Born at the Victorian town of Sandhurst (now Bendigo, Albert Steane attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1976 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed as a fourth, third, second and first class pupil teacher. At about 16 years of age Steane was appointed a teacher monitor at £12 per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. He was the first headmaster of the Ballarat Technical School, and opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library). According to the Ballarat Courier of 23 March 1957 Steane established the Ballarat Junior Technical School in February 1913, a part of the School of Mines and Industries Ballarat. The beginning classes with 86 pupils were held at a temporary site at the Dana Street School. Classrooms were so scattered that Steane recalled without his motorbike he would never have covered the ground! By 9 September 1921 the Junior Technical School Building was officially opened on the site of the old Ballarat Gaol. In a confidential report of 1916 Steane was described as one of the best organizers in schools at that time, and he was noted for his strong but fair discipline. In the 1926 school report the Chief Inspector wrote that 'no boy is neglected'. Steane held the position of headmaster at the Ballarat Junior Technical School for 29 years retiring on 16 April 1942. Steane is known for the teaching of Sloyd or woodwork, which was an important point in his career, and for his love of gymnastics. He was made a life member of the Ballarat Y.M.C.A. in 1968 aged 91 years. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Because of his lifelong love of gymnastics Steane organized a gymnastic display for the Education Department in 1902 at Bendigo's Golden Jubilee Exhibition. He was one of those instrumental in establishing the Ballarat Y.M.C.A. and directed its physical culture evening classes in 1906. In 1908 Steane toured the world visiting the Swedish Naas Institute and the Gymnastic Festival in Germany. Steane in his reminiscences recalls: "In 1908 I obtained leave of absence and undertook a world trip to further my knowledge of both manual art training and physical training. On this trip I visited U.S.A., Canada, Scotland, England and Europe. Notable events were the attendance at the great 11th Deutche Turnfest at Frankfurt, inspection of the Naas Training School for Sloyd at Naas, Sweden inorgorated [sic] by Otto Solomon, and attendance at Physical Education Demonstrations at London given by the Swedish institution. These P.E. demonstrations were given to assist the organization and introduction of P.E. training in London schools.On returning to Ballarat I resumed my position at the Ballarat East Sloyd Centre and continued my studies at the Ballarat Art School gaining the Drawing Teachers' Certificate." Steane died, aged 93 years, on 13 July 1970, at Sydney, leaving his widow Grace Elliott Steane and children Eric and Violet. Red Ensign 1801 design. - The British red ensign was altered in 1801 to include the change to the design of the Union Jack. British legislation required, with a few exceptions, that all merchant shipping throughout the British Empire fly the British Red Ensign, without any defacement or modification. The ensign is sometimes referred to as the red duster. The Royal Navy stopped using the Red Ensign in 1864. This red ensign was used by the Surgeons of the Kyneton District Mounted Rifles to indicate their location. The Banner is a large red ensign mounted on a 10 foot long polished wooden pike. The Banner was used by the Kyneton District Mounted Rifles, later The Royal Volunteer Cavalry Regiment (Prince of Wales Hussars), then Prince of Wales Victorian Light Horse, ancestor units of the modern day 4th /19th Prince of Wales’s Light Horse Regiment. In the binding is the inscription ‘Kyneton Prince of Wales Light Horse’ and three names: Surg-Major S Smith MRSLE, Dr McMillan, and Maj Thirkettle. These surgeons played a significant role in the military and civil affairs of Kyneton. Dr McMillan Dr McMillan was the first surgeon but left KPWLH 2-3 months after its formation and little else is known of him. Surgeon-Major Samuel Smith 1836 Born, Scotland 1857 Surgeon to the Hon. He also had a notable collection of stuffed native birds and animals of which he had great knowledge. Major Thirkettle 1855 Major Thirkettle arrived in Kyneton Established a timber merchant and ironmongery business in Kyneton with Robert Burton. 