Jim Connor, a past Councillor of the former Shire of Eltham and current President of the Eltham District Historical Society gave a very interesting presentation about the machinations of how and why Eltham became Nillumbik. EDHS Newsletter No. 275 April 2024 The Shire of Eltham was established in 1871 and ceased to exist, due to a municipal restructure, when all councillors were sacked on 15 December 1994, which is 30 years ago this December. At this meeting, Jim Connor will provide a presentation about From Eltham to Nillumbik Shires - a personal perspective. Jim has been active in the local community for over 40 years and was the last councillor elected to the Shire of Eltham. Following the restructure he became a member of the Nillumbik Shire Council Planning Special Committee, which included three commissioners and three community members, and was also chair of the Nillumbik Disability Advisory Committee. In both roles he obtained insights into the early operation of the new council. April Meeting (Newsletter No. 239, Apr. 2018) Our Annual General Meeting includes the presentation of annual reports and the election of office bearers for the coming year. At this meeting we are pleased to be able to show a film of the early activities of the Briar Hill Timber and Trading Company, in Sherbourne Road, Briar Hill. This film details the various operations involved in this business during the 1950s/60s, from sourcing trees from the forest, to machining the timber and then manufacturing various building materials and components. A copy of this film has been generously donated to our Society by Bob Manuell, who was an active part of this family owned business, established by his mother-in-law Mrs Hazel Squire. We are fortunate that Bob has agreed to attend our meeting to add his comments and insights about some of the scenes shown. Bob Manuell was a former Shire President and Councillor at the Shire of Eltham, from 1980 until 1994, when following municipal restructure the Shire ceased upon the establishment of the Shire of Nillumbik. For various reasons the offer ultimately lapsed The cottage sat beside Watsons Creek just outside the then Shire of Eltham but following municipal restructuring it now lies within the Shire of Nillumbik. At that time some research on the cottage was carried out for the Society by Keith Chappel as part of a larger research project that he was doing. Keith's notes were taken from Lands Department records and showed that house is the subject of a permissive occupancy of Crown land comprising the creek reserve. In 1903 a Miners Right of one acre in area was granted to Edwin Samuel Birch. In 1907 Birch applied to purchase this land but was unable to because it was part of the creek reserve. The documents show that the house existed at that time. Birch died in 1932 and his daughter Honor Mary Birch was granted a permit to occupy the residence. The future of the cottage remains precarious because of its location on Crown land. In 2007 the Andrew Ross Museum began a campaign to ensure that it is preserved. It included a video presentation on the history of the cottage under the title of "This Old House- Birch Cottage". June Meeting (Newsletter No. 240, Jun. 2018) Prior to Shillinglaw Cottage (c1878-80) being relocated to where it is now operated as a popular cafe near the Eltham Library, it was within Josiah Holloway’s 1850s subdivision known as Little Eltham, which later became the centre of the first Eltham township. Originally a farmer’s cottage it is historically significant because it is one of the Shire’s oldest dwellings and a fine example of the work of the well-known pioneer builder George Stebbing. In 1964 the then Shire of Eltham purchased the Shillinglaw property with the intention of demolishing the cottage and constructing new Shire offices on the site. However extensive community action resulted in funds being raised to have the building saved and relocated further south to the Eltham Common, where it was joined by the Eltham Library 1994. New Shire offices opened in 1965, but following municipal restructure in 1994 these were demolished and the land sold to a developer, which precipitated a dramatic trail of community angst, threats of legal action, the sacking of a newly elected council and several unsuccessful development proposals, by subsequent councils. After all these years the vacant site there is still guarded by the three trees that were outside the front of the Shillinglaw Cottage. Lots of Rubbish by Jim Connor (EDHS Newsletter No. 252, June 2020 History is often about change and we experience this all around us, even with such basic services about how our rubbish is collected and even how our streets are cleaned. Many people will remember putting out the sometimes battered steel or plastic rubbish bin to be collected by the ‘garbos’ as they rushed down the street and at times precariously hung off the back of a Council truck. They often seemed to be in a hurry as they grabbed a bin, tossed the contents into the truck and then went off on their merry way. Now, we need to decide which large coloured plastic ‘wheely’ bin to put out to be picked up by a mechanical arm extending from the truck, while the driver is ensconced in his cabin. Today they rarely handle the bins. Large street sweeper trucks clean the streets, often while we sleep, whereas in the past it was indeed very different. When Montmorency was part of the Shire of Eltham, prior to the municipal restructure in 1994, there was one Council employee who was particularly well known in the area. This was Joe Buhagier, a unique and interesting sight, who with his trusty horse walked and cleaned the local streets. Lyn and Graeme Hardiman remember him