In 1848, Francis Rogerson form Dumfriesshire, Scotland purchased 80 acres of land at Kangaroo Ground on which he built a two-roomed bark hut. He named the property afterr the many Bronzewings and Wonga Pigeons in the area. Ewen Hugh Cameron moved to Pigeon Bank the same year he was elected to Parliament as the Member for Evelyn. At the time he moved in, Pigeon Bank had six rooms and the present water well. He made further extensive additions and lived there until his death in 1915. Thomas Sweeney was born in Tipperary, Ireland, in 1803, the son of an Irish farming family. As a young man, he became embroiled in the continuing struggle against colonial domination and the injustices of the land tenure system and was captured when trying to burn down the farm house of Patrick Guyder at Cullahill in 1823. His sentence to be hanged was commuted to Life Transportation to New South Wales. After 8 years as an assigned convict within the confines of the NSW Colony, Thomas's 1831 Ticket of Leave allowed him to work for himself. His 1838 Conditional Pardon allowed him to finally break free of that colony and move to the Port Phillip District to start a new life as a free man.In June 1842, while living on the Yarra in Boroondara, Thomas applied to purchase 110 acres in the Parish of Nillumbik. He called his farm 'Culla Hill' after the place in Tipperary where he had been captured in 1823. The homestead on the property was built in 1896 and is of historical significance, being the subject of a Heritage Overlay under the Nillumbik Planning Scheme. The Edendale property was originally part of an extensive land purchase in 1852 from the Crown by pioneer Eltham farmer Henry Stooke. He initially purchased 51 acres and later expanded his holdings by purchasing another three adjacent Crown allotments extending northerly from Josiah Holloway's Little Eltham subdivision. Despite clearing the land, Stooke did not build on this property, choosing to live on his property "Rosehill" at Lower Plenty. In 1896 Thomas Cool, Club Manager of the Victoria Coffee Palace in Melbourne purchased 7 acres of the original Stooke land and built the house now known as Edendale. Cool did not farm the land, instead using it as a gentleman’s residence, retiring to Eltham at weekends. In 1918 he purchased an additional 7 acres but in 1919 he sold the property. Later owners included J.W. Cox, the Gaston family and D. Mummery. In the 1980s the Eltham Shire Council purchased the site for use as a Council depot, but this use did not proceed. Subsequently, it was used as the Council pound. The Edendale Farm Pet Education and Retention Centre was established in the summer of 1988/1989 and was set up to replace the existing dog kennels with a high standard pet retention centre. Only 1.4 km from Eltham’s centre, sheep feed, blissfully unaware of the hectic suburban activity so close by. At the entrance to the 5.6ha Edendale Farm is another surprise. A work of art that looks like huge tree trunks transformed into bowler and top-hatted men. The Fences Act 1968 by Tony Trembath with Mark Cain and John Doyle, 1996, is classified by the National Trust of Australia as having Regional Significance. The title refers to a government act on disputes between neighbors over the placement of fences and boundaries. This takes a ‘wry swipe’ at a community divided by trivial squabbles. It also celebrates making do with limited resources.1 Further along on the left, the office wall is decorated with a massive Eltham Copper Butterfly, designed by Robert Tickner and made by school children with used plastic bottles and other waste material. Nillumbik Council runs Edendale as an Environmental Education Centre, to help preserve and enhance the local environment. As early as 1988 the former Eltham Shire Council realised Edendale’s importance in meeting people’s needs, particularly of children, to enjoy farmland. The centre, with the Eltham North Reserve to the north - including remnant bushland and open parkland - makes up the major part of the public open space for this area. The council considers this area will become increasingly important to the local community for recreational use.2 Educational programs aim to encourage community involvement to ensure the long-term rehabilitation and protection of natural bushland areas. Edendale is used by people of all ages - from school children to adults - for environmental programs and workshops, as well as for recreation, to enjoy the domestic animals and to picnic. Edendale is also home to the Environmental Works staff who manage reserves and roadsides and support Nillumbik Friends environmental groups. The Friends propagate plants at the nursery, which grows indigenous plants and sells these to the public.3 The centre demonstrates the sustainable living the farm teaches, with features like solar hot water and drive lighting and for the fireplace, logs of recycled cardboard. Edendale has had a varied history as a dog pound and