Martell Esq Director The Ballarat School of Mines Ballarat Sir The reply to request contained in your letter dated 11 June for transfer to the President Council of the Ballrat School of Mines of Debenture Stock referred to therein, I am instructed to inform you that the Council of the Ballarat Fine Art Public Gallery Associaiton finds, after exhaustive inquiry, that although it has been the practice, for convenience sake, to classify the Association assets under seperate headings, the Debenture Stock in question has always been justlu regarded as all assets of the Association with which it did not parch when consenting , in late 1893, to accept the Deparmental Regulations for Technical Art Schools. A civic campaign for new public offices developed in Kew in the 1880s. After much deliberation, the location chosen was the junction of Bulleen and Cotham Roads. The buildings were designed by George Watson and John Henry Harvey, architects within the Department of Public Works (Victoria). Building was commenced in 1887, and after one year, the buildings were opened. The Post Office was transferred to the new Commonwealth Government in 1901. The Police Station and Court House, sold by the Victorian Government to the City of Boroondara in 2007, are now a community cultural centre and performing arts venue.The buildings were listed on the Victorian Heritage Register Register (HO885) in 1991. They are historically and architecturally significant to the State of Victoria because Watson and Harvey's designs exhibit diversity in integrating civil offices, they accommodate the apex of road junctions, and they demonstrate a departure from the contemporaneously favoured High Victorian Classical to the Queen Anne style in the design of civic buildings.Former court room of the Kew Court House. By 1993 when this photograph was taken, the room had been taken over by the Kew Police Station and used for police lockers and as a briefing room. In the foreground the edge of the magistrates' desk can be seen and in the distance the railing used to separate the public gallery from the main section of the court. This railing was repositioned to the foyer during the renovations of the Court House from 2007-11. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Rodney SCHERER (24/02/1951 - ) Born Campbelltown, NSW Rodney Scherer studied at the National Art School, East Sydney Technical College (1968 -1972); the Canberra School of Art (1973-75) Dip, Art Gippsland Institute of Advanced Education (1978); and a Grad, Dip, Art (Painting) at Gippsland Institute of Advanced Educaton (1985). He curated a number of significant exhibitions for the Gippsland region of Victoria, including the first national travelling exhibition of regional artist "Contemporary Gippsland Artists 1990-92". Rodney Scherer is a painter, print maker, sculptor, Curator, retired Public Gallery Director, and fine art consultant. He was the founding chair of the Art Resource Collective, arcYinnar. He was an Artist in Residence at the Gippsland Trades and Labour Council, Yallourn Power Station in 1991, and site manager of the Fifth Sculpture Triennial at the 1992 Melbourne International Arts Festival. In 2021 he curated "The Happy Wanderer. Jean APPLETON (1911-2003) Jean Appleton was a painter and craftworker who studied at East Sydney Technical College and at the Westminster School, London. After seeing French sculptor Maillol's work 'The Cyclist' she was inspired to try sculpture and consequently studied under Eric Schilsky in London. With the outbreak of war she returned to Australia, thereafter teaching at high schools in the ACT and NSW and at the Julian Ashton and National Art Schools in Sydney. The first of her thirteen solo exhibitions was held at Sydney’s Macquarie Galleries in 1940. Resident in England from 1969 to 1981, she continued to teach intermittently into the late 1970s. After a difficult first marriage to artist Eric Wilson, who died, she married painter Tom Green and they settled in Moss Vale. Though her work is now represented in major state and regional collections, Appleton was like many women artists of her generation in that recognition of her work came late in life: she was in her eighties when a public gallery first presented a retrospective exhibition of her art. Combining the natural qualities of bamboo, paper and straw with delicate craftsmanship, these unique objects express Japanese aesthetics as applied through fibre crafts. The Gion is one of Kyoto's entertainment districts, chigo are children dressed in ceremonial Buddhist costume for one of the city's numerous festivals, and mochi are cakes of steamed and pounded rice. ‘The Art of the Japanese Package’ was an exhibition that toured to 10 Australian and 11 New Zealand public galleries in 1979 and 1980. The touring exhibition comprised 221 objects of traditional Japanese packaging which extended from ceramics, wood and paper to woven fibre containers. At the conclusion of the tour, The Japan Foundation and the Crafts Board of the Australia Council donated the vast majority of the exhibition to the Ararat Gallery for its permanent collection. Combining the natural qualities of bamboo, paper and straw with delicate craftsmanship, these unique objects express Japanese aesthetics as applied through fibre crafts. In Japan, the qualities and traits of natural materials are exploited rather than hidden. The texture of straw, the septa of bamboo are not concealed but lovingly incorporated into the whole. In 1979 Hideyuki Oka, curator of ‘The Art of the Japanese Package’ wrote: “In no way self-conscious or assertive, these wrappings have an artless and obedient air that greatly moves the modern viewer. They are whispered evidence of the Japanese ability to create beauty from the simplest products of nature. They also teach us that wisdom and feeling are especially important in packaging because these qualities, or the lack of them, are almost immediately apparent.
