The Land Conservation Council was established by the Land Conservation Act 1970. It makes recommendations to the Minister for Conservation with respect to the use of public land. Notices showing the boundary of the study area ... published in the Victorian Government Gazette Sept. 1973. A descriptive report was published in July 1977. In 1983, the National Trust advised the Shire of Eltham that it was investigating a number of trees within the shire which had been nominated for recording the Register of Significant Trees of Victoria. The trees involved were described in the Shire of Eltham Historical Society Newsletter No. 29, March 1983 as follows:- 1. Eucalyptus melliadora (Yellow box) . a) An outstanding mature specimen 42 metres high in Laughing Waters Road, Eltham. b) Another mature specimen in Arthurs Creek road, Hurstbridge is reported to be the tree under which the bushranger Robert Bourke was tied after he shot and killed Henry Hurst in 1866 . 2. Quercus robur (English Oak). a) "Donaldson's Oak", Donaldsons Road, Kangaroo Ground was planted by John Donaldson from seed collected from Windsor Great Park in 1878. b) "Wippells Oak". This now misshapen tree is located on the St. Andrews Road near the Kangaroo Ground Fire Station. Its origins may have been similar to Donaldson's Oak, and as a young tree it apparently slipped from higher up the hill during wet weather. Both oaks are of local historical importance. 3. Eucalyptus globulus (Blue Gum). A large mature specimen at the corner of the Kangaroo Ground-St. Andrews Road and Bakehouse Road, Panton Hill. 4. Plantanas acerifolia (Plane tree) A number of trees forming the Avenue of Honour to Eltham's First World War soldiers along Main Road between Dalton and Pitt Streets, Eltham. 5. Pinus canariensis (Canary Island Pine), Pinus pinea, (Stone pine) and Cedras altlantica, (Cedar) These trees are located at the Hurst family graves in the grounds of the Hurstbridge Pre-school Centre. In 1991 the Shire of Eltham introduced controls into its planning scheme to protect sites of architectural, historic or conservation interest and significant trees. The controls were approved by the Minister for Planning and Housing. As advised in the Shire of Eltham Historical Society Newsletter No. 78, May 1991, a planning permit is required to demolish or alter any listed building or to destroy, lop or remove any listed tree. Provision is made for comments to be obtained from the National Trust or Historic Buildings Council in considering any applications. In 1993 work by Council Parks and Environment staff and volunteers resulted in the preparation of a Significant Tree Register listing forty-one trees or groups of trees. According to Shire of Eltham Historical Society Newsletter No. 91, March 1993, a similar number remained to be assessed for inclusion in the register. There is a wide range of indigenous and planted trees on private and public land and extending through the Shire of Eltham from Lower Plenty to Kinglake. Most can be viewed from publicly accessible locations. The Significant Tree Register lists 41 trees or groups of trees throughout the Shire. It contains a wide range of naturally occurring and planted trees. They have been assessed according to eleven criteria including size, age, rarity, historical value and the like. The list includes large old Red Gums at Lower Plenty, historic Oaks at Kangaroo Ground and Mountain Ash at Kinglake. The register includes a set of slides showing each tree. Garry Bartlett of the Council's Parks and Environment Section and Faye Shepherd were extensively involved in establishment of the register (Newsletter No. 93, November 1993). In 1999 Niliumbik planners prepared an amendment to the Planning Scheme to provide protection for approximately 200 of the places listed in the heritage studies and also in the Significant Tree Register commenced by the Eltham Council (Eltham District Historical Society Newsletter No. 127, July 1999. In 2004, The Register of Significant Trees was presented to the Eltham District Historical Society by Nillumbik Shire Council as part of a wider collection of of its memorabilia of the former Eltham Shire Council (EDHS Newsletter No. 159, July 2004. Album of loose handmade paper sheets contained within a handmade slip cover constructed of handcrafted card with encapsulated flora material (flowers, vines, ferns) and tinted. Each page also contains an embedded/adhered fern leaf also tinted with lacqueur or similar, text as appropriate in ink by hand calligraphy. Each page also has a white protective sheet cut to size and adhered to back surface with sticky tape and folded over face of page. Pages variously have photographs and coloured masks adhered with a gum resin. Over time much of this resin has let go and photos/masks have been reattached using acid free archival safe adhesive. 15 pages 41 x 29 cm inclusive of 3 blank pages. The spade is a memento of the planting of a tree by the responseible Commonealth Minister to recognise the contribution of ATCV and ATCV volunteers to repair of the Australian environment. At the time ATCV had been operating in Ballarat for six years. ATCV volunteers had planted 192,000 trees from April 1987- March 1988. Senator Richardson was then Minister for the Arts and the Environment in the Hawke ALP Government and on 17 November 1988 he planted a tree using this spade at Sovereign Hill Outdoor Museum (at which ATCV volunteers had planted trees which are (by 2010) fully grown and a significant feature of the site). Peter Hiscock was director of Sovereign Hill as well as President of ATCV and among the most significant leaders of ATCV (now CVA). The spade also symbolises the recovery of ATCV (then a small and struggling community group) from near closure owing to the effects of the 1987 recession. The Cyclone Sylvaspade concept was component project of the Australian Bicentennial celebrations aimed at recognising organisations which had contributed positively to conservation of Australia's environment. The concept was originated and driven by Dr Wilf Crane of the CSIRO Division of Forestry and a highly regarded forester and environmentalist and champion of the cause of rejuvenating Australia's degraded landscape with trees. At the naming of a road after him in Canberra he was described as a: "enthusiast, a man of conviction, action, humility and simplicity". Wilf conceived the project, developed the tree planting spade with Boral Cyclone and the Institute of Foresters of Australia and launched it with the then Governor-General Sir Ninian Stephens at the new Parliament House. Cyclone has been a brand