even as a retreat for Thomas Cool, Club Manager of the Victoria Coffee Palace in Melbourne. His single-storey weatherboard house built in 1896, which still stands, was grander than most homes in Eltham. Although such buildings were common in many other parts of Melbourne, Eltham’s poverty and remoteness did not encourage such construction. The Victorian rectangular-shaped house, with a corrugated iron roof and veranda, has elegant large rooms, leadlight windows, ceiling roses, two bay windows and ornately carved wooden fireplace surrounds. Cool bought seven acres (2.8ha) from pioneer Eltham farmer Henry Stooke’s 200 acre (81ha) farm, which he had bought from the Crown in 1852. In 1918 Cool bought an extra seven acres (2.8ha) but in 1919 sold the estate to farmer John Cox. In 1933 Cox sold Edendale to Mrs Elizabeth Gaston, after whom the road leading to the centre was named. The property was owned by several Gaston family members, who called it Edendale, then by a police constable, Douglas Mummery, until the Shire of Eltham bought it in 1970. Oddly Edendale was known as Mummery’s for almost 20 years, although Mummery owned it only for a short time.4 The shire used Edendale as a dog pound until amalgamation with other municipalities in 1996. The pound then moved to the Yan Yean Road, Plenty site, which had been used by the former Diamond Valley Shire Council. To the west and north the centre is bounded by Diamond Creek and on the east by the Melbourne-Hurstbridge railway line. John Lawrence Coleman (1934-1965) born January 10, was the son of Raymond John Coleman and Hanna May (Gillet) Coleman. He married Margaret Frances Dare in 1955 and was the father of two children. He died whilst attempting to rescue an older man trapped in the bushfire at North Eltham on March 3, 1965 He died at Eltham (Herald, 4 March 1965, p3) [Picture of John Lawrence Coleman] Builder Mr John Lawrence Coleman, 31, of Main Rd., Eltham, one of three men burnt to death yesterday in the fire at North Eltham. The other two were XXXXX, 33 who lives opposite the Colemans and Mr William Elwers, 64 of Batman Rd., Eltham. * * * Frank Martin was a volunteer with the Eltham rural fire brigade at the time of the 1965 bushfires which burnt Eltham North and Research. Frank was asked to assist with the removal of three bodies from the back gully (now Orchard Avenue). They were badly burnt and one was found stuck under a fence as though trying to escape. Volunteers John Coleman Jnr, William Elwers and George Crowe were killed trying to protect Eltham from bushfire – they were local heroes. At the time, John Coleman Jnr was survived by his wife Margaret and two young children – John 11 and Vicky 2. Margaret Coleman lived in the family home until 1992 when she sold it and moved to Tasmania to be close to her son. She died in 1997 aged 65 years. 75 yr old Ken Gaston grew up on Edendale farm, which was originally a poultry farm but is now owned and run by the Shire of Nillumbik as an educational farm for schools and visitors. He was Captain of the Eltham rural fire brigade in 1965 when John Coleman Jnr was burnt to death in the Eltham North bushfires serving as an unofficial volunteer. He was able to draw where the original Wattletree Road was and at the time was verified with the location of some remaining bitumen and a post from the original bridge over the Diamond Creek located near the junction of the Diamond Creek and another small creek which is further down from Research or Christmas Creek as locals refer to it. The original Main Road ran behind Colemans before the railway line was built beyond Eltham in 1912. Bushfires rage in Victoria, Snowy: Three dead MELBOURNE, Wednesday.—Three people died today in a bush» fire which raged through North Eltham, about 15 miles from Melbourne. The victims were three men. A fourth man is feared to be dead. Another bushfire. sparked off by the heatwave sizzling over south-eastern Australia, is burning out of control in the Kosciusko State Park, in the Snowy Mountains. Firefighters fear that if it reaches pine forests up the Yarrangobilly River, they will be powerless to stop it. The three victims of the North Eltbam fire were trapped by flames in a valley. Their bodies were found only a few yards apart. They were named by police tonight as Mr. George Crowe, 78, of North Eltham, William John Ewers, 64, and John Laurence Coleman, 31, both of Eltham. The other two have not been identified. They are believed to be a man aged about 40 and an 18-year-old youth. At least 12 homes were destroyed by the fire, the worst in Victoria since 1962, when eight lives were lost and hundreds of homes burnt down at Warrandyte. At one time the township of Eltham was threatened, but a cool change swept in from the south and held back the wall of flames. More than 100 dogs, worth about £4,000, died when the fire raced through two kennels in Short Street, Eltham. and Upper Glen Park Road, North Eltham. A trickle of water Residents