1857 By 1857 he was practising as an architect. His house is still standing in Yaldwin St, West Kyneton. 1860 Joined the Prince of Wales Light Horse 1863 Joined Rifle Volunteers and appointed Captain. On their disbandment he was made Honorary Major. 1864 Won Queen’s prize for rifle shooting. Major Thirkettle was noted for his skill with woodwork. He won many prizes and orders of merit for his models of yachts It is believed likely that he made the wooden pike with its metal head (now missing). He was Tyler of the Zetland Lodge, also Secretary of the MUIOOF and Bowling Club. 1904 Died in Kyneton, aged 75 years Protection for medical services The Surgeons’ Banner indicated the location of the Regimental Aid Post. The use of this device in the 1860’s overlapped the adoption of the Red Cross which became the symbol for the protection of sick and wounded soldiers. In 1864 twelve European nations signed a treaty stating that in future wars they would care for all sick and wounded military personnel, regardless of nationality. They would also recognise the neutrality of medical personnel, hospitals and ambulances identified by the emblem of a red cross on a white background. The treaty was called the Geneva Convention. This Convention was concerned only with soldiers wounded on the battlefield. Over the years, however, it has been expanded to cover everyone caught up in conflicts but not actually taking an active part in the fighting. The Surgeons’ Banner complements the Colours of the Kyneton District Mounted Rifles, also held by the Unit History Room, in presenting the colonial period of the Regiment’s history. Provenance It is believed that the Banner was manufactured in Britain and brought to Australia by Samuel Smith. After the disbanding of Colonial units, the Banner was in the care of the Shire of Kyneton until presented to the 4/19 Prince of Wales’s Light Horse Regiment on 14 September 1986 on the occasion of the Regiment exercising its right of freedom of entry to the city. There are many examples of Regimental and King’s/Queen’s Colours held by various organisations. However A Surgeons’ Banner such as this is rare, if not unique, in Australia. The golf course in San Remo was opened in 1922 and was on the land adjacent to Ocean Grove where Griffiths point lodge and Davis Point road now stand. This book contains the Constitutions of the Freemason Lodges in Victoria. Freemasonry is a world-wide benefit society. Moves were made in the 1860s to establish a Masonic Lodge in Warrnambool with the first Lodge being St. John’s (No. 895). The Masonic Hall in Kepler Street was built in 1870. This book belonged to a member of the Flaxman family and John Flaxman was a prominent Warrnambool resident in the 19th century – an insurance agent and moneylender in the 1860 and 70s and an employee of the auctioneer, Samuel Macgregor. The book, however, seems to belong to a W. Flaxman. John Flaxman had a brother William but, as far as can be ascertained, he did not live in Warrnambool. There is nothing known so far to link this book with Warrnaambool but it is kept because of the name ‘Flaxman’ and so it may have some relevance.This is hard cover book of 142 pages. The cover is blue with gold lettering on the front cover. The cover is slightly marked. After World War II, the Kiewa Hydro-Electric Scheme was started in the Kiewa River Valley by the State Electricity Commission of Victoria. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the hydro scheme as skiing was a popular recreation. Many of the hydro employees were of European background and had grown up enjoying skiing and snow sports in their homelands and were keen to continue to pursue their winter sports interests. The first lift, a rope tow, was built in 1951 at Falls Creek and the first chairlift in Australia was constructed there in 1957. Two T-Bars were opened in 1961. In 1964, the Victorian Municipal Directory recorded that Falls Creek had 29 ski club lodges and 16 commercial lodges. The area became a popular tourist destination for both winter and summer sports.: Employees of the State Electricity Commission of Victoria in the Kiewa River Valley were the earliest skiers on the Bogong High Plains and built one of the first ski lodges at Falls Creek. They were amongst those pivotal in the development of the skiing and tourist industry at Falls Creek and on the Bogong High Plains. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.Pictorial history of the early years of Bogong Village including one photo taken following the devastating fires of 1939.