name for a manufacturer of good quality hand tools for over a century. It is likely manufacturing was still done in Australia at the time of manufacture of the Sylvaspade. Much of it has now moved offshore, particuarly to China and Taiwan.This object is historically significant because it is a memento of a significant national event, the 200th anniversary of European settlement and the start of a process of environmental change which has had negative consequences and which demands a commitment to conserving the uniques Australian national environment. It recognised the achievement of ATCV in tree planting over six years. The Cyclone Sylvaspade is a practical memento and having the responsible Commonwealth Minister plant a tree with it was highly symbolic of ATCV's practical commitment to repair of our environment all over Australia. It was also used by the Victorian Premier, Hon John Brumby, to plant a tree at the reopening of the Boral Asphalt plant, Ballarat, in April 2010. The spade is No. 12 of a limited edition. This item is a functional tree planting spade called a "Cyclone Sylvaspade", mounted on a block of wood with a plaque. The handle of the spade is made of grey plastic, the haft is light, stained wood, and the blade is manufactured to resemble silver and has engravings. It was donated by the Boral company and presented to ATCV by the Minister of Arts and the Environment, Senator Graham Richardson after he had planted a tree to mark the occasion at Sovereign Hill Outdoor Museum, BallaratOn the stem of the spade here is a label showing the logo of the Boral company which reads "SYLVASPADE Tree Planting Spade - Made in Australia." On the blade is engraved "Cyclone - NUMBER 0012 - SYLVASPADE - 1788-1988" together with the logo of the Australian Bicentennial Authority. Annually since 2006 the Australian Department of Veterans Affairs has invited CVA to arrange a group of volunteers from Australia and New Zealand to travel to Gallipoli as part of the management of the Anzac Day Remembrance event. Announcing the 2011 visit the Commonwealth Minister, Warren Snowdon, said the contribution of volunteers on the ground at Gallipoli is highly valued. “Volunteers are very dedicated. They fund their way there and assist with a range of activities, including site preparation, crowd liaison and the distribution of visitor information packs,” he said. Volunteers appreciate this opportunity to both attend a place significant to many Australians and also to make a contribution to the safe and harmonious running of it. “I would like to thank CVA for the privileged of being involved in the Gallipoli program and would highly recommend it.” Volunteer Jennie, Newcastle NSW Since 2006 CVA group assisted at the ANZAC Day dawn service and at other remembrance The original idea was Garry Snowden's. Garry has a personal interest in WW1. On his second private trip to Gallipoli he noted there was too much litter around the commemorative sites and he had the idea of involving volunteers to play a role in providing a clean environment for visitors. The idea was raised with the Federal Govt (how was this done?). In 2005 there was bad publicity regarding behaviour of visitors and the amount of litter left and the Commonwealth Department of Veterans’ Affairs (DVA) reviewed its management strategy for the event. As an integral part of the strategy CVA was engaged to recruit a group of volunteers who would attend at their own cost, assist the clean up the environs of the main sites prior to Anzac Day while doing orientation and personal sightseeing, and welcome visitors and give them an information pack including a litter bag (see photographs attached. The volunteers do NOT clean up afterwards: that is rightly the work of Turkish contractors. Gallipoli is an iconic site for many Australians and New Zealanders and CVA provides this magnificent opportunity for volunteers to contribute effectively.This is a visitor welcome pack distributed by CVA volunteers to visitors prior to the Anzac Dawn service and other commemorations. In 1961 Bruce Evans was elected to the Victorian Legislative Assembly as the member for Gippsland East. He was the party's deputy leader from 1964 to 1970 and its whip from 1970 until his retirement in 1992. "The Land Conservation Council was established by the Land Conservation Act 1970. As one of its three functions, it makes recommendations to the Minister for Planning and Environment with respect to the use of public land, in order to provide for the balanced use of land in Victoria. This report contains the Council’s final recommendations concerning the use of public land in the East Gippsland study area, the boundaries of which correspond to those of the Shire of Orbost. The recommendations in the text are grouped under major headings, such as Parks, State Forest, and so on. " The Council met on seven occasions during the year, and also made visits of inspection to each study area. Cecil Rhodes was a British businessman, mining magnate and politician in South Africa. He was Prime Minister of the Cape Colony from 1890 to 1896. He believed in British Imperialism and he and his British South Africa Company formed the territory of Rhodesia in the early 1890s. He was forced to resign as Prime Minister in 1896 after the disastrous Jameson Raid, an unauthorised attack on Paul Kruger's South African Republic (Transvaal), which sent his brother to prison convicted of high treason and nearly sentenced to death. This event contributed to the outbreak of the Second Boer War. Rhodes went to Kimberley in a political move. During the war the military felt he was more of a liability than an asset and found him intolerable. The officer commanding the garrison of Kimberley, Lieutenant Colonel Robert Kekewich, experienced serious personal difficulties with Rhodes because of the latter's inability to co-operate. However, he still remained a leading figure in the politics of southern Africa. Rhodes was dogged by ill health his whole life. He died in 1902, aged 48, at his seaside cottage in Muizenberg. He was cared for by Leander Starr Jameson during his illness, becoming a trustee of his estate and residuary beneficiary of his will, which allowed him to continue living in Rhode's mansion after his death. His final will left a large area of land on the slopes of Table Mountain. Part of the estate became the upper campus of the University of Cape Town, another part became the Kirstenbosch National Botanical Garden. The rest was spared development and is now an important conservation area. His will also provided for the establishment of the Rhodes Scholarship.
