Australia is governed by a Federal Government and by six State Governments. National coordination of their respective geodetic survey and topographic mapping activities is effected on the advice of a National Mapping Council. Twenty years ago, at least 95% of Australia was poorly mapped and what maps existed were in need of revision. only a small area of the continent was covered by horizontal geodetic control and there was no scheme for a national levelling survey. Over the intervening period there has been an urgent and increasing demand for topographic maps varying from large scale contoured maps in support of specific engineering projects to rapid reconnaissance maps required for mineral prospecting in remote areas. Superimposed on this has been a defence requirement, specifically for military training areas, and generally for maps of the whole country. During the period much progress has been made. Lord Kitchener visited Seymour as part of his review of Australia's military capabilities. Lord Kitchener was Commander-in-Chief of the British Army at the time of his visit. At the invitation of Prime Minister Alfred Deakin, Kitchener visited Australia in 1909 to inspect the existing state of defence preparedness of the Commonwealth, and advise on the best means of providing Australia with a land defence. Kitchener’s report, submitted in February 1910, recommended the introduction of compulsory military training which was immediately adopted, as was the establishment of the Military College, Duntroon: It has been definitely decided that Seymour will be the site of the Kitchener camp. The troops which will make the strongest muster at the camp will be the Light Horse. This being so, the suitability of the chosen area for cavalry operations has necessarily had to be considered in selecting the site, and an additional factor is that Seymour is practically in the centre of the Light Horse districts. The country round Seymour is also suitable for artillery manoeurves, and there is no available area in the vicinity of Melbourne where these could be so well carried out. As it is considered that Field-Marshal Lord Kitchener will desire to see the troops on the move, the reason for choosing such a district as Seymour is apparent. The eight days to be devoted to the camp will be mainly occupied in moving the troops over a considerable area, and in carrying out certain tactical operations. Many of the sites recommended have been inspected by officers of the head quarter staff, and all that now remains is that the exact situation for the main camp should be selected, Major Luscombe will visit Seymour on Saturday to inspect the surround country, and select the most suitable places. A sextant is an astronomical instrument used to determine latitude and longitude at sea by measuring angular distances, especially the altitudes of the sun, moon, and stars. It is a doubly reflecting navigation instrument and used mainly by sailors to measure the angular distance between two visible objects. The name comes from the Latin sextans, or “sixth part of a unit,” because the sextant’s arc can be 60° or 120° of a circle depending on the model used. The primary use was to measure the angle between an astronomical object and the horizon for the purposes of celestial navigation. The estimation of this angle is known as sighting or shooting the object, or taking a sight. This angle and the time when it was measured is used in order to determine Greenwich Mean Time and hence longitude. Sighting the height of a landmark on land can also give a measure of distance from that object. History: The development of the sextant was as an improvement over the octant, an instrument designed to measure one's latitude. The octant was first implemented around 1731-present but can only measure angles up to 45°. As larger angles were needed to allow the measurement of lunar objects - moon, stars and the sun - at higher angles, the octant was superseded by the sextant. The sextant is a similar instrument but better made and allows larger angles from 60° to 120°. This improvement allows distances to be accurately calculated thereby giving longitude when used with a chronometer. The sextant was derived from the octant in 1757, eventually making all previous instruments used for navigational positioning obsolete. The sextant had been attributed to by John Hadley (1682–1744) and Thomas Godfrey (1704–1749), but reference to the sextant was also found later in the unpublished writings of Isaac Newton (1643–1727). Earlier links can be found to Bartholomew Gosnold (1571–1607) indicating that the use of a sextant for nautical navigation predates Hadley's implementation. In 1922, the sextant was modified for aeronautical navigation by Portuguese navigator and naval officer Gago Coutinho. It should be noted that the octant and quadrant are in the same family as they were, and all are, regarded as sextants. The sextant is representative of it's type and although not fully complete it demonstrates how 18th,19th and 20th century mariners determined their latitude and longitudinal to determine their position on a chart, allowing them to navigate there way across the world's oceans. The subject leather leggings are associated with mounted troops known as the Australian Light Horse that served in the South African War from 1899 to 1902. After the war, Britain wanted to use fewer mounted troops and restructured its force around a style of combat that needed more infantry. But the defence of Australia still relied upon mounted military units as these were more mobile than infantry and could travel faster over long distances. Light Horse brigades in the Australian Imperial Force (AIF) mostly contained recruits who served in the Light Horse regiments of the Citizen Forces. Many young men from rural areas of Australia volunteered for the Light Horse regiments. They had to pass a riding test to join, this test was easier for men from the bush because horses were still the main method of transport on farms and in country towns. The army did not officially accept First Australians into the AIF until May 1917 when enlistment standards were relaxed to include 'half-castes' with a parent of European origin. Indigenous soldiers served as valuable members of the Light Horse and many possessed excellent horse handling skills and specialist tracking knowledge.The subject items are part of the uniform for the Light Horse Units that served in the Australian army from 1899 until 1918. These leggings were worn by soldiers on horseback and are significant as they represent a noteworthy time in Australia's early military history. This mobility aid was housed under the old stage area of the Soldiers Memorial Institute building in Pall Mall Bendigo. When the renovations to the building began in late 2016 the Aid was removed and restored by the Bendigo District RSL Men in Sheds program and is now on display in the same building now called Bendigo Military Museum. The Soldiers Memorial was the HQ of the Bendigo RSL Sub Branch. It is not known the origin of the Aid but it was most likely used by disabled Bendigo RSL members post WW1.Three wheeled Mobility Aid. Front wheel is 41cm dia pneumatic, 32mm wide, rear wheel 68cm dia, width 52mm wide. The right wheel axle has a sprocket & chain assembly, the left is free wheeling, both have mud guards. Frame is tubular steel painted reddish colour, the seat and back rest are brown leather, seat sides are timber, there are two timber platforms in front, the top one is adjustable the bottom one is fixed. The chair is steered via a long metal handle fixed to the wheel frame.
