VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. The letter concerns the possibility of writing a history of the first ten years of the Graduate Diploma in Occupational Hazard Management. The Beechworth Burke Museum

This large, leather bound journal was made for the Public Library and Burke Museum in Beechworth by book manufacturer, William Detmold in 1875. It was commissioned by the President of the Library and Burke Museum committee, Dr Antoine Mousse, for the purpose of cataloguing all the items in the collection. The cataloguer was the curator at that time, William Morton, whose hand-writing appears in the journal today. When William Morton first started recording in this journal in 1875, there were already a number of existing items in the institution. The Public Library and Burke Museum in Beechworth had actually been operating since the 1850s; first as a Young Men’s Association in 1856, then as Beechworth Athenaeum in 1858, then as the Beechworth Public Library in 1860. Then in 1861 when news of the death of Beechworth’s former police superintended, Robert O’Hara Burke, reached the town, it was agreed that the Public Library would also become a museum to tribute his legacy, renaming it as the ‘Public Library and Robert O’Hara Burke Memorial Museum, Beechworth’. Many of the items from the early institutions would have been used to form the nucleus of this new organisation. Plus, the additional items that were either collected or donated to develop it into a museum. The catalogue is extensive. There are exactly 461 pages of recorded items, each page detailing the various collections the museum acquired in the late 19th century. Collections recorded in this catalogue include a large collection of geological specimens, that were given to the museum in 1868 by the Geological Survey Department of Victoria. A large collection of taxidermy mounts, that were given to the museum as skins by the Museum of Australia in 1865. An extensive collection of Aboriginal artefacts that were purchased from amateur anthropologist R. E . Johns in 1868. As well as artworks, charts, photographs, machinery, maps etc., all of which have been held in the museum since. This catalogue also details the governance and management of the organisation. There were originally 30 rules that governed the actions for the management committee and, while anyone could read in the free library, only subscribers could borrow two books and one periodical. At first, subscriptions rates were 7/6 a quarter. This was later changed to £1 per annum, paid quarterly in advance. This was a considerable amount; 7/6 per quarter meant that the annual fee was £1.10. This was equivalent to about £650.00 or about $1,182.00AUD today, while the reduced subscription fee of £1 a year was the equivalent to £450.00 or about $818.00AUD today. Membership of the athenaeum would have been the reserve of the town's notable citizens. The vale of the catalogue lies not only in its historical connect with the establishment of the Athenaeum and the current museum, but also in its record of the names and positions of all members of the institution's committees of management from 1875-1876. The Bedpan Toilet device is a special tool designed for people who are unable to get out of bed to use the bathroom. It helps them go to the toilet comfortably and conveniently without having to leave their bed. The device is placed under the person's bottom, and it has a container that collects urine or stool. It is easy to clean and can be emptied into a toilet or sink. The Bedpan Toilet device allows individuals who are confined to bed due to illness or injury to maintain their dignity and independence by providing them with a practical solution for using the bathroom while staying in bed. The word bedpan was first seen in the literature of John Higgins in 1572, and one of the oldest known bedpans is on display in the Science Museum of London. It is a green, glazed earthenware bedpan that has been dated to the 16th or 17th century. At that time, bedpans were made from materials including pewter, brass, pottery, glass, and porcelain. Bedpans were not a commonplace item in hospitals until the late 1800s. Florence Nightingale, who worked as a nurse in the United Kingdom from the mid to late 1800s, recorded death rates and causes for soldiers in military hospitals during the Crimean War and then correlated them to corresponding sanitisation procedures. The Institute was initiated circa 1900 by Lady Talbot wife of Sir Reginald Arthur James Talbot, Governor of Victoria (1904 to 1908). From 1908 