Dickinson, M.B.E., J.P., / Mayor Metal plaque relating to special Council meeting to mark centenary of Kew, 13th December 1960. ...The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. In 1900, she married Nathan George Musther,(18..-1933) a chemist, and dentist in the Navy. They had two daughters: Rosamund Janet Musther(born 1903) and Nanoya Gwendoline Musther (born 1906). She was the principal of the Ladies' College in Footscray. She was involved in many philantropic associations especially for sailors but also during WWI and WW2. She worked for the Anzac Club, the Red Cross, She formed: 1941: the R.A.N. Friendly Union of Sailor's Wives and Mothers. 1943: the Lightkeepers Auxiliary to help the Mission raised funds. The plaque was a gift of the Lightskeeper Auxiliaire and unveiled on 30 July 1959 at the St Nicholas Chapel, by her eldest daughter, Mrs Jean McDonald. It was originally on stained and polished hardwood mount made by Mrs Murdoch (AR1959, page 24). On the day, a desk service-book was also dedicated in memory of Dr John Thompson at the request of his daughter, Mrs Sparrow.In early 1943, Ethel Margaret Musther formed the Lightkeepers' Auxiliaire and raised funds for the third building purchased for the Williamstown branch of the Victorian Seamen's Mission, the former E,S & A Bank. Thanks to her philanthropic work, she was rewarded with a Medal of the British Empire in 1953 for all her charitable work. Member of Ballarat School of Mines and Ballarat College of advanced Education Council 1934-1983. ...Celia Rosser (1930- ) Born Melbourne, Victoria Celia Elizabeth Rosser is a renowned Australian botanical artist, best known for having published The Banksias, a three-volume series of monographs containing watercolour paintings of every Banksia species. She trained in Art at the Melbourne Institute of Technology In 1970, Celia was appointed Science Faculty Artist at Monash University. Four years later she was appointed University Botanical Artist, and began the project of painting every Banksia species. The project took over 25 years to complete, and resulted in the publication of a three volume monograph entitled The Banksias, with accompanying text by Alex George. Publication of the final volume in 2000 represented the first time that such a large genus has been entirely painted. In 1977 Celia Rosser was awarded the Linnaean Society of London's Jill Smythies Award for botanical illustration, and in 1995 was awarded a Medal of the Order of Australia. Monash University awarded her an honorary Master of Science degree in 1981, and an honorary PhD in 1999. Banksia Rosserae is the last banksia species discovered and was named after the artist. Since 2002, the Friends of the Royal Botanic Gardens Melbourne have awarded the "Celia Rosser Medal for Botanical Art" to outstanding exhibitors at their "The Art of Botanical Illustration" exhibition. Letter concerning the work of Pastor Doug Nicholls and the Aborigines Advancement League, 1958 Letter Correspondence S.C. ...The Church Men's Society was a part of the Church of Christ in Peel Street, Ballarat. In 1958 the President was C. Thomas, and S.C. McBride was Secretary. The Aborigines Advancement League (also known as the Aboriginal Advancement League) claims to be the oldest Aboriginal organisation in Australia. It is primarily concerned with Aboriginal welfare issues and the preservation of Aboriginal culture and heritage, and is based in Melbourne. The League was established in 1957 as a response to an enquiry by retired magistrate, Charles McLean, into the circumstances of Aboriginal Victorians. McLean was critical of conditions in the Lake Tyers and Framlingham Aboriginal Reserves. McLean recommended that persons of mixed Aboriginal and European descent be removed from the reserves. The people of Lake Tyers objected to this, and the League was formed out of their campaign. The new League drew from two already existing organisations, the Australian Aborigines League, established 1934 and the Save the Aborigines Committee, which had been established in 1955 as a response to the Warburton Ranges crisis. Founding President of the League was Gordon Bryant, with Doris Blackburn as Deputy President, Stan Davey as Secretary and Douglas Nicholls as Field Officer. Early activities included lobbying for a referendum to change the Australian constitution to allow the Federal government to legislate on Aboriginal affairs, and an establishing a legal defence fund for Albert Namatjira, after he was charged with supplying liquor to an Aboriginal ward.[1] By 1967 it had moved to being fully controlled by Aboriginal people with Bill Onus as the first Aboriginal President.Typed letter on Church Men's Society (C.M.S.) letterhead.
