Signs promote The Herald and Sun newspapers, four 'n twenty pies, coca cola and more. A public phone box is in the front of the store. Beside the store is possibly an old farm building with more signs advertising honey, Streets, Tarax and a local bottle dump. This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. This book published by the Australian Red Cross Society has been written by Joan and Daryl Lindsay. The book features the work of many Australian artists in the 1940s. The inscription shows that the book was a prize awarded to Joyce Goodall, a pupil at Warrnambool Technical School. This school commenced in 1913 in Timor Street, Warrnambool, a site now occupied by T.A.F.E. Warrnambool Technical School moved to a Caramut Road site and is now called Brauer College. The book was the James Swan Memorial Prize. Swan had a furniture business in Warrnambool. He was a City Councillor (1922-1936) and Mayor (1926-1928) and Swan Reserve in Raglan Parade is named after him. The donor of the prize, Mrs R. Pattison, was the daughter of James Swan and the wife of Ralph Pattison, Warrnambool Librarian. The winner of the prize, Joyce Goodall (Mrs Joyce Milne) was a member of the Goodall families which have been in the Warrnambool and Mortlake areas since the 1860s. John King was the first Head Teacher of Warrnambool Technical School and remained in that position for 29 years. This book is of interest as all of the names mentioned in the inscription plate in this book have a place in Warrnambool’s history. This is a hard cover book with the pages unnumbered. The cover is yellow with black lettering and the front cover has an emblem of the Red Cross and a laurel wreath in red and black. The cover is partly torn and has been mended with adhesive tape. The contents of the book are largely pictorial and illustrative with some text. The owner of this card case was Dr Horace Holmes who was a doctor in Warrnambool for over 40 years. Dr Holmes (1877-1959) was born in Tasmania and completed a medical course at Melbourne University. He came to Warrnambool in 1905, taking over the practice of Dr Fleetwood at ‘Ierne’, at the corner of Spence and Kepler Streets. In 1906 he built a new home at the corner of Liebig Street and Raglan Parade and moved his practice there in 1912 (today this building is the Warrnambool Medical Clinic). Dr Holmes was an honorary Medical Officer at the Warrnambool Hospital. He retired in 1939 selling his practice to Dr Berryman but came out of retirement and practised as a locum until 1944. His interests included rowing golf, bowls and fishing. In the 1950s he lived at ‘Leprena’ in Canterbury Road. He was a foundation member of the Warrnambool Rotary Club. This is a most significant item as it belonged to a prominent local doctor, Dr Horace Holmes. It also has considerable social significance as it is an example of the practice of past times of carrying calling cards and the silver case is a sign of the affluence of the owner. This is a silver card case, heavily embossed, with a slightly curved shape and a hinged lid. It has the initials ‘HIH’ engraved in a shield on the front of the case. It contains nine calling cards (Dr Horace Holmes, Warrnambool). These are made of light card with printing in black on a white background. The cards are somewhat marked and discoloured. This voting card was to determine the site of the new cattle yards in Warrnambool. The choice was between a Raglan Parade site (the present Swan Reserve Children’s Services centre and an Allansford Road site east of the Old Bryen Boiroimhe Hotel (Corner of japan Street and Raglan Parade. The Raglan Parade site at the corner of Kepler Street was the preferred site polling 373 to 222. These saleyards were moved to the present site in Caramut Road in 1970. This is an old tin which has been used as a first aid box by a scout group in Warrnambool. It appears to date from about the 1950s. Today there are two scout groups in Warrnambool and one in Allansford. The Warrnambool Norfolk group has its headquarters at the corner of Raglan Parade and Kepler Street and the Warrnambool Tooram group has halls at the corner of Timor and Banyan Streets and in Otway Road. This tin is of minor interest as an item that belonged to a local scout group in the mid 20th century.This is a rectangular metal box painted cream but with the paint peeling. The metal handle is rusted and there are two metal catches. On the side is a red cross taped on and a red cross painted on the top. There is a black hand-painted name. This hat is one worn by members of the Boy Scouts. Warrnambool today has two Boy Scout groups and Allansford has one. The Warrnambool Tooram group has halls at the corner of Banyan and Timor Streets and in Otway Road and the Warrnambool Norfolk group has its headquarters at the corner of Kepler Street