the Lady Talbot Milk Institute provided "pure" unpasteurized cows milk to specific mothers throughout Victoria. Similar bottles were filled with Specially Supervised "Nursery Milk". The reason for establishing this specialised nursing milk was to reduce the high mortality rate of infants(not on breast milk) in the early 1900s due to contaminated milk supplies. Pasteurized milk became available after World War II which ensured that milk consumed by infants (not able to obtain breast milk) was free from any contaminants. Bottled milk distributed by the Lady Talbot Milk Institute was used by specific mothers of infants in lieu of breast milk. As this requirement was throughout Victoria some nursing mothers within the Kiewa Valley and in the SEC Company town of Mount Beauty needing this service were covered. The establishment(Circa 2000) of breast milk supply from donor mothers throughout Australia has replaced the fundamental product initiated by the Talbot Milk Institute. Functional object - Light Bracket, Before 1878
This pressed brass artefact is a highly decorative side bracket for distancing a gas lamp flame from the internal wall of a building. It is hollow and made of light gauge metal, with an innovative aesthetic design, but no internal piping to transport gas. It was recovered from the wreck of the LOCH ARD. There are similar artefacts in the Flagstaff Hill collection. The LOCH ARD left Gravesend (London) on 2 March 1878, bound for Melbourne, with a crew of 37, 17 passengers, and a diverse and valuable cargo of manufactured goods, luxury items, and refined metal. Some of the cargo was destined for display at Melbourne’s first International Exhibition in 1880. At 3 am, 1 June 1878, the ship was wrecked against the high limestone cliffs of Mutton Bird Island on Victoria’s south west coast near Port Campbell. Only two people survived the disaster — Tom Pearce, a male crew member, and Eva Carmichael, a female passenger. The cargo proved too difficult to salvage in the vessel’s exposed condition and was largely written off. The manifest of goods in the LOCH ARD’s holds included “Fittings gas (4 cases)”. The gas lighting of streets, public buildings, and the dwellings of wealthier private citizens was already well-advanced in the cities and major towns of the Australian colonies. In 1841 Sydney was the first to be gas-lit with 23 street lamps, 106 hotel lamps, and 200 private residences connected to the Darlinghurst “gasometer” by an underground network of metal pipes. “The dim days of oil and tallow are gone by!” pronounced one newspaper, flushed with civic pride. The 1850s Gold Rush promoted a similar attitude of confidence and affluence in the Colony of Victoria. In 1855 Melbourne was connected to its own system of subterranean gas pipes despite the same high rates of 25 shillings per 1000 cubic feet being charged, (reduced to 15 shillings in 1865 with cheaper sources of coal). By1858 Kyneton had its own gasworks to light the town (fuelled by eucalyptus leaves) and Geelong followed suit in 1860. Had the LOCH ARD reached its intended destination in 1878, it is probable that the 4 cases of brass gas light fittings on board would have found a ready market.The LOCH ARD shipwreck is of State significance — Victorian Heritage Register S417. The gas light bracket is an example of lamp fittings and plumbing from the late 19th century.A pressed brass lighting bracket recovered from the wreck of the LOCH ARD. It would be used for attaching, but simultaneously offsetting, a gas nozzle to a wall. Highly decorative in an unusually ‘modern’ or ‘art-deco’ style, with sweeping curves dissected by angular geometric pattern, and supporting a short, vertical bar with a gas nozzle on top. It is constructed of light gauge metal, with splitting along seams, and some delicate tracery is missing. The artefact is a short cross-section of part of a functional part of a brass fitting that suspended a gas lamp, providing structural support, and internally, supplying the gas for its ignition. It combines elegant design with the elements required for safe and efficient delivery of gas. It was recovered from the LOCH ARD shipwreck site. There are similar artefacts in the Flagstaff Hill collection. The fitting is an example of a late 19th-century plumbing and light fitting.A pressed brass gas light fitting, recovered from the wreck of the LOCH ARD. The elegant and functional fitting extends from an ornate 8cm diameter ceiling flange, and comprises two short lengths of fluted column pipe with a brass joiner that are severed (cut off) at the end. Within this decorative outer layer of 3cm diameter is a full length brass tube liner, which is in turn protecting a narrow 0.75cm copper gas pipe that also runs full length. This artefact is a functional, non-decorative fitting that essentially transports gas from a wall attachment to a lamp. It is a brass and copper gas lamp fitting, designed to direct and control the flow of gas from a flanged wall fitting to an exit nozzle that was lit. It was raised from the LOCH ARD shipwreck site by Flagstaff Hill divers in 1972. Related pieces can be found in the Maritime Village collection. