Massacre Bay is located on Victoria's Great Ocean Road, and is in the centre of the Bay of Martyrs. The bay consists of 20 m high, red limestone bluffs. The booklet's full title is 'Motorists and Tourists who assist to build The Great Ocean Road (Barwon Heads to Warrnambool) will have helped to found a worthy Memorial to all Victorian Soldiers and a National Asset for Victoria.' Date of the copy is unknown. The booklet is an appeal for donations toward the construction of the Great Ocean Road which, upon completion, would then be a Memorial to soldiers and, during construction, provide employment for returned soldiers.
