory due to the availability of labour in the town, particularly girls under sixteen years of age. At its peak, the shoe factory employed thirty six women and girls, which also included post-war migrants. After the Second World War, Australia admitted increasing numbers of immigrants in order to fulfil labour requirements for a rapidly inflating demand of consumer goods. These migrants were largely from European Countries in line with the ‘White Australia Policy’. In 1954 Beechworth had 170 migrants from the UK, 102 from Hungary, and 63 from Germany. The factory closed in 1961 as increased centralisation of both populations and industry in the larger nearby towns of Wangaratta and Wodonga lead to the closure of many factories in small towns in the 1960s and 1970s. This photograph is historically significant as it shows the working conditions in a factory primarily staffed by women at some point between the late 1940s and early 1960s. The photograph depicts two young men standing atop a prominent outcrop at Lake Sambell, with buildings visible on the further shore. The present day park and reserve occupies the site of the former Rocky Mountain Mining Company, an open-cut sluice mine that began operations in the mid-Nineteenth Century and operated until the early 1900s, through the peak of Victoria’s Gold Rush. It was converted into a park and leisure area in the 1920s. Lake Sambell was formally opened to the public on Friday 5th October 1928 and was opened by the Victorian Government’s Minister of Lands, Mr Bailey, as part of initiatives to boost the economies and development of country towns. The lake was named after Mr L.H. Sambell, a shire engineer and secretary of the Forward Beechworth Committee who was involved in promoting the transformation of the mining site and promoting plantation forestry and tourism as alternative industries. £300 to begin the process was provided by Mr J. McConvill, a former resident of Beechworth, who is remembered in a street name adjacent to the lake. An article in the Ovens and Murray Advertiser on Saturday, 5th May, 1917, gives some insight into issues in the Rocky Mountain Mining Company’s final years. The writer details the 1917 annual meeting of the Rocky Mountain Mining Company, stating that locals present appeared ‘well pleased this important local industry is in such a prosperous condition and that future prospects are so encouraging’. The author describes plans to give workers a bonus as evidence of profit-sharing that would ‘bridge the gulf between capital and labour’. The article concludes, however, with the statement that ‘there is a little arithmetical puzzle in the report in connection with the dredging operations I have been unable to solve.' The photograph is significant as it contributes to knowledge about how Beechworth reinvented itself after the Gold rush period, and more broadly how country towns repurpose and redevelop infrastructure and facilities to meet the present needs of their population. This photograph depicts mining operations within the Beechworth area, in an unidentified valley where sluicing was utilised as a method for extracting gold from the environment. After gold was discovered in the region in 1851, sluicing became a characteristic of gold mining in the region - "Ovens miners carved intricate networks of races" throughout the region - involved the diversion of water in many channels, or water races, which contained inbuilt 'ripple devices' designed to trap gold for later extraction. By 1871, 900 miles of water races had been cut into the Beechworth Mining District. As suggested by the numerous figures involved in labouring along the water race, sluicing was a source of considerable employment within the region. This image is of important historical significance for its ability to convey information about sluicing and the methods used to find gold in the 1850s, and provides clues as to how sluicing and the widespread construction of water ranges changed the environment of the region. This image is important for current research into the history of the Ovens region in Victoria, which played such a prominent role in the early Australian gold mining industry. Therefore, this image has the capacity to be beneficial for research into society and the motivations of those living and working in this region during this period and therefore, has social significance. This image is a reproduction of an 1899 original depicting the 'Williams Good Luck Mine' on the Mopoke Reef (also called 'Morepork Gully') in the Dingle Ranges, approximately three miles from Beechworth. The foreground of the image is littered with piles of smashed rock and detritus, known as ‘mullock’, beside a reinforced mine shaft, a vertical access passageway allowing miners to enter the mine and haul ore out using lifting technology such as a poppet heads, whims or windlasses. A group of miners and a dog appear close to an open-sided miner’s hut. Following the discovery of gold at Beechworth in 1852, rushes quickly followed at surrounding creeks and gullies in the district. In the late nineteenth and early twentieth centuries, small syndicates of miners continued to work old or abandoned quartz reefs, often persisting without the assistance of heavy machinery to remove the large amounts of rock, in order to obtain yields at ever greater depths. The group of miners in this photograph are Mr. Roger Williams and Sons, who revived operations at the ‘Old Good Luck’ mine on the Mopoke Reef in the Dingle Range near Beechworth around 1892, working the site for more than two decades. An emigrant from Cornwall with experience in the tin mining industry, 19 year old Roger