This 1966 edition of the Victorian Federation of State School Mothers' Clubs Rule Book was published by the Federation to standardise procedure in Mothers' Clubs across the state. In the 1960s, the V.F.S.S.M.C. was highly active in advocating for the improvements in state schools, which at the time were suffering from poor conditions caused by lacking funding, old buildings and little maintenance. The V.F.S.S.M.C. advocated for school libraries, specialist teachers and clerical help, smaller class sizes, and improving the safety of children at school crossings. The organisation was founded in 1925 as the Victorian Federation of Mothers' Clubs, rebranding to the name in this publication in 1959. This novel, Jimmy of 'Murrumbar' by E.D. Oakley (Edward Daniel Oakley 1877-1962), is a children’s adventure story about an Australian indigenous boy who was educated in a mission and worked as a 'black tracker’ for the police to hunt down criminals in the bush and mountain region of the Grampian Ranges of Victoria. Oakely's parents, Thomas and Eliza, had a farm in Warrnambool called 'Oakbank'. Oakley worked at various jobs in the local district and later had his own wheat farms. When he returned to Warrnambool to build commercial premises and work in the retail industry. His influence encouraged Fletcher Jones to open a shop in Warrnambool. His novel - Jimmy of 'Murrumbar' - was written after he retired. The copy of the book in our collection does not have a publication date. The National Library of Australia lists two editions of this book, one dated 1938, the other is undetermined. It was published as part of a series called the Marcie Muir Collection of Australian children's books. No reference has been found to the author or any further works by him/her. The novel was reprinted as a reproduction in 2017 as a paperback and a leather bound edition 'Classic Reprint' by Forgotten Books. WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. This novel is historically significant for its story, representing the changes to Australian Indigenous culture and life after colonisation. The book appears to be that this is the only work written by E.D. Oakley. It is locally significant for being written by an early prominent Warrnambool family member. The Rufous-bellied Kookaburra is a large member of the Kingfisher family. It commonly resides in the dense rainforests of lowland New Guinea, Saibai Island, Indonesia, Biak, Maluku/Moluccas Islands, Papua New Guinea, Melanesia and Queensland in Australia. This is unlike other species of Kookaburra which commonly prefer to reside in locations of open country. Another aspect which makes this bird unique to other Kookaburra is its tendency to live in pairs and not in family groups which is typical of other Kookaburras. In the case of the Rufous-bellied Kookaburra, both parents incubate and care for the eggs/chicks. This Kookaburra feeds on small mammals, birds, reptiles and insects. The Rufous-bellied Kookaburra was originally named the Gaudichaud's Kookaburra after the French botanist Charles Gaudichaud-Beaupré. This species of Kookaburra is among the most colorful varieties of the Kookaburra alongside the Spangled Kookaburra. This specimen is part of a collection of almost 200 animal specimens that were originally acquired as skins from various institutions across Australia, including the Australian Museum in Sydney and the National Museum of Victoria (known as Museums Victoria since 1983), as well as individuals such as amateur anthropologist Reynell Eveleigh Johns between 1860-1880. These skins were then mounted by members of the Burke Museum Committee and put-on display in the formal space of the Museum’s original exhibition hall where they continue to be on display. This display of taxidermy mounts initially served to instruct visitors to the Burke Museum of the natural world around them, today it serves as an insight into the collecting habits of the 19th century.This specimen is part of a significant and rare taxidermy mount collection in the Burke Museum. This collection is scientifically and culturally important for reminding us of how science continues to shape our understanding of the modern world. They demonstrate a capacity to hold evidence of how Australia’s fauna history existed in the past and are potentially important for future environmental research. The Rufous-bellied Kookaburra is a large Kingfisher with a black coloured cap on the head, white collar around the neck, blue feathers on the wings and rump and a rufous belly. The female Kookaburra has a brown/rufous coloured tail, as is the case for this particular specimen which identifies it as female. This bird has a large white bill and pale coloured legs. The White Winged Triller is a small member of the Campephagidae family. They can be found all over the Australian mainland, but there have also been sightings in Tasmania, Papua New Guinea and Indonesia. Their breeding season is from September to December, when they migrate to southern Australia for the warmer months. The males can be very noisy during this time, when they 'trill' all day, granting them their name. Throughout the winter they can be found in northern Australia. This species can be found in open areas with shrub and lots of ground cover, in woodlands, forests, scrub and waterways. The males and females are noticeably different, particularly when breeding. Breeding males are the most conspicuous, with black on their heads, bodies and wing coverts, with a white body, lower face and lower wings. Females are brown, with a light body, a faint brow and a dark line through their eyes. When not in the breeding season, males are similar to females, though they have a greyer rump. These birds have a netted pattern on their wings. When in flight