It was during this period that a number of significant improvements were made to roads and new bridges constructed within the shire that remain in place as of present day (2022). In many situations, the photos provide a tangible visible record of infrastructure that existed throughout the early days of the Shire. In 1964 the first White Cane Safety Day was proclaimed in the United States, to recognise the white cane as a method of independence for blind people and increase awareness by motorists to pay extra consideration to white cane users. Since then the recognition of White Cane Day has spread around the world including Asia, Africa and Europe. Opening of Eltham Library by The Hon. R.J. Hamer, E.D., M.P. (right) and Cr. G.C. Dreverman. The Eltham Branch of the Heidelberg Regional Library Service was opened on 17 August 1971 by Victoria’s Chief Secretary R. J. Hamer. The library was designed by the firm Leith and Bartlett and was the southern wing of the Shire of Eltham Offices in Main Road Eltham. Visitors entered a “book plaza” which embodies the display techniques of a bookshop. Through this area was located a quieter area for reference and the more “purposeful” reader. The library was opened as part of the Shire of Eltham’s centenary celebrations. The library and Shire Offices were demolished exactly 25 years later in 1996. The Eltham Community and Reception Centre was Australia's first public mud-brick building. Commissioned in 1977 by Eltham Shire Council, led by Shire president (and architect) Robert Marshall, architects Whitford and Peck were asked to design a multipurpose facility in mud-brick and timber. The July 1973 appeal's target was $500,000, which with government subsidies aimed to pay for a nine-story building alongside stage one - a combined ten-storey teaching, research and medical centre. The new block was planned to provide the Austin Hospital with 218 additional beds, eight extra operating theartres and a comprehensive range of medical, diagnostic, therapeutic and anciliary services. The hospital conducted a door knock appeal in the Heidelberg and Eltham districts on Sunday July 22. Incorporated the original canteen built in 1961, using funds raised by the College Ladies Committee under the leadership of Mrs. T.H. Kneen.