Williams senior sailed to New Zealand in 1840, then to Australia where he spent time in the Bendigo Gold Fields before settling in Beechworth in the early 1860s. Mr Williams senior worked on various mining activities in the district, including the Rocky Mountain Tunnel project. Conversant with the character of gold-bearing reefs in the area, the syndicate dug an eight hundred foot tunnel, digging down as far down as two hundred feet with little capital save their labour, to connect and provide better working access to the mass of reefs and veins in the vicinity. Progress was hampered by poor air quality charged with fumes from dynamite and large quantities of rock had to be crushed to obtain payable yields. The Victorian Goldfields are filled with ruins and remnants of the area's rich mining history, ranging from small alluvial diggings to the remains of huge mining companies. Site names often changed several times throughout the nineteenth and twentieth centuries. Some sites were abandoned and forgotten, others were worked continuously over many decades. The names of mines were often repeated at different locations throughout the Victorian Goldfields. For example, there is a Mopoke Gully heritage mine near Fryers Creek, Victoria. 'Mopoke' is a common onomatopoeic name for Morepork and Australian Boobook owls. This image has historical, social and research significance for patterns of emigration during of the Victorian Gold Rush, and the historical, social and environmental impacts of mining at Beechworth at the turn of the nineteenth and twentieth centuries. As gold became scarce and government support and large company investment waned, poor hard-working miners laboured intensively to make a living through periods of high unemployment. This image can be compared and studied alongside other historical mining photographs and objects in the Burke Museum Collection. It has potential to improve our understanding of miners working conditions and the shifting character of mining in the Beechworth district. About 1912 work began at Newmerella on clearing the track for the railway line from Bairnsdale to Orbost. A canvas town sprang up on the higher land adjacent to the river flats. Local farmers supplied meat, milk and fresh produce to the camp, as well as gaining employment carting and labouring. The line opened in 1916, the Orbost railway station being built on the Newmerella side of the river. This item is associated with the history of the Orbost-Bairnsdale railway line and therefore reflects the role that the rail line played in the social and economic history of Orbost. On April 10 1916, the first scheduled train service left Orbost for Bairnsdale. The Bairnsdale-Orbost railway was opened to serve the agricultural and timber industry. People known in the photographs are: E.J. Barker, E.J. Tippett, Mr Jim Reid and Barry Jones. E.J. Barker (Jack) was the Principal of SMB from 1964-1976. He then became the Foundation Director of Ballarat Institute/College of Advanced Education from 1976-1987. The Library Building at Mount Helen Campus if named after him. E.J. Tippett was a member of SMB Council from 1934-1960. He was President of the Council from 1940-1960. He was a member of the Interim Council established to plan the development of the Victorian Institute of Colleges. He then became a member of the Council of the Victorian Institute of Colleges. The Library Building at SMB is named after him. In 1975 he was recognised by the State Government and awarded an MBE. Hon Barry Jones, Member of State Government from 1972 to 1977. He then entered Federal Parliament and was a member from 1977 to 1998. During his time he was Minister for Industry, Science and Technology from1983 to 1990. Ann Tippett - wife of E.J. Tippett. Cyrus Chambers was a self-described mechanic who started out winding bobbins in his father's woollen mill and went on to invent machines that changed their industries. Cyrus Chambers came from Quaker parents the ninth of thirteen siblings, he once said a year before his death. “I believe I have succeeded because, first, I was industrious; second, because I made a study of the subject that was before me.” At age 7, Chambers went to work in his father’s mill. His job was to monitor bobbins—wooden spindles around which thread was wound and to remove and replace them as they became full. "There was no child labour law at that time," he later recalled. Chambers loved machinery and always regarded himself as a mechanic rather than an inventor. At age 16, Chambers was sent to learn dentistry with an older brother, (Edwin) who was already in the field and willing to take him on as an apprentice. Chambers was talented at working with small parts. He used his brother's dental instruments to build a miniature high-pressure steam engine of silver. It ran at 3,000 revolutions per minute and weighed less than a half-ounce. At that time it was the smallest engine that had ever been constructed. The engine was displayed at the 1876 Centennial and is now in a permanent collection at the Franklin Institute USA. Chambers major invention was the paper folding machine and came from reading that school teachers made less than the young girls who were employed to fold book pages as they came off the press. He told friends that his first efforts were to make the machine that would fold newspapers after demonstrating his device he met with Horace Greeley of the New York Tribune who advised Chambers would never invent the machine that would be able to fold his newspaper or books. In less than a year Chambers had built a full-size machine capable of folding large newspapers and books and was installed at J