they undulate, and when they land they often shuffle and re-fold their wings. This species predominantly forage for insects on the ground or tree foliage, but also 'hawks' insects from higher perches. They build nests on horizontal branches or forks, and can be found sometimes using empty nests of other birds. Many of these birds can be found nesting in the same tree as a colony, and both parents incubate and brood their two to three nestlings. This specimen is a male White Winger Triller, which is apparent from his black and white colouring. While missing some plumage, the distinction between black wings, tail, cap and wing covert are still clear against his white body and under-wings. These five images, photographed in 1983, depict locations in Ireland that Ned Kelly's father, John "Red" Kelly may have frequented. John Kelly was born on the 20th of February 1820 and worked as a laborer in Ireland. His parents were named Thomas Kelly and Mary Cody. He had a fresh complexion, large head and reddish coloured hair. John Kelly was sentenced in Tipperary, Ireland for the theft of a pig and received 7 years in Van Diemen's Land (now known as Tasmania). He sailed on the ship "Prince Regent" and arrived in VDL on the 2nd of January 1842 with 11 other convicts. John Kelly completed his sentence and moved to Beveridge in Victoria where he met and married Ellen Quin. The couple had 7 children, one of these is Ned Kelly the Bushranger. He died at the young age 46 in 1866. County Tipperary is a county located in Ireland in the province of Munster. It was established in the early thirteenth century, shortly after the Norman invasion of Ireland. These photographs, taken by an unidentified photographer, show the streetscape of Tipperary, the remains of a coachyard and stables, a saddlery yard and a fashion shop. These images are part of the Burke Museum's Kelly album which are of great use to researchers in the reconstruction of the Kelly story. Images like these, which portray an area which John Kelly resided in his youth, have research potential in reconstructing the conditions and quality of life for the Kelly parent. This pennant was donated to the Mission by June Muirhead (nee Richardson) who visited the Mission on two occasions: on the 13 November 2014 and then in 2016. She lived from age 3 to 8, with her parents, Cuthbert (Bert) Richardson and Jane (Jenny) Richardson, and her sister, Edna, in the Cottage at 717 Flinders Street. Her father, was the caretaker of the Flinders Street building between 1943-1949. . In 1943 her father was hired to work at the Mission as a caretaker. The family moved from Wonthaggi. When she lived in the Mission, she would sometimes sneak into the club to look at books and pictures. Some seafarers would give her badges, tokens. One of them gave her this felt pennant. In 1949, the family moved back to Wonthaggi and June started year 5 over there.A number of souvenir gifts and small boxes were apparently available through the Mission To Seamen in the 1940s. This acquisition adds to the small collection of items from the period which could be used to form the core of an informative exhibition. Similar flags were made in other countries depicting an animal (kiwi bird in New Zealand, springbox in South Africa) and other Australian towns.A triangular felted, dark blue pennant with printed cursive inscription and motifs including: the Mission to Seamen Flying Angel flag, an outline of Australia; a Koala wearing a captain's hat; an insignia emblem for the Merchant Navy. This painting was created by Robert Dowling (1827-1886) in 1885. At this time Dowling was considered Australia's best portraitist. Dowling had been born in England, but migrated to Van Diemen's Land in the early 1830s with his parents. Dowling worked in both Tasmania and Victoria as an artist, before returning to England in 1857. He did not return to Australia until 1884 and received eighteen commissions for portraits. The Barry portrait was commissioned after Barry's death which explains some of the mistakes in the depiction of Barry's robes; the fur cuffs and collar are too large, and the cummerbund is sitting in the wrong place. Sir Redmond Barry is an important figure in Colonial Victorian History, responsible for the establishment and support of some of our finest cultural institutions (the University of Melbourne, the State Library of Victoria, the Supreme Court Library, and aspects of the Museum of Victoria's collection). This is in addition to his role as barrister defending aborigines in the 1840s and his position as a foundation judge of the Supreme Court of Victoria, a position he held for nearly 30 years, presiding over two of the most well known of colonial trials: the Eureka Trials in 1854 and the Kelly trial in 1880.The portrait of Sir Redmond Barry is significant because of the historical importance of Redmond Barry in colonial Victorian history. The linen tablecloth has been hand worked using satin stitch embroidery and drawn thread work. This tablecloth is one of many 19th century items of furniture, linen and crockery donated to Flagstaff Hill Maritime Village by, Vera and Aurelin Giles. The items are associated with the Giles Family and are known as the “Giles Collection”. Most of the items in this Collection are in the Lighthouse Keeper’s Cottage at Flagstaff Hill. The majority came from the simple home of Vera’s Giles’ parents, Henry Giles and his wife Mary Jane (nee Freckleton), whose photographs are in the parlour. They married in 1880. Henry Giles was born at Tower Hill, Victoria in 1858 and worked as a labourer on the construction of the Warrnambool Breakwater. His wife, Mary Jane, was born in 1860 at Cooramook. She attended Mailor’s Flat State School, and later worked there as a student