and Raglan Parade. This hat is of interest as an example of the hat worn by scouts in Warrnambool in the 20th century. The same type of hat is still worn by Boy Scouts today. This is a khaki felt hat with a wide brim The crown is folded in 4 sections with four eyelets. There is a brown leather band around the crown and a silver-coloured buckle and two silver studs. The band is adjustable and a piece of string with a knot is used for adjusting the chin strap and for hanging the hat on a peg. The chin strap is made of plaited leather and the inside is slightly stained. The hat is slotted into a wooden frame made of varnished plyboard. The frame is U shaped with two straight sides. A smaller added section of plyboard has been placed on top of the frame and this has an opening at the top to allow the hat brim to slot into the frame. The Warrnambool Fire Brigade was formed in 1863 with the first fire engine house in Liebig Street. Since then the brigade has been situated in Raglan Parade, Timor Street and today is in Mortlake Road. Fire Brigade demonstrations were a feature of rural Fire Brigades, particularly in the 19th century. At these demonstrations firemen from all over the state were involved in competition using hose reels, pumps and ladders etc. A torch light procession was always part of the demonstration. The state Fire Brigade Demonstration was held in Warrnambool in March 1929. One hundred and nineteen teams entered the Champion Fours and there were ninety one entrants in the one man ladder competition which was won by a fireman from Carrum who was carried shoulder high around the oval. This badge has considerable significance as it is our only memento of the Fire Brigade demonstration held in Warrnambool in 1929. A gold coloured metal badge featuring a profile of a fireman's helmet at the top, a horizontal bar, ornate capital Letters; C F B painted ( the letter F is missing some paint ) in the centre and a dark blue scroll with text at the base. "A court was established in Melton by 1864, when the first recorded case was heard before Mr BA Porter JP, with Mr A Carroll as the Clerk of Courts. John James was convicted of being drunk, for which he was fined five shillings or 24 hours imprisonment. The court was held in the ‘long room’ of the old Melton Hotel, before moving to rented accommodation at the Raglan Hotel, and finally to the Roads Board office. Tenders for construction of the present building were called for by the Public Works Department on 13th February 1892. The architect Samuel Edward Brindley was born in Birmingham, England, in 1842. He was articled to the local architect, J.R. Botham, FRIBA, before emigrating to Victoria where he was employed as an architect in the Education Department from 18 August 1873. With the amalgamation of the architectural branch of the Education Department with the Public Works Department in 1884, Bindley was placed in charge of Victorian government building design for the North-Western District. In 1975, the Melton and District Historical Society became concerned at hearsay that the court house was to be demolished to make way for carparking space. Melton had been declared a ‘satellite city’ and was developing rapidly. A new shopping centre had recently been built at a setback of 60 feet (c.18 metre) from 323-329 High Street, and the court house, together with the adjacent weatherboard police station, had been left standing alone. A new police station was planned, and the weatherboard police station was subsequently demolished. In its nomination of the building for National Trust classification the Society argued that the Court House was ‘the best of two early buildings left in the main street’ (the other being a bluestone hotel) and that its loss would be ‘tragic’. However the nomination was unsuccessful, the National Trust at the time judging that it was of no particular ‘distinction’ or ‘antiquity’. The building continued to be used as a court house at least until 1991 when the Department of Housing and Construction (formerly the PWD) conducted a heritage study of court houses. By this time Federation-era architecture had achieved acceptance within the heritage movement. The building was recognised as being ‘the only surviving example in brick of the Federation Queen Anne style which was used for court houses only twice.’ Twenty years later when it was proposed to modify the eastern façade of the building to accommodate a café, the M&DHS was again concerned. This time the National Trust objected that the proposed extension would be an over-development of the site, and questioned the changes to the interior court room furnishings and fittings. The site never appears to have been nominated to the Victorian Heritage Register. It has since been converted into the Shire of Melton Tourist Information Centre".