B Lippincott & Co folding pages for the "Comly Speller" this machine ran successfully for twenty-five years until the printing works burnt down. Chambers then went into partnership with a brother and they established the firm "Chambers, Brother & Co" at a plant in Philadelphia. It was also observed in 1910 and a fact that there was not a periodical or newspaper printed or recently published book that had not gone through one of Chambers inventions. Chambers went on to produce many mechanical inventions and improvements to existing tools and machinery most notable was his invention for the machine that would make clay bricks. This machine made forty bricks per hour and by the end of Chambers life after many improvements, it could make more than four hundred. Although there were a large number of bold cutters made of this patent at Cyrus Chamber’s foundry in Philadelphia, the item is associated with a notable American inventor of the nineteenth century. This particular patent for a bolt and rivet cutter won Chambers the prestigious Elliott Cresson Medal. This cutter is just one of the many inventions and mechanical improvements that Cyrus Chambers made during his lifetime, contributing to the ongoing development of mechanical improvements that were occurring in American industry of the time and therefore a notable addition to the Flagstaff collection.Cast iron bolt cutter with removable tempered steel cutter. This testing voltmeter recorder was last certified by SEC Vic laboratories on the 17/4/77. It was used extensively as mobile recorder placed for periods of one month at locations experiencing unacceptable fluctuations of power. These locations would cover the North East regions of Victoria. They cover voltage drops at domestic and business properties especially those that were experiencing regular fluctuations(daily) at approximately the same time of the day. As the electrical network is required to operate within a set level of voltage, fluctuations outside of this has to be investigated and necessary remedial action taken. This is especially so for rural properties where power "drainage" can occur through animal/bird and tree interference. It can also be the result of defective wiring and overloading at peek operational times (milking machines).This mobile voltage recorder is very significant to the Kiewa Valley because it highlights the difficulties that can occur in maintaining a power supply that experiences fluctuating power demands by the rural industries that it supplies. The requirement of a mobile testing apparatus to cover the various sections in the Kiewa Valley and other rural areas in the northeast region is one of necessity as electricity once connected to a rural property is a labour saving supply as generators on rural properties require a higher degree of maintenance an ultimately at a higher cost. The testing of the SEC Vic supplied electricity to rural properties,those who had previously run on generators, had to be quick and unassuming with certainty of correct supply levels.The mechanism of this voltage recorder has been installed(by the manufacturer) into its own protective wooden box. This box has a front (swing open) lockable section which permits direct access to the installed measuring equipment (for servicing and data collection). The top section of the box has two screw on terminals for access to the machine being tested. This tester has its own inbuilt ink supply facilities and a mechanical clockwork device that unwinds a roll of paper onto a second roll at a rate of 10 mm per hour. The recording chart is marked with time slots against voltage. There is a recording arm which has an ink pen at the end. Both arm and pen carry the ink supply from the ink reservoir, located on the left side of the cabinet door in specially constructed bottle holder( three small bottle capacity). To record a suspect power problem to a home or business establishment the voltmeter is connected to a power supply outlet being tested and wind the recording clockwork mechanism (gives a four week running time). Before leaving the recorder in situ the electrician checks to see if the chart is recording the correct voltage and that the clock mechanism is advancing correctly.On the front of the access "door" at the top a metal label "RECORDING AMMETER" below this "MURDAY SYSTEM" below this "ALTERNATING CURRENT" and below this the manufacturer's registered number "No. 139156" Below this is a metal tag with State Electricity Commission of Victoria Electrical Engineer's Section equipment number "338" Below these tags and above the viewing window is the manufacturer's dtails "EVERSHED & VIGNOLES Led LONDON"sec vic kiewa hydro scheme, alternate energy supplies, alpine feasibility studies temperature, rainfall, power outages -

Case Volt Meter Recorder, Circa 1950 to 1977