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best known shipwrecks in Victoria’s history. This pipe is a gas lamp fitting. This extensively corroded fitting is made of brass and copper alloy. It comprises a 31 cm copper pipe of 1.5cm diameter which is connected to a 6.5cm diameter wall flange (via a flow tap and an adjustable swivel valve) at one end, and to a screw-in square coupling with a nozzle or gas jet at the other end. The copper pipe is dented and corroded and has three holes. The brass attachments are a more robust cast metal but the adjustable mechanisms are concreted into immobility by ocean sediment. No discernible maker’s marks. In unrestored but fair condition. The strike took place in 1891 when pastoralists wanted to reduce shearers' wages and bring in non-union workers at lower rates. The author, Julian Stuart, was one of the leaders of the shearers' strike and was jailed for three years with hard labour. He subsequently worked for the Labour Electoral League (a predecessor of the Australian Labor Party).Relevant to the history of the union movement and especially the shearers' union in Queensland.Book; 167 pages. This publication was a major item in the Falls Creek marketing program for 2004. A major feature of 2004 winter season was the opening of Drover’s Dream, arguably Australia’s most picturesque chairlift. Taking over from Panorama Poma, the new four-seat high-speed chairlift would open up more top to bottom riding. This was a multi-million dollar resort investment and expanded the Sun Valley area. It was over 700 metres long and added an additional 7.4 hectares of beginner and intermediate terrain. It was predicted to reduce queues on the Towers Chairlift as it had a capacity of 2,400 riders per hour. XC Skiing was strongly promoted including Cross-Country Trail Passes, Lessons and Ski Hire available from Falls Creek Nordic Hire at Windy Corner, Gebi’s Ski Hire, Viking Ski Hire and Koki Ski Hire. Accommodation rates for 43 different venues were included. Craft - Ship Model, Sovereign of the Seas, Made between 1930-1955
This meticulously hand crafted ship model is one of the most intricate and challenging projects for a ship modeller to create. Jim Williams took up the challenge, choosing to make all of the components by hand, following a plan of the ship rather than purchasing a pre-made kit. He even made his own tools specifically for working with this model. The “Sovereign of the Seas” 1637-1697 - The magnificent ship “Sovereign of the Seas” was ordered by Charles I of England, who desired a giant Great Ship to be built. It was built by Peter Pett under the guidance of his father Phineas, the King's master shipwright, and launched with 102-guns at Woolwich Dockyard on 13th October 1637, as the Navy’s second three-decker first-rate ship. It was the most extravagantly decorated warship in the Royal Navy, bought with the help of a special 'Ship Money' tax imposed by the King. Soon afterwards the ship was remodelled and cut down to a safer and faster ship. Over the ship’s lifetime it was renamed “Commonwealth”, then in 1650 it became simply “Sovereign” then again after a rebuild in 1660 it was named “Royal Sovereign”. By 1642 the ship’s armament had been reduced to 90 guns. In 1651 Sovereign was made more manoeuvrable by reducing the upper works. It served throughout the wars of the Commonwealth and became the flagship of General Robert Blake. It was involved in all of the great English naval conflicts fought against the United Provinces and France and was referred to as 'The Golden Devil' by the Dutch. By 1660 the armament was changed attain to 100 guns. After the English Restoration, it was rebuilt as a first-rate ship of the line, with flatter gun decks and 100 guns, and most of the carvings were removed. During the First Anglo-Dutch War, in a secret session on 21 October 1652, the States-General of the Netherlands announced reward money for the crews of fire ships that succeeded in destroying enemy