as a private person and Lyn would often talk with him each time he came along Rattray Road. One day he reluctantly agreed to have his photograph taken with their daughter Danielle, who was about 5 years old at the time, though he was a little embarrassed about all the fuss. The cottage sat beside Watsons Creek just outside the then Shire of Eltham but following municipal restructuring it now lies within the Shire of Nillumbik. For various reasons the offer ultimately lapsed. At that time some research on the cottage was carried out for the Society by Keith Chappel as part of a larger research project that he was doing. Keith’s notes were taken from Lands Department records and showed that the property was the subject of a permissive occupancy of Crown land comprising the creek reserve. In 1903 a Miner’s Right of one acre in area was granted to Edwin Samuel Birch. In 1907 Birch applied to purchase this land but was unable to because it was part of the creek reserve. The documents show that the cottage existed at that time. Upon Birch’s death in 1932, his daughter, Honor Mary Birch was granted a permit to occupy the residence. Honor Mary Birch, known as Nora, was born 1900, the daughter of Edwin Samuel Birch and Honor (nee Young). In 1939 she married George Henry Williams (aka Henry). Honor died 8 July 1976. Her siblings were Margaret Martin (dec), Bert Birch and Brigidene Brinkkotter. In her will she gave and bequeathed “all the improvements on the land held by me at Christmas Hills under Permissive Occupancy from the Department of Land and Survey consisting of the house property thereon and all the contents of the said house to my nephew Brian Joseph Martin of Christmas Hills aforesaid farmer”. The will described the property as a four room, five square house, about 100 years old with enclosed verandah, including kitchen, combined lounge dining room, bedroom and store room; built of ‘bush slabs’ with a corrugated iron roof. A dairy had been erected in 1935. After her death, the property was acquired by the Melbourne Metropolitan Board of Works in 1978. The property is listed on the Victorian Heritage Database HO200-Hill, later Birch farm complex, 945 Eltham-Yarra Glen Road, Watsons Creek and described as: The house has a steep but simply gabled roof form clad with corrugated iron, vertical adzed hardwood slab front wall construction, split palings to the gable ends; rubble freestone chimney at one end (with added gsi flue), pole-framed Graeme Butler & Associates, 2006: 101 Shire of Nillurnbik Planning Scheme Amendment C13 Heritage Assessments verandah (rebuilt?); six-pane double-hung sash windows; T&G bead-edge boarded ledged & braced door; and paling clad rooms added at verandah ends. A slab-clad large fireplace is at the north corner of the house, with a gsi upper cladding added and an internal lining of rubble stone. The rear facade is different construction, being drop-slab, and sits beneath a rear skillion addition to the main gabled form: this may be more recent construction. The house appears to have been once set up for public display and may have been recreated in part for that purpose. Outbuildings are reached by a track along the east side of the house, including what may have been a creamery (typical standard inter-war design clad with corrugated iron and lined with 1938 Lysaght Queens Head Australia galvanised sheet iron) and a paling clad gabled out-house. Timber outbuildings of differing eras are to the north-west of the house, with pole framing and paling infill construction and Redcliffe brand corrugated iron. Nillumbik Shire Council transferred to the former Diamond Valley Shire Offices in Greensborough after municipal restructuing. The offices became the official Nillumbik Shire Council Offices on 16 October 1995. The former Shire of Diamond Valley Civic Centre or Shire Office building was officially opened on 26th February 1972. Archtiects were A.K. Lines, McFarlane & Marshall and it was built by L.U. Simon Pty Ltd, The Diamond Valley Shire had been created in 1964 from part of the City of Heidelberg. On December 15, 1994 the Shire of Nillumbik was established. Under the Council amalgamations imposed by the Kennett government, the Shire of Eltham, Shire of Diamond Valley and City of Heidelberg ceased to exist with the establishment of Nillumbik Shire Council and the City of Banyule.The new Nillumbik shire surrended the west riding from Eltham to Banyule but in place gained parts of the former Diamond Valley Shire which itself had been created in 1964 from parts of the City of Heidelberg. Three unelected and non-local Commissioners were put in place by the government bringing democracy into question by many members of the local community. The Commissioners determined to abandon the former Shire of Eltham offices located in Main Road, Eltham and in turn occupy the former Shire of Diamond Valley offices located at the boundary of the new shire with Banyule, in Civic Drive, Greensborough. In July 1996 the Commissioners sold the former Eltham Shire Offices and had them bulldozed leading to many years of communiity protest over the process and future development applications. The site has remained vacant ever since. In 1853 a committee was formed to improve the rough roads, some in Kangaroo Ground being almost impassable in winter.1 The committee fundraised by voluntary levies and grants to improve in particular, the main road between Kangaroo Ground and the Plenty River. From this committee arose the Eltham District Road Board, in 1856, which was the precursor to the Eltham Shire Council. The Board’s first chairman was Kangaroo Ground farmer, John Barr. Secretary was the former committee’s secretary, Andrew Ross, Kangaroo Ground’s