ran into the streets as the blaze raced towards their houses. Others frantically dug firebreaks around their homes. Mrs. Sue Recourt wept when firemen arrived while she was vainly trying to stop the flames with a trickle of water from the garden hose. A stack of firewood was blazing, but the firemen managed to save the house and rescue four goats. Many homes in Eltham were saved after flames had crept to within feet of their fences. Students at North Eltham State School had to be evacuated when the blaze threatened the building. Fire fighters were severely hampered by lack of water and narrow roads. The blaze, which began in above century heat, turned toward Wattle Glen, where two houses were gutted. Then the flames raced towards Hurstbridge to the north. Firemen battling desperately, controlled the fire late this afternoon. On that day one pilot up in a spotter plane said afterwards: "It seemed at times that half the State was on fire." This time, for three days on end, Gippsland men, women and children had moments of conviction that their towns would have blackened into anonymity before the weekend was out. The week began with horror at Eltham on the North-eastern edge of Melbourne. Eltham today is something of an artists' colony. Oil painters, water colourists, potters and sculptors proliferate. A number of University folk have emulated the example of Professor MacMahon Ball who pioneered the way by moving to Eltham and carving a home out of the bush in the thirties. Innermost Eltham is barely 14 miles from the G.P.O. Farthest Eltham stretches miles beyond. It served to illustrate the tragi-ludicrous truncation of Victoria's fire control. Part of Eltham is under the protection of the Melbourne Fire Brigade. But this responsibility ceases at some invisible and incomprehensible line — apparently determined by the meanderings of the water mains. At this point everybody's property throughout the rest of Eltham is dependent on the Country Fire Authority. Half an hour before midday on Wednesday, a fire suddenly started on the West side of Upper Glen road on the edge of Eltham. Before the fire brigade could arrive, it was burning on a widening front through timber and high grass north of Eltham. Two wind changes in rapid succession saw the fire leaping Diamond Creek. With a freshening wind it struck home after home in three streets. More than one of them exploded suddenly as if hit by an incendiary bomb. There is no piped gas in the Eltham area, hence many housewives use bottle gas. The flames outside caused the bottles to explode. Altogether twelve homes were completely incinerated and four more were badly damaged. Thirty prize dogs perished. About three hours after the fire started it raced suddenly down a gully hillside trapping an elderly man. Two other men apparently raced to the rescue. Flames caught the three men within yards of each other, not 200 yards off the Upper Glen Park Road where safety lay. They were burned to death. Next evening an angry and convincing secretary of the Fire Brigade Union, Mr. W. M. Webber, came on television and appealed to the people of Victoria to end the ridiculous and dangerous dualism in fire-fighting control. The Eltham fire, he said, had precisely illustrated the situation. The Metropolitan Fire Brigade area touched Eltham, but where the fire had gutted and killed, was just outside its area. Mr. Webber said his union had constantly urged one authority for the State with a complete reorganisation of fire protection. On Wednesday the union had repeated its call for an inquiry into fire protection in Victoria to the Chief Secretary, Mr Rylah. "No matter how close the liaison between the two organisations, there are always divided sections of thinking," Mr. Webber told viewers. "I don't know how much tragedy the com-munity can take before it demands that it is properly protected." Rumours that differences in gauge between taps and hose nozzles (as between the two authorities) accentuated the damage were denied by fire chiefs who said that all appliances were now carrying adaptors so that hoses could be linked to mains everywhere. But there is grave concern in the Metropolitan Fire Brigade's higher councils at the action of several Federal authorities with projects in and around Melbourne. They are installing non-standard equipment without reference to the State authorities or any dovetailing of appliances and equipment. Public alarm was not diminished by the publication on Friday and Saturday of a heart tearing letter from the young widow of John Lawrence Coleman, 31 year old father of two, who had died in the flames apparently trying to rescue the old man trapped in the gully. By that time, a Vast area of Gippsland was in flames and the troops had been sent in to back up the overworked and often helpless fire-fighters. By Saturday, the Leader of the Opposition, Mr. Stoneham, who has previously demanded a Royal Commission into fire-fighting arrangements, repeated