Premier Town Awards are awarded by the Victorian State Government to regional communities that best protect and enhance their environment. The award recognizes success in litter prevention, waste management and environmental projects and community group and individual efforts are taken into account in this regard, Warrnambool has won the award three times (1958, 1979-82 and 1988-1991). These items are of interest as examples of the souvenirs distributed to celebrate Warrnambool’s being awarded the title of Premier Town of Victoria in the 1970s and the late 1980s. Bruce Rogers, the recipient of the brass plaque and Director of the Premier Town Campaign in 1979-82 was a Warrnambool businessman, City Councillor (1965-9) and a Lawn bowls player of note. Cr. W.D. Vaughan in his civic history of Kew includes a chapter (XXXII, pages 132-3) to Town Clerks and Surveyors. He states that H.H. Harrison began his career with the Borough of Kew in 1888 as his predecessor's assistant, becoming Town Clerk on the latter's death in 1901. On his retirement, The Herald on 30 Jul 1938 reported that: "H.H. HARRISON, Town Clerk of Kew, was entertained last night by members of the Metropolitan Institute of Town Clerks and presented with a walking stick and case of pipes, on the occasion of his retirement after 50 years' service with Kew City Council. He began his municipal career as a youth with the Bendigo City Council, and in 1888, was appointed Assistant Town Clerk at Kew. Appointed Town Clerk in 1901, he has held the office for 37 years."This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. The mounting and framing of the photograph follows a typical layout or style in that it each is framed in dark wood, glazed, and laid down on an inscribed board. In Kew’s Civic Century (1960), Cr. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. The story has a young, nervous director Lewis, played by Brett Edginton, arrive in a mental home to produce a play with the inmates. He performed on the University's historic Erard Grand Concert piano on stage in Founders Hall, describing it as "absolutely amazing.' The instrument was 93 years old and hadn't been played for more than eighty years. An audience of 500 were entertained with pieces by Schubert and Bach for the first half of the program and Waltzes, Mazurkas, and Polonaises by Chopin after the interval. Tim Haymes is the character Smith, Karissa Clarke plays nurse Jane Oliver and Ross Larkin plays soldier Daniel Brady. Other cast members were Luke Doxey, Richard Di Gregorio, Chris Stipic and Brendan Mayne. A feature of the show is Lola's celebrated Spider Dance which was acknowledged many years ago by the crowd throwing gold nuggets onto the stage. Presented by the Hugh Williamson Foundation in association with the Begonia Festival organizers the performance was at Her Majesty's Theatre, Ballarat nightly from 12th-15th March at 8pm with a matinee at 2pm on the 15th. It was performed in America in 1944 and tells the story of three sailors who arrive in New York on 24-hour shore leave. It was performed at Founder's Hall, University of Ballarat, Mount Helen campus. It was an original show devised and written by Second Year SMB Performing Arts students. following their sold-out touring show 'unplugged' and Book Week play 'SapceDust'. This building once contained the municipal offices and a public Town Hall for the City of Sunshine. The building was demolished and on the site the R.T. Pollard Gardens were established. The Gardens are shown in the second photograph.Although the council built new municipal offices in Alexandra Ave, a Town Hall for public use was never rebuilt. The council considered that there were other halls available, such as the Mariana Hall or school halls, which could be hired for public or council functions. This picture of the Sunshine Town Hall is a copy made from an unknown printed article. These are two administrative record books from the Warrnambool Town Council which took over from the Warrnambool Borough Council in 1883 and existed until 1918 when it became the Warrnambool City Council. .1 Warrnambool Town Council letter book dating from 1904 to 1918 containing copies of letters written by the Rate Collector, Thomas Beattie .2 Warrnambool Town Council Contract Book dating from 1902 to 1909. The contract details include the name of the supplier or tradesman and the costs. Some of the contracts deal with the Corporation Baths, the Botanic Gardens and town tree planting.