This case is for a testing voltmeter recorder. The last time it was certified by SEC Vic laboratories on the 17/4/77. The all leather top has a shaped carrying handle which is also riveted on. There are two straps on the side of the top which can be fastened to the main body by metal "shoe" buckles. This promotional photograph by the Tobacco Growers Association was in response to a 1935 meeting of tobacco growers from Victoria, South Australia and Queensland which produced four major resolutions for the industry covering the remainder of the 1900s. These four resolutions were: (1) Adequate tariff protection (2) Control of pests and diseases (3) Orderly marketing (4) The formation of an advisory council of growers. History has produced the following results. (1) adequate tariff protection was never achieved,(2) control of disease through benzol vapour (CSIRO) breakthrough, was later identified as carcinogenic, (3) orderly marketing was achieved through (4) the establishment of the Tobacco Growers Association(1984). In October 2006, by way of Government buy back of tobacco leases from growers, resulted in the end of Tobacco farming in Australia (after 136 years of planting the first crop). It was also significant that the major tobacco companies such as Philip Morris and The British American Tobacco Australasia advised the industry that it would source its tobacco requirements overseas by 2009.The remnants of the Tobacco Industry can still be viewed throughout the Kiewa Valley and adjacent regions on the former tobacco farms which still have the tobacco drying sheds and now converted into hay sheds. The problems from the large quantities of carcinogenic infused soil of farmlands in the region, still remains a problem now and for future generations. This particular photograph shows the lack of understanding by farmers and the contracted labour, at that time, and is demonstrated by the bare footed farmer walking next to the seed canister. Some workers did use protective "gum" boots but the majority of farm owners were skeptical of city scientists and their carcinogenic concerns, and it was only after the younger generation of farmers , who had attended Agricultural colleges, encompassed the scientific approach to farm management and began working closely with agricultural scientists. The "she'll be right mate" attitude of the earlier farming/rural community has since mid 1970s, been slowly dissipating. Stricter controls of herbicides and pesticides used in agriculture are now in force. The death of the tobacco industry(2006) resulted in the expansion of the dairy , sheep, beef cattle, venison and lama wool producers in the Kiewa Valley and surrounding regions.Coloured photograph pasted onto a thick wood chip backing. Hand and foot protection was rarely used, even when later warnings were issued of the carcinogenic toxicity of the soil. The majority of farm owners, up until Health authorities stepped in the later stages of 1900s, were skeptical of city scientists' "carcinogenic" health warnings and it was only after the younger generation of farmers, who had graduated from Agricultural colleges, encompassed the scientific approach to farm management. The "she'll be right mate" attitude of the farming/rural community has since the 1970s been slowly dissipating. This promotional photograph by the Tobacco Growers Association was in response to a 1935 meeting of tobacco growers from Victoria, South Australia and Queensland which produced four major resolutions for the industry covering the remainder of the 1900s. These four resolutions were: (1) Adequate tariff protection (2) Control of pests and diseases (3) Orderly marketing (4) The formation of an advisory council of growers. History has produced the following results. (1) adequate tariff protection was never achieved,(2) control of disease through benzol vapour (CSIRO) breakthrough, was later identified as carcinogenic, (3) orderly marketing was achieved through (4) the establishment of the Tobacco Growers Association(1984). In October 2006, by way of Government buy back of tobacco leases from growers, resulted in the end of Tobacco farming in Australia (after 136 years of planting the first crop). It was also significant that the major tobacco companies such as Philip Morris and The British American Tobacco Australasia advised the industry that it would source its tobacco requirements overseas by 2009.The remnants of the Tobacco Industry can still be viewed throughout the Kiewa Valley and adjacent regions on the former tobacco farms which still have the tobacco drying sheds and now converted into hay sheds. The problems from the large quantities of carcinogenic infused soil of farmlands in the region, still remains a problem now and for future generations. This particular photograph shows the lack of understanding by farmers and the contracted labour, at that time, and is demonstrated by the lack of protection of hands when handling seedlings and attached soil. Hand and foot protection was rarely used, even when later warnings were issued of the carcinogenic toxicity of the soil. The majority of farm owners, up until Health authorities stepped in the latter stages of 1900s, were skeptical of city scientists' "carcinogenic" health warnings and it was only after the younger generation of farmers, who had graduated from Agricultural colleges, encompassed the scientific approach to farm management. The "she'll be right mate" attitude of the farming/rural community has since the 1970s been slowly dissipating. Stricter controls of herbicides and pesticides used in agriculture are now in force. Book - Reference S.E.C. History x4, Brown Power A Jubilee History of the State Electricity Commission of Victoria, first published 1969
Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. This book has a brown hard cover encapsulated by a cream sleeve with brown and black print. On the front of the sleeve is an embossed circular motif with centre piece S.E.C. emblem and around this the words "50 YEARS OF SERVICE" and below this" STATE ELECTRICITY COMMISSION OF VICTORIA". The book contains 313 double sided pages of black print and black and white photographs.On front of paper sleeve "Brown Power A Jubilee History of the State Electricity Commission of Victoria Cecil Edwards". On the second page, below the Title "Brown Power" there is a pasted, printed presentation certificate, with the S.E.C. emblem and these printed words " Presented by the Chairman and Commissioners to A.G.