first school teacher, and founder of the district newspaper, The Evelyn Observer.2 Most of the board’s income came from a toll-house north of the Lower Plenty Bridge, which funded such projects as a road from Kangaroo Ground to the Caledonia Diggings. In 1871 the Shire of Eltham was proclaimed, with its boundaries the same as those of the Road Board, and Councillor A Donaldson of Kangaroo Ground was the first president. Eltham was at the southern tip of the shire, which extended north to Kinglake and east beyond Yarra Glen. In 1878, part of Kinglake was added to the shire, while the area east of Watts River, near Healesville was removed. In 1912, then again in 1958, the shire was further reduced. Yarra Glen, Steels Creek, Tarrawarra, parts of Healesville and Christmas Hills, were transferred to the Shire of Healesville. In 1972 a smaller area, at Kinglake, was transferred to the Shire of Yea, leaving 277 square kilometres in the Eltham Shire. Perhaps no other Victorian municipality has had so many meeting places. Although from 1858 to 1904, the council convened at the office in the home of Secretary Charles Wingrove, the board, and later the council, also met at other more central locations.3 The board moved from the Fountain of Friendship Hotel to the Eltham Courthouse, to the Kangaroo Ground schoolhouse. It then met at the Kangaroo Ground Hotel, which some considered put it in danger of interruptions by people ‘the worse for liquor’.4 In 1885 the council met at the hall on Mr J Donaldson’s land at Kangaroo Ground. After Wingrove’s retirement, the council rented space at the Kangaroo Ground General Store and Post Office. Then, in 1917, the council bought the former office of The Evelyn Observer, after its printing works transferred to Hurstbridge. In 1934, fire destroyed the shire office, which was temporarily relocated to the Kangaroo Ground home of Shire Secretary, Mr P J McMahon. In 1941, the shire office moved to a new building (which included a public hall) in Eltham, at the corner of Arthur Street and Main Road, where the Eltham Village Shopping Centre was eventually built. Growth required new offices, which opened in 1965, on the former Shillinglaw property in Main Road.5 In 1994, as part of municipal restructuring under the Jeff Kennett Liberal Government, most of the Eltham Shire formed part of the new Shire of Nillumbik. It joined with the north section of the Diamond Valley Shire and parts of the Healesville and Whittlesea municipalities. The Diamond Valley Shire had been created in 1964, from part of the City of Heidelberg. Turbulence followed Nillumbik Shire’s formation. Under the Commissioners the council transferred to the former Diamond Valley Shire offices in Greensborough, and the Eltham council offices were demolished. In March 1997 the first five-member Nillumbik Council was elected. But, in October 1998, the government suspended the council and appointed an administrator . Early in 1999, shire residents voted to increase councillors to nine: comprising five ward councillors and four shire-wide councillors. Elections were held in March 1999. Then, before the March 2002 elections, nine new wards were created.6 In 2008 these were reduced to seven. Today [2008] the council governs a varied population of more than 60,000 people living in townships and on bush properties in the green wedge.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. The Shire of Braybrook (1871–1951) was a vast, semi‑rural municipality stretching from Melton to West Melbourne, centred on the old Braybrook village at Solomon’s Ford. It transformed dramatically with the arrival of railways, the rise of Braybrook Junction/Sunshine, and the industrial boom driven by H.V. McKay’s Harvester Works. The area was first organised as the Braybrook Road District on 28th May 1860, after a public meeting at the Shamrock Hotel in Albion. The district was enormous, extending from Melton to Dynon Road on the West Melbourne swamp. Early settlement clustered around Solomon’s Ford on the Maribyrnong River, a key crossing for travelers heading to Geelong, Williamstown, and the goldfields. On 23rd January 1871, the Road District became the Shire of Braybrook. Council meetings were initially held in Maidstone, reflecting the early population centres. The Braybrook Shire Hall in Deer Park was built in 1885. That 1885 building was the first official hall and council offices for the Shire of Braybrook, long before the municipality shifted its centre of gravity toward Sunshine. It stood near the Deer Park Hotel and served as the administrative heart of the shire during the late 19th century. The Braybrook Shire Hall at Deer Park effectively closed as a council headquarters in 1930, when the Shire of Braybrook shifted its administrative centre to Sunshine. In 1951, the Shire of Braybrook was renamed the City of Sunshine, reflecting the shift of population and industry eastward. In 1994 - 1995 the Kennett Government reduced Victoria’s councils from 210 to 78, the largest restructuring of local government in the state’s history and this part of the City of Sunshine became the City of Brimbank. It is believed this extension table came from the Shire of Braybrook Shire Office located in Ballarat Road, Deer Park, opposite the Deer Park Hotel. Over the years this extension table was used in the Shire of Braybrook Shire Office Ballarat Road Deer Park, the Shire of Braybrook and City of Sunshine Memorial Hall Hampshire Road Sunshine and in the City of Sunshine Municipal Offices Alexandra Avenue Sunshine. When the City of Sunshine Municipal Offices in Alexandra Avenue, Sunshine closed down, this table was were presented to the Sunshine & District Historical Society by the City of Brimbank.