teacher, before (as family legend has it) she became a governess at “Injemira” where her grandfather, Francis Freckleton, owned the land. The Giles family of six, some of whom were born at Mailor’s Flat and the younger at Purnim West, lived at “The Maam”, Wangoom before moving to New South Wales in 1895, where Henry built bridges for about 7 years. Henry died in 1933 and Mary Jane died in 1940. Rolf Boldrewood (1826-1915) ‘Rolf Boldrewood’ is the pen-name used by Thomas Alexander Browne as a writer. Browne was the eldest child of Captain Sylvester John Brown and Elizabeth Angell nee Alexander. He was born in London on 6th August 1826 and arrived in Australia with his parents and siblings when he was 5 years old and grew up in Sydney. In the 1860’s Browne added the ‘e’ to his surname. As a 17-year-old Browne took up land in the Western District of Victoria between Portland and Port Fairy on a property named “Squattlesea Mere”. He remained there until 1858, enjoying the squatters’ life on his 32,000-acre property, growing potatoes and running cattle and horses. He sold in 1858 and purchased a sheep station on the Murray River near Swan Hill. He later sold this and bought another sheep station near Narrandera until bad seasons and severe droughts eventually caused him to change his career after 25 years as a squatter. Over the next 25 years, Browne held the position of Police Magistrate and as a gold commissioner in various locations. His third career as an author lasted approximately 40 years. In 1865 he wrote two articles on pastoral life while he was recovering from a riding accident. In the 1870s his writing was bringing in the income to support his family, changing his focus to the writing of novels. A series of these were written for the Australian market and published in The Sydney Mail and the Centennial Magazine. His later novels were aimed at the overseas markets. His best-known novel “Robbery Under Arms” was written from 1882 to 1883 and has been serialised on the radio in Australia and Britain. Pattison Collection This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. As a 17-year-old Browne took up land in the Western District of Victoria between Portland and Port Fairy on a property named “Squattlesea Mere”. He remained there until 1858, enjoying the squatters’ life on his 32,000-acre property, growing potatoes and running cattle and horses. He sold in 1858 and purchased a sheep station on the Murray River near Swan Hill. He later sold this and bought another sheep station near Narrandera until bad seasons and severe droughts eventually caused him to change his career after 25 years as a squatter. Over the next 25 years, Browne held the position of Police Magistrate and as a gold commissioner in various locations. His third career as an author lasted approximately 40 years. In 1865 he wrote two articles on pastoral life while he was recovering from a riding accident. In the 1870s his writing was bringing in the income to support his family, changing his focus to the writing of novels. A series of these were written for the Australian market and published in The Sydney Mail and the Centennial Magazine. His later novels were aimed at the overseas markets. His best-known novel “Robbery Under Arms” was written from 1882 to 1883 and has been serialised on the radio in Australia and Britain. The novel was filmed in 1907, 1920 and 1957, and in 1985 it was made into a television series. It is now an Australian Classic. He also wrote short stories, several nonfiction graziers’ guides, and an autobiography named “Old Melbourne Memories” in 1884. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. This is a photograph of John Draffin and his family. John Draffin was for a time the Orbost Shire Secretary. John Draffin came to Australia as a child with his parents from the north of Ireland . He came to Orbost in 1894 and was Shire Secretary from then until 1910 He had four children: Andrina, Eva, George, Maggie, Sally and Nellie. "Mr Draffin was 67 years of age when he died. He had for many years been engaged in farming pursuits, and at one time held the position of champion plough- man of Victoria. The VC Reference Number range 33001-34999 has been reserved. The Borough of Ringwood was created in December 1924, formally part of the South-West riding of the Shire of Lillydale. Ringwood was proclaimed a city on 19 March 1960. On 15 December 1994, the City of Ringwood was amalgamated to form part of Maroondah City Council. The detailed years are: 1924-25, 1926-27, 1928-29, 1930-31, 1932-34, 1934-35 and 1944-49. For researchers, the rate books are in assessment number sequence. Occasionally, they is also in surname or estate sequence but do not rely on this. The original records are kept at PROV, North Melbourne. At 13/3/2021 the bulk of the collection is being processed ready for a bulk load to Victorian Collections. During World War 2 the State Emergency Council for Civil Defence (Victoria) sent out forms to Municipal Councils requesting a survey to be carried out regarding the suitability of householders to accommodate persons, especially children, in the more dangerous parts of Victoria. Also, surveying parents as to their wishes regarding the evacuation of their own children if necessary. The documents list householders living in the Kiewa Valley including Gundowring giving an insight into the families (size, age, religion, sex), the homes (size, number and type of rooms), Water supply, Conveyance (motor or horse drawn), distance from railway station and school. Papers created by the State Emergency Council for Civil Defence, Premier's Department 1941 requesting Municipal Councils to survey people in case of the billeting of persons who may be evacuated from the more dangerous parts of Victoria.
