The former Ballarat Circuit Court Building, later the first building of the Ballarat School of Mines, was demolished to make way for a new custom built Art School building. Sir Alexander Peacock opened the Ballarat Technical Art School in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' Before this building was constructed art and craft classes were held in various buildings around Ballarat. The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. The relief stone panel on the front with the words "Technical Art School" features stone pilaster brackets and corbels. In the centre front can be seen rectangular sandstone pediment with decorative stonework incorporating the date of construction. The windows in the lower floor feature five supporting keystones whereas the upper windows have sandstone lintels. The building also features decorative cast iron downpipes. The entrance on the northern side has attractive leadlight glazing in an art deco style. Above the door a miner's lamp and pick are featured in the design. The building is functional in design with large metal windows in the south wall to ensure good light into the studios. The northern wall has standard double hung windows. The interior of the building features a carved wooden staircase and cast iron ceiling vents. The rear drawing studios can be made into one large studio by opening panelled timber doors. In 1964 the Victorian Government announced that a committee be established to plan for the establishment of a Victorian Institute of Colleges. Eight Technical colleges would be raised to the level of university colleges. Ballarat School of Mines was on the list. Plans were also underway for the development of a new campus at Mount Helen. The Mount Helen Campus was officially opened on 30 October 1970 by the Hon Sir Nigel Bowen, Minister for Education and Science. Solid wooden box with rope handles was used to move library books from the Library at Ballarat School of Mines to the E J Barker Library at Mount Helen Campus. The Mount Helen Campus Library was opened in 1973. At that time it was Ballarat Institiute of Adult Education. This was the fore runner of what is now Federation University. Johann August (John) Kruse was instrumental in the development of the pharmaceutical industry and pharmacy training in Victoria. He was a driving force behind the creation of the Pharmaceutical Society of Victoria and was appointed a founding member of the Society's inaugural council in 1857. He manufactured many pharmaceuticals and health products such as mineral waters and 'Kruse's Fluid Magnesia' (1863) which is still in use today. He later went on to produce insecticides and dynamite, then established his own analytical chemistry service. In 1878 Kruse established Victoria's first pharmacy training facility - the Melbourne School of Pharmacy. There pharmacy apprentices were taught chemistry, botany, materia medica and Latin, while country students could study by correspondence. The School was endorsed and monitored by the Pharmacy Board of Victoria to which Kruse was appointed in 1880. Kruse's pharmacy school was the forerunner of the Victorian College of Pharmacy, Monash University, which remains Victoria's only pharmacy training institute. In 1853, shortly after qualifying as pharmacist at the University of Göttingen, Johann August (John) Kruse, moved to London. The medical practitioner Dr S. Weil sent Kruse to Victoria, Australia to manage a new pharmacy and tobacconist's shop which he was having built at 136 Bridge Rd in Richmond. In 1856 Kruse opened a second pharmacy 'John Kruse and Company Chemists and Druggists' at 207 Bourke Street. 1857 the Richmond shop was destroyed by fire, so all pharmaceutical production was moved to the Bourke St premises and later to his new location at 184 Bourke St.. Kruse was forced to sell his business in 1868 to Felton Grimwade and Company and work for them as manager of their chemical works. By the early 1870s he had regained financial independence so left the company to establish his own businesses again. He opened up a pharmacy at 31 Swanston St and in c1874 leased Victoria's premier natural springs, Clifton Springs, on the northern side of the Bellarine Peninsula, where he established a bottling plant. In 1860 Smeaton residents appealed for funds to establish a school. Patrick Curtain, and his co-workers raised more than £150 plus a land grant (Allot A, Sect 2, Township of Smeaton). Head Teacher John Forbes, with assistant Zillah North, opened a timber school building which measured 36ftx18ft (11.0x5.5m) on 1 September 1861 with 44 children. Rising enrolment to 65 in 1868 made building alterations necessary. During 1870-1 a residence of four rooms was supplied and in October 1882 a 20ftx18ft (6.1x5.5m) classroom. In 1907 a new brick building accommodated 122 children. Among notable ex-pupils are Major-General Bridgeford, Frank Wright ( Musical Director of the London County Council), Alex Wright, (AKA singer Andre Navarre), and Les Brooks. (Visions and Realisations). Frank Wright was a renown resident of Smeaton, where he was born in 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. He was the youngest of eleven children. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was appointed in 1934 as the Musical Director of the London County Council (the GLC or Greater London Council), where he organized many amazing concerts in most of the 150 parks, in and around the London district. He was also responsible for some of London’s major concerts at Kenwood, the Crystal Palace and Holland Park. He was made Professor of Brass and Military Band Scoring and Conducting and was a Fellow of the Guildhall School of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. Frank was awarded an M.B.E. in 1967 and he died in November 1970. The large plaster Illisos depicted in the back of this image is still held by Federation University Australia. The Ballarat Technical Art School (No. 10) was part of the Ballarat School of Mines and was established in 1907. After conducting classes in various locations around Ballarat a custom built art school was erected on the site of the former Ballarat Circuit Court House, previously used as the initial building of the Ballarat School of Mines. Examples of drawings undertaken by students, as well as some plaster castes are held in the University of Ballarat Historical Collection. After much debate and discussion among politicians and educationalists, the 1910 Education Act No 2301 was passed, making possible the establishment of new technical schools to address the dearth of skilled trades people. In July 1912 Collingwood Technical School opened in the modified bluestone buildings at 35 Johnston St, originally built in 1853 as the Collingwood Town Hall and Court House. Within three weeks, there were 57 boys enrolled - studying preliminary carpentry and pattern-making, plumbing, engineering, sheet iron work and bricklaying. They attended two hours a night on three evenings a week. In 1913, the school opened its doors to juniors and took residence in new permanent buildings erected on the site. It was classified as a trades school by the State Education Department. Two years later courses in electrical wiring and electrical and mechanical engineering were introduced. In 1988 Preston College of TAFE and Collingwood College of TAFE merged to become Northern Metropolitan Institute of TAFE (NMIT). Ascot Denominational School in Ascot opened in 1859 for the Presbyterian Free Church with 26 students, which quickly grew to 96. In 1866 the local Board of Managers offered the school to the Board of Education if it would pay the 200 pound building debt, but the offer was rejected. In 1873 Ascot Primary School (No. 16) opened. A new site was purchased in 1981 forcing the closure of School 16.