vessels; the Sovereign was singled out with an extra prize of 3000 guilders to sink or ruin it. Although repeatedly occupied by the Dutch, the Sovereign was retaken every time by the British and remained in service for nearly sixty years as the best ship in the English fleet. The Sovereign was in regular service during the three Anglo-Dutch Wars, surviving the Raid on the Medway in 1667. After a second rebuild in 1685 the Sovereign was relaunched as a first-rate ship of 100 guns, before taking part in the outset of the War of the Grand Alliance against Louis XIV of France, venturing into the Irish Sea, and later participating in the Battle of Beachy Head in 1690 and the Battle of La Hougue. At this time she was more than fifty years old. It was the first ship in history to fly ‘royals’ above the topgallant sails and a top gallant sail on the jigger-mast. The Sovereign eventually became leaky and defective with age and was laid up at Chatham when, on 27th January 1697, the famous ship caught fire, burning to the waterline. Jim Williams, the model’s maker - Jim (James Bernard) Williams was born in 1888 at The Forth in Scotland. He lived in Tasmania for some time and enlisted to fight in France in WW1. After the war he moved to Warrnambool, Victoria, where he worked at the Cramond & Dickson clothing store until the Great Depression in the 1930’s. He was later employed at Fletcher Jones Menswear, where he worked for 27 years until just before his death in 1959. Jim was a passionate ship model builder. He worked on his model ships between 1930 and 1955, including The Endeavour and The Sovereign of the Seas, which was one of the most intricate historic ship models to build. He had a table set up in a bay window and worked on them on and off using a jeweller's eye glass on the finer pieces. Jim’s long-time employer, Fletcher Jones, knew of Jim’s hobby and skill as a ship model builder and requested Jim to describe the model, Sovereign of the Seas, with the view of putting it on display. When the model was finished there was a full article and photo in The Standard newspaper. Jim described his work on the ship mode “Sovereign of the Seas” in correspondence to his then employer, Fletcher Jones. The document gives us an insight into his skill, patience, and regard for replicating the details of the original ship. Some of the details are: "In making the model the time taken to make certain items might be of interest. For instance "The Great Lantern" on the stern, four weeks, a similar time for the figurehead of St George & the Dragon. "The lower shrouds three to each side about six weeks & the rigging as whole several months. There are nearly 300 blocks and pulleys ranging from nearly 1 / 16 inch in diameter. Dead eyes were bored with 3 to 5 holes. To do this needles of different sizes, set in handles & ground to wedge ends were used. Glass cut and ground to shape were used windows. All gun-port covers (74) hinged. "All guns and anchors made of wood. Nothing for the model was purchased ready-made; everything hand made." Jim’s family donated the ship model along with many associated tools, accessories and papers. The model represents the Sovereign of the Seas. The Royal Navy ship of the line launched in 1637 has a significant British maritime heritage. These days the Sovereign of the Seas still remains one of the most intricate historic ship models to build, representing to the model enthusiast a true challenge to the art of model shipbuilding. The model of Sovereign of the Seas in Flagstaff Hill's collection is an exemplary example of a ship model built and hand crafted from a plan with the making of every item on the model, not a model kit with prefabricated parts. It was made by a local Warrnambool man Jim Williams as a leisure activity in the mid 20th century. The hobby and craft of ship model making has resulted in visual representations of the changes in maritime technology and advances in world-wide navigation. Ship model of HMS Sovereign of the Seas, a 17th century British warship. The handmade model is in wooden framed, airtight glass case. All components were hand crafted. Many of the tools used were made by the model maker, Jim Williams. An inscribed plaque is within the case. A complete set of 8 blueprints from “Popular Mechanics Magazine”, Chicago. The blueprints are on a royal purple coloured paper with white print. Each print displays labelled diagrams to assist the hobbyist to assemble the ship model “Sovereign of the Seas”. The designer is Harold T. Bodkin. Distinct fold creases divide the documents into quarters.