his demand. To add to the Chief Secretary's worries he was publicly rebuked for allegedly implying on television that lives had been lost at Eltham because people went to the wrong place at the wrong time. In a letter to the Press, Professor MacMahon Ball pointed out that two of the men involved were experienced bushmen who had gone "to help an old man in great danger fully aware of the danger to themselves". As Victoria faced its sixth day of total State-wide fire ban, it looked likely that even official resistance was not going to silence the demand for one central authority to control the fire fiend. At the moment, the 400 square miles where two million Victorians live in Greater Melbourne are divorced from the rest of the State in planning, communications, equipment and control of personnel. No one doubts the whole-hearted co-operation and willingness to back each other up of the M.F.B. and the C.F.A., both at top-level and among the firemen themselves. However, when a city straggles so deeply into the country side, the absence of a single authority, to oversee and analyse the fire threat as a whole, suggests suicidal policy of divide and fuel. The footbridge which extended from the facility to the landscaped garden and water features is now gone. The footbridge and garden were previously part of a former hat factory in Sherbourne Road Eltham which has in the past been used for various purposes and presently a self storage business. The Karingal Yallock Creek passes through the front of the land and the creek environs are the subject of significant and unusual landscaping works, including some cascading water channels. Some of the landscaping was damaged by the Christmas Day floods of 2011, but the main elements remain intact. The landscaped area (as distinct from the factory itself) is the subject of a Heritage Overlay under the Nillumbik Planning Scheme. The basis of this overlay is a Heritage Report by Graeme Butler and Associates in 2006. As well as an assessment of the landscaped area, it includes one background information on the history of the site (although a complete history would require more research). The site was part of Crown Portion 3 of the Parish of Nillumbik that remained as the Montmorency Farm until early in the twentieth century. The 1911 subdivision of this farm created Lot 7 of some seven acres, which is the site of this factory. The Heritage Report lists the various owners of the site. From the rate records and aerial photos it is concluded that the site was used as an orchard and farmland until the 1940s. William F Crellin, orchardist, owned the site from 1912 to 1923. Then Edmund Williams owned it until 1951. In 1955 the site was owned by Rupert V. Kirsch and this is the name anecdotally associated with the hat factory, where the well-known brand of Fayrefield Hats were manufactured. The Nillumbik Festival was introduced as a replacement for the Eltham Festival following the disbandment of Eltham Shire Council in December 1994 and the creation of Nillumbik Shire Council. It was an attempt to draw away from Eltham and be more inclusive of the wider communities in Nillumbik. However other local communities had their own festivals and the concept of a Nillumbik Festival was never widely accepted by the community and it shortly reverted back to the Eltham Fesitval in 1997. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. Belle Vue property in Livingstone Road, Eltham was once owned by Society member Jo McCormick. Jo was a valued member of our committee and dear friend of many of our members until her death in 2009. Belle Vue is the farmhouse of a property that is now a significant part of suburban Eltham, just a short distance north of the town centre. Originally purchased by pioneer Eltham farmer Henry Stooke, the present-day old farmhouse sits within an extensive suburban residential area. The history of the property is largely based on a heritage assessment prepared by consultant Lorraine Huddle for Nillumbik Shire Council. Additional information from our Society records reveals Belle Vue farm comprised about 56 ha (140 acres) extending northerly from the northern boundary of Holloway’s 1851 Little Eltham subdivision. On the present day map the southern boundary was just north of Elsa Court and Grove Street. The western boundary was the Diamond Creek and extended northerly to Main Road where it turns easterly towards Research. It was traversed by the main road to Kangaroo Ground and beyond and from 1912 by the railway to Hurstbridge. From 1895 the farm was owned by William Williams and his wife Mary Ann. In 1914 -15 they built a new house now known as Belle Vue. They sold the land in 1920 and residential subdivision began soon after that. Belle Vue remains today on a substantially subdivided and very much reduced size residential lot in Livingstone Road. The house and many old trees on the site were subject to a heritage overlay under the Nillumbik Planning Scheme.
