The term ‘puggaree’ originates from the Hindu word, ‘Pagri,’ meaning a turban or thin scarf of muslin. Intended for insulation, the puggaree was a traditional Indian head-wrap, adapted by the British for headdress worn in hot, sunny regions. During World War One (1914-1918) a plain khaki cloth band was worn and this practice continued until compulsory training was suspended in 1929. Following the introduction of Voluntary Training in 1930, new puggarees were issued to the Commonwealth Military Force with different coloured folds denoting Arm or Service. During World War Two, a flat type of band was issued. Troops who were on active service in the Middle East at the time introduced a folded puggaree as a distinguishing mark of active service. Later, the Army reverted to various types of plain bands, green dyed puggarees for example, for jungle warfare. However, the official puggaree at the conclusion of World War Two was still the flat band. The current puggaree has seven pleats, one for each state and one for the Australian Territories. It is made from light khaki coloured cotton and is worn on the slouch hat with a unit colour patch sewn on the right side. While the majority of the Australian Army wear the light khaki coloured puggaree, there are slight variations for members of the 1st Battalion, the Royal Australian Regiment, and the Corps of Staff Cadets. Soldiers of the 1st Battalion, the Royal Australian Regiment, wear jungle green puggaree. The dark green puggaree was introduced during the Battalion’s service in Malaya over the period 1959-61. Unable to get puggarees from Australia for an official parade; the task of producing them was given to the Battalion tailor, Mr. Mohavved Beseek. Mr Beseek used ‘bush shirts’ (common issue British field uniform at the time) to make the puggarees as he was unable to obtain the khaki material locally or from Australia. It is thought that the Commanding Officer, Lieutenant Colonel W. Morrow decided that the green puggaree would be the puggaree worn by the 1st Battalion, the Royal Australian Regiment, in Malaya. After the battalion’s return to Australia, the dark green puggaree was adopted for permanent use. Because the dark green puggaree is so distinctive, the battalion does not wear a colour patch. Royal Military College staff cadets wear a distinctive puggaree of olive drab colour. The puggaree has eight pleats, with seven representing each state and one for the Australian Territories. The eighth pleat signifies the graduation of the first international cadet through the Royal Military College who hailed from New Zealand. Patrick Toole was born in Corowa on 7 September 1913. In the early 1930s the family moved to Wodonga. Pat became an apprentice mechanic with Bill Dobbie and became a partner in 1936. Patrick Toole took over business in his own right on 23 August 1939. Toole’s Motors also ran a car and truck agency, a towing and crane depot, as well as a small disposal section. After breaking his leg in 1963, Pat extended the disposals business and by 1965 it was running as Wodonga Disposals and later, Toole’s Disposals. At their peak Toole’s employed 70 people across their various businesses including the garage, wreckers, towing businesses, a storage shed at Bandiana and the Disposal Store. Pat died in Wodonga on 10 November 1976 and the Disposals Store was taken over by his twin sons, Frank and Bill. His other sons, Pat and Jim ran the North Eastern Truck Wreckers. Tooles Disposals acquired most of their stock from Government auctions and also became licensed second hand dealers. They sold a wide range of military and non-military equipment from clothing to footwear and equipment for cooking and camping. They also shipped scrap metal to Japan and sourced uniforms and other items from Japan and East European countries. The business continued on the corner of High Street and Stanley Street for over 70 years, but the Toole family decided to sell the building in 2009. The building was eventually sold to a local business consortium in 2010. Toole’s continued to operate until May 2011. Thee building was demolished in 2013. This is a portrait of Sir William Irvine, not in his judical robes, but those of Lt Governor of the State of Victoria. Irvine was a member of the Victorian Legislative Assembly from 1894 to 1904, as well as Attorney-General , he was later Premier. Retiring from state politics after a particularly bruising encounter with the Railway Unions, he entered federal politics as the member for Flinders. He became Federal Attorney General in the period 1913-1914. During World War One Irvine campaigned strongly for the introduction of the complusory military service (conscription) until being elevated to the bench in 1918. With his appointment as Chief Justice, he became a lieutenant governor in 1919, and was acting Governor for the state of Victoria for a period of nearly 3 years in the early 1930s. The painting is of interest for its subject (Irvine) and the artist who painted it, 5 times Archibald winner Sir John Longstaff.3/4 length portrait in oils of Sir William Irvine. The subject leather leggings are associated with mounted troops known as the Australian Light Horse that served in the South African War from 1899 to 1902. After the war, Britain wanted to use fewer mounted troops and restructured its force around a style of combat that needed more infantry. But the defence of Australia still relied upon mounted military units as these were more mobile than infantry and could travel faster over long distances. Light Horse brigades in the Australian Imperial Force (AIF) mostly contained recruits who served in the Light Horse regiments of the Citizen Forces. Many young men from rural areas of Australia volunteered for the Light Horse regiments. They had to pass a riding test to join, this test was easier for men from the bush because horses were still the main method of transport on farms and in country towns. The army did not officially accept First Australians into the AIF until May 1917 when enlistment standards were relaxed to include 'half-castes' with a parent of European origin. Indigenous soldiers served as valuable members of the Light Horse and many possessed excellent horse handling skills and specialist tracking knowledge.The subject items are part of the uniform for the Light Horse Units that served in the Australian army from 1899 until 1918. These leggings were worn by soldiers on horseback and are significant as they represent a noteworthy time in Australia's early military history.
