Quite possibly the mining regulations were printed onto material so they could be displayed in harsh conditions without deteriorating like paper. Handwritten notes on a talk on Mining in Bendigo. Notes are about the Regulation of Mines Act, Jan 1st, 1874. This bill was introduced in the Legislative Assembly on October 16th 1873, by Bendigo's (Sandhurst) Minister for Mines, Angus Mackay and became law on January 1st, 1874. This act made a lot of changes regarding safety in the mines. Some of the mine-owners were not pleased. Seven men were killed at the Great Extended Hustler's mine disaster on 2nd May 1914 by an explosion of dynamite occurring as the men were waiting at the plat to ascend the mine at the end of their shift. No blame was attached to anyone in the findings of the inquisition. It was unknown what caused the dynamite to explode. Three page typed document. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Grassmere is a small hamlet about 12 kilometres from Warrnambool. It is a farming area. The Grassmere Gold Mining Company, presumably established by local people in Grassmere, was created in 1898 for the purpose of acquiring from Messrs James and Mewha a lease of a Cassilis gold mine (23 acres). £5000 was to be raised in shares of five shillings and one shilling each. The Manager of the Company was Horatio Dickson of Melbourne and the brokers were McMeekin and Co. of Melbourne and Warrnambool and Dickson and Osborne of Melbourne. This reef mine was one of several in Cassilis, Gippsland, 12 kilometres north west of Swifts Creek. The gold-bearing quartz reefs were discovered in 1885 and worked to 1914. It is not known whether the Grassmere Cassilis mine was a financial success but the mining operations were impeded by the hardness of the stone in the area. William Robinson was a farmer in the Grassmere district. This certificate is of considerable interest as one of only three items the Warrnambool and District Historical Society has that is connected with the establishment of the Grassmere Gold Mining Company. The gold mine establishment was one of the many minor events in the district in the 1890s. This is a small buff-coloured certificate detailing the shares of William Robinson in the Grassmere Gold Mining Company (1898). The certificate has green printing and black-ink handwriting. The bottom section (Form of Transfer) is not filled in. There is a stamp of the Grassmere Gold Mining Company with the words ‘No Liability’. There is a decorative pattern in green on the left margin with the address of the company and the name of the printer. ‘This is to certify that Wm. Robinson of Grassmere is a member of the above-named company and the proprietor of fifty (50) shares, numbering 12651/12700 therein, upon which the sum of one shilling has been paid up, subject to the Rules and Regulations of the Company. The British War Medal 1914-20 was iInstituted by King George V in 1919 to mark the end of World War I and record the service given. The qualification period was later extended to cover post-war mine clearance and service in Russia during 1919 and 1920. The British War Medal was awarded for service in a theatre of war between 5 August 1914 and 11 November 1918. Those eligible included members of women's organisations; persons on the staffs of military hospitals and members of recognised organisations who handled sick and wounded; and members of other duly recognised or other authorised organisations as specified in medal regulations. The qualification period was later extended to cover post-war mine clearance and service in Russia during 1919 and 1920. Lieut E. S. Holgate was mentioned in despatches for Gallantry in the Field 24/25 April 1918. He was killed in action at Villers-Bretonneux, 27 April, 1918. The British War Medal completes a trio of medals awarded to Lieut. E. S. Holgate, including the 1914-15 Star and the Victory Medal. The Holgate medals were the first war medals held by BCC archives. They have historical and social significance for the College.The British War Medal is round and made of cupro-nickel. It features the effigy of George V on the obverse. The reverse has an image of St George on horseback trampling underfoot the eagle shield of the Central Powers, and a skull and cross-bones, the emblems of death. Above this is the risen sun of victory. The British War Medal has a wide central watered stripe of orange, flanked by two narrow white stripes, which are in turn flanked by two black pin-stripes, further flanked by two outer stripes of purple. The colours have no particular significance. Impressed around edge are the recipient's details. Inscribed around outer edge of obverse: 'GEORGEIVS V BRITT. From the Argus, Friday 18 July 1879:- SAFETY MINING CAGES. The report of the board on safety mining cages was laid on the table of the Legislative Assembly fortnight The board, which has tested the following inventions Nances, Williams patent, Jackson and Middleton's patent Sesmours patent, Allans patent, and Hassan a patent, reports as follows - 1. That the preponderance of evidence given by miners and others qualified to form an opinion is strongly in favour of the adop-tion of a safety cage for general use in the mines of this colony, provided that a reliable invention can be brought forward, and its practical utility satisfactorily determined 2. That in view of the rapid increase of cage accidents, and supported by the evidence before them, the board are of opinion that some special provision should be made to check such a prolific source of danger as is shown to exist in the working of the shaft and machinery employed for winding purposes. 3. That this check could be imposed by means of such a regulation as that at present contained in the statute, i e -" Every cage used in a mine shall be fitted with special and suitable appliances to prevent its sudden fall down a shaft and also to prevent its coming into contact with the poppet heads." The board, however, consider that mine proprietors should be permitted to exercise their own discretion in the selection of safety cages, but safety hooks and balance catches must be used in connexion with every case 4.
